>> his preference is to still simultaneously repeal and replace obama care with a single bill. at this point republicans haven't been able to agree on a plan. instead, rand paul and others are proposing they divide the bill into two parts. first repeal obama care and a separately work on a bill that details what it will be replaced with. in 2015 republicans passed a bill to repeal the act and it was vetoed. they're hoping this time it will be different. >> i'm still willing to support a combined repeal and replace if we can get a good replacement plan across the finish line. if not, we should on bundle them. republicans give their word they would repeal. we should do it. we should delay the implementation date and all 100 senator should get before the american people, on camera, 18 hours a day, for all of august.

one's are no, look at the republican governor with one republican senator that expanded medicaid under obama care. ohio, arizona, nevada, these are states were governors are having an influence. senators like senator heller in nevada and the senator in ohio are some of the most critical votes on the legislation. governors get to play huge role considering mitch mcconnell can only lose to republican votes the next time the bill is brought forward and still expect to pass. the influence of the halloran portland are going to be crucial. >> gillian: as you know whopping 38 states are holding gubernatorial elections this year next year. there is understandably a spotlight on the candidates and the combatants and what they think on the issue. can you explain what the impact from them is going to be from the debate on capitol hill? >> and a lot of these gubernatorial races the biggest

is happening 2017 and some of the biggest in 2018. they will going to be prepped for their stance on healthcare legislation. right now it is not pulling terribly popular. they don't have much of a reason to express support for. they will not be casting boast on the senate floor. there have not been any candidates have come out and expressed strong support for the legislation which is crucial. some of the most pivotal races in the next year year and half. >> is fairly understandable that folks haven't come out swinging the bat. the latest poll from wednesday shows 17% of adults nationwide support the senate health care legislation in its current form. 55% disapproved. to me the sounds of items a governor, or a candidate for governor there's a lot to lose and not a lot to gain. is that right? >> there looking at this as

absolutely nothing to gain. but say they voice their support for. it fails in the senate, the narrative going around is how many people disliked it? if it passes and there's a negative affect the gubernatorial candidates will get blamed. they can quite say they're against it because there's constituents who want to see republicans come through on healthcare legislation. a lot are taking the wait-and-see approach. these are what we will see. that should change over the next month as things progress in the center further. >> gillian: about 31 states opted to take advantage of the increased medicaid coverage that was on offer under obama care. it stands to reason of the current version of this bill goes to the senate gets a conference committee and gets past as it stands today a lot of the states might potentially

lose some of that coverage in the swells on the shoulder of the governor. >> absolutely. that's why have a governor like governor k-6 in ohio and nevada. very vocally being against the legislation. strictly because the effect on medicaid. they took the medicaid expansion. unless you see the medicaid portion of the bill changed their cutting the growth in medicaid, not necessarily cutting the medicaid spending but the growth in the spending. it will not be tied directly to the increase in medical costs. the state are saying will receive less money in the future that were supposed to, that will be a popular and we don't support that. we want to see something change on the medicaid front before we reconsider if are in favor of the bill. >> that medicaid expanded coverage is tripping up gop tonight. alan, thank you for joining us. >> thank you for having me on. >> eric: meanwhile, protesters
