year's election despite objections from the president. this is the homeland security secretary retired marine corps general john kelly prepares to take on his new role as the president's chief of staff replacing the ousted reince priebus tomorrow. possibly signaling a new stability in the white house. >> and right now we're live at the white house with a preview of what we can expect from a cabinet meeting when it starts and general kelly is sworn in. first of all, let's start with what are we hearing from the white house on the us having to cut staff in moscow? >> nothing for the white house as of yet this afternoon. nothing from the national security council and from the state department. only the most and honest everything is our policy not to comment on individuals serving of bread. they said that they have until september 1 to reduce the diplomatic staff in russia to 455 people in order to have the expulsion of 755 diplomats.

if you do the math means there are over 1200 americans serving in russia. before this order took effect. russia has also shuttered to us diplomatic retreats and russia including this one, a country house just outside of moscow. this all coming one day after congress overwhelmingly voted to impose new sanctions on russia. today the vice president traveling in eastern europe told kristin fisher traveling with him not he expects the president to sign this sanctions bill. >> do you anticipate the president to sign the russian sanctions bill while year-over-year? and if so, how will that bolster the message? >> the president has made it very clear. the russians destabilizing activities and rogue regimes activities in ukraine are unacceptable. the president made it very clear that very soon he will sign the sanctions from the

congress to the united states to reinforce that. but at the same time as we make our intentions clear, we expect russian behavior to change. >> also, this new russia crisis right now, yesterday the president re-tweeted this. and the president headed in other words, russia was against trump in the election and why not? i want strong military and low oil prices. witchhunts. this all has a lot of echoes of tensions, not cold war collision eric. >> at 755 diplomats, 20 times more than minimum diplomats of president obama expelled from the us in december. do you remember that? we expelled 35 at the time. so this is really a lot to me -- meanwhile general john kelly expected to be sworn in tomorrow.

joined with a pulitzer prize winning author and fox news contributor. judy, do you think general token cracked the whip? can he right this ship? >> i think you can if the problem was reince priebus but as even republicans have begun to say, on this problem, and is not reince priebus. the problem was the president at his own lack of discipline when it came to doing when his staff were urging him to do. donald trump is his own chief of staff. he wants to do when he is going to do. he was told even by his family, by jared kitchener, ivanka trump, that tweeting back was not helping. it was driving down his numbers and yet he continues to do it. he will not stop. the question is can john kelly really did to do things the

president were not normally think or want to do? no one knows the answer to that yet. i think that trump is going to be trump. and you know rapid supporters will say that's why we supported him. others are appalled by what happened to the healthcare bill, and to the reactions to north korea who stand around and watch for white house reactions to venezuela falling apart and becoming a dictatorship. they say, where is the president? he is missing in action on the most important issues and instead we are arguing about moving the chairs around on the quote - titanic which is what some republicans are beginning to say. therefore they are beginning to criticize him. >> is he really missing in action or their work going on behind the scenes? that maybe is not covered.

it is just not cover this weekend. certainly looking at healthcare. you just mentioned, venezuela, north korea, has those issues play into general kelly being there chief of staff? >> well, the white house is very upset about leaks. i think if there was a great deal going on in these areas we would know about it because there would be quote - leaks! but there have not been on this substance of issues. i have been doing a lot of reporting because i just came back as you know from israel. about the danger of israel being surrounded on three out of the four borders by iran. that means you have to have a policy that america can get behind to protect the allies like israel. but we do not have one. when you call the white house and tried to talk to them about if they deferred you were say we are getting to that. but there is no clear statement from the white house about what

america's policy is. there is no clear statement on what we are doing about north korea. these are huge challenges in the country. and we have not heard from donald trump except for tweets is a sad and we tried with china, it's not working to do something about north korea. that is tweeting, it is not policy and americans are getting scared. >> the administration has made it quite clear that they will not allow north korea to have a nuclear weapon. but you know the bottom line, you do have a certain point about some of the chaos that they say we have been seeing. let me play assigned transits a soundbite by kellyanne conway. this is what she said this morning. >> if we can and protocol, pecking order, order of discipline and a chief of staff that empowers the staff to succeed, another general kelly has done on the battlefield. i know he has done not as a cheap military aid to former cabinet secretaries. i know he - we have great faith

