now. trying to instill order and discipline in the west wing. retired marine corps general spoke to 200 white house staffers, giving them a sharp warning against leaks and making clear that serving the country and the president should come before their own needs and priorities. amid the crackdown, john kelly facing the challenge of the russia investigation, which continues to dog the white house. kristen fisher joins us from new jersey, where the president is vacationing. the attorney general is also vowing to crack down on leaks. how is the president reacting to the friday press conference. >> what a difference a week makes. it wasn't long ago that the president called his attorney general "weak and beleaguered."

now he is praising him. at the same time in an exclusive interview on "fox news sunday," rob rosensteen said there have been as many leaks in the first 6 months of the trump administration as the last 3 years of the obama administration. so much so, the department of justice has had to increase resources devoted to leaks and also a new unit within the fbi. >> we look at the facts and circumstances. what was the potential harm caused by the leak. what were the circumstances? that's more important to us than who it is. if they violated the law and it warrants prosecution, we'll prosecute them. >> including members of congress? >> including anybody that breaks the law. >> that includes white house officials, members of congress,

though the deputy attorney general said that the focus will be on going after the leakers and not the journalists that report the leaks. >> what did rosenstein say about the special counsel's investigation. did he give any new details? >> not a ton of details, which is to be expected. he downplayed the significance of the special council empaneling another grand jury, calling it a tool among many tools that they use during the investigation. >> it doesn't say anything about the likelihood of indictments. we make a determination at so the point in the course of the investigation about whether charges are appropriate. >> he also said that we don't engage in fishing expeditions, which president trump and the white house has been concerned about. he said if the special counsel finds any crime outside the original scope of the investigation, he will have to

ask rosenstein for permission. so that is something that the white house was probably happy to hear. >> kristen fisher with the president. enjoy the garden state. >> secretary of state rex tillerson is in asia, where he met today with his south korean and chinese counterparts to discuss the next steps towards denuclearizing the korean peninsula. this is a day after the u.n. hit the rogue regime with tough new sections after its missile test last month. lauren blanchard has more now from washington. lauren? >> after two intercontinental ballistic missile tests last month, the security council approved the toughest sanctions yet. the u.n. ambassador said that it's a good step but is not ruling out other options. >> we hope we don't have to do anything. all options have been on the table and will continue to be. >> the resolution bans north korean exports including coal,

iron, lead and seafood products. it will slash the north korean export revenues by $1 billion, 1/3 of the total export revenues. the goal is to cut off the money kim jong-un's regime uses to fund its missile program. >> we gave them basically a kick in the gut with $1 billion worth of sanctions and they will feel them right away. >> the foreign minister of china is urging his north korean counterpart to stop provoking the goodwill of the community, but also said that they need to stop increasing tensions and urged all to return to negotiations. the yes vote from china and russia, nations who have opposed new sanctions in the past, underscores the growing frustration that the global community has with the north koreans. >> the fact that the council adopted this resolution demonstrates that the

international community is united. >> it's seen as a big win for the trump administration the president and the u.n. will be watching closely to make sure that the sanctions are fully enforc enforced. >> lauren blanchard, thank you. the search is suspended for three marines. >> missing after their aircraft crashed off the coast of australia. 23 of their fellow servicemembers were rescued. >> we're told at this point, the three marines are still listed as missing. as you said, officials called off the search in australia. it was around 3:00 a.m., the day before august 5, 4:00 local time, when the osprey crashed during what marines call regularly scheduled operations. the marine corps said they notified the families of the three marines and recovery efforts could take months to complete. it took off from a u.s. navy warship. defense official told fox news

the aircraft crashed during the landing. 26 servicemembers were on board. the aircraft involved the osprey that operates as a helicopter and a plane. an osprey crashed during a training exercise in hawaii killing two marines. lengthe11 -- then last year, on crashed off japan, rescuing 10. then last month, an osprey crashed killing all 16 on board. last year senior military officials told fox news budget cuts hampered their ability to repair aging fleets. here's how one lieutenant colonel described it. >> it's coming on the backs of my young marines. my marines are working 20 to 21 hours a day to get them ready to go on deployment. and the likelihood of a ground mishap or making a mistake late

at night is the bigger safety risk. >> president trump is getting updates from his chief of staff. rick? >> and our prayers with the families of those missing marines. allison, thank you. >> indeed. a possible tornado injuring several people in tulsa, oklahoma, as powerful storms tore through the midwest overnight, doing major damage to buildings and leaving thousands without power. meanwhile, parts of kansas city, missouri and new orleans, dealing with the after effects of flash floods over the weekend. >> let's begin in new orleans, where torrential downpours dumped up to 10 inches of rain in some spots in just three hours. reports of up to 2 to 3 feet of standing water in parts of new orleans. the rain overwhelmed the city's pumping systems. the pumping system is designed to handle 1 inch of rain in the

