they are out of town for the holiday recess, but work continues behind the scenes. here's the president legislative director on "fox news sunday." where are we with health care? >> we are getting close. the american people know that obamacare is failing. they know rates will skyrocket. they know insurers are flea markets. last year alone, 83 insurers left the market. people know this is a dramatic situation. >> the president this week is making calls to members to try to get this package across the finish line. >> heather: mike emanuel life rest in washington. my, where do things stand now? >> hello. they're analyzing a couple different versions of the senate health care plan. one includes amendment from mike lee and ted cruz. it is called the consumer freedom act which will allow plans that do not meet all of the obamacare requirements. that should make some insurance premiums a lot cheaper.

leaders on the hill i continue to work over the reese's, because they know this is a crisis, and it is a rescue mission on behalf of the american people. you have insurers pulling out. 14 of 18 counties in nevada, where there will be no insurance option next year. these are the things we have to address, and we have to do them quickly on behalf of the american people. >> eric: what you tell people who are watching right now? they are worried and fearful they can lose their coverage. you've heard the cbo report and projections, people could lose their coverage. medicaid would be reduced. 11 million kicked off that. premiums double for some. older people hurt. how can you express confidence to them that folks will not lose their health care? >> we have to remember that the cbo has not always been right to projecting private market activity in terms of obamacare. they projected 24 million people would be on obamacare, but it's about 10 million. we are focused on providing

american's choice. that's what the president has said. he was to lower health care costs. he wants to improve access, that's what you see republicans on capitol hill and he had the white house focused on doing, making sure the american people have choice. they can get the kind of insurance that will best impact their families and also making the steps to lower premiums and improving axes at the same time. >> eric: are you confident that people will be taken care of? >> what you are seeing right now in the senate bill will provide states flexibility, so if there are governors out there that believe there are different needs and their states, they have a unique way of dealing with some of the issues that are facing the states themselves, then they have the flexibility to enact those kind of changes, so they can deliver choice, they can deliver medical coverage. those are the things were looking at. it's not a one size fits all from washington, d.c., but actually providing states the flexibility and the freedom to

tailor and innovate health care solutions that meet the needs of the people. >> eric: are they going to get there? with the proposal to repeal and then delay. let me read it to you. he wrote, on the current path, republicans will either fail to pass a bill at all but instead pass a bill that will prop up much of the crumbling obamacare structures. this two-step plan to keep the two promises come both repealing obamacare and replacing it with a system that provides affordable and portable health care, it seems like no-brainer to this gym rat. seems like you will agree. he calls himself a gym rat. what kind of point does he have? what you think will happen? >> this is a legislative process at work. he saw the same thing happened in the house of representatives. they needed more time to reach consistent consensus. and once it did that, they came up with agreement past the house. the same thing is happening here

in the senate as the senators continue to work together with the white house, the president is making calls. the vice president is active. you will see republicans coming together around that promise, that we have made for seven years. the president campaigned on this, that we will repeal and replace obamacare, and replace with a system that provides the american people choice. they can choose to pick the health care fit their needs and not rely on the mandates in the past is down from washington, d.c., with a one size fits all solution. >> eric: at the end of the day, any democrats will come along? that does not seem likely. let me play you what rand paul said about this yesterday. >> don't think we are getting anywhere with the bill at impasse. every time you add more federal monday, more spending for the big government republicans, it offends a conservative. right now, this bill, which is not a repeal, has become the kitchen seat.

>> eric: more money could attract some democrats. >> you will see the various caucuses and people within the republican party come together and deliver on the promise they have been making to the american people for seven years. honestly, the democrats now talking about wanting to work with republicans, but that had not been there position the entire way. senator schumer said, it it let's take repeal, we will not work with you. so democrats talk about instituting social medicines. that is their end goal. republicans can come together under the leadership of president trump. we can get this done. it's just, how do you get this to the legislative process. remember, obamacare took nearly a year to past. right now we are five months into this administration, so what you are seeing under president trump, republicans quickly acting on priorities of the american people and delivering on promises to the

whom it is a bad investment. there was another four or 5 million people who are counted in that number that will actually be covered under the medicaid structure. the cbo number scares people come up but it is meaningless, and i think that is the one thing the president might focus on, using the bully pulpit and his twitter feed. >> heather: .cbo score focus on current law and not the mandate. as a people don't understand. president obama. in order to pass obamacare, he actually held a joint conference with congress, right? you did a couple of other things. is that something that the president should consider doing? >> obamacare -- the president obama did a lot of things just for show. the president now, president trump, certainly has had meetings with republican leaders and democratic leaders, individually and in groups.

to drive the new cycle, any president has that. president trump has done what he's done and then complained about it. him and the press have a codependent relationship, going back at each other. i think there is no doubt that if the president spent more time promoting his own agenda, even his own accomplishments, which he does like to talk about, i would think there would be probably more coverage of those things. >> eric: you are given a prescription for the present as what? >> >> a number of republicans have been telling him all along, do less twitter. when you go and talk to voters, people who support president trump. i remember in the georgia six election speaking with republican voters down there. the one thing they said, i wish he tweeted less. do a little less of that, and push his own agenda. that is what republicans in congress actually needed from him. not just want to see, but they

is unbecoming of a present. others are saying it's an overreaction. >> it's not just unbecoming, it also detracts on his ability to move his agenda forward. everything about the amount of coverage that the streets get, and the amount of coverage that sort of, journalists or media outlets are putting towards covering themselves, it reflects a vast divergence between what the media wants to say, what the media wants to cover about him, what people want the media to cover about their lives. we think about how trump got elected, he got elected because a lot of people in this country are suffering. they feel that institutions and establishments, especially washington centric, have neglected them. this sort of narrative is one where president trump will win, because the more he attacks and the more they covered themselves come the less they are covering the issues of people want to hear about. >> eric: does have a point about that? >> absolutely right. politics have become parity and

parity becomes politics. the funny thing about wwe is it is just a show. the fact that he put cnn's face on it, it is clearly a joke, and cnn cannot take the gel, and that is exactly what pablo is saying. cnn and a lot of folks in washington are out of touch. here's the other thing. i we talk about rush anymore? no. here's the point. 80% of the coverage, what harvard said, it has been negative of president trump since he has been sworn in. that is historically high. 50% has been about russia. i would talk about it? no. we are talking about a tweet of a joke. at least we're not talking about other tweets that were worse last week. this is at least funny, not as bad as the other one gimmick ones. change the topic. >> eric: this street is beneath the office of the white house. violence against journalists is no laughing matter. we should be protecting the role of the media in a free society at the denigrating it.
