live in washington with the latest on the battle over healthcare. but first let's head over to kevin cork live in beautiful new jersey. how is the white house handling the expanding -- expanding russian investigation? >> i don't mind telling you this, try though they might to keep the conversation on jobs, the economy, healthcare and infrastructure, the fact is as this investigation expands, greg, the white house understands it too has to expand its roster of experienced attorneys. you heard this name yesterday here on fox news. today the white house making it official that white house special counsel has joined the white house staff, a partner in the investigations practice over in d.c. former federal prosecutor graduate of harvard and georgetown law. yes, he is in fact related to the late baseball great. the on going probe into the campaign's conflicts and contacts with russian nationals

during the 2016 election. >> now we know counterintelligence person in the meeting as well. it is important that we see all electronic communication, whether it's direct messaging, twitter, e-mail, text, whatever it happens to be, among the members of the trump family. and within the trump administration. >> the democrats are hammering away at this. a statement from california congressman adam schiff, the report that a former russian counterintelligence officer was also present during the meeting with donald trump jr., jared kushner, and paul manafort, if accurate, adds another deeply disturbing fact about this secret meeting, a portrait of consistent dissembling and deceit when it come dos the campaign's -- when it comes to the campaign's meetings with russian officials and intermediaries. as you can imagine, this story isn't going anywhere any time soon. >> cobb was known for using his shark spikes on his opponent.

does this cobb's addition to the white house legal team means that, you know, it is changing its approach to the whole thing? >> very good baseball knowledge out of you, my friend. listen this is not necessarily i would say a change in approach, but i do think you are right about this, it is a recognition, if nothing else, of the seriousness of this probe and how far it might ultimately go and when you end up in a circumstance like this, the white house simply can't take any chances, and that's why you want to have a person like ty cobb join your team. now, the president is tweeting about other things, clearly trying to keep the focus on other things, other than the russia probe. this morning, stock market hit another all-time high yesterday despite the russian hoax story -- hoax story. also job numbers are starting to look very good. indeed last week's jobs report for the month of june much stronger than anticipated. 2 22,000 new positions created -- 222,000 new positions created. that's compared to 179,000 expected. unemployment still relatively

low at 4.4%. mean while, the president is as you know here in new jersey at his golf club. trump national, for the u.s. women's open, a welcome respite from the bruising battles in d.c., past and future. we will be here monitoring his tweets in the meantime. back to you. >> that is a beautiful and tough golf course. thanks very much. >> yes, it is. >> kevin cork. meanwhile, republican senators are trying to move forward with their revised healthcare bill. president trump says the g.o.p. is close to sealing the deal, but moderates and hard-line conservatives are still at loggerheads. garrett tenney is live in washington, d.c. with the latest on this. garrett? >> two republicans have already said they plan to vote against the revised healthcare bill so senate leadership cannot afford to lose a single more other senator for this bill to have any chance at passing. that is no easy task, though. just given the number of lawmakers who are undecided and those who have expressed concerns over the bill.

fox news has learned that at least five moderate senators met with majority leader mcconnell on friday to ask for increased funding for medicaid in the bill. senators dean heller of nevada, murkowski of alaska, ohio, west virginia and north dakota, each come from states that expanded medicaid under obama care and have concerns about funding cuts to the program in the current bill. a source tells us mcconnell has already added a number of amendments to the bill in order to win over specific law makers. he could still add more. if that's not enough, republicans are also getting pressure from the white house to support the bill and fulfill their promise to repeal and replace oeb m care. -- obama care. >> the senate healthcare bill stops the obama care disaster, expands choice, and drives down costs. and i want to tell you, the republican senators are working very hard to get something that's going to be really, really good.

the opposite of the big lie which was obama care. >> if the revised bill doesn't pass, though, kentucky senator rand paul who plans to vote against it, said the president is very interested in his idea, to divide repeal and replace into two separate bills and then work with democrats on what exactly to replace it with. >> if it doesn't happen, if the senate leadership can't put it together, my hope is that he steps into the fray and helps push this along. he's indicated that he's open to my idea, which is separate it into a clean repeal. and democrats and the big government republicans could work on the spending plan. and the rest of us, including the moderates, could vote on a clean repeal. >> if the current bill doesn't pass, though, mcconnell has said they will instead try working with democrats to simply fix obama care. this weekend, though, going into next week, his focus is really on not losing another republican so his revised healthcare plan can have a shot at passing. gillian?

