after the transition to the new chief of staff john kelly and the president is trying to push his legislative agenda which includes a big push towards tax reform. the present and about an hour's time will be hosting a number of small business owners here at the white house. the president wants to reduce the tax rate on small businesse businesses, the same as the corporate tax rate. he wants to lower it to about 15% of he may have to settle for some 20%, which is in the ryan tax plan. could be impossible. the president was his try to build some momentum so he can get tax reform done or at least begun. the day after people get back from the labor day weekend, the treasury secretary steven mnuchin expected there is going to be some opposition to whatever plan comes out of the white house and congress, but he is urging everyone to get together to pull together for tax reform for it listen to what he said yesterday. >> the special interests will come out. so the messages it may not be

perfect for everything you want, but it's going to be really, really good for the economy and a lot better than what we have. this is about everybody's got to be in one direction of let's get tax reform done. let's get it done now, let's create economic growth. >> all that said, regardless of whether or not you get health care reform done, there still a real push here in the white house to try to get health care reform done because by reforming health care and getting rid of obamacare and its inherent taxes, you open up a pool of nearly a trillion dollars they can put together to tax reform. >> also sets you up potentially for being able to work on the budget, which is due which expires in the next few weeks so that potentially sets you up for another win in the white house. >> will quickly before let you go and i want to remind anybody at any moment, sarah huckabee sanders could stack up to the lectern and give us the white house press briefing. we will take you live no matter what we're doing here on fox news channel.

one of the things that she may be asked about by the new reports that talk about the president's alleged involvement in the response to his son's meeting with the russian attorney. what more you hearing? >> likely that she will probably get a couple of questions on that. "the washington post" reporting that the president on his way back from the g20 afford air force one actually dictated that initial statement attributed to a son donald trump junior in response to the meeting that he had with natalia, the russian attorney on june 9th 2016 let's remind you what that original statement said. it was a short introductory meeting. i asked jeron and paul to stop by. we primarily discussed a program about the adoption of russian children that was active and popular with american families years ago and was since ended by the russian government. it was not a campaign issue at the time and there is no follow-up. of course, that statement did not tell the entire story. had to be amended later to say the original region for the meeting was that the russians were offering up some opposition research on hillary clinton. less to the issue of whether or not the president dictated the

statement himself, his legal team is pushing back hard against that is attorney jay secular saying apart from being of no consequence, the characterizations are misinformed, inaccurate, and not pertinent. the sources pointing fingers at disgruntled former members of the president's legal team saying maybe they're just trying to stir the pot. it did seem to be some discrepancy when talking to sources about the difference between what donald trump junior and his team want to come out and say. they want a little more transparency will require some further clarification. the president's legal team also says even if the president did dictate that statement word for word, legally there's nothing wrong with that. spit it out at the bottom line. john roberts will come back to you. of course, all the news broke about scaring magic, you never know. we may see them pop up again. joining me now for more of all this is former director of women's outreach for the democratic national committee and fox news contributor.

an chairman of the american conservative union. good to see you both. i want to start with you about what changes when somebody who is respected, someone on both sides of the political aisle like someone who's been on the job in different capacity and seen some success, general kelly taking over as white house chief of staff, what happens to the morale inside the white house? >> is a special counsel. whenever that's going on, there's a degree of stress that accompanies that. now you take a brand-new chief of staff and in this white house, what's interesting is that reince priebus had moved so many people over from the rnc into the west wing and i think all of those folks who are seen as quote and quote ranked people are a certain amount of duress. will i survive the next reforms or will i get the cut? >> what about just this idea of keeping the party inside the white house? >> it's a misnomer. people are assuming that when rnc moved over, that is completely false.

that was his touchtone two rnc operatives. the president's touchtone to the party is done through all kinds of very close relationships including his own. actually think that's not so much a question. >> it's been interesting to hear democrats respond to general kelly. so much positivism you hear from the likes of blumenthal, maybe not a lot of surprises there, but more moderate. >> i think we all are hoping that the chaos is going to calm down. the anxiety that you mention for the rnc operatives inside the white house, i think we've all been facing that, not just in the media, all these different issues, every single day, every single week. we need to get back to the business of helping the american people. general kelly is either going to have to go around president trump, lock him up in the white house bunker, take them a basic training boot camp, something is going to have to

shift because the problem in the white house doesn't come from reince priebus or any of the other names that have popped up. it comes from the leader who is in the oval office. >> this is wrong. i will agree with you that the west wing was not exactly set up in a way where it could be efficient and effective at the beginning of this administratio administration. and the leaks have been debilitating and terrible. but actually general kelly coming in, i think it's because donald trump realizes that he wants to set the west wing and his staff up in a way where it can be more successful. and then donald trump is looking at the last six months and wanted to make improvements. it's not done over donald trump donald trump's objections. it's done because he is seeing what he wants. >> how is he going to keep them in check? >> and want to keep them in check. >> this fool me once mentality because how many times have you been fooled by the president giving to be more presidential? how many countless times is that been said?

