and your radio show. >> kevin: you listen to my show? i am impressed. and you are admiring my socks, i am truly #oneluckyguy. >> harris: general kelly a short time ago attending the first cabinet meeting after being sworn in as the new white house chief of staff. president trump expressing confidence in kelly on the job. >> we just war in general kelly, he will do a spectacular job. i have no doubt. as chief of staff, what he has done in terms of homeland security is record shattering, you look at the border and the tremendous results that we have had. and you look at the spirit. and with a very controversial situation there has been very little controversy. so i want to continue to congratulate you on doing a fantastic job, and we look forward to if it is possible and even better job as chief of staff.

>> harris: counselor to the president kellyanne conway singh the general can restore discipline to the white house. >> if we can have protocol pecking order, discipline, and the chief of staff that empowers his staff to succeed, i know that general kelly has done that on the battlefield and i know that he has done that as the chief military aid to cabinet secretaries. he has done it as a cabinet secretary. we have great leaves that that will be done. >> harris: john podesta, podesta, chief of staff or bill clinton, and hillary clinton's campaign, the general success and order all depends on the man at the top. >> i have no doubt that the president has told him that he has full authority, the real question is, will he allow him to exercise it? that means, will he accept the discipline that general kelly will try to impose on the anthony scaramucci and the steve bannon, and that jared

customers, and the rest, or will the president to back him up? that toughest problem is, can he discipline the president? >> harris: those are all interesting questions we can get into, i have one for you. why did it take the president so long to put in the people that actually support him and have his surround him in the white house? >> kevin: in the military there is a saying that the most dangerous man in combat is an officer looking at a map. that's what reince priebus was doing. he came in, he helped with the transition, but in terms of what donald trump really wanted to accomplish long term, he did not know what the game plan was. and reince is a politico. he is one of these institutional republicans that we talk about. you need those folks to help you bridge over, because they are going to help you navigate the minefields, but in the end, you have to get your people in. i think we are seeing the transition occurred. >> harris: so, melissa, what are the immediate challenges as he takes a new post?

>> melissa: getting law and order enforced in the white house. i look at this and i think it is a great idea. it reminds me of my sons karate coach, we always joked that we want to hire him to come home and run the household. follow the kids around. >> harris: you need some block chopping? >> melissa: i am tough, but you need a second person in there who is really, sort of instilling the fear of god in everyone and they respect him at the same time. i think that he has this. and he has to restore the discipline. >> abby: he also needs access to the presence schedule. that was a problem. there was a lot of chaos. a lot of disorganization. people did not know who was, and when, what meetings and what they were about. at that general, you will see hopefully quite a different situation in the white house, somebody beyond the resume that is fantastic. but this is somebody who has to be convinced to do the job. he was doing a lot of great things at the dhs, but he had to

be convinced to do it, because he was about serving the country, and i want to do great things, and upbringing results. so hopefully he can do that. >> harris: and without a lot of drama. >> kennedy: here is what is interesting about that, there are so many personalities in the white house to manage, and that is a job, it's funny that john podesta is talking about, the person of the top, so you're saying that you failed, you cannot manage hillary clinton, got it, but you have a number of personality is, and he is sort of the anti-reince in the way that scaramucci is the anti-spicer. you have the strong opportunities with open access to the president. how is he going to close that? but most important, how will the president respond, because this is a dramatic shift. and that is signaling something, saying the chaotic version, and if it does work, it could be a

very positive shift. >> harris: i want to get the same, because i think it is important to note that the president got to the white house based on who he is pretty likes to tweet, the tweets can throw you in one direction or anothery lewandowski who used to be with the president's team says that you know what, secretary kelly, general kelly, he should not try to change the president. >> kevin: >> he should try not e president trump. you have to let him be trump. that is what has made him successful in the last 30 years. that's what the american people voted for. anybody who thinks that they are going to change donald trump does not know donald trump. >> kevin: there is a saying that friendly fire is not friendly. this is a military term. we are talking about military stuff, so i'm going to bring it back. >> harris: i like how you did that. >> kevin: they are talking about the swamp being around donald trump, so what he is talking about and to the fact that donald trump is willing to

make the changes is a military thing. if you are not going to be a part of my team, if you are not going to tow the line and to the degree that, you guys are talking about the staffers as if they are children. they sort of are, they need the big personality. there is something that happens with a five star general, whether it is general kelly or others, no matter who they are, when they walk into the room, they command and have a president set -- presence about themselves. >> harris: general kelly is going to ask us for an extra star. good to you. >> abby: that's what he has surrounded himself with so many generals, he has such respect for them. the power, as you said, kevin, when they walk in the room. and when you think about the role of the chief of staff, hopefully bringing some law & order to the white house. but who the president spends time with. do hope that they can have the relationship it be somebody that the president can listen to.

