i like for people to pay attention when they're walking. there are a lot of people walking around new york. wake up, people! we can make a lot of a lot of money. >> bill: watch where you step, folks. have a great day, bye-bye. >> jon: another shakeup at the white house as the new chief of staff, general john kelly takes command and makes, what you might call a big change on day one sending anthony scaramucci packing. been wanting to come on jon scott. >> molly: the incoming white house communications director didn't even start his job before he got the boot. here's what sarah huckabee sanders had to say yesterday. >> he does not have a role at this time. the president certainly felt that anthony's comments were inappropriate for a person in that position, and he didn't want to burden general kelly also with atlanta succession.
8:01 am
>> molly: john roberts with the latest on all of this. >> good morning to you, we do not know what is next for anthony scaramucci, the newly departed to medications director. he did request to go back to his old position. the problem for scaramucci there is he was completely off boarded from the exit bank and on boarded here at the white house. now he has been off boarded at the white house, so it's not a simple transfer back to the exit bank. he would have to be rehired there. we don't know if that's going to happen. at the moment, he appears to be a man without a home. that does demonstrate the authority and trust of the president is putting in the new chief of staff, john kelly. the president had hired scaramucci over the protestations of steve bannon and the former chief of staff reince priebus. sean spicer had resigned over it and the president gave scaramucci a direct line of contact with him.
8:02 am
kelly comes in and all of that suddenly goes away. it really came down to, i'm told, a profanity laced conversation that scaramucci had last week with a reporter from new york magazine. the white house staff indicating that is what really did him in. listen. >> look, the president certainly felt that anthony's comment was inappropriate for a person in that position. he didn't want to burden general kelly also with atlanta succession, as i think we've made clear a few times over the course of the last couple of days to several of you individually, but general kelly has the full authority to operate within the white house and all staff will report to hi him. >> as to who will report scaramucci, no word yet. sean spicer could stay for a while longer, but i'm told he still plans to leave. he's got some lucrative deals in the private sector that are awaiting him the second he steps out of the white house. the white house is also trying
8:03 am
to pull new support for a health care reform. they're looking for governors to put pressure on senators and move more power to the states in terms of administration to medicaid dollars, designing tax plans, not expense, but health plans that are individually tailored to patients as opposed to a one-size-fits-all policy. senator lindsey graham came up with that idea. he talked about it this morning on "fox & friends." listen here. >> instead of trying to redo obamacare in washington, why don't you turn to the lawmakers have done a great job doing a lot of things including health care and take all of the money you've spent in washington on health care and let them design health care systems closer to your family? this would empower state choice, it would empower consumers. if you like obamacare, i don't know who you complain to. >> the white house doesn't expect anything will get done before the august break, but when they come back in september after getting an ear full from constituents, may be some sharp elbows from the government as
8:04 am
well. >> molly: you, john. >> jon: anthony scaramucci's exit from the white house adds to the rapid turnover there. eight people have left since president trump took office. to begin to reporters yesterday, white house press secretary sarah huckabee sanders would not elaborate on the latest staff shakeup. >> what matters most to us is not who is employed in the white house, but who is employed and the rest of the country and refocus on the president's agenda of growing the economy, creating jobs, and that's what we're going to do and that's what will be focused on. >> jon: joining us now, philip wakeman and jordan fabian. jordan, the president has denied that this is a white house in chaos with the departure of anthony scaramucci and the arrival of general kelly is chief of staff, does he have that right? >> there's no question there's been terminus of people here at
8:05 am
the white house with all of those departures, having a communications director only last ten days. the mandate that john kelly has is to try and bring some order to this building. there are a lot of rival factions here who aren't necessarily on the same page, have different agendas. his number one goal is to try and get everyone on the same page, reporting to him and remains to be seen if he can do that. yesterday was a good sign with scaramucci's out, but there are more challenges ahead. >> jon: what did scaramucci do wrong? he must've messed up royally to be on the job ten days and then get shoved aside. >> anthony scaramucci always wanted to be a wise guy, but eventually wise guys get whacked and this really does provide a textbook example of how not to operate and the trump white house moving forward. you can be aggressive, you can be combative, but the one thing that you can't do is you can't overshadow the president, that's what scaramucci forgot and that's why i think the mooch was cut loose yesterday. >> jon: he did draw more
8:06 am
attention to himself and the man he was working for. >> absolutely. the interview he did at the new yorker, it didn't really defend the president. it was the scaramucci shell, not with the white house wanted to be on message. >> jon: was of the profanity, jordan, or was it something else? i'm sure the president has heard and used profanity, so has his chief of staff, that is he is herded at least as a marine corps general. >> it's hard to believe that the profanity was really the final straw. i think it's correct that that really overshadowed everything that was going on at the white house last week. remember that they had that very dramatic vote on the senate health care. this was the number-one campaign message and instead of the message being about health care, it was about anthony's grandma chi's feud with reince priebus. there were also trying to push this transgender band
8:07 am
>> jon: now we have a general as chief of staff, the first since alexander haig. philip, is this about world affairs, or is this about domestic affairs question you've got russia causing problems, iran, north korea. >> the new chief of staff deftly has his work cut out for them. you don't make a successful presidency by winning an internal oval office street fights, so he's definitely going to have to move quickly. i think the first up is going to be plugging of some of these leaks, the second i will be focusing the president's energy on his ledges that have agenda. he has to get a win over there at the hill. he needs to return the white house to a state of political readiness and he needs to be able to grapple with the issues as they come rather than internal drama. >> jon: one of the first leaks is about the new chief of staff himself.
8:08 am
when it comes out that he considered resigning supposedly over the president's firing of james comey at the fbi. >> that's right, john. the problem with leaks is it's not going to start and stop of the chief of staff, it's going to set the tone for the president. he has a very flat structure, the rivals who haven't been on the same page. that's going to encourage leaks. if he can get jared kushner, ivanka trust, stephen bannon reporting to him and get that flow of information coming up in one direction, that way that will eliminate some of this of fighting and get everyone on the same page. >> jon: what about those two in particular? you've got the president's daughter and son-in-law, potentially not reporting directly to their father, do they go now to the new chief of staff, general kelly? >> jordan hit the nail on the head when he said that the
8:09 am
entire white house staff is going to be, at least in theory, reporting to kelly, and my thought on this is after ten days, when the white house was really in a state of chaos, kelly has an opportunity to bring calm and those rival factions inside the white house, they're not going to want to go back to the days of scaramucci. perhaps the new chief of staff ken dispel some discipline. >> jon: it's going to be a fascinating few weeks. we'll see how the revolving door goes from here. philip and jordan, incorporated you. >> molly: 18 texas law-enforcement agencies joining a new program under ice that checks the immigration status of inmates. >> jon: critics are saying the local should not deal with federation law. casey stegall has more from

