middle-class families have felt under obamacare, but it has also committed to do something about it. by now, we are all keenly aware of the pain that obamacare has caused for literally millions of families. premiums have skyrocketed doubling on average in the vast majority of states. many have zero or even one insurers. it's wrong. many americans now face the real possibility of having no options at all and could find themselves trapped, forced by law to purchase obamacare insurance, but left out of obamacare without any means to do so. all the while, markets continue to collapse under obamacare and states across the country is a troubling indication of what's to come unless we act. fortunately, the american people have granted us the opportunity

to do so. we finally have an administration that cares about those who have suffered and a president will sign a lot to do something about it. we have a house that recently passed its own legislation to address these problems and we have a senate with a great chance before us to do our part now. if the other senators agree and join me to vote yes, we can move one step closer to sending legislation to the president for his signature. i hope everyone will seize the moment, i certainly will. only then can we open up a robust debate process, only then will senators have the opportunity to offer additional ideas on health care, and action will do nothing to solve obama here's problems were bring relief to those who need it.

in fact, it will make things worse for our constituents all across the country. i'd like to reiterate with the president said yesterday, any senator who votes against starting debate is telling america that you are just fine with obamacare nightmare. that's a position even democrats have heart haunt her defend. remember, president clinton thought it was the craziest thing in the world that a democratic governor said it's no longer affordable. you won't hear me say this often, but they're right. i hope colleagues will consider obamacare's history of failures, the unaffordable costs, the scarce choices, the burden on middle-class families of they cast their vote this afternoon. i would urge them to remember the families who are hurting under this collapsing law. numerous kentuckians like so

many others across the nation have conveyed their heartbreaking stories with my office, phone calls, letters, meetings, and dozens of health care forms all across kentucky. these families are suffering under obamacare and need relief, i'll be thinking about them as i vote to proceed with the bill today. i know many other colleagues will do the same. our constituents are hurting under obamacare. they are counting on us to do the right thing right now. that means voting to allow the senate to finally move beyond volunteers failures. that's what i intend to do, that's what i urge every calling to do. we can do better than obamacare, we have a responsibility to the american people to do that, today's vote to begin debate is the first step and we should take it. >> mr. alexander.

>> harris: i'll start again because i think they clipped my mike. senator majority leader mitch mcconnell says seize this moment right now to begin debate. his comments were synced and they were straight to the republican senators in the room, get this done now. what he did not say it wasn't what they will be voting on. and whether or not is repeal only or repeal and replace. i say that because there was a call out this morning on twitter, and it was prolific, by senator rand paul. he starts off by naming the senate majority leader informed me by if this is the plan, i will vote to proceed and i will vote for any and all measures that are for repeal. that's a call out.

you told me this was going to be repeal only, we don't have a confirmation for mitch mcconnell, but we have a vote. >> eric: it's what senator paul has been saying since day one. he will only develop stomach to my stomach you have three senators who have clearly shown there were only being obstructionists against obama in 2015. they were being against something and not for something. paul is right. you had these three who normally voted for clean repeal, they petitioned and sold it and now they're saying they're not for clean repeal. unless they're holding out for some sort of giveaway to get their vote. >> gillian: i don't think those three senators are holding out because they're trying to be obstructionists. i think they are seeing the other side of the coin which is the real people who need some

right up against each other that republicans are trying to message away and is not working. >> rachel: i was when to say, first of all, rand paul is one guy. let's be realistic, he is not the only voice in the senate, but i will say this, the sausage making is where it's at and he does lie, by the way at the seat of mitch mcconnell because his refusal to blow up the filibuster rule which is making it very complicated and making it harder to get all the votes together because it has to go through reconciliation, it can only involve certain budgetary constraints. >> harris: we do want to point out that there has been resistance by both political parties to do that because once you engage going forward, its majority rules for everybody. >> rachel: plus the democrats have already dipped their toe in this. i promise you, if the democrats were in charge right now and had a big piece of legislation in front of them, they would have

at nothing short of repeal, why would the junior senator from kentucky vote on the motion to root seed -- proceed knowing he will get what he wants qwest markets because i believe that he and some of the others in this body know that if the senate manages to pass something to get to conference in the house, the likely compromise in the house, in the conference, is either a full repeal of the affordable care act or something close to it. it will certainly mean drastic cuts in medicaid, huge tax cuts for the rich, no help for those with pre-existing conditions, and millions and millions losing health care, particularly in our poorer and more rural states. that's the only thing that our republicans have been able to agree on, the hard right freedom

caucus in the house would never accept the republican bill that only repeals a few regulations in the aca, believes much of it in place. no, they want full repeal and add minimum cuts to deep deep medicaid and millions, millions in every state in this nation losing their health care. to my republican friends who have repeatedly said that full repeal without replace would be a disaster, to my republican friends who have opposed the deep and drastic cuts to medicaid, i say to you, don't be fooled by this roos. a vote in favor of the motion to proceed will mean deep cuts to medicaid, maybe even deeper than in the hospital.