>> harris: how do you take that type of person that is respected coming i do know that the president likes generals, because he has given the nod to more of them since nixon in terms of his cabinet, but you know anthony scaramucci loves them, and reports only to the president. he reported many, many times last week. how do you deal with such a big personality in scaramucci as a white house chief of staff? >> melissa: i think it is perfect if you are general. we do not know if that will continue in terms of if anthony is only going to report to the president now with that shakeup. it will be interesting to see if that continues to be the case. it could change. you have to think that general kelly being in charge is going to want to be in charge. it also seems to me that he is impervious to political influence coming into the comments from the outside. general kelly, you would hope. and that would be the really big difference. if you were not swayed by the conversation going outside, and i think that when you have big personality in charge like

president trump, and to my own house, i cannot be there all the time to yell at everybody. you have to have generals backing you up. i think that that is where that comes in. you almost need someone that strong. >> kennedy: it is interesting, because that is traditionally the role of role of the chief f and the white house to act like a general credit is interesting that he literally is putting a general in charge. but the thing that i think is curious about his choice to take the position, abby, you are talking about this a little bit earlier. when he has homeland security, he has data. he can see results. that is that the president has pointed out one of the bright spots. and he was delivering. now is chief of staff, how do you see, how are those results as measurable? some of the policy stuff may take a little bit longer, and i guess some of the internal stuff if we do not hear as many stories if there are not as many leaks? >> harris: hears something, kevin, we saw secretary kelly do

that may be general kelly will continue, remember what the travel ban and how their world out, bumpy, the words of tom and precision came from this man, general john kelly around the issue as they put into place what i would call part two of the of legal immigration command that is an interesting thing to have on your recent resume. >> kevin: i agree, but we are militarizing this guy. it is a busyness. and trump runs the government like a business. they will fit hand in hand. they both want to results. can they get it as quickly as they want, who knows. >> harris: i am pointing out that the general took a bumpy situation. now he carries out into the white house. we will cover it as it happens. not giving up on health care, the bipartisan push by moderates on both sides of the political i aisle to fix obamacare. warning senators, don't give up.

♪ >> harris: taking another crack at fixing health care, republicans and democrats unveiling a slate of obamacare fixes today that they hope will gain traction after the senate's effort to repeal the law failed. the bipartisan push comes as president trump is urging senate republicans in a series of tweets to continue to try to overhaul obamacare. i don't give up republican senators, the world is watching. repeal and replace, and go to 51 votes, new option, get across state lines and more.

white house budget director says that the white house believes that senate should not vote on anything else until it has voted again on getting rid of obamacare. >> i think what you're saying there is a president for reflecting the move of the people. go poll the american public and figure out what the issue is here, it is health care. they should figure out a way to solve the problem. keep in mind that you are looking at something that they promised to do for seven years. you cannot promise something for seven years and then not do it. >> melissa: it is appalling to me, because i sat there and basically ended up walking away having done nothing. >> kevin: i think what they are looking at as they are testing the wins against trump, and they are betting the wrong direction. and harris and i were talking about this. >> melissa: how about fixing what is broken? >> kevin: there are things you can do. we were talking in the green room, $54 billion of waste. >> melissa: whether it is

repealing or replacing, recognizing the holding is falling apart and forgetting about politics, doing their job is what i meant. >> kevin: in terms of congress, sure. but what donald trump is saying, i am the new president. it never had a quorum, we talked about this. 59% of the people did not want obamacare. only 41% the highest it has ever been. what the left presented, everybody is so excited. i have spent 30,000 additional dollars personally having obamacare, and i am afraid because of the cost. >> abby: what oftentimes sounds so good politically, you are leading to this, often the wrong thing policy was, the wrong thing for the american people. we talk about obamacare, the worst part about that bill is for one, most of us did not know what was in it before it passed, and no voices at the table to help that out. no republican voices. so i'm surprised this time around to have republican side have not done it differently. we actually need to bring more people to the fold, get some