first hour and 1/2 inch an hour after that. we're dealing with 8 to 10 inches of rain in three hours. it cannot bump that in an hour. it will take a while for that to be done. the frustration is that we're in a different era, an era, where we have these rains every week, every month. >> residents are frustrated there. meanwhile in tulsa, oklahoma, earlier reports indicate that an f-1 tornado may have touched down at 1:25 this morning. that's the second weakest. the strongest is an f-5. we're talking about winds up to 110 miles per hour. there's significant damage, particularly by interstate 44, midtown tulsa, and downtown. thousands of people lost power and streets and businesses are closed, roofs torn off buildings and trees and power poles uprooted there. and debris scattered throughout. the national weather service has

sent a team to survey the damage and they will determine if it was a tornado. tornado sirens did not go off in tulsa, because the storm is moving fast and it changed direction. at least 30 people were taken to the emergency room with minor storm-related injuries. and in kansas city, missouri, heavy storms and flash flooding shut down roads and intersections. reports of cars stalled, stranded, and even floating down roads. you have to stay away from standing water when it's like that out there. >> that is so true. thank you. >> and the storms packing a punch. are they still and where are they headed next? adam? >> good news, maybe backing off a little bit at this point. doesn't mean we're out of the woods entirely. there are folks seeing heavy rain. i'm not sure that we're going to get that severe weather, the tornadic activity like we saw yesterday. here's where the showers are continuing to move. this is the same system, moving

this direction along the mississippi river. yes, those are heavy showers, stretching across the entire southeast and exploding. one of the big issues has been that heavy rainfall. these are estimates in the last 48 hours. you are looking at numbers getting up to 8 inches, 10 inches. it's that same system drifting over to the memphis area. it's calmed down a bit, but it's a rain maker. if you are in that area, you will see some heavy showers. as a result, we're looking at a chance of some severe weather. biggest threat will be the rainfall, as we continue to see the possibility of flooding. here's your future forecast, hour by hour. and you can pay attention to the time stamp. put that in motion for you. it will be shifting across kentucky, running up along the mid-atlantic on monday and tuesday. backing down a bit, but nonetheless, a heavy storm.

why is it happening there? folks in the northern part of the country have felt it today. anytime you see something steamy like that, a defined cold front, that's when you will see thunderstorms firing up. that's the path of this storm system. we'll look to see some rain coming here in the next couple of days. >> interesting. thanks, adam. >> a massive fire at a high-rise in dubai days after another towering inferno just a block away. what investigators are saying is to blame. plus, vice president pence slamming reports that he is quietly plotting a presidential run. we'll talk about that next.

island, forcing 210,000 people to be evacuated. these images showing its track as officials prepare for landfall monday. winds killing two people on a japanese island. another high-rise fire in dubai rattling people there. flames breaking out on a 53rd floor balcony on the 73-story tower. >> vice president mike pence denying a report that he's considering a run for the presidency in 2020. according to "the new york times" he's been plotting a shadow campaign for the white house. pence calls the story "disgraceful and offensive."

he calls the report categorically false. what say you? >> well, look, this is a sign of some of the challenges that the gop has. of course pence will slam this report. just us talking about it looks bad. there are some challenges in the gop, but there is an important disclaimer in the reports. not only pence, but the others mention mentioned, are preparing in case trump's not there. a lot needs to happen if that's the case. i know there is excitement among some that the republican party is crumbling and support for trump is dropping, but really the base, and we've covered the base a lot, the base is excited. you can see that in alabama, where in a special election in the senate for that senate seat, the candidates are jumping over each other trying to be more trump than the other.

one called trump "a biblical miracle," which is amazing. those are significant. >> the vice president, though, is one whose loyalty is rarely questioned and he's calling it fake news. >> he is. and there's been challenges in the pence camp and the trump camp. we've talked to supporters who said that the sides are walling each other off from each other because of the distractions. but, look, some of that is to be expected. there is going to be some divisions between with the president and the vice president especially at a time like this where there has been, i guess, some chaos, for lack of a better word. a lot of questions in the wlous -- white house about who you can and can't trust.

these concerns that many republican operatives have are real. i want to make the point that we're a little bit away before we will have a new candidate running against -- someone else running in 2020. >> some would say that it may be prudent to make plans just in case trump is not available as the article suggests. >> yeah, sure. i think so. you also have people that are laying the groundwork for future runs whether it's 2020 or 2024. >> we've heard names along those lines. senator tom cotton, governor john kasich said to be eyeing a return to new hampshire. is it too soon for that? >> it may be, but in today's politics, is it ever really too soon? this is a business, for lack of a better word, where you have to get your name out there and lay the groundwork. give him credit for starting to do that. who will be the candidate for the democrats?