dallas. >> the speetwentyeight seven claims this program has the ability to save lives and improve public safety which is one of the main reasons the sheriff of parent county texas which encompasses fort worth metro area tells me that he assigned his department opt to participate. it's the 287g program, as it's called pure federal immigration officials work closely with staff and those local jurisdictions, teaching them how to check the legal status of suspects who walks through their doors. if the local jailer runs and arrestees information and finds that they are healed illegally, the county turns them over to the feds, something they did not have the power to do, check previous immigration statuses in the past. >> we know that people have passed through our jail that we fear, that we believe that were

8:17 am
focus of the meeting was the adoption of russian children, not to get damaging information about hillary clinton. joining us not to discuss this, brad blakeman, former deputy assistant to george w bush and adrian elrod, the former director of strategic medications for hillary clinton. i might point out that once again, this story is apparently the product of leaks inside the white house. somebody apparently told "the washington post"'s information about a conversation that the president had on board air force one, which would be a very privileged conversation. very high-level group of people, but let's say the president did do this, how much trouble is he in? >> this is a deeply troubling developments, if, in fact, this is true. if this is true, this is the president of the united states directing his son to lie about the purpose and the intent of this meeting he had with the russian attorney.
8:18 am
it's a sad day in america where we are if the president of the united states is lying. that's what we're dealing with and that's a sad state of affairs we are currently in. >> jon: do see it differently? >> i see it much differently. democrats much time he was elected were alleging impeachment for crimes that don't exist, so this is just a wish list of democrats. the fact of the matter is, the president had a right to speak to his son about anything. by the way, the sources are unnamed sources, typical of "the washington post," so the president has to deny, deny, deny all the time allegations that have no name behind them. the president's personal attorney told us that this not happen and that's a name source, that's the president's attorney, so what is left to be seen? >> jon: the president's attorney has hit on a couple of
8:19 am
occasions that the president was not involved in any way and dictating or telling his son what you say about this russian meeting. >> again, the leaks that are coming out of this white house are deeply troubling and certainly hindering the president from getting his agenda passed, but at the end of the day, this is another example of a drip, drip, drip coming out of donald trump's campaign, the white house, the conclusion with the russians since the election. this is just raising more questions in terms of why was he covering anything up? if this was true, then why doesn't he come out and say n/a statement, i did not do this, i did not direct my son to do thi this? >> jon: the president has said as an excuse the democrats offer for losing the election, brad. >> absolutely. they have been in a resist mode from the time that donald trump was elected and they're grasping
8:20 am
at straws. the fact of the matter is, we have two congressional investigations underway. we have a special counsel looking into this, if anybody would stand down and let the responsible parties do their work, the president has no obligation to come out every day and deny, deny, deny unsourced allegations about what he may or may not have done. that's just crazy, let the system work with the appropriate authorities who are doing their work and when the work is completed, i'm sure the president will have something to say. >> jon: adrian, and a conversation with his son, the president can say whatever he wants to, the question is, will there be at some point, some investigation, will robert mueller be asking questions about what the president said on board air force one reportedly? >> here's the bottom line, it's on a crime to lie to the american people as president, it's not a crime to direct your son to lie to the american
8:21 am
people if that's what happened, but it is a crime to lie in front of a grand jury and i think that bob mueller will be looking at the pattern of behavior as he investigates and is can tuning this investigation into potential collision with russia and the trump campaign. if these leaks are coming out of the white house, let's see what happens in front of a grand jury when he gets to that point. >> jon: adrian elrod joining us from aspen, colorado, today, that might expend the background for our viewers, brad blickman as well. >> molly: the state of a notorious drug company ceo now on the hands of a near jury. plus russia stuck to hold massive war games not far from several nato countries, so are the new sanction strong enough? does it send a strong enough message to vladimir putin? at them or joined us next. >> the united states of america