moderate voices. let's bring some democrats on and figure out a way that makes the most sense. >> kevin: i think that is philosophical, donald trump is saying, look, barack obama got what he wanted, forcing a congress to do it that should have not been able to do it. >> abby: but i want to talk about, how does it make any work, kennedy, and you are a big one, you love to decode the kind of stuff, i want that google translate of some wares in washington where they take truth and translated into garbage where they stayed, they are afrd that he is going to end cost-sharing reduction payments which the were out of market costs for out of market people, which means that he is afraid that he is not going to spend your money to insurance companies. >> kennedy: that is one of the big holdups that rand paul has. these are the subsidies that insurance companies are getting. they make a lot of money. insurance companies have been entangled with government for so long, strengthening billions and

billions of dollars and have not serve the people who pay the premiums. so it is very interesting, because the president has to make the decision of pulling the plug? if he does add, and he takes his own dare, then you are going to see some of the insurance companies implode, and you are going to see the markets world. the question is, do they have the backbone to see what happens from there, because it is really a catch-22. this could be an experiment that goes horribly, horribly wrong, and a lot of people are left about health insurance, or you prop up a horribly mundane, ordinary system that will have catastrophic long-term impact. >> melissa: she is right, i want your opinion on this. the question that he has come of the decision in front of the president is, does he know give the health insurance company is a ton of money to prop this out for another season, or does he let it collapse?

>> harris: that is not the only question before him. not one or the other. >> kennedy: but he has to decide whether to re-up. just be one that is the hardball that he is willing to play. he is willing to take away the subsidies but to give congress the health care that they have as well. that is one of the threats as well. >> kevin: get where you are trying to go, but it is more of a philosophical thing. he understands what he can fix, but why would you want to bother? there are people that are going to be covered no matter what in the country, always have, always will be. you go to the e.r. >> melissa: we just touch on this, kellyanne conway asked on "fox news sunday" whether president trump is going to make good on the threat to lead and obamacare implode. >> we make that decision this week. and it is a decision that only he can make. the president will make that decision. >> abby: last week mr. trump

said that the law pulled apart by projecting payments to insurance companies, though subsidies bringing down out-of-pocket costs for lower income people. bernie sanders says the president should not play with people's lives. >> i really think that it is incomprehensible that we have a president of the united states who wants to sabotage health care in america. make life more difficult for millions of people who are struggling now to get the health insurance that they need and to pay for that health insurance. >> abby: this is so predictable. what people hate about politics, if you have the president say that he is going to let obamacare implode, it sounds bad. to them or you will have democrats and many members of the mainstream media say that he does not care. >> harris: if you live in arizona right now, you and i both have homes, if you live in certain states where the premiums have gone out more than 100%, already imploding. >> kennedy: obamacare has to repeal. >> harris: the last one closes

20,000 more people are dying on obamacare than previously before. nobody talks about the obamacare debts. we talked about a couple here in new york that jumped 14 story building because they did not have health care. obamacare was supposed to solve that. why hasn't it? we can talk about policy, but what they want is for trump to be trump. they want him tweeting this credit they want him putting people on blast, you're going to get this done? >> kennedy: but the point is that trauma can be trump and more involved in policy. when he made a bigger push on capitol hill and did not delegate to the vice president, he was more effective. unfortunate for him, and did not work at the very end by one vote, but the fact that the motion to pass was so close and the fact that it failed by one vote shows you that perhaps this was a bad plan. so there was a better plan to be had, perhaps a president being himself can be more involved in crafting out the policy. >> melissa: you have to look

at the next thing that comes out, because we only operate on deadlines. only when things are about to explode. the next thing coming down the pipe is that the idea that they have to settle up on more of the transfer payments, whatever they are calling them, the sharing reduction payments. can you believe that they call it god? lowering out of the market to costs, taxpayer dollars to insurance companies. he has to improve the next implementation, the next stop sign in the road. that's why it is important. it will be an opportunity to say "no," eight but you can imagine what he would get. >> abby: i understand what he is saying, live under it, see what it is like. >> harris: she and her congressman husband in wisconsin, they have the obamacare plan. she said it on the couch. >> abby: and she was not very positive about it. new fallout from russia after the white house has president trump will sign a bill flapping moscow. president putin ordering the u.s. to cut 700 diplomatic

