give up republican senators, repeal and replace and go to 51 votes, nuke option. get cross state lines and more and that followed a series of tweets earlier this morning where he hammereded the plan home. unless they are total quitters, repeal and replace is not dead. then one more tweet, if a new health care bill is not approved quickly, bailouts for insurance companies and bailouts for members of congress will end very soon. kellyanne conway went into a little more detail on that on fox news sunday today. >> when he talks about the 51 votes, the president is basically making the case that so many of the components of real health care reform, chris, require 60 votes, the drug pricing, the selling of insurance across state lines, associated health plan that is allow those who don't get health insurance through employers like you and i do or government benefits who have been left out because the premiums are too high. premiums have doubled.

how is it playing up in harrisburg, let's bring in our jay harris, 580 on am dial. r.j., who do your listeners blame for the current health care failure? >> mainstream politicians, democrats and republicans. you know, we get the feeling that there are a bunch of republicans, the president is trying to blame the swamp. >> so what do they want done now. are they saying repeal and replace of obamacare is a necessity or more that they want the president to keep being a disruptor, what's their benchmark? >> a necessity on campaign promise by many so, yes, absolutely and in fact, to the person i hear people say that members of congress ought to be on obamacare and if they were forced to be on obamacare this would have been fixed weeks ago.

>> we did hear from the president yesterday, he talked about possibly eliminating some of the subsidies for obamacare to members of congress and their staff, they have a huge exemption. some folks will tell you that the president can unilaterally end those suffice it to say that would be popular in harrisburg. >> very popular. one of the biggest to be honest with you. >> what are your listeners saying about going forward with this president who at every turn to your point seems to be blocked by congress, why, whether it's own failings or congress' failings but still a lot of the president's campaign promises, tax reform haven't gotten done. >> i believe and another thing that i hear consistent is that these politicians have it easy. they have it curby, it -- cushie and i think it's number one. people in the heartland believe that they have it made honestly. >> the person who is coming in

who you might say is going to be the chief plummer if you want to take the analysis forward is general kelly who is going to be the president's new chief of staff, conceivably to bring discipline to what everyone agrees a pretty chaotic west wing. this is, though, what the wall street journal said about that in a very scathing editorial essentially saying that it is not the president that was the problem, saying priebus wasn't the problem but this shuffling of the staff furniture won't matter unless mr. trump accepts that the white house problem isn't mr. priebus, it's him. what do you think the disconnect between the wall street journal and your listeners as you seem to think that mr. trump is doing a good job. >> he is doing a good job but we are not giving him free rein either. all in all, i think that people believe that trump is doing a great job and on the way down here from harrisburg, pennsylvania, i passed a huge

canyon. it's already a physical barrier, 6,000-foot cliff but the way you sell the smart wall is it's actually making us more efficient. we will be able to do a better job of getting operational control over our border and in the price tag for a concrete structure, $24.5 million, smart wall, less than half a million dollars a mile. this is per mile, by the way. that's a 24 million-dollar difference per mile. let's use some of that money and give it back to the american people and their pockets and let's use some of that money to pay down our debt so we can be more efficient and what we have to do is we have to think of the entire 2,000 miles of border at the same time. we can't just focus in one area because then the bad guys are going to adapt and move somewhere else. >> a natural segue we heard from the president obviously come out

pretty hard about -- against ms13, violent gang that certainly targets young immigrant communities. so i want to ask you s this particular proposal also tie into that, is this going to reduce violence to use helping the president's efforts? >> it absolutely will. when you get operational control of your border, you are going to be able to stop drugs to coming into the country and you'll be able to stop people coming here illegally. one of the things we need to do is increase the amount of intelligence that we are collecting on the 19th criminal organization. i know we are focused on ms13 right now but there are 19 organizations that are part of trafficking drugs here and human smuggling and the problem is we don't -- we haven't made national intelligence priority. i spent 9 and a half years and undercover in the cia and i chase bad guys all across the world and are not hiding in

caves, we know where they are. let's increase intelligence on them and let's work with our partners in méxico to stop them before they get to our borders. >> so even though -- my last question, congressman, there was so much focus on ms13 on friday, are you pleased that there was that attention? i know you mentioned that there's at least 19 organization that is need to be in the national headlines but they are not but does this help? >> oh, it absolutely helps. the focus on this, the focus on ms13, one of the most brutal of the drug trafficking organization and the bigger, they are a criminal enterprise, the fact that there's focus from the white house is -- is a good thing. we've got to stop these folks from bringing in drugs into our communities and having this focus on border and let's extend reach and stop them before they get here and let's work with our allies south of our border. >> we look forward to your

