are not so optimistic that that will happen. 10 senators now call on him to cancel so they will have time to find something that can pass. one idea that picking up traction among conservatives is the idea is to divide the current bill, first repealing and finding out what to replace it with. >> i'm well support repeal at her place if we can get a good replace plan across the finish line. but if not, we should unbundle that, republicans give their word they are going to repeal. we should do it. we should delay its implementation and not 100 senators should get before the american people on camera 18 hours a day for all of august and we should do better than obamacare. >> there's no -- they would build the past partly because repealing without a plan would

are going to do when i'm insisting we do mandatory spending because it the greatest drivers. one penny is all i'm asking for in each dollar. we can save grandchildren. elizabeth: sounds easy, but should the house freedom caucus, moderate, all of them some of them want a lot of pets. some of them want no cuts. how do you balance the two? especially right now been a lot of focus is on the military. people say you're not going to take away my food stamps. >> that's always an issue across the country and represent their own district. we all need to come together and say yes, this is a worthwhile project we are doing because we have to get the tax reform. this is our vehicle for that. we are saving this country and mandatory spending and it also is our constitutional

requirement to pass the budget. it is trying to decide where it is we can find that sweet spot and i believe we are getting there. >> when you look at the budget resolution and i know you want to have the budget balanced within 10 years. i know you want to raise entitlement and give pentagon more cash. what is the biggest sticking point right now? what are people behind the scenes most upset about her most in this agreement about? >> i think the biggest consternation right now is just whether you cut as we are recommending, $200 billion, again, just 1 penny out of every dollar or more than that or less than that. as he vindicated when you start talking about programs, there states that are more of a state where they asked and did the medicaid health care and they hold onto those dollars and then you have some folks that don't want to do with welfare because

maybe their state defense on the welfare money. if there is a way to find a sweet spot we can do this. we can get back to congress through our workweek here. >> that's what i was going to ask you. what about the timeline? july 30th is your deadline. >> july 30th is when you leave for a break. we have until september. that is our fiscal year. the reason why the budget is so important right now. tax cut where they take the dollar we give them and start putting it line by line. this will do their work as well. we give them a dollar amount, which is what the budget committee does and they need to get to their work as well. elizabeth: i jumped the gun a little bit because the reason i brought up tax cuts is because the president is talking about

tax reform. who would have helped her in the rearview mirror, the budget would be done. right now talking about reforming the tax code. that's not up for discussion until the budget is done. >> that's right. we want to do this in a program called reconciliation, which simply means you don't have a filibuster in the senate and tax reform is very and senate. and there's a lot of moving pieces. the other is rebuilding our military and also doing tax reform. all of these fit into the budget of a musket or a budget done so we can do all those things for this country. elizabeth: want to ask a personal question. the past 24 hours we visited a local manufacturer, beretta, a good manufacturing company. is there a lot of speculation that perhaps maybe you are looking at perhaps the governor's race here in the state of tennessee.

it's got to be passed through the senate before the president. it's important as a nation to know who's in the country and why and when they do have better control of our borders. obviously we are compassionate people. we're a nation of immigrants. getting legislation passed is very important for this president to campaign on. we can do so in a way that is compassionate and reflective of the united states being a nation of immigrants. we saw the house before it even makes the president desk. some say may be keith stanley, has a better chance. or do you think it was right in the senate should approve it? >> the senate will have its say. they would be compromised back

and forth. important whether we get legislation that moves it forward. also in the way reflect to other nations of immigrants. it's hard to predict where this will end up. can we get legislation passed? it is something going forward. >> we are talking about the travel ban partially implemented, did that surprise you when that came down? >> not at all. i'd always predicted he would support would likely be more deferential to the executive in national security and immigration delegated by congress. the lower courts more so differential, that was a little bit surprising. i was hope the supreme court would be more deferential. again, a lot remains to be seen with going to happen because the implementation has been

challenged. the supreme court sent a pretty strong message that in this area the administration security corps should be deferential. so long as the decision, the outlines of the palace you have some level, make some level of sense with our national security, it will be more deferential going forward. >> you've had a number of roles. he served in the administration. what is attorney general jeff sessions doing right and what is he doing wrong? just going to throw that softball. >> absurd construct is. i'm not going to give the attorney general a buy. jeff sessions is his own man. people lose sight of the fact the attorney general reports to the president and in the end the president's priorities, to the extent someone has a problem with jeff sessions and its

give us a sense of what your sources are saying. are they going to get enough democrats to cross over to break the filibuster on this or is this a 10 with all the votes on. >> right now what i hear from top democratic aide that is highly unlikely they will come these measures. a year ago, some similar bills republicans try to bring them up to the senate and they were blocked by democrats and also republicans. leland: is that dangerous for someone like joe manchin from west virginia? by such a high margin? >> there would be considerations, particularly case while you may have spoken about, which is named after a woman who was murdered after a suspect that are undocumented immigrants suspected of murder. there will be pressure to think how did they want to come out on the hills? >> you also have to wonder in terms of whether some of the america first groups will rollout advertising against