>> sounds like majority leader mcconnell has some major hurdles to overcome this week. thanks, garrett. >> yeah. so two major headlines hanging over the white house, the healthcare bill, tied up in the u.s. senate, the meeting between russian officials and the president's son as well as other top members of the trump team. in the meantime, take a look at this. a fox news poll showing from june that the majority of american voters disapprove of how the trump and obama administrations handled russian meddling, well before the latest revelation. with that much said -- with that said, how much do voters really care about all of this with issues like healthcare, tax reform, infrastructure building, hanging in the balance? joining me now to talk about it a former ohio senate democrat minority leader and executive in resident at american school of public affairs, former deputy assistant to president george w.

bush and a principal for the 1600 group. good to see you both. >> afternoon. >> brad, democrats in the media are i think it is fair to say sort of hyperventilating over this whole donald trump jr. story. what about americans, though? are they that, you know -- >> no, i think there's russia fatigue. there hasn't been any evidence shown of any collusion. there's no doubt that the russians tried to interfere with our elections. the good news is they were not successful. but the american'm when they go -- but the american people when they go to have lunch or dinner amongst their family, they are talking about bread and butter issues. we know that elections turn on economics, and they're worried. that they are worried that washington is not listening to them, did not get the message in 2016 that they are tired with gridlock and republicans are now in control of everything. we should be keeping our promises. that is the most important thing we can do for the american people. and this week will be very important on tuesday, when the senate votes to finally repeal

and replace obama care, then we can move on to taxes. we need to get stuff done. and the american people have no tolerance for any more worthless investigations that lead nowhere. >> i remember it well, during the bill clinton scandals and ensuing impeachment, the republicans were guilty of overplaying their hand, inflating it, and it cost them a great many seats in the house of representatives. so don't democrats need to be equally careful here, not to overplay their hand? >> you know, i do agree with that. i think that certainly the american public, the american electorate deserves answers, you know. this is certainly an issue that is not going away. it seems like every day there's something new about, you know, some kind of conversation or russian connection between someone on the russian side of the equation and someone on the trump side of the equation. that being said, you know, i represented the heart of the rust belt for a decade in the

ohio senate and i agree with brad in this sense in that the american public while they are intrigued by this issue, and i think want answers, they are more concerned with the economy, and democrats, if i were the democratic party or the dnc, i would focus on actually saying we are the adults in the room. we want to, you know, legislate. we are here to govern. and we want to come to the table and cooperate with republicans. and if republicans don't want to do that and don't want to focus on those issues, then it is on them. >> the problem is, and with people like senator cain accuse donald trump jr. of treason, i mean doesn't that hurt your party to make such an absurd claim? i mean any lawyer will tell you and any american who has ever read the constitution knows you have to be at war in order to invoke treason. my goodness, not even julius and ethela rosenberg were charged with treason. don't you lose credibility when

an important democrat like tim cain makes such a ridiculous reckless accusation? >> we need to be careful about the terms we use because it is one thing to say there was collusion or there was treason, and that's lovely to throw these terms around. again i'm not a lawyer. i have two masters degrees. i'm not ready to say either of those things because i cannot prove that there is the legal definition being met of either treason or collusion. >> tim cain's a lawyer, and he should have known better. brad, it's been about a week since the trump jr. story came out, and, you know, initially, they didn't exactly give a full account of the events, and every day as a consequence of that, there's been a new and somewhat damaging revelation. could it have been handled with more full and forthcoming information by the trump administration? >> there's no doubt about it. first and foremost, that meeting never should have taken place. i disagree with the president that anybody would have taken that meeting. paul manafort was there. he should have been the one with

the political judgment and common sense to say we can't get anywhere near this. that was his job. these are political neophytes who are surrounding this campaign. they didn't have a huge staff. as long as paul manafort was in that room, first of all it never should have gotten to the room. they never should have gotten to the building, but having said that, yes, full disclosure is always the way to go. it is always the cover-up that is worse than the actual accusations or crime in and of itself. there's no crime here. >> democrats and republicans can agree that this meeting should have never happened. you are right, brad, i mean i think everyone at this point, you know, any political professional say it never should have gotten as far as it did. >> but inflating to crimes like collusion -- >> i agree with you. i think it is irresponsible -- >> -- and treason and even saying conspiracy to defraud the government which requires deceit and dishonesty, and that's just -- >> i agree. i think it is irresponsible to

