he vehemently denied it. now it's time to move forward with working constructively with russia. kevin corke is live on the front lawn. reporter: if you want to drill down on other actionables, i think it will raise eyebrows. the president has agreed to press russia on cyber-security. he has been active talk about what happened at the g-20 and actionable items on what may be coming down the pike. the president saying putin and i discussed forming a cyber-security unit. how about that. so that election hack and other negative things will be guard. that declaration coming out of the much larger and longer than

expected meeting. reince priebus said putin's meddling denial does not mean it's the end of the story. >> it means we are not going to forego progress simply because we have a disagreement in regard to this meddling in the united states election. what it means is we need to move forward with things like a ceasefire in syria which will save a lot of lives. which we are doing. reporter: let me share this interesting viewpoint. you will get criticized by the left and the right. let me share with marco rubio is saying about the president's decision to work with russia on cyber-security. quote, partnering with putin on a cyber-security unit is like partnering with assad on a chemical weapons unit.

ouch. the decision to work with the chinese in a joint military exercise. that's going to happen in 2018. i don't think that's any question that that's beijing's way to pollify the u.s. -- to mollify the white house concerns about north korea. arthel: what about the meddling during the campaign? reporter: hamburg is 4,000 miles away from washington, d.c., and yet he comes back to the white house and there is a tory about russian meddling. the white house across knowledged that donald trump, jr. did meet with other members of the trump team with a russian lawyer.

he had been note however. by jared kushner and paul manafort. they say that meeting was supposed to be about adopting children from russia. and the white house outside legal team said what really happened here was someone from the kremlin presumably or someone in russia misrepresented what she was here for. she misrepresented who she was working for. and they suggest she may have been working with dnc operatives. another russia tory to follow. eric: you heard the threat from the regime of kim jong-un. the president meeting with the chinese president xi jinping. they did discuss trade.

but he pressed the issue of north korea and tried to press president xi to do something to rein in the regime. >> as far as north korea is concerned, success may take longer than i would like and take longer than you would like. eric: ambassador john bolton. the senior member of the gates institute. the president said there will be success one way or the other. what way do you predict will actually work. john: the chinese have to wake up to the fact that we have a different kind of president than the last three. this is a policy we have had for nearly 25 years that failed utterly for 25 years. i think the chinese need to know because of the progress north

korea made, we are a lot closer to the use of military force. if everybody wants to avoid military force, there has to be another answer to north korea. i think the way you end the threat of north korea's nuclear program is by reuniting the peninsula. eric: how do you achieve that? john: you say we can do this the hard way or easy way. if you agrate' in china's interest to unify the peninsula, providing a powerful incentive for japan to get nuclear weapons. there are things we can work out with china that won't threaten them. there don't need to be american troops on th.

eric: you say one issue could be sanctions. we just sanctioned one bank it's a small bank. how about the bank of china and putting the screws on the training partners of core *. john: let me be as clear about this as i can. pin prick sanctions against china will fail. massive sanctions might get their attention. but it's very unlikely the president's economic advisors would agree to that. the sanctions route won't cut it with china. ultimately if you don't persuade china it's in their interest to unite the two koreas, you get closer to military force. what happens then? severe conflict.

american troops on th the river. you have a structured elimination of the north korean regime. aik. eric: at the end they support the resolutions. foreign policy says this, china has blown past the u.n. imposed ceiling of coal imports, purchasing twice that amount. china shrugged off the requirement to report the coal requirement. when u.s. diplomats pressed china for an explanation, china said nothing. how do you change their behavior. that seems totally impossible.

john: that shows why a continuation of the past policies is doomed to failure. in terms of missile technology and possibly other things, that's why this approach of trying to change the north koreans' behavior has failed. they are determined to have deliverable nuclear weapons. the on thing that will protect the united states, japan, south korea and our other friends is to eliminate the north korean regime. it's not their behavior that's the problem win the's their existence that's the problem. eric: you have got to get other nations to get on board. there is a series of kim jong-un in a mercedes. he's got a big black mercedes. how do you deal with this when many nations trade with north korea.

over, but the august break not so far off. topping the agenda, some major changes to their healthcare bills. garrett tenney is live in the information. reporter: the problem is the list of gop lawmakers who don't support the current bill keeps on growing. that likely means even more changes will be needed to get them back on board. senate majority leader mitch mcconnell is expected to introduce a revised version of the healthcare bill next week. but it's not clear what those revisions look like or if it will be enough. >> the draft plan is dead. is the serious rewrite plan dead? i haven't seen the serious rewrite plan. reporter: we are told mcconnell has submitted two

draft bills and one contains an amendment by ted cruz and mike lee. it would allow insurers to sell much cheaper bare bones health plans. but on abc this week says if republicans can't repeal and replace at the same time, they should separate the two and move on. >> if we can't get this done, let's honor the promise on repeal and spend more time to get it done. but i believe we can get it done. reporter: mitch mcconnell said if republicans can't pass a repeal and replace bill on their own, they will simply have to fix obama care by working with democrats. arthel: even as senate republicans temper expectations.

