now, the european union council president said that trump's comments were not viewed as aggressive. in the past, trump has suggested he could slap tariffs on germany in retaliation for trade surplus. between the multiple meetings, president trump made a quick comment to cameras about greg gianforte's congressional win in montana. despite gianfortes assaulting a reporter. [ no audio ] >> italian organizers thought treating leaders to good food, wine, and visits to antiquities, they could set a propitious tone for meetings of the mind. the first spouses having a helicopter fly-over mount aetna, had lunch at the bar rock palace of el advance, hosted by the mayor. there's been of course as you imagine, heather and leland, a veritable ring of steel here.

clinton, and a little hint there, you could see there. >> yes. >> these meetings were held in early december. >> right. >> they were -- had to do with the russian ambassador and banker from mass could you. they want to go -- moscow. they want to know the communications. we have confirmed kushner nor his rechtives have been contacted by the authorities. what does that say? >> we're at the early stages of the inquiry. the barge in question is a sanctioned bank, they can't do business here, some of their people can't travel here. so the real question is why was jared kushner meeting with them. then an investigation like the russia investigation, wide-ranging, involving a lot of people, no clear violation of any specific statutes yet they're going to cast a wide net. the fbi, that's what i think this was. this represents.

>> what you said, is that working the case backwards, and do you fear at all this would be an imposition of civil liberties? >> i've watched a lot of these things over the years. i served in both terms of reagan's white house, in addition to running his campaign. the critical thing, once these things start you don't control them, they go a variety of ways. i think in this case, the banker is more of interest. most people realize in our intelligence community that the ambassador is pretty of the key spy master. it's never been disclosed that way, but they think of him as the spy master. you begin with an assumption he'll try to get information. the banker, is the critical thing. why would you meet a banker if you're a businessman, go into the white house, what have you. i think that's where they will go. nothing has been pre causes great concern, i just think they're investigating, it should cause enough concern and i'm sure will create chaos in the white house. >> newt gingrich was speaking on this story, he said it was part

of his job. listen to this. >> first of all i think he was assigned the job of meeting with people by the president-elect. guess what, he met with people. my question, though, when you see these stories, as you point out, they crop up every day in the "washington post," "new york times," they play ping-pong. they say, unknown sources have told us today. i find that frankly sickening. how do you know it's true? furthermore, if it's from mueller's investigation he should be enraged and lock somebody up. i mean, the people who leaked the british story were not in the white house. they were in the intelligence community. and they ought to go to jail. >> of course the former fbi director robert muller in charge of the investigation. what about the leaks, doug? >> they're troubling. i know when ed was in the white house, when i was there, there was a two-word admonition that we got at the beginning, a few times in the middle, then at the

end, don't leak, don't talk, keep your business private. unfortunately, when a large number of people know certain amount of facts, you get leaking. and i think newt is right on one hand, that if we can isolate the leakers they should be prosecuted. that being said, this is a real world investigation. we have got a long way to go. i think before we get into attacks on don't talk to this one, don't talk to that one, we ought to let the investigation go forward, without leaks, quietly. >> difficult for that investigation to move forward with all of these likes happening. >> it will move forward whether there's likes or no likes. this is, muller is a very first rate professional, he will do everything proper. if he doesn't find anything to lead him in a direction he'll drop it. if he finds something that's leading him in a direction he will be like a bulldog on it, he's got that reputation. tremendous prosecutor. but there's no evidence at this point in time, obviously rumors and innuendo which i take issue

with the former speaker, meeting people is one thing. meeting with a banker from russia who has sampgss on him is something else. some one needs to explain. that jared should do that, basically explain why he was doing it, that's the first start. >> then also reportedly, flynn was present at the early december meeting as well, doug. >> he's a target. it is clear that he did not fully disclose his contact with the russians, he lied to the vice president, he didn't report the $45,000 fee from the russians for speaking in contravention of u.s. law. and the turkish deal where he was basically a lobbyist for the turks while he was advising them, both in the runup to the election and in the post election manning phase, he's raised real questions. we have to get to the bottom of what general flynn was up to and what if any role others in the

