the former fbi director, only denial that he asked comey to end the investigation and on the intelligence sharing from russia, the present got some perhaps unwelcome support today when russian president vladimir putin announced he would be happy to release a transcript of the meeting if the president asked him to. which, of course, public questions as to whether the russians recorded the meeting. secretary of state rex tillerso rex tillerson. >> reporter: mr. secretary, vladimir putin is offering a transcript of that meeting. do you think they were bugging the oval office? >> i would have no way to know that. >> do you think that russians were bucking the oval office, i have no way to know that is the response. whoever leaked that information was very good at what they did because they sort of put the white house and a bit of a box here in order to fight back against those claims, the white house would likely have to release or at least reveal some classified information that

would then bring more criticism upon the white house. so all they could do right now is just basically say it did not happen. >> jon: john roberts, chief white house correspondent, thank you. >> heather: meanwhile, as you can imagine, problem stuck in the white house leading to fireworks on the house floor where at least one lawmaker said that it was time to impeach the president. chief congressional correspondent mike emanuel has more on that angle for us from capitol hill. >> good afternoon to you. a number of lawmakers i talked to today said they want to see exactly what james comey has written. they want to hear directly from the former fbi director. house oversight chairman jason chaffetz sent a letter to the fbi last night setting a deadline for one week from today demanding "all memoranda, notes, summaries and recordings referring or relating to any communications between comey and the president." yet already, some have jumped ahead to the letter i word, impeachment.

i think that's what you've got. the use of nonsourced materials in this town is just amazing. >> it is more than troubling at this point. there seems to be a series of things that have happened to show the ineptness of the president in terms of the travails of the sources. as he said come he's learned it's a very difficult job. what comes with that of responsibility. certainly in terms of the leak of the information to the russians, but there are 70 questions so i think it's time for an independent commission. >> jon: i am joined now by amy holmes, political analyst for rasmussen reports and liz smith former deputy campaign manager -- to be to commanders a good title. >> i like that. >> jon: for presidential candidate martin o'malley. so amy, you think some of the members of congress are getting ahead of their skis on this issue. >> i think you could use that

phrase and all the hysterics on the house floor, they may fire up the democratic base, but it really discredits the judgment of these democrats that are leaping to judgment on so little facts. i want to show you a headline from "the washington post" less than a year ago touring the obama administration, holding it up here "u.s. offers to share syria intelligence on terrorists with russia." and we did not see any of this pitchfork and torch coming over the hillside for president obam president obama. >> jon: he did not see it, but les was nodding in agreement. >> i agree with you, hey! i totally, totally, totally agree. it is way too early to be using the i word, impeachment. i think it erodes people's credibility, whether it's coming from democrats or than never trump, even the congressman yesterday used the i word, and look, before we jump to that, we need to get to the bottom of all the facts here.

i think that's why it is incumbent if you have a problem with leaks, let's see if there are tapes, let's have jim comey testify publicly, have an independent commission, special prosecutor, but jumping to talk about impeachment is getting over the skis and a little bit like the boy who cried wolf at this point. >> i'm sure you remember back in the '90s when president clinton was impeached, it did not help the republicans. they left very badly in the midterm and regained speaker of the house. >> that was a lesson, i was in high school at the time. it eroded the trust in government, and i agree that i thought that was unwise at the time and it is unwise for democrats to be hyperventilating about this by now. >> jon: i was in junior high school. senator marco rubio of florida has similar thoughts, here's what he said this morning on "fox & friends." >> first of all, i think these are important matters whether it

is this or the comey is a symbol before anyone rushes to judgment, were not going to base our opinion solely on a news article. i'm not saying they are wrong or right, i am saying that we have an obligation to look into them but before we form opinions and advocate for action, we need to know what the facts are. i did not just speak to the white house, i spoke to one of the people at that meeting, they vehemently and repeatedly denied that the president said or did anything that would have compromised u.s. intelligence, sources, methods or intelligence relationships around the world. there is no transcript of the meeting apparently, there are notes. i imagine at some point very soon the president should make those available. >> jon: the two of you, you come from the republican point of view and democrat point of view, but we are in such a high part due to my hyperpartisan atmosphere right now, would it not behoove us all to take a deep breath and see what is going on? >> i think we come at it from a common sense point of view, for example, "the new york times"