>> we have a discussion about the way forward. i don't have the answer to that yet. i think the problem is whether it can be included from a parliamentary point of view, and what we are trying to do is a very complicated procedure. arthel: kimberly, i want to pick up where garrett tenney left off. why does it seem the notion of working with the democrats to fix obamacare seems to get thunderous pushback from some republican lawmakers. >> it does. even despite the fact mitch mcconnell said not necessarily they abandoned their gop plan all together. but in the interim until they can figure out a plan they can get past, work with democrats to shore up the healthcare market

to insure they don't suffer further collapse and more people pulling out. i think that's where mitch mcconnell is now. i'm not sure he's ready to roll up his sleeves and sit across from chuck schumer. there will be a push to couple with something that can get 50 gop senators and pass before the august recess. arthel: is there a magic key that can open up the credit lock to this healthcare impasse, and does that allow a state to customize their healthcare options? would that serve toward progress and less blockage? >> i think the tough part is there is no one key. there are more things working toward republicans. the fact that they are working with this reconciliation process. there are things they can do in

terms of policy. we have conservatives who want less mandate that leads to this ted cruz, mike lee amendment that would free up health insurers to offer up plans at a lower cost. different things i think they are trying to try in order to try to call that 50-note majority. but there is no magic pill. arthel: let's move on to various states. let's move on as we well know, candidate trump campaigned on repeal and replace obamacare, and he won the electoral college, 304 points to hillary clinton's 227. with 46% of the popular vote, is that considered a mandate? does president trump have some

wiggle room of not breaking a campaign mandate if minority leader mcconnell can't deliver repeal and replace? >> whether he has a mandate or not, that's something all the american people, whether they voted for president trump or not wants to see healthcare fixed. definitely republicans want this repeal and replace. that's a campaign promise they are trying to keep. how they do it, they are not necessarily on the same page. they are saying if we can't couple with a plan now, let's repeal it. we have seen republican lawmakers echo that. mitch mcconnell wants to see these things happening simultaneously. exactly how to get there is still up in the air. arthel: what does this mean for the gop senators who cam feigned on the repeal and replace if there is no vote on healthcare

which is very personal issue to many americans. if there is no way to pass anything at this juncture, what does it mean for those lawmakers as well as the trump administration's ability to work with congress on tax reform, budget, the debt ceiling, infrastructure. >> what it means in terms of the american people and voters, this plan, what republicans are trying to do remains unpopular. some lawmakers may find it better to take some time and do it right. maybe continue to work on this and move on other things like infrastructure or the budget while this is still being worked as opposed to rushing something that could be even more unpopular to people. republicans held very few town halls. it may be better to step back and that may serve well first on

in terms of pleasing their constituents and rushing something through that's unpopular. arthel: if they step back, even if in trump loses the healthcare battle, his presidency is young. president trump stands to win some major political victories. he won't face a do-nothing congress for the next 7 1/2 years. let's remember the presidency is only 6 months old. it's still early in the presidency. it took a lot longer to pass the affordable care act in the first place. i think there is a lot of time to win on some of these other issues. a lot of republicans want to get started on infrastructure. in terms of healthcare if it doesn't get done before the august recess. i don't think that's necessarily a loss for republicans if they are able to couple with a plan that's more popular that fixes a

rallying against the removal of a statue of robert e. lee in charlottesville, virginia. 23 people were arrested. power restored to thousands of homes and businesses in one los angeles community after an explosion at an underground electrical vailt. hundreds of demonstrators on the streets hamburg, germany engage in a final peaceful protest. german police say 200 officers have been injured and 100 demonstrators arrested in three days of violent rallies. eric: there are multiple wildfires raging in california that forced evacuations as temperatures have been reaching record highs. the flames, some of those you can see are threatening at least