democratic strategists elizabeth, thank you all for joining me. my first question you may agree with, consensus, general consensus that general kelly is a respectable formmidable character. can he bring order to this administration? >> it's a steep hill to climb, it's almost a cliché now. the problem is the president himself. the only bright light for kelly going into the white house is that the president seems to have acknowledged that what he was doing doesn't seem to be working, his legislative agenda is stalled, numbers are low and he's really struggling in terms getting his message out, in terms of having achievements or successes that he can put forward. so maybe there's an understanding that there needs to be changes but until the president recognizes there needs to be changes it's hard to see

how kelly can be successful. >> alex, i want you to respond to that and the president has made it clear that he doesn't -- he we wanted to drain the swamp, he we wanted to eliminate some of the old-school politics that were in the administration, at the same time it is tradition, based on tradition the way the government works so do you need politicians or do you need the general come in and take the helm? >> one is there's chaos, lack of discipline. if anyone can bring in the chain of command and discipline in the white house is going to be a four-star marine general. the other problem is they have political problems, the president's poll numbers are very, very low. he has. >> little to show for being in office for six months. they need to get better politically, the new human staff does not have a lot of political experience. that will be a challenge for this white house moving forward. who is the president's top political adviser? it can't just be himself. he needs to surround himself with smart political advisers and listen more to congressional leaders on the hill. >> when you talk about politics,

sort of makes me ring in my ear the leaks, the leaks have been such a hot topic and we heard the general even say, it's equivalent to treason. we heard him take a hard line on leaks, do you think it's going to help, is that something that he will tackle right away? >> a focus to control the message and get people better aligned within the white house, listen, i think -- >> administrations are plagued by leak. >> part of the problem is that he has developed -- the president has created different segments of power, different power centers in the white house and that is -- creates conflict and it is a -- it's a formula for creating this kind of rivalries that spurs the leaks going forward. >> alex, i want to ask you, what do you anticipate, would we see influences, we know that he's hard on immigration, something the president and the general very much agree on, are we going

to see the trump agenda shift a little bit now that we have a new white house chief of staff? >> certainly possible. his first order is to bring order to the white house and have the president buy into that chain of command so the president isn't just listening to anybody who walks in the office at any given moment, but second to that, look, the priorities are pretty big to small, in addition to wanting to do tax reform, wanting to do health care reform, they have to raise the debt ceiling. these are going to be -- this is going to be a very, very difficult fall for this white house on capitol hill. so that's what -- that's got to be the new chief of staff's priority. >> all of the political struggles that caused health care to fail -- it's the same politics for these other issues that alex mentioned and so i think -- i agree with you, they have a tough road to hoe here going forward. >> so we are out of time but you made one comment, you said he

has to fall in the chain of command, i want you to answer yes or no do you foresee that happening? >> i have not. i have not seen no evidence of it. >> kind of disagree, perhaps. we will take it. we will take it. we will see, we will have you both back. thank you so much for joining us, we appreciate it. now to another top story, voting is underway amid chaos in venezuela, many see it as power grab by president maduro as proposed constituent assembly would be made of 455 members, all nominated by his own administration. steve joins us now with the very latest from miami. hi, steve. >> elizabeth, it got off to a quiet start at voting at 6:00 o'clock this morning. quiet in part because the protestors who were out for the past four months were threatened with ten-year sentences if they came out to protest today. more than 300,000 troops on the street to make sure the voting does go peacefully. they are calling it a vote but

we know how it's going to turn out. the government picked the candidates, opposition is boycotting it. the only real question is turnout and the result of this vote the opposition say could lead one-party state in venezuela. it's going to create a new assembly with power over everything, including power over the old assembly where there was opposition. this opposition could be dissolved by the result of this vote. the big question is will the protestors take it, they have been coming out for four months, they have been fighting against security forces, a hundred of them have died. how are they going to react of wiping the opposition off the political map. so far the u.s. has been strongly opposed to this vote, they sanctioned 13 top venezuelan officials, u.s. government has said they will take swift and economic action if the vote goes through, we will have to wait and see how the collusion course between the u.s. and the venezuelan government winds up. elizabeth, back to you. >> steve, thank you so much, we appreciate it.
