reporter: welcome back. it's 6:00 a.m. in london, the sun is just coming out. a man veered a truck into a group of worshipers coming out of a mosque. we are told by the london ambulance service that 8 people were sent to the hospital and many more were treated on the scene. gregg: police are saying it is indeed a suspected terrorist incident. it may mean a revenge attack for

some of the recent terror attacks on londoners. the man -- we have seen a picture of them. we'll get it up for you in just a moment. but he appears to be a 48-year-old white man who may not be muslim. he may have decided to target muslims. there is the picture of the person we believe to be the individual being taken away by london police after he was apprehended by the crowd which converged on the truck. it's unclear if he got out of the van or whether they dragged him out of the van. we heard one witness being interviewed by a sky news reporter that the crowd was about to turn on the man and exact their own form revenge,

but cooler heads prevailed and they escorted him to police arriving on the scene. there were 10 people down, though that number may change. one has since died. the man is now in police custody. the latest report is they have taken him to the hospital for a mental health examination. it could be he exhibited signs of some sort of mental illness at the scene where this was an abundance of precaution. we have seen pictures from a helicopter of the truck itself and it looks like a tent set up nearby, likely a forensics tent so they can begin on the scene processing evidence which may lead to others involved and maybe nobody else involved. this may be a lone individual who was seeking retribution. reporter: several witnesses said that two other individuals jumped out of that truck and one in fact a witness said had a

knife and stabbed another person. that's coming from officials who haven't said anything else about this. it's 6:00 in london. as they face what could be another potential terror attack. gregg: joining us from our newsroom, steve rogers. steve, you know, and couple things occur to me because we have not heard from authorities about any other suspects other than the man under arrest. i'm beginning to think those may have been erroneous reports. any time there is a car accident and 20 witnesses to it, you get 20 slergses of the events -- versions of the events and none of them are the same. some people jump to conclusions and information gets passed along that is not reliable.

i'm beginning to think maybe there was one individual driving this truck and maybe he may be somewhat deranged since he has been taken to hospital for a mental health exam. steve: this report that he was taken to hospital for a mental health exam caught my attention immediately. they may have reason to believe they are dealing with a deranged person and not a person who planned 0 execute a terrorist attack. that's something they will find out pretty soon as the evaluation unfolds. with regard to witnesses seeing people getting stabbed. if there are victims in the hospital being treated for stab wounds, then we know there was possibly some other individuals out there. but i would say those are probably erroneous reports based on the fact we don't see entire neighborhoods on lockdown. we don't see a manhunt.

so keep your eye on this information regarding the mental health evaluation. that's steering police one way or another with regard to whether this was a planned terrorist attack. gregg: they are probably already inside this guy's home? >> no question by the. they are probably inside the homes of some of his relatives and close friends questioning them about his backgrounds. does he have a mental health history. who did he associate with. as of now, they are full speed ahead with regard to collecting information and intelligence on this individual. gregg: that van is really a truck, it's pretty large. are they processing the contents of that? steve: they sure are. they are processing whatever is in the truck.

they don't want any evidence to be contaminated. they will be taking dna samples. but that tent is there to protect the evidence. gregg: when you look at the size of this thing, that's not your everyday vehicle. that would either be rented. or this is an individual who may have a job and that's his work truck that he uses. so they will be able to track that down, right? steve: they will track it down quickly. was it rented? is it a french truck? was it his truck? that truck was used as a weapon. that became a weapon to kill people tonight. reporter: how long do they keep the witnesses for? witnesses said there were a couple hundred people who came out of the mosque. how long will they be on scene?

steve: if you got witnesses who say they saw other individuals who were involved in stabbing people, they may be saying there for quite a while. most of them will be released rather shortly. gregg: what about protecting the mosque and other mosques now that this has happened. steve report best way goes back to what we have seen saying all along. the police cannot be everywhere all the time. so the greatest intelligence gathering group of people we have are the citizens who live and work in the houses we worship in or our homes are in. reporter: if you see something, say something. i can't tell you how many times i have been on the train or walking through the streets. you see things that look a little strange. what is your message to folks who see anything slightly strange?

