chief cabinet secretary brief the media on what exactly the next steps are in all of this. we know from north korea's leadership that they plan to do something like this this week. we were anticipating it a couple of nights ago and now it has happened. japan saying it's come awfully close to its territory, its coastline. we are all over this story. our #oneluckyguy has been there, we'll talk about it. also, this fox news alert. drama and suspense going into the early morning hours of the gop's latest attempt to replace obamacare. the public and senator john mccain cast one of the key no votes with an emphatic thumbs down. you're watching "outnumbered" and a fine friday. i'm harris faulkner coming here today, kennedy, cohost of fox and friends weekend, abby huntsman, republik and strategist, mercedes slap and
9:02 am
today's #oneluckyguy, you heard me mention them. he is here and correspondent at large -- did he give you a little love? as geraldo rivera. we need positivity. >> geraldo: yes, definitely. >> harris: we've got a lot to get to today, plus a breaking news. >> geraldo: in the dmz, years ago, but they cared about was the artillery, millions of pieces facing south korea. that's why it's intriguing to me that we only care about north korea and if their missiles can reach us. if they bomb south korea, that means we are in world war iii, if they bomb japan with one of these missiles, that means we are in world war iii. that doesn't really matter if they can reach alaska and hawai hawaii, it's a hyped up distinction, this is a mad regime that does not play by any of the conventional rules. they can do anything, but when you think about the fact that they have a million artillery
9:03 am
pieces facing south korea all these years, they could have precipitated this crisis years ago. i'm not worried. they'll do what they do, screw them as tight as we can with sanctions. what else can you do? >> harris: geraldo rivera, we'll get into it more this hour. let's start, by the slimmest of margins, the senate has voted 49-51 on the "skinny repeal" of obamacare. it would have removed the most unpopular parts of the law like the mandates requiring individuals to have health insurance or face fines. susan collins and lisa murkowski joined john mccain and voting no. the defeat drew a sharp rebuke from president trump who tweeted three republicans and 48 democrats let american people down. as i said from the beginning, let obamacare implode, then deal. watch! mike emanuel is live for us on capitol hill with the latest.
9:04 am
>> good afternoon, the problem is they can only afford to no votes. alaska's lisa murkowski and mains susan collins. they were nose last night and then john mccain sank the bill. >> this is clearly a disappointing moment. from skyrocketing costs to plummeting choices and collapsing markets. our constituents have suffered through an awful lot under obamacare. we thought they deserved better. speak out there was incredible tension on the senate floor late night last night. as president mike pence was there and he spent a lot of time trying to convince mccain to support the bill. then lawmakers tried to see if they could get lisa murkowski ts. a short time ago, the senate democratic leader pay tribute to those who said no. >> last night was an amazing moment in the credit goes to a

lot of people, but at the top of the list are the three who showed amazing courage to resist the pressure and do it's good for the country. john mccain at the top of the list. >> also this morning, house republicans had a conference meeting and then reacted to the failure. >> it's almost a spiritual feeling there. people getting really deep and a little bit of despair, but then people broke into hope at the end, so it's very discouraging, and a lot of people black back . it's about the country. >> they are not in session today after a late-night drama over health care reform. time for more coffee. >> harris: coffee sounds good. thank you. after that defeat last night, and emotional mitch mcconnell said it's time to turn the page and focus on the rest of the president's agenda. >> this is a disappointment, a
9:06 am
disappointment indeed. our friends over in the house, we thank them. i regret that our efforts were simply not enough this time. so no mr. president, it's time to move on. >> harris: hold on, several republican senators are not ready to throw on the towel on health care, not just yet. >> despite unfortunate nights, i believe we can and will honor our promise to repeal obamacare and tonight, i'm filled with optimists. >> it's not over till it's over. being defeated is temporary. i can tell you i'm not going to give up. >> harris: abbey said moments ago, this was predictable. was it, mercedes? >> mercedes: no, it wasn't. in a sense that i believe that
9:07 am
"skinny repeal" could and should have been passed. that mccain vote was a surprise for republicans. we understood that markowski and collins were going to vote no, but really mccain, although he foreshadowed something in his earlier speech when he was talking about let's go back to regular order, but in the end, i thought he would fall in line. you have the pressure from vice president mike pence basically saying we need to push this through. what mccain and the other two republicans said is that those grassroots activists out there looking at the midterm elections and saying these republicans cannot get this reform done and why should i go out there and campaign for that? that's what you see mitch mcconnell so discouraged because he's looking at it from the political end and saying we had this chance, the president was ready to sign whatever billy had. this before i with that. i think senator john mccain did repo begins a favor.