60 summer camps in one area. that's a lot of children. will carr is with us. reporter: parts of the southwest are continuing to deal with eastwarding heat. we d with seering heat. we broke a record yesterday. in santa barbara county they are battling two fires. the whittier fire broke out and destroyed homes and trapped almost 80 campers. they were surrounded by flames and kids had to be bussed out of the area. the whitner fire burned 780 acres. the nearby fire burned 23,000 acres. at least 200 people have been evacuated.

hours after it took effect. this is of course only the latest international attempts at peacemaking in the overwhelming humanitarian crisis and carnage that continues for six devastating years. john is live with the latest of the impact. churning eric, you talked about how good this will lead to something broader. the carnage in the brutal bloody civil war, but this is also the fifth attempt at a cease-fire since february of last year. there's the obvious concern that this one, like so many others will collapse after just a few days. but as you said, eric, at this point the cease-fire is holding. the plan was agreed on, was announced friday at announced friday at the g20 summit after president trump met with russian president by damir putin. president trump treated today after the cease-fire went into effect at noon there will quote, unquote save lives or it was

brokered by the u.s. and russia and jordan and affects other syria on the borders of jordan and israel in the golan heights. this is also where the cease-fire called for three de-escalation zones. the province is in syria among the jordanian border and an extra province on the border with israel in the go on. while the israeli prime minister benjamin at yahoo! said that israel would welcome a genuine cease-fire in syria, he also added it must not open the way for iran's military entrenchment or that of the satellite in syria in particular referring to hezbollah, both iran and hezbollah have supported. government forces during the fight in the civil war there. israel launched airstrikes. we know in hezbollah and also traded fire with elements across the border for wenders and spillover into the golan heights from syria.

issue is headed next year joining me now from illinois congressmen adam who sits on the house foreign affairs committee. nice to have you. absolutely. based on your conversations you had over the past few days, is congress satisfied with the president's meeting with vladimir putin? >> you know, it's really hard to tell. i thought initially they were very positive turning everybody on their head by surprising them in bringing up election meddling immediate need. many speculated that he wouldn't address it. those are all very good team spirit in the aftermath of that, there is confusion in the lead up, which is city except vladimir putin's explanation? my guess is he probably didn't. they were spending two and half

the president pressed hard in this and you will not give vladimir putin to say you caught me. that's a really big deal. it was probably appoint out which they made the point twice instead it safely can work together. if that's what happened, the totally acceptable because the president can't spend two and a half hours when he knows president putin is not going to admit it. making a strong statement that we are aware of this, that we will not tolerate this anymore is the most important thing that could come out of that. arthel: and are you sure russia won't idle in future elections in 2018, 2020 and beyond? if there's concern, what will it take to make sure russia knocks it off? >> they absolutely will try to. as republicans, this is in 2018 they will turn against us. we have to defend ourselves. there's nothing that vladimir putin fears more than loosing

eric: critics are concerned the premiums go up you people over 65 could go up as much as four times talking about medicaid. let me read you something from a montgomery advertiser couple weeks ago. in your state, medicaid covers over 1 million alabamians childless able-bodied results almost never qualify. federal money would require the alabama legislature to replace the lost funds or reduced services. cuts to the program could extend the waiting time in the two closures of hospitals and primary care practices, particularly rural areas that count on medicaid. how can that be addressed in the bill in my proposal would you have to prevent that? >> the point is a good one this state should use more power than responsibility back to the state. alabama has done an excellent job so far. that is part of my thinking there. the other issue you mentioned i would support my statement is the insurance coverage of the

individual market. we have a 300% increase in individual premiums, which is not just in the united states sustainable. we've got to get back to that issue as well. it's just going to fail. dreams do you wrote this letter to the senate leadership to try and go back to work. the american people no matter what you think thank you for working for your august research, not down to gulf shores or orange beach or hanging out in the great culture of your stated actually working. as you point out in the letter, you've got bad in the budget and taxes still to go facing a september deadline for that. >> we have a beautiful state. i've written that letter. we need to work as hard as president trump is working. i'm new to the ways of washington. this seems to me we should be rolling up her sleeves and the idea of taking a month on break

arthel: today marks 100 straight day of antigovernment demonstrations in venezuela. the latest protest coming of venezuela supreme court has just ordered the opposition leader released from prison and put under house arrest. brian yanez has more. >> icon rsl. 92 dead and more than 1500 injured in the last 100 days. demonstrations began after the supreme court which is controlled by president nicolas barbato ruled it was taking over the powers of the legislature. a legislature one over the opposition and medicinal shortages with record inflation fueled anger, thousands from the opposition hit the streets of the capital of caracas and beyond almost daily clashing with present and military police forces and supporters. this past week, supporters of the president yielding wooden