should they immediately contact? should they watch it longer before they contact authorities? obviously we don't want to bombard authorities with things that aren't necessary. but there is a fine line of what do we really do? steve: you make the call. most people believe it's not necessary for me to call, it will probably turn out to be nothing. in this environment today, make the call. you would rather be safe than sorry. make the call immediately. we would rather center respond to the scene and finds nothing and respond and find bodies. if they have another number listed for to you call, yes. but your instinct will kick in. 99% of that instinct, you are absolutely on target. you will know whether to call 911 or the number they have to

give out to give information to the police. gregg: the people of london must be exhausted from the number of attacks they have had to endure and suffer threw. theresa may, the prime minister * vowed to crack down and take extraordinary actions. what does that mean? increased intelligence operations? the militarization of law enforcement? steve: i believe it will be increased intelligence. intelligence on the ground is important. i'm sure they picked up electronic surveillance. i'm sure it will lead to surveillance of social media without warrants. but after the last attacks they went on a long and hard journey ex cuting search warrants house after house after house and they made multiple arrests. they probably sped up their court process to get the

warrants processed to get the law enforcement into the targets they need to search. gregg: after such attacks we invariably hear law enforcement was on to this individual or group, but somehow they were unable to prevent their heinous actions. do you think that's going to change? steve rrl you have got thousands of suspects you are looking at. we are talking about human life. but you have to have a totality of information and intelligence that leads you to believe that the intelligence you have is actionable. that means that becomes your primary target. they will have to look hard at some of the individuals they have on the surveillance and try to target them more so with regard to gathering information and stay on top of them and hope you are right.

it takes a terrorist only one time to have an effective attack. but we can't make a mistake one time. we have to be absolutely right when we are following individuals trying to get information before an attack is executed. >> reporter: we are still susceptible to any type of terrorism. what are we doing differently that the u.k. is not? we had one guest saying we are interest graight muslim community better? >> we are. i believe what we need to do and they need to do. it's about assimilation. everyone becoming part of the country they live in. the u.k. had too many problems being politically correct. i heard that from police officers i know in the u.k. no one wants to offends anyone.

london. i'm gregg jarrett in new york. reporter: people are wake up to another horrific incident. one person is confirmed dead. we are calling it a truck. it was around 12:20 in the morning local time. an estimated 12 others were injured. police are identifying the driver as a 48-year-old man. he has been arrested and taken to a local hospital. gregg: no other information has been released about his identity, just his age. one man telling our british sister station sky news that one suspect jumped in the van with a vaive stabbing another person, and he was held by the worshipers until the police arrived. other witnesses are saying there

were three suspected in the van. but we heard no additional confirmation of that. reporter: no reports a stabbing. gregg: it appeared the van veered to intentionally hit the bystanders. that information coming from witnesses at the scene, not confirmed by police. the incident happened at worshipers were leaving the finsbury park mosque located on seven sisters road. the collision happened near the mosque near the muslim welfare house. the council is saying the van ran over worshipers leaving after midnight ramadan prayers. there are two mosques in the area, so there were likely hundreds of worshipers in that particular two or three-block area.

the muslim council releasing a statement. here it is in part. many will feel tear rides and be angry and sanded by what has taken place tonight. we urge calm as the investigation establishes the full facts in these last days of ramadan pray for those affects and for justice. it added that their prayers are with the victims. the prime minister theresa may's office said she had been told about the crash and described it as a terrible incident. she said all my thoughts are with those injured and their loved ones and the emergency units on the scene. the injured were taken to area hospitals. authorities say it's likely terror but it's sometime under investigation. that mosque known as the finsbury park mock was for a

long time associated with extremist ideology after the 9/11 attacks. then it was shut down by law enforcement and reorganized. it has not been associated with radical views for more than a decade. reporter: britain's terrorist alert is severe which means an attack could happen at any time. there was a i am already attack on the london bridge. a van plowed into pedestrians. suspect went on a stabbing rampage, 8 people in total were killed. several others injured. three muslim extremists were killed by metropolitan police. take a look at the live footage. it looks like they have some sort of tent there set up. gregg: we were talking to steve rogers a short time ago. he described it as a forensics

tent. they have a mobile:felonies is team and a miniature laboratory where they can do all kinds of things. they can process fingerprints, and they are examining the content as well to see if there were any incendiary explosive devices that might have been contemplated by the driver of that truck, 48 years old, taken to a local hospital. the mental health exam may suggest there was something he said or his behavior that made them suspicion that this is a man who may be emotionally and mentally disturbed or deranges which may have precipitated the attack on the muslim worshipers emerging from the mosque. we'll continue to follow the events in london. londoners wake up to another terror-type attack.