democrats probably would like to have someone that people are talking about. >> this is difference because you have a republican in the white house and these are republicans who apparently or allegedly discarding tradition and fundraising trying to urge people to back them in a campaign two to three years from now. >> absolutely. this shows there are significant challenges in the republican party, that there are issues between members of the republican party and the president himself. but, again, i want to reiterate, this is about whether trump will be there or not. a lot really needs to help with the mueller investigation before that happens. no doubt, for this to come out, it does not make things look good for trump. it doesn't make things look good for the republican party or at least those that want to give a unified front. >> if the president were to run again, and there is no e

indication yet that he won't, can anyone compete with his campaigning style? >> time will tell. we have a lot more years. i will say that we all watched trump run in the last election and all the republicans he left behind, many who we thought were sure things and that didn't happen. so i would be hesitant to count trump out in this kind of election. >> in terms of this article, you're buying it. you believe there's truth somewhere in between the words. >> i will say that there is concerns in the republican party. there's always been concerns from factions of the republican party that have been concerned. that has not changed. i think it's a little -- i think some excitement among democrats and excitement among others that this is all going to change the

claudia cowan is tracking the story from our l.a. bureau. >> it's lucky no one was hurt because as many as 20 worshippers were inside that mosque when the bomb went off. police are investigating the pieces of the i.e.d. and searching for a motive and suspect. it happened just outside of minneapolis. just before the explosion at 5:00 a.m., saw something get flown from the car. another man saw a pickup truck speed out of the parking lot after the blast, which shattered windows and destroyed furniture. the iman was not there, but they were jolted awake by a loud bang. videos are being analyzed, as well as kren foale data and eyewitness accounts as part of a wide-ranging, federal, criminal investigation. >> we have agents, fire investigators, a lot of inclusi

welcoming, and that's what we have to do. >> several groups are offering rewards and urging all mosques to step up security across the country. >> and you will keep us posted if there is an arrest. thank you for that. >> a new stage in the russia investigation. special investigator robert mueller looking into whether or not trump's campaign colluded with russia. let's bring in our legal panel now. vice president aat the center fr american progress. and jon wood, tell us more. what does a grand jury do. where can it take this investigation? >> what you said is exactly right.

it's an investigative tool. ultimately, they determine whether or not to indict anyone, but at this stage, it's just an investigative tool, so mueller can use this to subpoena documents, compel witnesses to testify under oath. it's a big difference between using the grand jury and not. without the grand jury, the fbi can try to interview people, but only if they will agree to do so. it will allow people to compel people to testify. the only way to get out of it is to plead the fifth. >> as you said, it does not mean guilt. >> correct. >> it does mean evidentiary basis to move forward. >> what this shows is there are a series of long-term investigations that the special counsel believes can move forward. when you call a grand jury, you

are looking for a number of things, but basically seeking to find probable cause. we're a long ways off from there. when you subpoena witnesses, it's done continue secret. so any leaks or information we're finding out usually come from the witnesses that are called before the grand jury. so i think we're in for a number of months before we find out any information from the grand jury, but i think we can say that this investigation has gone beyond the initial scope and we shall see what happens next. >> are jurors sequestered or can they go home and live their lives normally? can they talk to the press? >> generally they can live their lives normally. their names should not be identified publicly. but they can't talk to the press. and so any leaks that come out -- and they wouldn't even be technically leaks. if a witness or recipient of a subpoena decides to talk about

it, they're generally permitted to do so. but the government attorneys and members of the grand jury themselves, are not permitted to talk about what goes on. >> but a witness can. >> correct. >> so they can talk to us, for instance? how would that impact the investigation? >> generally a witness is permitted to talk about it. there can be some rare cases involving things like national security when they might not be allowed to, but for the most part, a witness can talk about what he or she testifies to and that's sometimes how the information comes out. the fact that the grand jury is being utilized, that may have come out because somebody could have received a subpoena and decided to object to it. it doesn't necessarily mean that anybody on mueller's team or anybody on the grand jury is leaking. >> and grand juries generally last 18 months. based on the feedback from your podcast audience, is america ready for this?

>> i think the backdrop of this grand jury is reminding people that a january report from our intelligence agency shared that there was russian interference in our election and that was the backdrop of the beginning of the mueller and the fbi investigation. on mueller's team, you have some of the best and brightest who have background in criminal law and national security. and so i think what the american people want to find out is what role russia played in our elections and was there any collusion with this administration and members who were associated? and i do think that will help the american people moving forward and to prepare our defenses for elections that we have even this year in 2017, 2018, and 2020. >> not knowing where this road will lead, what are the key aspects of mueller's investigation as of now?