it will mean people with pre-existing conditions will be left high and dry. it will mean huge tax breaks for the wealthiest of americans, it will mean the end of their coverage. all the complaining, why we're here here at this late moment, because even the house bill was to drastic for many of the members here and is now being ignored on this motion to proceed. because we all know, we all know the roos that's going on. the roos is senate back to the house and then we'll see what they send us. it will either be full repeal without replace or something far too close to that. and then all of the work, all of

the anguish that so many of my colleagues on the other side of the aisle have shown in the last several weeks will be wasted. because they know darn well what's going to happen when there's a conference. there are no democratic votes in the house. the freedom caucus calls the shots. they will either ask for full repeal or something very close to it. make no mistake about it, a vote in favor of the motion to proceed this afternoon will be a permission slip to slash medicaid, hurt millions, and raise taxes on the wealthy, something the vast majority of americans in every state, a large large percentage of

republicans and trump voters a poor. one less play to my colleagues, do not fall for the ruse that the majority leader is putting together. we know it's going on, we all know. our constituents won't be fooled, oh, no, . on this side, we are not fooled, oh, no, . and i hope my colleagues who, out of compassion and care for people in their states have made such a fuss up till now won't be fooled either. on another matter, mr. president, in recent days, president trump has gone out of his way to undermine his own attorney general, his first supporter, but has reported to be his best friend in the senat senate. he has tweeted scathing criticism of attorney general

sessions, chastised him publicly for recusing himself from the russia investigation and several other perceived failures in the eyes of the president. we should all take a moment to think of how shocking these comments are on a human basis. this is the first person who stuck his neck out -- >> sandra: chuck schumer wrapping up his comments on the floor there, saying the obamacare cut would mean tax cuts for the wealthy, that was his part. before that, we heard from mitch mcconnell saying our constituents are hurting, the time is now, seize the moment he said, so hearing from both leaders in the senate, president trump again slamming his attorney as we move on, we'll have to hear more on this big day of news, are also awaiting jared kushner. we know the house until committee met with him this morning. a two hour closed session. we are waiting for them to step into a microphone, just like

white house advisor, jared kushner, also the president's son-in-law has been on capitol hill, this is day two now, giving an interview about russian contacts. behind those closed doors, we are waiting to see jared kushner walk out, will he make a statement? we don't know anything about that. we knew about that when yesterday because it was announced. what could happen is we could hear from some of the house and tell members to step up to the microphones that you see at the bottom left of your screen, just out of sight. when that happens, we will take it live. meanwhile, the senate judiciary committee has issued a subpoena for former trump campaign chairman, paul manafort, to appear at a public hearing on russia tomorrow. this after they say he refused to have a closed-door interview transcribed, something committee chairman grassley says is comp getting the process. >> we are willing to give all sorts of accommodations, but we can't mess around with back and

forth and playing one committee against another. and so, if he feels he can't come and will negotiate in good faith, there are other accommodations that could be made. >> harris: donald trump, jr., is expected to be interviewed by the senate judiciary committee as well tomorrow behind closed doors. no word if any of that has changed. gillian, as we watch this play out, the intelligence component of all of this is just to get the answers, yet it feels political, you've got -- what's happening? >> gillian: paul manafort was in the unenviable position of speaking to one senate committee this morning and while he is there, getting subpoenaed by another committee to go testify tomorrow. i don't know if anything like this has happened in history or not, i'd have to go back and check on that, but i would hazard a guess that it has not. i was very surprised to see that he had agreed to come forth on

his own volition without being subpoenaed today and speak to the senate, because he's in a very tricky position. when you're the subject of multiple ongoing investigations, anything you say in the context of one can and will be used against you and the others, so he's got to tread very carefull carefully. >> harris: i talked about the politics of this, you're telling me about the logistics. >> rachel: this is a circus. people don't want any of these hearings. why are we doing this? the american people made it very clear, i live in the midwest, i travel to a lot of places where you meet the everyday people that put this man in office and i'm telling you, they don't care about this. if they did, they said have one investigation. enough, they want the senate, which is broken and needs reform, they need the senate and the house to do with jobs, the economy, taxes, health care.