staffing and you got some things going on. in front of the rest of the world, he of things on like if you live next door to russia, ukraine sending in troops there potentially, your thoughts on that? >> actually think that what faces this administration in some ways because the previous administration didn't take care of problems with the problems were just so serious like north korea that i think all this talk about russia and collusion and investigation is really going to dissipate we realize the serious national security questions facing the country, not just with iran getting nuclear weapons to look at north korea and look at the implications in a relationship with china. this is what is really going to overshadow unfortunately all the silliness of the day. >> really quick, russia is on the landscape because they are pressing with sections and i don't like that so they want to kick out 755 diplomatic staff and ancillary staffing as well. >> we need to continue to hit them hard, but you also use the

marine sergeant johnny joey jones. good to have you both. thank you gentlemen for being with me. let's start with the mission plan here. what is it for the general inside the white house? >> first things first is you have to stop the leaking. spacek started to do this but he is an exceptional leader. there's nothing in his career package that shows failure on anything. he is a type of guy who can get order and discipline back to the white house. i think is going to streamline the command structure there. no more walking into the president's office and having meeting with whoever. everything has to come through him and want to get that in order, you can start organizing things a lot better. >> what about the idea that the new incoming chief of staff, general kelly will have full authority to operate within the white house, all staff will go through him. he has some family members in that scenario but talk to me about that. >> good. that's the way it should be. you have to have one decision maker. if he is the chief of staff,

he's the chief of all staff. no family, nobody gets around the corner but everything has to go through him because if he is a single point of contact, he can organize a lot better and allocate resources far better than they are being used right now. >> sergeant jones, in terms of military battle strategy, we had colonel west on outnumbered earlier. he said there's a line walk chart. every buddy knows the chain of command and i know how they will go. they get the calendar, that sort of thing. what type of disciplinary or organizational skills do you think a general in particular takes him to the white house? >> i think the first thing people need to understand is that the are not just in battle hardened and battle-tested battle train, and he kind of personality out there be a marine general will be a military general. there are only three to five marine core four-star generals and a time. it's an incredibly elite group not because of their own personal performance but because of the performance of those under their command and under the responsibility. general kelly brings out to the

white house. talk about chaos, talk about all the ins and outs of operating in d.c. i don't think we should look at general kelly. we should look at general kelly is someone who knows how to stick to the mission and put mission accomplishment as an ideal inside his in subordinates. always say in the marine corps and what was in the military is you don't just do the right thing when your leader is looking. this one is doing the right thing when your leader isn't there. that's the kind of perspective and the kind of morality that he can bring to the white house. because that's a great line for everybody. including all of us civilians. we making too much out of his military experience? here the term commander in chief is applied to the president and the war clinic role with questions last 15 or 20 years. we need a military presence in the white house, but are we making too much of the fact that he is a general? what you think? >> i forgot which congressman it was. a congresswoman out of california that we are

militarizing the white house. something that people need to understand is that the world is in turmoil right now and there are wars on the precipice of being fought. having general kelly there, someone who has faced the actual ultimate sacrifice. any parent will tell you about i'd much rather late mile line then the life of my child. to have that person was springer talking to the president about these issues, i couldn't think of a better person for that. he has proven himself to be careful in a political climate as well as the battlefield and it's by far the best things in general maddest come out of this administration. >> i'd like to add just to that real quick is the fact that military members are willing to die for this country. there a lot of people that are out for themselves plain and simple. military members would die for this country. we put people like that georgia major government organizations, people are going to adjust their personal careers. >> do think that's enough to

just yesterday. john kelly took the helm of the west wing as you know. he is already making changes. that happened while we were live. 2:00 p.m. eastern. the white house is all white house staff will report to general kelly. but will everybody? does that include jared kushner, steve bannon? joining us now is someone who serves as a special advisor to the trump transition team. cfo, as a state treasurer of arizona. good to have a day. you also talk regularly with the president, so i understand. he spoke with him just about a month ago is what i'm being told. did you forecast any of the trouble that has gone on in terms of messaging and some of the bumpy starts that the president's has faced inside the white house? >> i don't know if i would call it trouble. anytime you're an outsider the president ran as an outsider to the political system and he ran against the establishment and the swamp has done its best to fight back, but the president

has done very, very well even given those constraints. he has repealed more business problems than anyone has ever done. he is at 850,000 jobs. the president has a very, very good track record even given the swamp and what they have tried to do. i think we are going to see more of that continue. i'm excited about the changes. he is the master of building great teams. i've worked with him closely on that and he is always looking to improve the staff. i think general kelly is a great addition to the team. anytime you can become a four-star general, very, very rare, he knows a thing or two about building a team himself and about managing an organization. i think we're going to see even more good things to come. >> just as you are saying this, sarah huckabee sanders has stepped up to the lectern for the white house press briefing live now here on fox. let's watch. >> in about an hour, the president will join small

's bill is not what i'm saying. the president has been very outspoken about the need to stop north korea. we've been very focused on stopping the nuclear program, stopping the missiles, stopping the aggression, that still continues to be the focus and we are keeping all options on the table in order to do that.