administration had with him. >> paul manifort looked at as well. >> flynn had known manifort for years, and he showed bad judgment as did flynn. when you are in an organization that is part of the presidential transition, you are careful, you don't violate the rule books. manifort has always had a shady reputation. flynn showed bad judgment, he's probably going to be charged. and the danger is what is he going to do, you always make a deal, try to go up. i mean, clearly, everything he's done so far that's public has been very bad judgment. >> you think he will make a deal. how long do you think this investigation would go on? it could be years? it could be months snrjs it could be years. it won't be months. i think the reality is this is going to drag on, just because of the kind of person that mueller is. if there wasn't anything there it would be shut down quickly. i think they will find smoke to keep looking at the fire. >> let me make one final point based on what ed said, general flynn will try to make a deal,

perhaps. and they will look up. there's only one person above general flynn, and that's president trump. i'm not saying today that the president has any legal culpability. as far as i know he does not. but general flynn is probably the only person, maybe manifort, but more likely flynn, who can provide direct testimonial evidence about what the president into or didn't know, what he did or didn't do. >> i would hope that the president was busy putting his government together. i think the thing i worry about is jared. jared was young, he obviously was trying to do business deals before he went into the administration. >> and he is one of his closest advisors. >> yes. and can i tell you, when there's chaos in the white house one of the senior people attacked, in particular this is the son-in-law, you have nothing but chaos. i'm worried about that. >> reports that when the president returns he's going to overhaul a lot of that. kick people out and bring new people in.

>> leland: the british prime minister a couple of minutes ago at the g7 summit, terrorism and the attack in manchester an umbrella, if you will, to the leaders of the free world meeting in southern italy. president trump there as well. more what he had to say coming up. this is a as the search intensifies for more suspects in the deadly man cheshlter bombings. investigators making another arrest after more raids overnight. monday's attack took a terrible toll. now, officials say 10 of the 22 people killed were children or teenagers. rick levin thol live from manchester with the latest, they feel the bombmaker is on the run. rick? >> well, lee land, this city is struggling with the cruelty of monday's terror attack. we have seen a steady stream of people coming here to st. ann's square where the memorial grows larger by the minute. a lot of tears shed here over the 22 lives lost. as you mention, all of the

victims have now been identified. nearly half of them children or teens. 6le 6 people are hospitalized with injuries suffered, 23 of them in critical care. paramedic spoke out about their experience. >> all of us could identify with the patients that had suffered these, some of them extreme horrific injuries. you can't help but be moved. >> four days later, the arena itself is still a crime scene. completely encircled by police tape with heavily armed officers guarding every entrance. british authorities continue to carry out raids in a search for more possible suspects and clues, including one in mossside, manchester, eight men 18 to 38 are being held, suspected of being part of a terror network supporting the suicide bomber. the u.k. remains on critical alert for the possibility of more attacks. with armed officers patrolling

counterterrorism. i totally agreed with him when he said that the international community, g7, the united states, europe, should be tough, even brutal, vis-a-vis terrorism and isis. >> leland: joining us ambassador nicholas burns, former u.s. undersecretary for political affairs and professor at harvard school of government. thank you. >> thank you leeshgs land. >> leland: it is striking how at these summits you see all sort of fanfare. amy kellogg talking about helicopter flights over sicily, concerts, big dinners. what are the deliverables out of something like, this do things get done or is it a chance for everybody to get together and have photo ops? >> well, i think it's more than that. for president trump it's a valuable experience, he's met some of these leaders but not all of them a chance to build trust with each other. it's also a chance to focus on

the issues that we think are most important. president trump has been focusing on the terrorism issue and he's trying to convince the european leaders, the japanese, to be more centrally involved in the fight against the islamic state. some of them are, britain for instance and france. some of them have not been. second, this group, the g7, these are the seven largest industrial economies. of course china isn't part of it. another forum where they enter it. they focus on the global economy, how do we increase jobs, how do we ajude date trade disputes. trade is an interesting issue. the trump administration has been anti-free trade, they've done away with these big pacific trade proper pros always. and thirpd the issue of climate change. for the europeans especially and japanese, it's a major public issue where citizens are concerned about it. and of course the u.s. hasn't yet decided in the trump administration whether we're in or out of the global climate change par i. agreement.