"the new york times" reporting moscow will soon could begin conducting massive military drills near several nato member members. it could include as many as 100,000 russian soldiers. vice president mike pence is in eastern europe. >> very soon, president triple signed legislation to strengthen united states sanctions against russia. as always, our country prefers a constructive relationship with russia based on cooperation and common interests.
8:26 am
the president and our congress are unified in our message to russia, a better relationship, the lifting of sanctions, will require russia to reverse the actions that have caused sanctions to be imposed in the first place. >> molly: adam kinsley or as a member of the house foreign affairs committee and he joins me now on the phone. congressman, thanks for joining me. >> thanks for having me. >> molly: to start things off, where we are in the wake of the sections passed by congress? the vice president vested stomach dumb academic is this the beginning of a new cold war? >> i think in russian minds, this is basically a end of the cold war. since when repute has been the president of russia, he is been wanting to rebuild the soviet union and you can't do that without interacting with our president in a negative way.
8:27 am
i was in latvia recently, we know these exercises coming and there's concern obviously with it. you see the invasion of ukraine, you see the shootdown of the malaysian air and in georgia, i think in russia's mind, it's been a cold war for a long time. i hope it doesn't ever get to the level that we use to experience, but there is no doubt that we are in an adversarial relationship with this nation. >> molly: in 2014, we saw a russia slithering over there into crimea, they quickly took over. that was quiet and sneaky, but we see here, very open military exercises, should we be concerned about this uptick in militarization? >> we need to be very wary of it. we need to be concerned to the extent of we need to have a defensive posture, but what can't be lost in all this is 100,000 troops is a lot, but when you look at the state of repair or the state of disrepair of the russian military, beyond their front line folks, they
8:28 am
have a very disreputable military. you have old equipment coming of people that don't really want to be in the military there, the russian military is no match to the united states. that understanding is well known by vladimir putin and it's well known by the left and our allies. the only thing that vladimir putin is going to challenge it is our will to stick together. >> molly: are the sanctions enough to rein in the direction that we are seeing right now? >> it's probably not enough, but it's enough to send a message that we stay united. you never get a vote like what we had in the house and senate, so it sends a very strong message. what we need to do on top of that, this isn't just about inflicting economic pain on
8:29 am
russia, they have a declining economy anyway, but it's about showing and recognize what happens, standing together and militarily, reinvesting in the strength of our military and standing together to do what we need to do to get that done. >> molly: you brought summing up a moment ago that i want to touch on. there is a propaganda aspect, a cyber warfare aspect, what can be done in that respect? >> first off, we have to be aware of it. when russia generates actual fake news, and fake stories, people log onto facebook or twitter and they see a story that seems completely unrealistic, recognize that it probably is. secondly, we need to make vladimir putin frightened as well. there's nothing here for years more losing power in russia and he has a very, very restless population. an increase in our cyber defense is essential, but there is no

doubt they are accelerating that warfare. >> molly: adam kinsinger, thanks for your insights. we appreciate it. while house republicans are democrats finally come together on capitol hill, unveiling changes to the stall g.o.p. health care bill plus, the two leaders of the opposition now in jail as the country moves closer to dictatorship. stay with me, mr. parker. when a critical patient is far from the hospital, the hospital must come to the patient. stay with me, mr. parker. the at&t network is helping first responders connect with medical teams in near real time... stay with me, mr. parker. ...saving time when it matters most. stay with me, mrs. parker.