for the last six months congress has been putting out a big-ticket agenda to focus purely on healthcare. and it still has little to show for it. rather than moving on to the other items such as passing a budget and raising the debt limit, the president is suggesting that republicans refused to vote on any other bill until they have in other vote in healthcare.and the white house budget director mick mulvaney says is not only a suggestion, it is not a white house policy. >> i think what you're seeing is the president civilly reflecting the mood of the people. go and pull american republicans. the most important issue to help you. so the white house cannot move on in this and appeared in the people's view they should not move on, they should stay and work and figure out a way to solve the problem. >> and i love republicans want congress to instead now focus on fixing the healthcare system rather than repealing obama care. it includes john kasich who has

stark message to north korean dictator kim jung. less than 48 hours after a ballistic missile test. experts say this missile, the one that they tested may be able to reach not only the west coast of the country but also parts of the heartland as part east as chicago. ellison barber has more details from washington. click the pentagon so they carried out a successful test just hours after another show of force with fighter jets. yesterday the us air force flung to b-1 bombers over the korean peninsula alongside japanese and korean fighter. the mission lasted 10 hours and began in guam. this in response to north korea's friday lunch and a long-range intercontinental ballistic missile. north korean state media says recent icbm log prove the regime is capable of hitting the united states and delivering a large nuclear warhead.

experts say this missile flew 2300 miles into space, roughly 500 miles higher than the one launched on july 4th. in a statement the pacific air force says diplomacy remains their primary goal and they are prepared to divorce" if called upon we will do this at a time and place of our choosing. meanwhile the president pointed a finger at china treating back that he is disappointed and believes they could do more. >> i'm very disappointed in china's response that it has not been firmer for more helpful. >> as for this morning's test the us missile defense agency says that they shot down a medium-range ballistic missile just over the pacific ocean. the thaad system intercept missiles as they head down towards the earth in what is

failed economics 101. secretary price pointed out that you have over 30,000 counties that might only have one insurer. you have 40 percent increase in cost is the event i will. you can only imagine the impact there. you have 40 counties in america that as of today have no insurer whatsoever. then they know they just can't get insurance right off of the exchange. the fact is that it is failing. and if the senators don't go back and find to try and address the issues and on a case-by-case basis they're just leaving all of those people on the coldest nobility to have insurance. i think doing nothing at this point is not an option. it is where things stand right now. it is not just going to republicans that would punish if it fails of also be democrats. right now the weight falls on republicans because of the last seven years of promises. >> and how do you feel? >> well i think there are some

clear fixes that can be made. democrats have been suggesting we make improvements necessary to obamacare for some time. hopefully this is the opportunity that republicans will come to the table and work with democrats to improve some of these things. democrats have been thrown out potential solutions for example, there are something like 40 counties and 30,000 americans who next year may not have a provider in the county. democrats have created legislation to say that if that is the case those people should have the opportunity to get healthcare through the exact exchange pool that members of congress do. let's work together to improve obamacare. that is what democrats have been trying to do for months. >> chris, do think that it would help if lawmakers got more policy input from the president?>> boy, that is a trick question in different ways. i think it is important that the president is involved in the process. because obviously - frankly i would say the president is more

involved in terms of working with members of congress than president obama or president bush before him. you have to give him some credit for that. >> we definitely credit the president. he definitely has been rolling up the sleeves and calling on the phone and calling lawmakers to his office trying to get them on board to do something to repeal and maybe replace is off the table at the moment. but i am asking and isaac i will toss it over to you in terms of specifics. can the president lay out more specific items and policy items that perhaps help lawmakers come up with a bill that he, that could pass the houses. the house and senate also that he could possibly sign into law? >> absolutely. for example, the president promised on the campaign trail to support allowing medicaid and medicare to directly negotiate with drug manufacturers, drug prices. that is a commonsense solution. with democrats introduced

legislation to do that in congress earlier this year, republicans killed it and the president backed away from it. it is an example of something that republicans would join in and the president would follow through on his own words that we could do to actually attack the problems with the healthcare costs causing insurance cost problems. >> chris, president trump as you know threatened to stop reimbursing insurance companies. one's away deductibles and co-pays for low income customers as required by obamacare. is this the right move right now? >> i think what it gets to his rent on the president is trying to appeal to his base and for them to resident to push republican senators and really senators at large. republicans and democrats would be nice to come together to find a solution. really that's what this is. the ability to use that to trying and motivate action because an action is not an option. it has already been mentioned a

