to get rid of leaks. one of the big problems i'm discovering is that senior people, the guys doing the leaking -- they ask junior people to leak for them. i am proud to be reporting directly to the president, so iu can hermetically seal off the comm team from this sort of nonsense.f >> jesse: jeff sessions is also on leak patrol. the ag is expected to announce several criminal investigations of leaks very soon. in recent days, trump has publicly put pressure on sessions to get tougher on leakn and other matters. newt gingrich cautions the president against firing the attorney general but does think there need to be major reform at the doj. >> the president has every right to be very, very upset.ry from his perspective, and it happens to be my perspective

also, the justice department has elements that are out of controe and that are corrupt and left-wing. >> jesse: let's start with the leaks first, dana. scaramucci said something fascinating. actual communication guys were telling the junior communication staffers to leak on their behalf. that's nuts. >> dana: that's notmu what i heard. what he was saying is that he reports directly to the president. all assistants report directly to the president. he coordinates to the chief of staff. i don't think that's new unless the current chief of staff was trying to change that when scaramucci was coming in. that's possible. t i heard him say is now he's glad to protect the communication staff, especially the junior staffers, from people who were trying to get them to leak on their behalf. that's what he was saying. that was coming from outside the communications shop. he's trying to get some

solidarity with his communicationsns team. but that sounds pretty juicy. i cannot imagine that actually happening. in my experience, if josh bolton tried to tell my assistant press secretary without my knowing to leak something in particular about what had just happened in the oval office, it is inconceivable. >> jesse: you would take the fall if it hit the fan. that's a bullying tactic, i think. >> dana: absolutely, if he's doing an investigation and he is finding out that these junior staffers arear telling them loo, i didn't want toto leak that but they told me my job was on the line if i did -- that's just astounding. >> jesse: jeff sessions also now looking at some of these leaks and we had a list put together by our "brain room" here at fox news, all these national security leaks. i put that in quotes. my liberall aunt, when i told hr fox news had a brain room, she

said that must be a pretty small room, jesse. it's a great room. the phone calls, oval office conversations, the name of the manchester bombing suspect. the list goes on and on. do you think sessions will be able to achieve any results? >> juan:a no, i don't. i've been a white house reporter. i know how leaks work. this is not how leaks work. it's not that someone'su pushing pressure on the junior guy to go leak. people leak because they have a grudge, an agenda. they want to get attention.aar and in this case, there are so many different factions within the trump white house that everyone is trying to look out for themselves. in just the dynamic that dana described where most people would come and coordinate through the chief of staff to get tore the president, which yu hear from scaramucci -- which struck me in his statement, he

is going directly to the president. he's bypassing reince priebus. not good news, mr. priebus. >> dana: i think there's a distinction between what jeff sessions is looking into and what anthony scaramucci is talking about. the criminal leaks, when you're talking about these national security issues, you might be able to track those down and do something with those. the leaks about intrigue within the white house and gossip. those kind of leaks? that's not something that jeff sessions should even bother looking into. >> lisa:a: the national security leaks are the most concerning here. not only do they undermine the administration but our national security as well. we saw this play out as the u.k. temporarily pausedri intelligene sharing over the manchester bombing incident and the release of that information. secretary kelly said in april we are facing terrorist threats as

high as 9/11. we are facing such great threats, why would we want to undermine intelligence sharing with our allies that potentially could keep america safe? the attorney general absolutely should be going after this and trying to find leakers and punish them as well. >> juan: maybe you should visit with donald trump, who is talking about some of our sources. over in israel. >> jesse: is that what happened, juan? i missed that leak. >> that wasn't on your list. >> jesse: you are a democrat president fighting one war against there republicans. a republican president has to fight the democrats and also has to fight the media. president trump has of war with the democrats, media, and people within his own party.

white house,ri there is somethig in "political playbook" that said ifit scaramucci believes these leaks are coming from the communications department, he's got another thing coming to him. >> lisa: the palace intrigue stories even leaks on the personnel level also heard the -- hurt the trump administration because it creates this atmosphere. one, it's chaos and destruction internally within the white house and it also changes voters' perspective as well, about what the white house looks like. maybe it's not operational. >> dana: i think voters are blowing that off. >> lisa: even with republicans on capitol hill. it can also happen. republicans feeling that this white house -- >> juan: two points in. tom, you have someone who wants more influence with the president. you have a division between -- steve bannon. this is all hypothetical, i'm not saying this is real. between bannon or kushner, and the impact on policy being

decided by the president, you can imagine that if they lose out or they are not getting heard, they are going to the press. >> jesse: i am a front stabber and a back stabber. other news, a vote on an amendment to repeal obamacare without a replacement failed. seven republicans joined all democrats in a 45-55 vote, defeating the plan. i want to read the names of the republican senators who voted against repealing obamacare. susan collins, shelley mark r. john mccain, rob portman,or lamar alexander, dean heller. lisa murkowski. i want to make sure the audience knows who they are. >> dana: they are calling this a skinny repeal.