lob out legal accusations and allegations without a full vetting of this entire thing. you know, there are republican members of the senate intelligence committee for example who want to have donald trump jr. come and talk to them. i think that's appropriate. let's go through the investigation process. >> why aren't democrats doing that? is it because they have such unabashed scorn for the president, they can't resist? >> look, there are two things here. democrats and republicans alike i think have concern about the russian story because of the drip drip drip they are looking for answers. democrats and republicans in the senate intelligence committee are looking for that. at the same time, you know, i don't agree that the democrats should just focus on taking down donald trump. we need to offer something to the american public because if we don't, we will not be successful in 2018. >> it seems like a controversy in search of a crime, and the search may be in vain. thank you both for being with us >> thank you. >> thank you. protests underway across the country today with groups

organizing demonstrations against the president. but president trump's supporters are also holding their own rally. we are live outside of trump tower here in new york city. brian? >> gillian, well, we are here at one of the 15 protests nationwide organized by a group called refuse fascism.org. we're right across the street from trump tower. this is what we have seen thus far. they are starting out here at 4:00. they plan on marching to midtown in times square and then union scare later tonight -- union square later tonight. what they are demanding is well they are demanding that the trump pence administration end immediately, not just impeachment. they want it to be done and over with now. their language is very extreme, frankly. they call the trump pence administration a regime. they say they need to act now in the name of humanity. they compare president trump to adolf hitler. they have signs here and there's been over a hundred so far. we have seen protests as well in atlanta, in chicago, in los angeles, in portland, and in

boston, all of these places have planned protests today. they're here also because of obviously the recent don jr. news which has added fuel to the fire this weekend, but frankly we have been seeing protests almost on a weekly basis around the country. also what we're seeing across the street here, back in new york city, are actually supporters of the president, who have also showed up, with signs and hats that say usa and supporting their president of the united states. they are also here, less in number. we have also seen people that have shown up in front of trump national golf club, where there was also a woman's advocacy group protesting against the president there, while another organization defending trump also showed up with a few dozen people. so already, what we're seeing is what we have continued to see, protests and counterprotests, but refuse fascism.org making it very clear they are comparing the president to hitler, demanding gets kicked out of office now, and they are calling this administration a regime.

gillian: g.o.p. senators have hit another road block as republican leaders scramble to get their revised healthcare bill passed. now two of the insurance industry's most powerful organizations are sounding out against the legislation. america's healthcare plans and the blue cross blue shield association both sent a letter to senator mcconnell saying it is simply unworkable in any form. it would undermine protections for those with preexisting medical conditions. joining us now to discuss this in depth washington examiner's chief congressional correspondent. susan, i want to dig deep with you a little bit on this. we have got two of the insurance industry's giants now essentially saying that this provision introduced by senator cruz is dead in the water. they say that it would leave too many people with preexisting conditions vulnerable and cause too many of them to lose coverage. senator cruz says this provision would actually drive down premiums and give people more choices.

can you help us find out the ground truth here? >> i think the insurance companies have a lot to lose with the cruz amendment, but it is hard for them to draw sympathy to their industry. and that's why i have a feeling that mitch mcconnell is going to hold on to at least part of the cruz amendment because he needs conservatives on board in order to pass the bill. and he may lose a whole bunch if he gets rid of the language. basically what it does is it allows the insurance companies to offer these plans without the obama care mandates. and that in effect proponents believe will lower premiums, which for republicans, is the main goal for trying to repeal and replace obama care, lower the premiums. you know, we have been hearing for the past few years, about premiums going up, to the point where people just aren't buying anymore, and it's sending the markets into a death spiral. so that's a big part of the plan. i don't think mcconnell can get rid of it. now the insurance companies have good reason to complain.

the reason it is set up now, the way i think they would like to see it continue is everyone needs to buy these big plans that are expensive -- expensive includes a lot of coverage. the way it is set up now more are expected to get federal subsidies to pay for it. the insurance companies are also set to get help from the federal government. i think they would hope it would continue in some form in that they would have guaranteed federal subsidies for their industry as well. i think that's what they are aiming for, going back to offering lower plans and things that will make it for difficult and harder for the insurance industry, i think is something they would like to avoid. now, if it's going to lower premiums overall, it's a hard case to make for the insurance companies given the fact that the main goal of repeal and replace for republicans was to lower premiums. so i think they have got to keep this in, at least in part. in fact it's already been changed. it was a lot more aggressive before mitch mcconnell got ahold of it and he included some of the obama care mandates in there, but not all. i think at this point it is sort

of a compromise. so i don't think the health insurance companies are going to get much more at this point, without risking the loss of key conservative votes. remember, they only have -- they can only lose two votes. we already have two committed no votes in the senate. so they don't have any more room to play with here. they need to basically keep everybody on board at this point. so they really kind of need that language in there. gillian: can you help us pull back the curtain a little bit on the g.o.p. right now? on the senate side? who do you think the senate majority leader is focusing on? he's only got a few more days. he wants to get this passed by the end of the week, which by my count leaves us four or five working days depending on how you count friday. who is he focusing on right now? who is he targeting in the middle of all of this and the strife between the sort of the different factions on the g.o.p. on this issue? >> he's got his conservatives. he needs to hold on to them. he's working on on the fence moderates -- moderates. we're talking people on medicaid dependent states like alaska,