to protect the justice department and protect bob muller in the investigation. can he do that? we have john podesta with us giving advice for the incoming white house chief of staff general john kelly. and when it comes to john miller transit secretary john kelly taking the reins tomorrow in the west wing. more testimony is expected in investigation by muller and delving into a variety of areas. the president repeatedly questioning his impartiality and whether or not he can be fair. the president also shown his cards about jeff sessions. what does all this mean for the investigation? must bring in our panel robert ray is a former whitewater independent counsel. a criminal defense attorney also both of you welcome. bob let me start with you. because you are the former independent counsel and you issued a wide-ranging report. the president's criticisms and

attacks, do you think that they will derail robert muller and his investigators? >> i think what we find ourselves at the end of july that there was a trial balloon sent up, the outcome at least for the foreseeable future is that the attorney general, jeff sessions, is not leaving voluntarily. and the president in the immediate future is not going to fire him. i think that is where things stand. my guess is that he continues on with his work and others also has much to do with the chief of staff as john podesta was thinking presumably the chief of staff has more important things to worry about for example just in the headlines today, a terrorism threat in australia. the issue about whether north korea can reach the continental united states with intercontinental ballistic missiles.i do not think this is certain at the level of the severity of those two things. the chief of staff's job is a

big jump you my guess is that the path of least resistance here is with the special counsel go on and do its job. >> and obviously this is continuing.the president doesn't seem to have much confidence he says.how does that affect the ongoing investigation and do you think it will? >> the whole purpose array of special counsel for independent counsel back when robert ray was doing that in the whitewater investigation is to bring it outside of the justice department. that way there's not even the appearance of impartiality. but the problem with robert muller who by all accounts is a person of immense integrity. he has assembled a team where although they may have amazing legal credentials, the experience prosecutors that he has assembled some of them have donated to the hillary clinton campaign. that means they gave their own hard-earned money to defeat the person that they are investigating. the whole purpose is to not even have the appearance of impropriety. so i think the president is

right to point that out. i mean you are really basically dealing with career professionals. you think that they would throw investigation because they have may have given money to support hillary clinton? it certainly is a point but from having been inside and knowing some of these people what do you think? >> it cuts both ways. remember that the other side of this, who better than a democrat to investigate a republican if at the end of the day, it is decided that no charges are appropriately brought that presumably comes with the credibility of a full interior investigation by career prosecutors who have connections to the opposite party. but look, i do not think a whole lot of mileage can be gained sifting through prosecutors personal files to figure who they give campaign contributions to. the more important lesson frankly from the independent counsel though is that the

investigation should not go interminably long. and it has not you know obviously an effect on an administration. i am hopeful, so this for some time that the major decisions and conclusions can be rendered within the scope of time before the midterm election. so i imagine that the heat will turn up in 2018. x there are not results from this investigation one way or another. >> you know you're talking so maybe in a year plus. this is july. we are talking about up until next november? >> not quite that far because obviously you want to have the buffer of noah october surprises. what hope does not happen so that the pass is not repeated. this is not anyone's interest, not in the country's interest, not the interest of the administration. it is not in the interest of

having a successful administration. which i think any reasonable person would want to see happen. look, if there charges to be brought to get to the finish line and bring them, if on the other hand there is no rush inclusion and it needs to be announced. and expeditiously. and the president is right in a fashion to push back your request and troy, what about that last and on and on and on? do think it should be in months and what type of report? where they do that? >> eric, the danger here is that the investigation grows tentacles and goes into things that had nothing to do with the original mandate for the independent counsel. the whole reason why the independent counsel statute was allowed to expire was because of mr. ray's former boss and

the investigation went on and on. and really crippled the clinton administration. the same thing is happening here and now and robert muller would be best served to really stay within the confines of his mandate by the department of justice so that way this thing does not drag on and cripple the politicking in the united states. for months or even years to come. they could issue an intern report. if there is nothing that they should end this quickly request we will see what they do. the president has put up a wall in terms of the personal finances and taxes and all of that. that could be a point of interest for investigators later. troy and robert ray, thank you for joining us this afternoon. >> thank you. >> thanks eric. >> this is a fox news alert on new bloodshed in somalia. a car bomb exploding eric police station in the capital killing at least five people and injuring more than a dozen more. the al qaeda linked to regroup