like oh, that sounds interesting. ten governors have just come out with a letter that says skinny appeal is not for us but i believe they will get something out of the senate that will allow them to get the conference. i think about these seven senators that you just read off their names about their decision and peggy noonan said something very interesting about how when you are on the ground and in your own state, you are looking at the topography of the politics, and in the last eight years, with president obama, lots of things changed. people have more anxieties and they don't expect change in washington to be good for them and so, i think what we end up with now is that there's really not a strong republican party of smaller government. it's variations of bigger government and how it should actually work. that's disconcerting to a lot of conservatives who think we should just take this opportunity to repeal it and move on.n. that's obviously not going to

happen but they are reacting to their constituents. >> jesse: they are. some of the states, these are states that are very independenj minded, like maine. or west virginia. these states really hang in the balance around election time. these aren't hard-core republicanth states. >> lisa: i agree, but there'se an element of cowardice and hypocrisy here as well. >> jesse: you don't say! in the republican party? you don't say. >> lisa: the bill would not go anywhere, they knew it was going to reach the president's desk and now when we actually do have the white house and both bodies of congress, we can enact on a party line basis for the reconciliation process to make changes to obamacare and attempt to repeal it. and now they suddenly don't have the courage because it's real. these changes are actually going to be implemented. their constituencies, i would be pretty darn angry considering the fact that they lied to you

if president trump is going to roll out the red carpet and shine a light on this, then he should continue to hold their feet to the fire and make sure they follow through on that. it is true that foxconn has made promises before and those plants did not get built but this is all being done in the town of janesville and some good news for foxconn there. they are some great employees. because the government has been thinking about this ahead of time, there has been some worker retraining being done. this plant won't open until 2020. that means that there is plenty of time to try to get as many workers as possible in that area nthat they can hire, up to speed, so they can ask to do those jobs. >> juan: jesse, do you view this as a victory in terms of foxconn, supplying apple and a lot of those big manufacturers -- those jobs have not been in the united states. they've been leaving the united states.

results that help my family put food on the table and send my kids to college. that will be the key to his reelection. >> lisa: from a purely political lens, 13,000 jobs in o state like wisconsin that a republican hasn't won since 1984 that president trump was able to deliver, that does help it. he did have a strong message to manufacturers in this country. that worker base, he was going to help them and get the help that they needed. that was the message and there are signs of optimism, the national association of manufacturers, a 20 year high in optimism. gallup poll, the most optimism we have seen since july 2007, job growth beat expectations in july. there are reasons to be optimistic now. if he can just deliver when working with congress on things like tax reform and health care, i do think he has a strong message for the voters in 2020,

unlikely -- i think the republicans will be able to keep majority in both house and senate come next year because i think the senate, they could pick up a couple of seats there but still short of 60, the question is on regular order could they do it? they have to show they are able to govern. one of the reasons initially that the committee did not go after hillary clinton and the attorney general didn't is president trump, himself when he did his first interview, said "i don't plan to hurt her. i think she's gone through enough."ry he's very magnanimous and everybody thought that was so presidential. to go back now, maybe it's possible and there is some talk that bob mueller's investigation is also bleeding into what the democrats may have done, if that happens, basically everyone would say everyone does it and they are dirty or maybene they'd find nothing at all. if you step back from those investigations, that's most important one.

this is the best opportunity to get tax reform. more american owned companies wanting to expand, the tax reform piece is the most important thing and it's got to put all their weight behind in september. >> lisa: jesse, did president trump make a mistake by saying i'm not going to go after hillary and leave it alone?la should republicans try to move forward on the investigations? >> jesse: he said that before all this russia hysteria. now i think he can play the clinton card. what always happens in washington, democrats overreach and republicans always seem to underdeliver. democrats right now want to basically throw trump in jail. republicans won't even look into the clinton foundation. the democrats socialize the health care system and republicans can't even repeal and replace. the democrats open the border wide open and their people in -- people in the house that won't even fund the border wall. right now, what you see is democrats treat politics like life and death and republicans treat it like a parlor game.