>> we were trying to help some of them. the drive was pulled out of the car by civilians down to the floor. the muslim welfare house. it was the imam of the mosque came to protect them. >> the imam came because people were angry and upset by what happened. and the imam said stop kicking him. >> when he was taken away the witnesses said he was saying something. on social media.

reporter: the police took him away. then the ambulance, the specialist, they were treating people at the scene? >> he said an ambulance come in. that took over an hour which is ridiculous. i don't know why the plans took so long. reporter: some people were saying there were three people. >> we confirmed that that was there on the site. two people got away. they were scared. civilians were scared. the driver was [inaudible] reporter: i promised you would would talk about your concerns for the community here. that issue.

gregg: london law enforcement is describing an act of terror. but this one may be different. it appears that a driver of a truck plowed into worshipers coming out of a mosque. one man is dead, others are injured. the driver in custody, getting a mental health exam. this may be an act of revenge

for prior terrorist attacks on individual in london, the use of a van, the use of knives. so it's unclear the motive here. you are looking at what appears to be a mobile forensic lab set up adjacent to the truck. jackie: steve rogers is a former member of the joint terrorism task force. you said authorities have taken this suspect for a mental evaluation. you said the key is mental evaluation when talking about terrorism. steve: yes. that will lead the police in one of two directions. if they find this individual is mentally competent and has the

ability to plan an attack like this, that will probably lead them to the conclusion this was a tear right attack. whether it was a lone wolf attack or whether he was connected to some cell or organization, that's something the police would have to track down. now, if the hospital says that this individual has a mental health issue, that he may have a history of mental health issues, it will tear the police away from a planned terrorist attack to maybe a revenge attack, someone who decided to take thing into his own hand and make people pay in his mind for what's been happening in london. that's what we don't want to see. these people run over are innocent individual just like the individual on london bridge and other areas of that i. this is why it's so important this mental health evaluation gets concluded quickly.

gregg: steve, i'm reading some eyewitness accounts. one woman on the scene said people gathered around the truck, it collided with individuals. there was a lot of dmoation, she says. quote there was a white van. everyone was clamoring around it, shouting at the man. police were pushing all us back. people were shouting the incident was an act of islamophobia of white supremacy. so that would seem to dovetail that this was an act of revenge. steve: we don't know that. people are going to draw many, many conclusions as to why an act was taken by an individual. if this individual has a mental health history of problems, if in fact this person is just someone who is a crazed individual, then the definition

of a wait person going out there who has this revenge attitude is simply not true. gregg: it could be both. it could be somebody who is mentally disturbed and at the same time angry and seeking retribution. steve: when they look at his computers and look at his other forensics, if they find social media comment, social media postings that target muslims, then there you go. just what you said. a mixture of those two. but it will take a totality of information that's going to cause the police to come to a conclusion whether this was revenge or a terrorist attack. this is why it's taking so long for them to say this is a or b. yakie i would like to go -- jackie: i would like to go back to the live photos.

there is a forensic tent. steve * they probably have evidence gathered at the scene. anything that the suspect had on hip that could have dropped. maybe there is a weapon in there. they also had that truck. there is no doubt in my mind they took everything out of that truck and put it in the tent. why in the tent? that protects the evidence from being contaminated. in the old days you put the evidence in bags and transport it to police headquarters. these days you bring the lab to the scene and do your forensics right there in that tent. jackie: the live footage looks like police have cordoned off a good section that city and we have people self streets over, that's where they are gathering to try to view what they can. it looks like maybe

intersections or train tracks across from where that happened. as london is waking up, what are their next steps in terms of fighting what happened last night? where will authority go after viewing the evidence? >> they will need the hospital report real quick. that will determine what direct they go in with regard to an investigation. that's number one. number two, they are speaking to this individual's close friends and relatives, if there are any in the area, where has he frequented. where did he work. where did he get the van? what was in that van. was there any weapons or information that leads them to believe he was sected to a cell or directed by someone to commit this act. all this information police are gathering right now. then at the end of the day they will come out with a conclusion this was in fact a terrorist attack that was either planned and executed by himself or he was connected to a cell and

directed from someone else to commit this act. >> i want to go back to the genesis of all of these attacks. not just tonight. because tonight may be different. but the speed of attacks that london and europe at large has suffered, different than isolated attacks that occurred in the united states, in florida, for example, the nightclub shooting in ohio. ohio state. the individual attack there. far more prevalent in europe. is that because there were larger groups of unassimilated muslims that tend to become so isolated that that isolation can sometimes breed anger? >> they have very open borders there. there is not the vetting in those countries that we have

here. obviously the president rightfully has asked for more stringent vetting to make sure this country is protected. when europe is suffering as a result of politically correct policies because they were concerned about protecting their people. assimilation is important. you go to a country, you have to respect the culture of that country, respect their laws, respect their traditions and values. that doesn't mean the people of that country will not respect yours. but when you move into a nation you have to learn how to live under the laws of that nation. that's where assimilation comes in we do it better here than they do it there. our intelligence agencies no doubt in my mind have prevented a lot of attacks because of the work they have done in the community.