i think there is a lot of substa value to americans and the economy. >> you can imagine the whiplash of these leaders, used to, for all the past eight years, dealing with president obama. an gel a her kell and president obama had a close personal relationship. it is very different with president trump. president trump and the german chancellor were meeting together, in which the president started talking about how germany's very bad, his chief economic advisor garrett cohen clarified that we saying president trump said they're very bad on trade but he doesn't have a problem with germany. he said i don't have a problem with germany, i have a problem with german trade. but how does this different u.s. president, undiplomatic for lack of a better term, how does that play in the group dynamic? >> i think that it's been a rocky start for the president. he didn't have a good day yesterday in brussels. because you want to be effective. and i know that a lot of trump

supporters value president trump because he tells it like it is. sometimes that's appropriate. in a group like this, all these people have been elected. they all have their own domestic politics. if you try to humiliate them or shame them publicly, it's probably not going to be very effecty. i thought instead of what he said publicly at nato, lecturing nato on defense spend and by the way the europeans should spend more on defense, it would have been better to do it privately, one-on-one or with a group. he would have gotten better results. it's all about learning the ropes. the president is not some one who's done this before. he'll adjust and hopefully for our country, we will be able to get our voint point of view across. >> leland: we heard from steve hilton, one of david cameron's chief advisors, it was president obama who lectured much of nato and its leaders about spending more on defense. but to your point, did so privately. was able to get that 2% deal back in 2014.

what could be the deliverables for president trump when he leaves? we know he likes to leaf with a win -- leave with a win. got a bibig one in saudi arabia. is there any deliverables he can gom out of g7 with? >> president trump wants to be able to say and should be able to say that we have the full support of all of these countries in the fight against the islamic state. secondly, that we want to have domestic policies in each of -- policies that contribute to economic growth and job creation. i think where the president has a real uphill battle is climate change. his administration may walk out, they may decide to walk out of the of the climate change pact, i think that would be a great mistake for the country and for our credibility. i think the president needs to be much more forward-leaning on nato. every american president has affirmed our commitment to the european countries and their security from harry true man

away. as soon as possible. and under pressure from democratic lawmakers this week, treasury secretary steve mnuchin said he wants it raised even if there are not accompanying cuts. >> i worry that people have played politics with this in the past. are you on record as saying this needs to be a clean bill, focused just on raising the debt ceiling? >> my preference has been that it gets passed as quickly as it can. however, the house and the senate want to pass it. my objective is to get this done quickly. >> conservative house freedom caucus out with a statement that says this, quote, we oppose any clean raising of the debt ceiling. we call for the debt ceiling to be addressed prior to the august recess and demand that any increase of the debt ceiling be paired with policy that address with a's unsustainable spending by cutting where necessary, capping where able, and working to balance in the near future. still, though, the speaker of the house, paul ryan said before

he left town, he is confident it's going to happen. >> we're going to be talking with our members and administration on how we resolve the debt ceiling. the debt ceiling will get resolved. the timing is news worthy thing. receipts aren't what people thought they were. that's why secretary mnuchin is moving the timetable up. we're looking at that new timetable. >> six years ago the 2011 fight over the debt ceiling was all consuming, and if there is a repeat of that, it could seriously imperil any progress or hope of progress for republicans regarding tax reform or healthcare. and this isn't just something that they may address or that they need to decide the address. the debt ceiling needs to be addressed. they don't have a choice. >> leland: as much as congress wishes they did. peter doocy on capitol hill, thank you. heather? >> heather: now to this, much of the mainstream media blamed for disseminating fake news. those claims coming from president trump as well as his supporters.

