"watters world" hits the street looking for anyone who knows anything about russia, vladimir putin and hasn't trumpeted all begins right now. welcome to "watters world", i'm jesse watters for the vicious consequence of illegalec immigration, that's the subject of tonight's waters word. you are warning. what i'm about to tell you is highly disturbing and will make you angry. 31-year-old mexican national sergio josé martinez has been on a path of destruction in portland, oregon, a notorious century city. he has been arrested 13 times since 2008 in oregon alone. it includes car theft, hit-and-run, trespassing, math possession, reckless endangerment, burglary and shoplifted shoplifting.

he has a criminal record in california as well including burglary, battery, theft andd 2p disrupting a police officer. he is a transient with ms have it. he has been deported, are you ready, 20 times, with at least five probation violations from reentering. despite a rap sheet this troubling, he was still waltzing around northeast portland on july 24. this is when his latest crime spree began. here are the sickening allegations. martinez, armed with a knife, and a woman's home through an open window. he used scarves and socks to blindfold her, guide her and tie her up before sexually assaulting her, punching her and slamming her head into the wood floor. he stole her car in search of a new victim and waited in thehe dark corner of a parking garage. he threatened to kill her and forced her into her car at knife

point she tried to escape but he tackled her and slammed her head into the ground. once she screamed he iran and was caught by police, carrying a knife and stolen items from both victims. he was high on meth at the time of the attack. he has been charged with 13 felonies including burglary, sodomy, sexual abuse and unlawful use of a vehicle. he remained in jail with bail set at $2 million. a spokesman said he is looking into his cases which tells me portland police haven't even been talking to ice. the county sheriff said he is not responsible for enforcing federal immigration policy. the county sheriff's office does not hold persons in jail based upon their immigration status.it authorities in portland oregon had no problem protecting monsters like this.

immigration. when he picks up the phone and h says my neighbor is in ms 13 gang member and has committed a terrible crime, i want you to take them away, law enforcement is asking them for immigration status and sang working to get that guy but were gonna take yoi along with it. jesse: is that true? if you're an illegal alien and you call the police to snitch on in ms 13 gang member, do they deport you for snitching? >> no that's a false narrative that's been going on law-enforcement, especially here does not do that to victims of crime. we get a lot of cooperation from the immigrant community. they report crimes all the time and we are not a sanctuary city. we have ice officers who work ii our facility and we communicate and share intelligence which is something we should be doing.

leadership in terms of getting the legislative agenda through congress? >> clearly the president was unhappy and is unhappy because you have to look at all of the effort that the administration put forth to get the repeal and replace don. it is a campaign promise that president made and he fell one vote short in the u.s. senate. it doesn't seem to be any recourse. if we can't get repeal and replace don, are we going to get taxes done? i hope so. are we can get immigration reform done? are we going to build a wall on the southern border is mark these are the hallmarks of the trump campaign. here's what i know. from what i heard, it's time for the stories to end. reince priebus is no longer there. general kelly will officially be announced on monday as the next chief of staff.

president trump reversed president obama's order to admit transgender people into the military citing medical cost and disruption of the arms forces. a recent poll shows 23% of americans are for transgender military and listen. 31% against and 38% say no impact. those who served our military feel very passionate about the topic including my next to guess, both former navy seals. i'm joined by kristin back who came out as a transgender in 2013. i'll start with you. >> i retired in 2011 and i was working for the department of defense and then i came out in3 2012, 2013 timeframe. >> you don't believe transgender

individuals should be serving in the armed forces. why is that.rc >> i think it's an additional variable.>> it's all the time we are forced to make personal choices that affect our career and life. the military is not a social experiment. i just don't think this helps the troops put bullets in bad guys. while i'd love to have the debate about how this help secure the united states of america, but i just don't think it's a good idea.of what you do on your own time, you can do whatever you want. i just don't think this helps the united states military. jesse: how would you respond to carl. >> how do you know what kind of war we are going to look at in ten or 20 years. in the 1950s there was desegregation. why did we do that? because the color of america is diverse. all of us together can be a stronger america. the future war is not to be -- even the world right now is not bullets and bombs against isis. this is ideology. we need to have a lot more diverse military and why can't

the diversity look a little like me. jesse: i think some of the argument on carl side seems to be, if you are in close quarters are in the barracks or on the field, would that make morale less or make people feel more uncomfortable carl, is that where people like you are coming from? >> yes, it is. is nothing against the personal thing. look, i personally wasn't for don't ask, don't tell but i wouldn't change it back. if you want to do what you want to do in your own time, fine, but this transgender is an additional amount of accommodation that should be laid on the back of the military. the community has a suicide rate 20 times more prevalent in the transgender community than it is in any other community and i just don't think that's a burden the military should be forced to take on.
