but the controversy over alleged links between russia and the trump campaign that's grabbing headlines this morning. kristen fisher is live on the north lawn. what is the president saying? reporter: president trump is returning from what is widely hailed to a successful foreign trip to the same problems plaguing him when he left 9 days ago. that's a barrage of negative reports. president trump is turning his attention to the source of those reports, the leakers. he said whenever you see the words "sources say" in the fake news media and they don't mention names, it's possible they don't exist, but are made up by fake writers. fake news is the enemy. here is homeland security secretary john kelly. >> it's john ray just.

i don't know why people do it. it jeopardizes investigation and puts people's lives in jeopardy. i don't know why people do it, but they do. that's the world we live in. reporter: these kinds of attacks from the administration against the media and against leakers will only intensify. as the investigation into russian interference into the election continues. arthel: what's on tap for the president this week. reporter: senate republicans struggling to come up with their own version for healthcare reform. and the president's budget. this is the first time the president is back in town since his official budget is rolled out. but the senate republicans said it's dead on arrival. >> the senate and the house write their own budget.

but it does reflect the president's goal. i agree with those goals but i would take a different approach. >> i don't think you make america great again by cutting medical research to its lowest level in 12 years. i don't think you make america great again by saying to merits it will be more expensive to borrow money for student loans. reporter: the decision on whether to stay in the paris climate accord will come next week. and he needs to name a new director to the f.b.i., and that could happen next week as well. eric: the president tweeted the trip was quote a great success for america. hard work, he said. there is another view from berlin where german chancellor angela merkel had a stark message for her nation. the german leader saying quote the times on which we can fully

count on others are somewhat over. as i experienced in the past few days. that is why i can only say we europeans must take our destiny into our own hand. this after president trump split with theoer seven nations in nato. what does the chancellor's comments mean? joining me from jerusalem today, john bolton. is this a tearing apart of the 70-year-old atlantic alliance? or is it a recognition that europe has to do more when it comes to facing the threats like russia or radical islamic terrorism? john: i don't think it' the end of the alliance. chancellor merkel has said this before. her ire is directed against the united states on the paris climate agreement and against

prime minister theresa may of the united kingdom who joined with mountain * on many key issues involving immigration and refugees. the president hasn't made a decision on the paris agreement yet. i thought it was extraordinarily unusual for the g-7 to have a communique that isolated one of it members. it never happened before on any significant issue. what chancellor merkel referring to as part of the theology. you can believe that there is global warming and you can believe that it's in some substantial part caused by human activity. but you do not have to believe the policy approach of the paris accord is the right way to go. like its predecessors it involves a heavy element. greater government control over the economy and greater use of

the institutions of global couldr governance. i reject both of those. this is a problem of european theology. park * has it been challenged as the way it's being challenged now by this president? >> not only by this president, but by the decision of the voters of the united kingdom to leave the european entirely, that's even more of a shock to their theology than president trump. i think they are threatened. one of the reasons the european union is in trouble with the notion that national governments are the problem in europe and the way to avoid conflict is to eliminate national governments. that's what she is continuing to push for. i think there is great resentment against that. if you look at unilateral decisions she has made in the past two years about the admission of refugees. she alienated a lot of

governments within the european government it sell who weren't consulted on her decisions. there is a german election coming up. this is what a lot of this has to do with. i think also let's be honest. she was stung as were many other european leaders by the president reaching in public to their failure to meet their own commitments to spend 2% of their gross national product on defense. this is the kind of thing for years american administrations, democrat and republican alike have pushed for europeans to meet their commitments to share the burdens of nato fully and it has had no effect whatever. it's entirely the right thing to do. maybe they were upset by it. maybe they should stop relying on the united states. eric: yo you raise a great poin.

28 nato nations, 23 don't paper, they don't pony up that 2%. this is not just some small poor members. major nato allies, france, turkey, germany, there is germany with merkel's riches. italy, the czech republic, our neighbor to the north, canada and spain. supposedly the secretary-general nato says maybe three more nations will come up to 2% over the next year or so. isn't it astounding they aren't pulling their weight? what would you say to angela merkel. they are not even paying the 2% for that. john: i think the primary threat to nato's toll daughter comes from europe. the 2% of gnp, and also going to

the e.u. theology. french governments over the years created a separate e.u. military capability. the more they try to go in that direction weren't more they say as they have unbelievably that peace in europe over the past half century has been because of the european union rather than nato. the more i think they say to americans, we'll do it on our own. a lot of americans will say, fine, go ahead and do it. i think the real problem is the european attitude, not donald trump's directness. eric: this must be a reaction to some of that. ambassador john bolton, thank you as always for joining us. arthel: a deadly shooting spree in southern mississippi.

will carr is following this developing story. what is the latest on this story? reporter: the suspect allegedly confessed to a local news tape report and it's all on camera. he snapped pictures, authorities arresting the suspect after he allegedly committed the largest massacre in the area that resident can remember. 8 people shot dead in three locations. >> what's next for you? >> my intentions was to have the guy killed. i ran out of bullets. reporter: authorities say he was involved in a domestic dispute with family members.