west virginia, ohio, nevada. he's working hard with these senators to try to provide for them some assurances that people will not be kicked off of medicaid. now, don't forget, medicaid was expanded under obama care to include abled body adults up to 130% of the poverty level. the plan under the repeal and replace was to over time scale that back. and so that would be projected loss of income and they would give to it the states in a different form so that it would be reduced over time. states don't want to lose that growth in medicaid funding over time. and so that's what the fight is about here. fed kade funding. -- medicaid funding. what the republicans are trying to do is provide these states and assurances to these senators that these states will get additional medicaid funding. that's what is in the works as we speak. if they can come up with a compromise like that, where they get more money for medicaid in those key states, that's where the deal lies. i think you will get that 50 that we're looking for in the

senate, 50 votes with the tie breaker vote coming from vice president pence. if they can't get everybody on board for that, then it is going to stall this week, and the future will be pretty unclear. gillian: susan, i just want your one second take, what are the odds this bill passes next week? >> 60/40 that it will pass. gillian: interesting. thanks for sharing that with us. thanks for your deep dive on this. we hope to see you soon. >> thanks a lot. gregg: 60/40, i thought it would be more like 30/70 against. we will wait -- she knows. she really does. flames tearing through a high-rise apartment, forcing residents in the 36 story building to get out. what we are learning about that deadly fire. plus -- a russian american lobbyist now revealing he also attended the meeting between donald trump jr. and russian lawyer. the potential impact of this new development coming up next. >> what we now know is just today the reporting is there's two more individuals who were in the meeting. let's just put their names out.

attorney and former federal prosecutor. doug, all matter of criminality is being conjured here. doesn't the constitution and the 1st amendment give donald trump jr. the right to freely associate with anybody he chooses including a russian and to exchange ideas and information with any source including a russian? >> it does, and all that does is highlight the distinction between a political discussion and a legal one. politically speaking, people can knock themselves out to they are blue in the face, ill-advised, bad move, shouldn't have met with whoever he met with, but as you pointed out in your recent article, which i studied closely, to be foaming at the mouth about such things as treason, which will i come out right and say that's absurd, that's aiding an enemy in wartime context, to be throwing around this new concept of generic collusion which as you pointed out also in your article is an antitrust term is just over the top, over the front, it is too much. everybody has to calm down.

if facts develop in a different direction, any lawyer is going to tell you that's different. >> alex, i'm reminded of the old wendy's commercial in which she just kept saying where's the beef? let me put it a different way. where's the crime? >> i couldn't disagree more. i think it is absurd that we're having a conversation about the president's son talking to the russians to gather information to win an election and somehow that's 1st amendment protected. i think thomas jefferson the founding fathers would roll over in their graves if they thought that somehow the 1st amendment was meant to protect collusion with foreign governments to win domestic elections. >> collusion, name me the statute on collusion other than antitrust, which is anticompetitive and price fixing. >> it is called the impeachment clause. we do not in america collude with foreign governments to win domestic elections. un-american, dishonorable and wholly beneath anyone in the political sphere. >> if you receive valuable information about a crime from any source including a russian

source or a french source or a british source, you don't think it's -- you think that would also be somehow an impeachment? >> i think that's a naive reading of what happened here. we have donald jr. getting a phone call from the russians saying we have valuable information come talk to us. anybody in the political sphere knows it is a quid pro quo there. if you don't hesitate then, you've got some serious judgment problems. >> you know, douglas, we rely on foreign information and intelligence all the time, the government does, and people freely talk to all kinds of foreign nationals who are here. that's not a crime, is it? >> well, my colleague has decided to ratchet it up a little. let's ratchet it up a lot. okay? the disingenuousness and the double-standard is absolutely breathtaking beyond as if to say alex that this never goes on on the other side of the aisle. >> where? >> let me finish, please. >> where?