>> there are several things. right now, as i understand it, he picked up any investigation of general flynn and manafort. and that meeting that don jr. had last summer is a focus. so mueller and his team will look at all of this and figure out if there was coordination between the russian government and anyone in the trump campaign. >> michelle, any final thoughts from you? >> the american people want to understand the extent of relation ships and this is about protecting the sovereignty of the united states and this is something we all should care about. >> do you think that the americans will hold their thoughts and wait for the facts to be laid out before deciding what they think happened?

fair last month killing a man is speaking out about the cause of the official. kmg officials say excessive corrosion on a support beam caused the thrill ride to fail. company leaders visited the site and conducted tests on the metal parts. 18-year-old tyler jerrell died after he was tossed in the air when the ride broke down. the makers of the fireball shut down similar rides after the accident. >> senate majority leader mitch mcconnell said he's open to a bipartisan solution to healthcare. this. a the senate failed to pass a repeal last month. ohio governor and former republican congressman john kasich said there are still major hurdles. >> democrats will have to get to the point to say, let's let the market work and bring down the cost of health insurance.

and republicans will have to admit that there will be a group of people out there that will need help. those are some philosophical differences between the parties. if you have a good spirit and realize that the system is beginning to meltdown jeopardizing healthcare, i'm hopeful we can get there. >> is this possible? joining us with reaction, campaign director strategist and host of blaze tv. i know you are no fan of a compromise. >> no. i'm not interested in working with the democrats on this. the republicans promised something to the american voters. they said they would repeal back in 2010 and came up with this replacement thing. we sent them there to do a job. i'm pretty upset about it. i don't want to work with the

democrats on it because we disagree on this approach. they still want mandates. they ultimately want a single-pay healthcare insurance system, and so i'm not interested in working on that. i want them to do what we sent them there to do. >> democrats are there. democrats are at the table and have been from the beginning of this process. the piece that mcconnell is talking about is necessary to stabilize the markets. and that the democrats can go further is to entice insurers to go back to markets they abandoned. democrats want to get people insured and want them to be competitive plans. democrats understand the law is not perfect, but it needs to be fixed. the reason that -- >> but they don't want to repeal. >> no, they absolutely don't. >> the american people do, though. >> what is the worst that can happen if the two sides talk to each other?

>> it will be a back door deal, a bipartisan measure, but it's not what the american people want. we have to remember, part of the reason why donald trump won is because people were so fed up with their insurance prices because of obamacare. and just imagine when the mandate kicks in. a lot of people want to pay the penalty instead of getting health insurance. that's a problem. there are problems that exist and we disagree on the policy changes on this bill and i don't see it moving anywhere. i think it's another show in washington. it's insulting for politicians to go on vacation and the american people are suffering because of healthcare. >> and the clock is ticking. emily, there's a question mark about government subsidies for insurance companies. it sounds like any deal would

involve a narrow bill, a short-term fix, but they're talking about a deadline of late september. >> there is. that's a bit of a deadline when payments need to be made. republicans need to govern. they need to show that when they're in control of the house and presidency, they control the government. or are they stuck on political promises that they've been making that are empty. the american people didn't want 22 million, 16 million people left uninsured or their premiums to go up by 20%. that's what would have happened under the republican bill. so they should come to the table and make a deal. >> you are talking about the cbo report. what it does not mention is that the bill would not force american citizens to get the healthcare. that's why the uninsured would go up. people should be able to choose if they want insurance or not.

you want to force things down american's throat. >> lawrence, that did seem to be a major concern for lawmakers, the millions of voters that could be left without any insurance, even some republicans reluctant to repeal this bill. >> a lot of these senators and house members voted for repeal when barack obama was in office and now all of a sudden they have amnesia and they don't want to vote for the same bill that they put up back when president obama was there. the american people see that. the same voters that got the republican the senate in 2012, these are the same issues we were fighting against back then. why did they vote for it then and not now? >> emily, is it fair to say that at least some democrats would agree that obamacare needs work? >> i think everybody agrees that obamacare needs work.

i don't think anyone would say otherwise. that's why democrats are coming to the table, to stabilize the market and entice insurers back into markets that they've left. and i really hope there are enough republicans that are willing to come to the table and have the negotiations. look, democrats cannot do ton their own. republicans fully control the government. it's up to them. >> if you want to come to the table, how about we start fresh. how about a brand-new bill? >> that's what they voted on last week and failed. >> the democrats don't want a fresh start. they don't want to repeal obamacare. >> no. it would leave the markets unstable and millions of people uninsured. that's what they voted on last week. >> lawrence, your point is that many lawmakers were elected to repeal obamacare. >> that's right.