that led him to respond to the house they were in. >> he seemed lucid. he knew he was in trouble. he seemed desperate. he kept talking about how much he loved family and he loved god. and how jesus is the only answer.ere were some things he d that didn't track with the situation that was there. reporter: the governor mississippi releasing a statement on social media which states every date men and women who wear the badge make some sacrifice to protect us and serve their community. i thank the agencies for their hard work. it's unclear whether he knew the victims or planned the shootings in advance. it sent shock waves through the community. arthel: thanks, will.

eric: there has been another arrest in connection with man days shooting in manchester. british authorities say they have 12 suspects in custody, and the investigation is continuing. about 1,000 investigators and police we are told are working to track down any other accomplices who may still be at large. rick leventhal is in manchester right now. hi, rick. rick: it is a somber sunday here in saint anne square where thousands of people have come to pay their respects, adding flowers and candles and balloons and pausing to reflect and remember those lives horribly lost. british authorities are warning that more bombers in abedi's

proposed budget calls for enough money to build 75 mills of wall. building the even fire wall would cost $21 billion. but would it be enough to keep the border secure. what is the most effective tool or tools needed to help border agents do their jobs, and how does a border wall factor into that equation? >> first of all, it's not just one thing. certainly a wall has value and a fence has value. the main requirement is achieving situational awareness. what a border wall will do in some heavily densely populated areas, high-traffic areas, it will provide the border patrol the ability to buy bark the tactical advantage of time. when you have the point of entry

president trump in 25 january put out an executive order. one of those executive orders stated the agency for complete operational control. having situational awareness and knowing what's in the environment, daytime and nighttime and being able to understand information as it comes in from a variety of feeders is really important to be able to understand where to deploy and where not to deploy as it relates to reducing risk along the bored. the end state is complete operational control. first identify the 2006 fence act and with the enhancement in terms of technology, personnel and vehicle barriers and walls which are part of that equation, it gets the u.s. government and in particular the department towards achieving those goals.

really meant to be discrimination on the basis of religion. eric: some people think the judge is going to far. an editorial this week saying judges are now ignoring the law to make a political point. that is an excuse for the judiciary to succeed the authority because this president's name is trump. they will have to prevent the judiciary from harming constitutional powers that this president for a future one may need to protect america. what he think will happen if this does get to the supreme court? >> it's not a slam dunk case for the president. one or two orders, president barack obama dealing on the issue of immigration to grant legal status to millions of people living here illegally and also his climate change order that was struck down by the supreme court, too. the court is not afraid to step up and say about, the president has broad powers that there are

limits to it. eric: and says therefore -- >> my gut says the decision will be likely fall with anthony kennedy, the swing voter of the court if the court -- if the justices in particular think they can sway him towards their side. that will make it more likely that the cord take-up the case sooner rather than later. they can wait for the final decision to make their way through the appellate court so they can jump in now and if it seems anthony kennedy might lean towards ruling against the justice that may make it more likely. tree into his your gut? >> that is my gut. eric: and a timetable when this will happen? >> depends on the trump administration will file. they haven't said when. even the court can take it up pretty quickly, put it on the docket for next turn in october or way.

when they are all driving toward that goal, the president statement is a little misleading because it gives the viewer they are the thought that there is some kind of nato defense fund and we are all contributing to it. at least that's what he was implying. that is not the case. money goes and each country's defense -- it any imagine the amount. 2% of their gross domestic product is what is the goal of the nato members. only five have reached that goal. united state reached it immediately because we've always been spending more than 2% of gdp, about 2.6% right now. for other nations along with us. there has been some movement and i do believe the president should get some credit as he took on himself they are that he was a let date, he's been harping on this. he did it in the campaign and people paid attention. there is some movement towards that goal. it is not his goal, remember.

the collective goals of the 20th members, now 29 members want to make her of being a part of nato. i do think that this time next year will see some other countries, four or five more that is not the goal. arthel: understanding that focuses on military spending, especially in that titan time in radical islamic terrorists being able to reach and radicalized young women in then in their homes through the internet. >> that is certainly taken place in nato country. to step up and deal with islamic terrorists and to be frank about it. as a result, the safe haven for isis, which is the sponsorship of all of those attacks still at this in syria and the president of nato, while donald trump was

visiting nato, he written article in "the wall street journal" saying islamic terrorism threatens their values and their freedom and very way of life. but in the same article, he said they would not commit combat troops on the ground in the syrian campaign. that is absolutely outrageous after hundreds of people in those countries have been killed, they are not willing to risk the lives of the soldiers to protect their own citizens by taking down a safe haven. nato has a long way to go if there will truly stepped up here. transfer the talk about the president's trip in general. what is your take on the first official foreign trip, style, substance. >> well. >> welcome it with was content heavy to be certain. a lot of certainty visiting three of the great religions in the world. but the most significant part of the trip was at the beginning. not only did the president revitalize the the president