9:08 am
he's become a punching bag and a lot of people are blaming him. there are a lot of folks, both the moderates and conservatives that weren't in love with this skinny repeal. not to mention, where does it go from here? i can't imagine the house voting through this bill. to your point of winning the next election, i think it's still based on jobs and economy. if we can move on to tax reform, that's more likely. >> kennedy: there are a lot of people who said we should have started with tax reform and they could have done that. they wasted all this time, energy, and clinical capital. what senator mccain did was awesome. he said what he was going to do and he did what he said. i'm not kidding you at all, i'm not republican, i'm a democrat. i'm a human.
9:09 am
when i see american people get hosed by obamacare. what they are doing is taking legislation. what they have is horrible, it's a disaster. i am encouraged that they might actually go back and take elements of lindsey graham and bill cassidy's bill and the ted cruz and mike lee amendment and have something that resembles a free market, federalism, block grants for medicaid, having states in the governor's the right to decide -- >> harris: geraldo, happy friday. one thing they want to do, house speaker paul ryan said they would look at trying to talk about this and go into committee and the senate wanted something.
9:10 am
>> geraldo: first of all, i agree with abby that if republicans had been saddled with this bill in the midterm elections, they would have been sunk. you see those accountable meetings, the fear with which the people are greeting the uncertainty of this approach, getting repeal was bogus, it was a fraud. the whole notion of dismantling the individual mandate and the employer mandate, that's what has kept obamacare alive even though it's on life support. you take that out, it's dooming people to two years of confusion. do i have coverage, do i not have coverage? this whole thing has been absolute b.s., thank god for senator mccain stepping up to the plate. now let's see real bipartisanship because chuck schumer is full of baloney. let's see him really sit down with mitch mcconnell, really carve out bipartisan bill. >> harris: he was sounding all shades of disingenuous yesterda
9:11 am
yesterday. how about arizona and other places? >> mercedes: they created obamacare, they built this system that is not functioning. i think for schumer to go out and start being critical and basically saying the premiums are so high, we need to do something now, it's hypocritica hypocritical. >> abby: the biggest problem with obamacare, they didn't get a lot of consensus in putting this bill together. either nancy pelosi didn't even read the bill. you are no republicans give their input. if there's anything to learn from that moving forward, it might be a refreshing start. if you talk to american people, they would say i would rather have a better bill that passed. >> mercedes: there and trying to push through a better bill than obamacare.
9:12 am
republicans had an opportunity. >> kennedy: that bill is going to go to the house and transform completely. that was one of the problems. everybody hated skinny repeal. one of the reason senator mccain voted against it was the fear that it was actually going to pass the hous house. >> geraldo: the whole process was fraudulent. they knew obamacare could not exist without the individual and employer mandate. they knew it. they were going ahead anyway. it was a fraud and mccain saw was a fraud. today i want the dealmaker, my friend to call him on it. if they don't, that's exactly what you do. we tried to get you to be bipartisan.
9:13 am
that bill that they had insiste insisted, you either have benefits, you can't have benefits without paying for it. you can't. if you are going to give people benefits, they have to pay for it. if you take it away, you don't have to pay as much. >> harris: what you've talked about is not just us putting the blame, but the responsibility. the president calls schumer's bluff. >> kennedy: which schumer will pick up the phone? at one moment he saying we're not obstructing, and at the nex next -- >> abby: >> mercedes: this is mo sigel peer system. this before we lost it in march or april. >> harris: i have an idea of what must've been like and what's it's like around kitchen