report about that comey memo. if you saw it buried in the piece, it was actually read by a third party over the phone to the reporter. they never put their eyes on it so as far as we know, this could have been the collected works of dr. seuss. we also know there was reporting from "the washington post" prior to this and eight comey-trump meeting that the fbi reviewed michael flynn's calls with the russian ambassador and found nothing illicit pair the same article in january prior to the meeting, it said that general flynn was not under investigation. so i think that there is a lot of information we don't have that we need to collect before we make any of these judgments. >> that is exec levi we need an independent commission and a special prosecutor. >> special prosecutor is a different thing. >> i do know that which is why and putting them separately and for jim comey to testify publicly and release his mom most so we can see it. let me say something counterintuitive, this might be good for donald trump because if there is nothing there will learn that and the more

recent reports that president trump shared classified information with top russian officials and new reports that the president asked fbi director comey to drop an investigation of michael flynn. some say this is sparking concern about u.s. allies about intelligence sharing while vladimir putin is saying that president trump did not share state secrets, and he is even willing to give congress the tapes to prove it. joining me now, former u.s. army intelligence officer andrew peach, thank you very much for joining us today. so let's start with putin come he wants to help out, he's offering these tapes, actually went on to say that he thinks the united states is developing political schizophrenia and saying that the internal political struggle and the u.s. including all of this anti-russian rhetoric can harm the united states itself. so what is he up to? >> i would take anything putin says with a grain of salt. the russians clearly do not have our best interest at heart. they don't know what is

classified and what is not that the u.s. designates, but i think there is a kernel of truth here. look, donald trump came to office promising a more conciliatory policy toward russia, so it's actually beneficial for the russians if he is stronger so they can reap the benefits of that more conciliatory policy. i would actually be kind of interested to see what they're transcript has to say. ashley don't see any reason why it should not be accurate. >> heather: you believe they do have a transcript but you do not believe they have the oval office bugged. >> no, i assume they had no takers at that meeting as i assume we did as well. if there was an intelligent issue with the white house, that would be an operational intelligence issue i would not expect u.s. officials to comment on that, and it would raise really interesting policy choices such as if there was a bug in the white house, would we remove it? or would we feed false information into it and thus lead the russians to think something else? >> heather: let's listen to some other comments, this is from house intelligence

committee member congressman peter king on the intelligence community and the leaks, listen to this. >> this is a real national security problem if you support president trump or not, this goes to the office of the presidency, people leaking out confidential conversations between the president and heads of state, between foreign ministers of foreign countries, leaking out classified information, talking about alleged wiretapping. 99% of the intelligence community are outstanding, patriotic americans, but i do think there are people in the intelligence community and also i would say probably holdovers from the obama administration still in the white house who are working against this president, absolutely disgraceful and dangerous. >> heather: what is of greater concern to you, president trump, russia, or the leaks coming from the intelligence community to our foreign policy? >> i think the leaks are a disgrace, no doubt that an element of the intelligence community is at war with president trump and leaking things to former obama officials who then blow them up into the media.

council. this report that the president gave some intelligence to the russians which may be he had not been authorized to give, how much damage potentially might this have done to the u.s.-israeli relationship? >> it's possible they could have done some for sure, but i think the broader context that you lead with is exactly right. this comes at arguably the worst possible time for the administration. this administration is trying to clarify its position on israel, palestinians, and also trying to cobble together a broader coalition in the middle east to include a number of gulf states including saudi arabia where the president will head as well. this creates a lot of trepidation in jerusalem among officials they are about the united states commitment to israel and about whether or not the policy is likely to fracture, likely to change as te president looks at these

competing priorities. this commentary and also the related leaks that seem to have come from israel certainly do not instill confidence at least in officials they are. >> jon: is a the leaks came from israel or the intelligence? >> yes, the intelligence originated it appears to be from israel. >> jon: the national security advisor h.r. mcmaster is considered a straight shooter. here's what he had to say on the president basically doing what he is allowed to do. here it is. >> what the president discussed with the foreign minister was wholly appropriate to that conversation and is consistent with the routine sharing of information between the president and any leaders with . that conversation was wholly appropriate to the conversation, and i think wholly appropriate with the expectations are of our intelligence partners. >> jon: so if the national security advisor is comfortable

with what was shared with the russians, should we second-gues second-guess? >> i think this is a question honestly for our intelligence partners. i think it is perfectly clear that the president has the authority to declassify at any time anything he sees fit. he is the commander-in-chief, after all. but their relationships, intelligence relationships that the united states shares not only with israel but also with england, european countries, countries in asia depend a great deal upon a level of trust that the intelligence that is shared bilaterally won't be spread any further. after all, this is really committee have their own intelligence sharing with the russians, if they wanted russians to have that, they could have shared it with them directly. from this israeli perspective, it creates trepidation and some doubt about whether or not that intelligence pipeline is as sacrosanct as it was before. >> jon: we are just getting word that the democrats in the