>> was he aware at the time that don, jr., had a meeting that was based on the pretext that he would be promised information that was negative about hillary clinton when he suggested that the statement only estate at the meeting was primarily about russian adoption policies? speak of the statement that was issued was true and there were no inaccuracies in the statement. i think the bigger question is everybody wants to try to make this some story about misleading. the only thing i'm saying misleading is a year's worth worth of stories that have been fueling a false narrative about this russia collusion and based on anonymous sources. i think if we are going to talk about misleading, that's the only thing misleading icy in in this entire process. you guys are focused on a meeting that don, jr., had no consequence when the democrats actually colluded with a foreign government like ukraine. the democrat linked fear of fusion gps actually took money from the russian government while they created phony dossier which has been a basis for all the fake news. if you want to talk further

about a relationship with russia, look no further than the clintons as we said time and time again. bill clinton was paid half a million dollars to give a speech to a russian bank and was personally thanked by putin for it. hillary clinton allowed one fifth america's uranium to be sold to a russian firm whose investors were clinton foundation donors in a clinton campaign chairman's brother lobbied against sanctions on russia's largest bank and failed to report it. if you guys want to talk about having relations but you seem obsessed with doing, look no further than they are. if you want to talk about somebody who's actually been tough on russia, look at president trump. he wants more fracking, more cool, more energy, a stronger military, a stronger military defense. those things are good for russia. decisions are very clear and you guys want to create a narrative that just doesn't exist. >> follow-up on what you are talking about. the responsibility.

it was reported today based on a lawsuit was filed that says that sean spicer met with campaign donor and a journalist from fox news whether a pushing this story that staffer who was murdered was perhaps the one responsible for the wikileaks breach. two questions. sean put out a statement. he said it was just a brief meeting. he said the guy didn't know the president. the lawsuit alleges that the president knew about it and had an influence on the story. to the president know about the story prepublication entity have an influence on the way the story was written? spit of the president had no knowledge of the story and it is completely untrue that the white house had involvement in the story. as an ongoing litigation error-free to the actual parties involved which are in the white house. >> does distribute to the press secretary for the president of the united states gave us passionate pushback on us for focusing on russia. does it disturb you when there is an allegation out there in a lawsuit and sean spicer emitted

meeting with these individuals that this was discussed in your white house? stickel he met with members of the media. i don't find that to be a strange thing. you guys are all members of the media. still he met with that reporter and he met with the campaign donor. does it disturb you, does it say anything about this white house that you would entertain that kind of story? to go doesn't bother me that the press secretary would take a meeting with someone involved with the media about a story. none of that was disclosed. had a conversation and that was the end of it. you guys come to us with stories all day. i've taken meetings with the majority of the people in this room. i don't always know the nature of the story of what you are coming to talk to me about but it's my job to talk to you, to listen to him, and i'm responding. the president didn't have knowledge of the story. white house didn't have any involvement in the story and beyond that, it's ongoing litigation that doesn't involved anybody in the build buildings where differ you to the parties that it does. but i want to follow up in

something you said yesterday after my first question. did you invite the president to be truthful in that statement? speak i wasn't part of the conversation regarding that. >> i was in the air on a plane but it was a part of the conversation so i can't speak to that hospital yesterday, so the president was joking about his comments about telling police observation would cover their heads and putting them in the car. was he making a joke about police brutality? speak i think you guys are trying to jump and make something out of nothing. he was simply making a comment, making a joke and it was nothing more than that. >> what's funny about that, sarah? >> it wasn't a directive. it was a joke. it is a very big difference.

strokes about leadership with congress, any governors, that sort of thing. can you talk broadly about the message that he is sending the people it is talking to both inside and outside of the administration? >> i know he has spoken to a number of members of congress as well as a large number of individuals within the staff. he is taking time to get to know everyone here in the building that he hasn't met previously to his other role in working through setting up new processes and setting the tone i think for white house and that under his leadership will be in very focused the president's agenda as we been doing the last six months. we are going to continue on that track we're going to do that under general kelly and we are very excited to work alongside him in that process. >> i heard you list off a list of reasons why you think that the media should be focusing on democrats and not the president and not to believe an obvious

point that donald trump is. there seems to be a trust deficit that is being created on capitol hill and i want to tell you what lindsay graham said this morning. he said if this is true, it's "washington post," it was a bad decision by the president which will make us ask more questions. we make it hard to say. this is what is hurting the president's legislative agenda, this credibility issue? >> i think what's hurting the legislative agenda is congress' inability to get things passed. >> clearly there is a concern some republicans of the president is not always being as truthful as he could be. how does he plan to address that? >> i think by being truthful and transparent as he has every single day. >> like to return to north korea them. can we expect any action from the administration with actions on china?

>> as we said, we are not going to broadcast movements on things like that before they take place, but we are going to continue to work with our allies, continue to work with our partners, and the goals are to stop the nuclear programs, stop the missiles, stop the aggression with north korea. we are going to continue looking at the best options and ways to accomplish that. you said yesterday that they would be no shuffle in the cabinet, meaning general sessions would not move over to the homeland security. is that correct?
