think could be more than that. the truth is gop plan not only covers preexisting conditions, on top of that they establish 138,000-dollar fund. of that 7%, only 4% so a -- the media didn't want to read the bill, they didn't want to actually see what's in it and frankly if they did they would see that this takes care of preexisting conditions, what it doesn't do is make everybody else pay for it. that's the problem with obamacare. everyone else's fees and costs are going up. what the media doesn't want to talk is that the gop plan actually lower premiums and costs. clayton: capri, you don't want to talk about this. >> that's absolutely false. i will tell you i'm the no-spin

and licensed social worker that was trained in a level-one trauma center. i spent my entire adult life in health policy and offered reform in ohio with pretty market based approach to lower costs. here is the true issue, the affordable care act is not a perfect plan and in some states premiums have increased. under the republican plan and i have to respectfully disagree with my colleague, number one, the subsidies for the supposed high-risk pools are not going to be sufficient to be able to meet the needs of those with preexisting conditions, number one, we have data that -- from previous states that have had the high-risk pools prior to affordable care act. it's proven to be ineffect i have to meet the needs of the very high cost -- clayton: ron, answer the question on preexisting conditions. >> the fund actually would be about $32,000 per year, per person with preexisting

conditions. if that's not enough of subsidy, i don't know what is. in some ways it's more protection than obamacare. >> let me say this, my very best friend has arthritis, she needs infusions every single month that cost $22,000 in order for her to continue to work and arthritis at bay. the community rating that stabilizes those with preexisting conditions would go away. that's an additional protection here that we are not talking about. the other thing that i really want to bring up that's being lost on this is the issue of pertaining to the -- the waiver that the states are getting. it actually can impact employer-based health insurance. actually may not be the only population impacted by this bill and here is why, employers can choose a plan out of state that

has slim-down plan, if you have employer-based health insurance, you could end up with a plan that now all of a sudden after a few years is dealing with life-time limits, increasing outof pocket costs. clayton: ron, address the point. the employer could go out of state and get a plan that isn't in their own state. >> she had to use about six different hypotheticals. when did democrats forget about the average worker who have seen premiums gone up. this plan is going to bring down their premiums. this plan is not perfect and rand paul is a great addition to put in bind groups that would bring premiums down further. the truth is, why did we stop talking about bringing down costs for americans. >> let me say this, i totally