the accusations are now being directed at fox news, at least when it comes to our news poll. the latest numbers showing that president trump's approval rating is at 40% and that's down from 45% last month. and those numbers created a firestorm on social media to say the least. joining me now with more on this, fox news media analyst and media buzz host, howard kurts, thank you for joining us. >> hi, heather. >> heather: people not happy about the poll. >> i get body slammed on twitter every five seconds, the digital equivalent of what happened in montana, that's fine, can be a rough neighborhood. when i put up the numbers i didn't offer analysis, i said fox poll, 40%, down five points. there was an avalanche of angry tweets saying, i'm fake, fox is fake, the media a fake, all polls are fake, people not wanting to hear it. not wanting to have any discussion about it. and i'm the first to say, you know, polls can be flawed, they're a blurry snapshot, sometimes they're wrong. but they aren't made up. >> heather: let's look at the

specific tweets. i know you want to see them again. [laughing] this one said your polls are a bunch of crap, never polled us. that's one. then you have another, this from kathleen campbell, says polls were wrong before the election as you just said, why think they're right now. that's a good question. and then chris says, does anyone know a single person who has taken any of these polls. i frequently hear that. that's a good question. >> yeah, well, there was that and the letters b and s came up a lot. sure, you get that, polls are sign tefk, lots of people haven't been polled, doesn't mean, fok uses two professional polling organizations, more than 1,000 people surveyed. and, yeah, look, we all know that the poll somewhat overstated hillary clinton's lead at the end of the election, although he won the popular vote and trump within it in the electoral college. here's a good discussion to have, were the polls down because there's been a constant battering by the media related

to -- ever since jim comey was fired and appointment of special counsel, all of the investigative stuff. maybe that depressed the numbers. i think these are good conversations to have. when you shut out any discussion by saying it's all dpak, although if he went up five points he'd like it better, are you shutting down any rational discourse. that troubles me as to where we are in the media world. >> heather: people wonder i'll ask you this question, when it comes to the people who are polled, you said this particular case, 1,000 people polled. where are those people located? because people seem to think they're located in new york, washington, los angeles. so mainstream america isn't counted. >> yeah, i mean that's ridiculous. these professional polling organizations try to get a cross section of people from around the country, and to equally weight it for democrats, republicans, i understand interests. if you did a poll in new york and california trump would probably be lower. what i'm kind of grappling for is, you know, let's have these

arguments, i think healthy debates, i love twitter and facebook. but let's try to have some sort of common set of facts. and then have the arguments. if the attitude is, i get sometimes when i bring up a "new york times" or "washington post" article which i may criticize and people say why do you bring it up, i don't want to hear it. that's part of the world we live n it's important to hear it. i say this to both sides, don't just stay in your own opinionated eye slows, don't say everything is fake, that's not the case. >> heather: open up the discussion. perhaps there need to be polls that trend that way as well. it's also coming down to the way the polls are worded. when you're specifically talking about the russian investigation, something like that. >> sometimes the wording of polls can influence the outcome. this was true with questions about the russian investigation. several of the polls are sort of in the same league as fox, having trump's approval between 37 and 40, there is a rasmussen

million claim -- 23 million claim, there's a lot more to it than what that sounds like. what i'm encouraged by, cbo said we hit our budget target and then some. >> leland: "i've seen both parties beat the tar out of the cbo over the years." if the congressman can't agree on the facts and the numbers about legislation, how are taxpayers expected to make an informed choice about whether this is good for us or not? >> well, i think there are two separate things. the reason republicans and gem krats are speaking past each other a little bit, republicans are celebrating the fiscal score and the fiscal score is $1.1 trillion spending cut, $90 billion tax cut, significant reduction. from a procedural standpoint what they needed, the pass-fail question for this thing, whether it would reduce the deficit $2 billion. it did much more deficit reduction than that, they don't to have revote in the house, moves on to the senate, mub answer are celebrating.