watch. >> we hope for better days. better relations with russia, recent diplomatic action taken by moscow will not deter the commitment of the united states of america to our security, the security of our allies, and the security of freedom loving nations around the world. >> kennedy: the russian relations all starts with such optimism. it's like online dating, kevin. but it all starts to fall apart. take me inside the mind of vladimir putin. what is he thinking right now? >> kevin: what i am thinking right now, no, but the standpoint is the continuation of barack obama's policy versus the trump thing? almost a misnomer to give this to trump, barack obama last year dispelled 35 diplomats in the compound. and we got the russia narrative of them meddling in elections which they denied. so i think that it is a

continuation of the policy. if trump inheriting that, and if you want me inside of his head, he is saying that i'm going to make it a little bit difficult for you to sort of bridge the gap, but at some point i think that they will get back together. the democrats are getting very difficult to do this with the russian narrative. >> abby: i think the sanctions are important to see that he can push back on russia, but also important policy wise. the right step forward, clearly a long way to go. but this is why people say that russia is politically poisonous paid why are you even dealing with such an irrational player? >> kennedy: what does your dad say about that? i >> abby: it sounds like he is going to be an investor. barely anybody in the embassy, so maybe the senate can get their act together and get people approved to do their jobs. >> kevin: look at those numbers, not to interrupt you, but they have gone down to 455. we had 121210 people, and at their peak they had 480. we now match, 455-455.

>> harris: 755. 352 are actually diplomatic employees. these are jobs that are on the periphery. they will have to make decisions i guess, and putin will be deciding who leaves the country and who doesn't. >> abby: but a lot of people don't want to deal with russia because it is a complicated relationship, but look at what we are dealing with today, we have the arms race, we have north korea, you have syria probably most important. so let's just give up on the relationship, where does that leave us? it is important to say we have to do everything we can to figure out how to work with the country. >> kennedy: but who has the upper hand? >> melissa: there is an important way where president trump has put pressure on vladimir putin. that is him driving down the price of oil. he has done everything to drill as much as possible to make energy available around the world. we have seen the price of oil

respond and plummet. that is all vladimir putin really cares about. because that is his entire economic person right there. he does not have anything except for oil. if that is been huge. a big change, and making a big difference. >> kennedy: but they can't afford an arms race. russia is coming out of recession, and the oil market is flooded, but the difference between north korea, and we are going to talk about north korea, we were talking about it earlier today. russia is still, they may be dubious, there may be correction, but there is a rational actor, and they still want footing on the international state. >> kevin: of course they do, how did we decide that russia was going to be the demon of the world? that is the new dr. evil? russia is like any other country. there are things that we do not like about their policies and things that we do. >> harris: it is a little bit worse on that. i'm going with melissa francis on this one.

a new cold war with other countries. they are taking territory of their neighbors. they are owning their neighbors. ask anybody. >> kevin: i'm not going to downplay what they have done. >> harris: and we will not let your. >> kevin: and you guys are not letting me, but any ills with the world, to somebody's point, i forget who said it, we cannot ignore them. we have to deal with those issues, because we have other things that we are going to be dealing with. >> kennedy: you cannot placate and appease them. >> abby: you have to find a balance of putting them in their place. >> kevin: our economy is where donald trump is going to rain in china, russia eventually, because he want to do business with the united states. >> melissa: you have to recognize that russia has their hand in everywhere. tomahawk missiles to syria, that is about russia. >> kennedy: to that point, we still do not know the degree to which russia engaged in the chemical attacks in syria.

that is incredibly dangerous. i will be delighted, i am no pot-smoking hippie. but i will be delighted when we get out of that, because iran, saudi arabia, venezuela will be meaningless, and the economy can evolve as it should, not on propping up dictators. >> kevin: i do not believe that we can arbitrarily say that they are out of the plate in terms of dealing with them. >> kennedy: no, you have to be smart. i don't think it is arbitrary. we are seeing the power struggle. going to continue to marshal the support of nations across the region and across the world to further isolate north korea economically. the era of strategic patience is over. >> harris: checking in with us and democrats, -- -- >> i think the only solution is a diplomatic one. i am disappointed in china's response that it has not been firmer or more helpful. i think that the administration coming into this as one of the reasons that i hope general kelly will be able to be effective even beyond a chief of staff is to begin some very serious negotiations with the north. >> harris: very interesting, that's right, you have a general at the white house, sworn in a few hours ago. and after that, the president at the morning's cabinet meeting, saying the north korean situation will be handled.