about when they said you're carving a caveat without defining it? >> no, you read my mind. i was going to say -- you took my words -- that those three justices in their dissent in the ruling predicted it would be unworkable and difficult to define who is who. the government came out with a list. they did omit grandparents. in fairness, i don't think the judge in hawaii was wrong to say that a grandparent should be on that list. but your point still stands, which is it is going to be very very difficult to work through all of these issues. having said that, in the fall, i think the supreme court is going to issue a ruling that may surprise people -- >> they lifted the injunction. the whole court agreed. alex, what about this? i mean doug makes a good point. i think you will probably agree. grandparents probably should be considered close relatives. but the judge went further, aunts, uncles, nieces and nephews, cousins, what kinds of cousins, third removed, twice removed, cats and dogs are now allowed? what's the deal?

witnesses could see fierce flames shooting out of the apartments of the 26th floor of the marco polo residential community. plumes of thick dark smoke poured out of the building for hours. take a listen to one resident describing the scene. >> you couldn't breathe. you couldn't see. you couldn't see the steps in front of you. it was that smoky. even the firemen, once we got back -- so we went back to the elevators and even the firemen got down on his hands and knees and was huffing and puffing. >> according to local reports, a 54-year-old man and his 85-year-old mother died, along with one other woman. 12 others were injured, including a firefighter, as you heard how difficult it was for them, who had to be treated for heat exhaustion. more than 100 firefighters raced to the scene and quickly found out that they weren't going to get much help. the elevators had stopped working, so they had to go up dozens of flights of stairs with heavy equipment to try to save residents and put the fire out and quickly found out there

they opened a county commission meeting with christian prayers. chief religion correspondent lauren green joins us now with more on this. lauren? >> you know, this had been a tradition for 50 years, but now a federal court has ruled that the christian prayers offered at a county commissioner's meeting are uncon cushion -- unconstitutional and would pave the way for a showdown in court. the county opened its meeting with prayer that often ended with in jesus name and invited those attending to join in. the liberty union filed a lawsuit on behalf of three residents who often attended the meetings. >> opens in a way that makes me feel like i'm not one of those people that this board of commissioners is speaking to and for. i'm feeling sort of disenfranchised in a way. >> on friday the 4th u.s. circuit court of appeals ruled 10-5 against the prayers giving

a majority opinion the judge wrote the prayer practice served to identify the government with christianity and risk conveying to citizens of minority faith a message of exclusion. while the judge writing for dissending opinion said the majority of opinion strikes at religion seeking to outlaw most prayer given in government assemblies even though such prayer has been an important part of the fabric of our democracy and civic life. now with the on going lawsuit the county commissioner still have a chaplain open the meeting with a prayer. and the board chair defended the tradition. >> we start with two things, a pledge of allegiance and we're going to have a prayer. the prayers are an opportunity for the commissioners to reflect and these are for the commissioners, as we look for wisdom as we do business on behalf of the county. >> now, the county hasn't decided yet if it will appeal to the u.s. supreme court. now, the high court has allowed

gregg: new developments now in a british couple's international battle to try to save their infant son. we are learning an american doctor plans to travel to england next week to examine charlie gard. he is the terminally ill 11 month old at the center of a big legal battle. we have more from london. >> a spokesman for charlie's parents has accused the british national health service of holding the baby hostage and says it is not allowing the parents to decide their own son's fate. a judge has said he will look at new medical evidence related to charlie's condition. the parents are still hoping to keep their baby son alive, after an earlier court decision ruled his life support system should

be turned off. charlie has a rare genetic disease. it's left him unable to move or breathe unaided. his doctors at a specialist children's hospital in london have recommended switching off life support as they see no chance he can recover. but his parents insist he's not suffering and want him to live. an american doctor says it would be worthwhile to try a new type of treatment. he's treated other children with a similar condition to the disease charlie suffers from, and he believes there could be a chance to improve charlie's quality of life. charlie's parents have been fighting in court to be allowed to take their son to the u.s. for treatment. but his doctors in london say they don't believe this would be effective. they also fear the baby may not survive the journey. they've argued charlie should be allowed to die in dignity. so far the courts have backed the hospital over charlie's fate

and ruled against the parents. but the judge is expected to issue a new ruling by july 25th. in london, kitty logan, fox news. gillian: a lion welcoming a 10 month old boy at a zoo. take a look at this video. when the boy was sitting in front of the lion exhibit at a zoo in salt lake city, utah, the animal showed up behind him and started pawing at the glass, sort of frantically. the lion tried really hard to get the little boy's attention but he didn't even look the animal's way. [laughter] gregg: wow. see i'd be so scared i would be running. chile did you see this hit by a huge july snowstorm. seasons are opposite in the southern hemisphere. it is winter down there, but wow this was the biggest snowstorm to hit chile since 07. people in the chilean capital of santiago throwing snowballs and taking a lot of photographs. though the snow also caused some power outages and dangerous driving conditions. look at that.