8:38 am
co-pays. we need to stabilize the individual market place and that's big to the democrats. >> jon: what does it take to stabilize the individual marketplace? >> there's a think on cost-sharing reductions, the president is saying that it's a helpful thing and saying we're going to pull off those reductions, if that happens, the whole thing collapses. >> jon: is that propping it up? >> yes, it is. when you have an insurance company, one of the big things behind the affordable care act in the first place was you want to have as many people injured as possible, especially healthy people, healthy, young people, because that helps balance the costs for the insurance industry so the sick people in the healthy are together in the marketplace helps to balance all the costs. we think that by propping up

will help. >> jon: you've got 40 members, you only need about 220 more to get something passed and congress. >> a lot of times, the freedom caucus blocks things because they've got 40 votes. we think by having 40 votes of moderates, we can help people get ts as opposed to getting to know. it's important to recognize that in the country right now, about 106 if their insurance from their employer. 70 million people get their insurance or medicare, 50 million people get it for medicaid. that's 30 million people uninsured and 18 million people are on the individual market. the thing we keep hearing about all the time about how premiums are going up, and sure are pulling out of the marketplace. >> jon: is a fairly small portion of those who are insured. >> that's right, it's one of the things we hear about the most in the news all the time.
8:40 am
if we can help stabilize that, it would help the entire country, everybody was worried about their health care. >> jon: would you think your changes are? >> i feel good because the american people are desperate to work together. they're sick of all the sniping, they want us to cooperate. i'm on the foreign affairs committee, this is serious business. we can't let politics be so small and petty and insignificant, this is serious stuff, people need to work together to solve problems and make people's lives better. >> jon: was will be gets more members in our group of 40. we appreciated, thanks very muc much. >> molly: tensions rising with north korea after its most recent missile tests, but while the rogue regime might have created a missile that can reach the u.s., some analysts aren't worried. we'll tell you why ahead. plus jeff sessions aside to make a major announcement on the leak investigation, more on that coming up.

correctly and making sure that through the process of the investigation, no more class when information gets out. boente himself has had a really interesting career for years and years, he was a career prosecutor at the justice department and at u.s. attorney's offices around the country and then towards the end of president obama's time in office, obama named boente the u.s. attorney for the powerful eastern district in virginia. that said, boente's politics are basically a mystery. he's managed to win the trust of sessions. despite the fact that obama also had a high level of confidence in him. >> molly: is a unique individual who can walk those types of wines. if the president make some changes, you could see boente's star rising? >> certainly, without a doubt. what's interesting about boente, is over the last six months, he's had a number of really powerful roles at the justice department. you'll remember when

president trump fired sally gates when she refused to send his travel ban executive order. after he fired her, he made dana boente the acting attorney general over the entire department because sessions hadn't yet been confirmed. in the months since then, he is also stepped in to be the number two guy at the department as a deputy attorney general, now he's running the national security division. he's really been part of every major justice department story, he knows how things work, any time there's a doj news story, boente is not far away, and his role in this leak probe is going to be very influential. >> molly: want to watch. some thing else to watch as this friday, the attorney general jeff sessions will give a press conference talking about the leak investigations. is this an effort or perhaps a way to get back in the president's good graces? >> it's a good question, murray reporting has shown that the justice department has been looking to do brought investigations four months, going back to when these two had

their very dramatic falling out. that said, this announcement will contribute to a perception that this is part of an effort by the justice department, by the political appointees there, to try to communicate to the white house that the attorney general is doing everything he can to go after people who leaked classified information to reporters. that's absolutely what it looks like, that's the effect it's going to have, but it's important to understand it is not necessarily anything brand-new. >> molly: how unusual is it that we are all getting this information, that there is a press conference coming up? >> it's very unusual. the justice department doesn't have announcements to inform people that they started an investigation or inform people that an investigation is underway, they been telling reporters for the last week or so that this announcement was going to be coming, that it would happen. it's something that the announcement itself is odd, depending with the attorney general says on friday, it could be a very unusual press conference, or it could be one that makes news in a different

way, if he announces there been indictments, that would be the typical way for the doj to talk about these issues and if there have been indictments of leakers, that's a huge news, however, the attorney general announced that only investigations are underway, that there looking hard, that itself would be atypical. >> molly: we appreciate your glimpse into some of the intrigue in washington. we appreciate it. >> jon: the guilty verdict for sheriff joe kamali experts think will not serve any time. plus an investigation into a massive oak llama fire that destroyed some of the town's oldest buildings, who is behind what happened here? >> we don't have any evidence to prove that there was an arson. the investigation is still ongoing, we're looking for physical evidence and things of that nature.