we have a lot of local law enforcement agencies that are part of the intelligence gathering apparatus of this country. where in britain i understand the police many times are told not to go to insert areas where they have a large population of muslims. you can't live that way under one roof. you are either one country or you are going to be several countries. right now britain seems to be several countries. a person who lives in britain said to me about a month ago, and it was a chilling, daunting statement. she said we are losing our country. and this is the way it seems like it's going. they are losing control of their country. we are not losing control of the united states. we have a president and i'm sure we are going to have a congress looking at everything going on in europe, and we are going to do everything we could to make sure we do not become another great britain.

jackie: walk me through the investigations as you look into these individuals known to law enforcement. i imagine it's time consuming and expensive. at what point do you cool off watching some of them and increase your sight on others. how does this work? it seems time consuming and hard. steve: it goes back to the days when the f.b.i. and intelligence agencies followed and kept the mafia under surveillance. you had thousands of mob members across the countries. but you only had the manpower and money to follow and surveil a few. all of this surveillance and following individual is based on the totality of information you have with regard to that particular individual that you have targeted to follow. in addition to targets, there would be mosques and it would be whatever. if you have enough information, enough evidence that leads to

you believe there are things going on in that building that are going to lead to the commission of a crime or terrorist attack, that's your target. so you dedicate your resource to the targets where you have the most information. the most credible and actionable information on it. those two word are very important. you get information every day. a lot of information on a lot of individuals. it's up to law enforcement to sort out. gregg report sun has come up there, law enforcement has been processing the scene all night long where a truck, a white truck driven by an individual, 48-year-old man plowed into worshipers near a months income northern london willing one man and injuring 10 other people in what police are investigating as

a terrorist incident. though this one may turn out to be quite different. the man driving the vehicle was taken into custody and shuttled off to a hospital to be given a mental health evaluation. there is a photo of that individual, a white male, who may have been acting out in an evident to exact revenge for previous attacks. the crash occurred at a time when the muslim mosques were crowded with muslims. the finsbury mosque in particular. ramadan prayers. muslim leaders call it a hate crime. they asked the public to stay calm. police say the drive was detained by the crowd until police arrived. and we heard one individual say with the imam at the mosque who

jack * it's about 7:00 london time. you are taking a look at aerial views where a truck plows through a group of worshipers about 12:30 in the morning. it's now 7:00 there. we know one person is dead and another person is in custody. several people were treated for injuries on the scene. 8 people were take to the hospital and many more treated. we are going to our sister network sky news and tune in to what they are watching.

commercial. gregg: we have gone the additional information about the suspect. 48 years old, taken to a local hospital, almost immediately by police for mental health evaluation which may suggest they discerned pretty quickly there was something wrong with him in an emotional and mental way. no doubt they have gone to his home, they have been processing that as a crime scene. they have probably been talking to his relatives to determine his mental state. there is the photo of him being taken away by police. but it is curious that instead of the typical interrogation at london police metropolitan police headquarters, instead he was taken to a hospital first. he didn't appear to have suffered from what we have seen any noticeable injuries.

the crowd turned on him but an imam according to a witness asked them to stop and hand him over to police, which they did. but one has to wonder under the circumstances, is this an unstable man on the precipice emotionally and mentally that decided to launch an attack against muslims outside a mosque indiscriminately or is it an act of retribution for recent terror attacks. most notably the london bridge attack. three men in a van mowing down people on the bridge. then emerging into restaurants and attacking people with knife. there was a similar vehicle and knife attack on the nearby parliament. and a bridge adjacent to it.

reporter: are they investigated with as much vigor as suspected terrorists from other political ideologies? >> they will investigate whatever part of spectrum they come from. resources are apportioned to how developed a threat may be. this was one guy, not three guys as you said. it's rare to have a lone wolf sort of attacker. what's an outlier for this guy is his age. he's 48 years old. and that's a lot higher than the normal terrorist profile. we generally say that to be a terrorist you need some sort of grievance which he obviously had. and what we are seeing on the right wing is migration and islamophobia are two aspects there.

they will be looking at whether he surfed right-wing sites. and thirdly you need some sort of opportunity to do this. unfortunately the opportunity is there over time in the u.k. because the entry levels for vehicle terrorism are very low. you just need a skill to drive. reporter: the prospects reported by witnesses who said after he was arrested, i have done my job. can we read any significance into it? >> he was islamophobic and probably had some issue with migration. so that would be the equivalent phrase. gregg: we continue to follow our sister network sky news in london. a 48-year-old man has been