house, nancy pelosi and her caucus, are going to be holding a news conference about 30 minutes from now, 2:00 p.m. eastern time, regarding this comey investigation and the whole russian model. we will most likely have that for our viewers live on fox. in the meantime, the israeli ambassador to the united states ron dermer released this statement to fox news and others. "israel has full confidence in our intelligence sharing relationship with the united states and look forward to deepening that relationship in the years ahead under president trump." it sounds like if there is consternation in tel aviv over what happened here, it is not particularly strong or deep. >> i think that is right. if you are an israeli official, there are things to worry about, but it is not time to panic yet. however, you can be sure that when president trump does meet with prime minister benjamin netanyahu next week, it

not good for america. >> heather: senator john mccain the latest blonde maker speaking out on all of the controversy, many others saying that they will do what it takes to get to the facts and for more on this, we are joined by the former chief counsel to the house judiciary committee and chris wilson, former ted cruz campaign poster and partner at wpa opinion research. thank you both for joining us. let's get right into this. chris, i will start with you. is this just a lot of overreaction? is this an effort to derail the republican agenda or more specifically president trump's agenda? >> no, in fact, you know how four republican senators coming out to take some sort of stand that there needs to be a further investigation, calling for release of the memo and for the senate to be able to review it and frankly, anyone who supports the republican agenda should join that and encourage a quick analysis of the investigation to determine if something wrong was done. if there was, it needs to be dealt with quickly because there is no way any agenda is past

while this is hanging over the heads of the republican party. it's unfortunate because that is not what voters are looking to have happen right now. >> heather: everything has come to a screeching halt. a speaker ryan trying to divert over to tax reform earlier today, but of course, the media not having it. julianne, speaking of moving forward with elections, how do you think this is going to impact democrats? >> i think it is too early to tell. made to get a lot more information. i applaud chris for saying what he is saying, that i think you will see more republicans coming into which is putting country ahead of party. any time you have the president of the united states, while we still need more information, anytime you have the president of the united states if it is true, strong-arming the head of the fbi to stand down on a criminal espionage investigation that could implicate him or his senior coterie of staff, that is the classic definition of obstruction of justice. so while we do not have all of the information now, if some of this is true as senator mccain

seems to suspect it may be as the congressman suspect it might be, you are hearing republicans even using the i word now, this is going to be a long, hot summer. things seem to be getting worse every day we find out new information. >> heather: all we know is law enforcement have confirmed to fox, a source that comey documented meetings with president trump and he documented one specifically that made him feel uneasy. most of the legal experts that we have talked with our very own gregg jarrett says this does not rise to obstruction of justice. >> i don't think it doesn't rise to that level, that is clear, but at the same time, it is something as you have pointed out when paul ryan tries to talk about tax reform, no one cares right now. no one's going to talk about tax reform. we have bodyguards for the leader of another country beating up american citizens yesterday, and that gets minimal coverage because of what's going on in the white house. we're going to get nothing done

and nothing else will be covered while this is being investigated, it needs to be quickly put behind us or we are just going to spend all of our time talking about nothing but russia, comey and the other distractions coming out of this administration so far. >> i think chris is right, and let me say your legal experts are wrong. >> heather: i will let you take that up with gregg jarrett. >> i'm happy to say that to them. it's true if it occurred outside the context of the president in the oval office, there would be a question as to whether there was an ongoing grand jury investigation or grand jury had been in panel, you may have technical issues by objection of justice. in the context of house representative's, and i lived through the 1998 impeachment as the chief counsel judiciary committee, it is not true. this would be classically obstruction of justice if you tell the chief investigator of the government who is looking into a criminal investigation that could implicate you, if you tell him inside the white house on a one-on-one meeting and a strong arm fashion, you ask other people to exit the ram, consciousness of guilt, that is classically obstruction of

meteorologist adam klotz is in the fox severe weather center with more. >> this is a very large system going to be continuing today. this is the system we saw yesterday that did produce a lot of real damage. everyone of these red triangles is where we saw a tornado touchdown, these reports were stretching from oklahoma up to parts of wisconsin, that continues today. here is the radar from the last 24 hours, see it really firing up, break right now, but it will come back later and what are we waiting on? perhaps more tornadoes, large tornado watch in areas of iowa, stretching down to kansas city area, all spots where the conditions are there, we could see more severe weather before the day is over. this will last until 7:00 p.m. so it takes the heat of the day, and that is where you can see the severe weather fire up. here's the future radar on how this plays out, the system is containing to move north from kansas city up to des moines, and into the overnight hours, very large and very powerful system but begin to lose the daytime heat, and heavy rain