president trump is frustrated with jeff sessions, his attorney general. i spoke to him about it on friday and i don't know why sarah huckabee sanders went around on sunday saying he's okay and now she's coming back and backpedaling. here's why he's not okay with what jeff sessions is doing and has done. jeff sessions decided to step down, to recuse himself after he was named attorney general. had he told donald trump's plan -- wait a minute, that was a public hearing. that was a public event that jeff sessions shook hands with the foreign minister of russia which is certainly no grounds for recusal, however he decided to do that. had he sent to donald trump, i've been with you since day one, but i want you to know, if this russia thing gets any bigger, i'll recuse myself, he wouldn't be the attorney genera attorney general. the reason this matters is one

sessions recused himself, rod rosenstein, the deputy attorney general appointed special counsel. rod rosenstein was not appointed by donald trump. that paved the way for what has now become a witch hunt. >> rachel: i think i understand the president's frustration, i would be upset too, but twitter should not be used, it makes it look like more chaos in the white house which is a narrative they have. if i met at my husband, i don't weeded out, i talked to him or i tell him, i met you. >> sandra: it would be so much more fun. >> rachel: yeah, but it creates chaos. he's entitled to be upset, he is entitled to fire him, but he should treat them with a little more respect. use twitter for the media. >> gillian: the doj has hundreds of thousands of employees. some are appointed by the president, some are civil servants. how demoralizing is it for them to know that the president has no faith in the attorney genera

attorney general? >> eric: one thing is to continue to tweet for this exact reason. some people in the communications department are saying he's okay with sessions, there are others who say he is ready to fire sessions, here's what happens, when trump tweets, you know exactly where he is. >> gillian: that kind of thing should not be made public. >> harris: i want to make sure i'm understanding it. are you saying that jeff sessions was supposed to forecast and some sort of clairvoyant manner to know he was going to make a mistake on the hill and would have to them recuse himself? are you also saying that the president would have wanted him to make a decision that was not in his best interest so he could remain loyal? i'm confused by that and why does the president take offense? >> eric: had he been open and forward with the president, he wouldn't be the attorney general and they wouldn't have this

was >> harris: we are getting closer now to that procedural vote on health care in the senate, this is huge news now, we are about. we are told to expect it coming then. we've heard from both sides of the political aisle, majority leader mitch mcconnell and minority leader chuck schumer on the senate floor. you've watched it all unfold during this hour of "outnumbered" ." what it means is they can go ahead and debate this. they'll talk about the

parameters, what's inside, the ingredients of the health care bill, but they'll also talked about do you just repeal and then replace, do you repeal and replace together, obamacare and what it all means? of course, there have been some shots across the bow about what happens if you don't vote on one side or the other, president trump is warning about repercussions for senators who vote no, no questions are mounting over who to blame. the white house is pushing back over and he suggested suggestion the president might be responsible. here's a press secretary sarah huckabee sanders. >> i think would be absolutely ridiculous for congress to try and place the blame on the president for the inability to get their job done. it's congress' job to legislate and it's the president's job to serve as the executive. we are in the legislative part of this process and it's time for them to step up and make sure americans get the health care that they deserve and the health care we can

afford. >> harris: all right, so talking for the president and on the president can talk for himself. he had this to say yesterday. >> every republican running for office promised immediate relief from this disastrous law. as a party, we must fulfill that promise to the voters of this country to repeal and replace what they've been saying for the last seven years. so far, senate republicans have not done their job and ending the obamacare nightmare. >> harris: it feels like republicans are in a fight. you've got the voters on one side and the president on the other. can i get anything done? >> eric: if senator mccain is coming back from arizona to vote, they'll get something done. they don't go into this and not have the votes, so they'll have the votes to get it to at least start the debate. what's the final product, rand paul just said, i'm only going to vote for something we've already voted for, we passed this in the senate, i got to the president's desk.

>> harris: is the right? >> eric: he is right. if you vote for something else like i put together by five house members, you'll end up with a health care worse than obamacare. in 2018, you lose the house, or maybe you lose both and it certainly looks bad going into 2020 reelections by losing the house. that health care bill that they have, i was on this couch the day it dropped from the g.o.p. and we called it doa, dead on arrival that morning and it's still doa. grand paul is right. repeal obamacare now. >> gillian: do you know the saying that sometimes showing up a 75% of getting the job done? i think that's what mcconnell's strategy is. you are asking earlier about the strategy going into this, i think he is hoping that if they can get this procedural vote, it

will create -- this has been so stalled and so drawn out, if they can get a little bit of momentum, it will steer republicans in a unified direction and create forward movement. >> harris: i'm going to ask about constituents. your husband, a congressman for multiple terms now, you guys have children, health care is obviously very important to all of us, but particularly when you have eight kids. what's the conversation like with your president right now? >> rachel: we are under obamacare, i don't know if you know this. congress health care is obamacare. mitch mcconnell did something very important and it was a few weeks ago when he said i don't think this is going to pass. what happens is the senators and congressmen all went home and i got an ear full from republicans and there's a lot of pressure back home for them to get this done. i think you are right, he's trying to get some momentum here. the president -- there is no way
