asked if he thought it was time for mcconnell to step down. >> if he doesn't get repeal and replace done, and if he doesn't get taxes done, meaning cuts and reform, and if he doesn't get a very easy one to get done, infrastructure, if he doesn't get them done, then you can ask me that question. >> jon: we have live fox team coverage. we begin live in washington on the president's high-stakes feud with senate majority leader mitch mcconnell. >> the majority leader mcconnell continues to take heat from president trump, who did not like the top senate republicans assessment that the president had excessive expectations for wanting obamacare repealed within 200 days. president trump said he wanted it repealed and replaced in one day. >> i get there and i said where is the bill, i want to sign it, first day and they don't have

it. they passed repeal and replace, but they never had a president so it didn't matter. >> the president has to decide whether or not the white house will keep making payments to insurance companies to keep them on the obamacare exchanges. house republicans sued the white house to go years ago because they think these payments are unconstitutional and president trump may soon do away with them once and for all. or something else health spa makers are doing right now, trying to get speaker ryan to let lawmakers vote on a bill that repeals obamacare and gives lawmakers to go years to fix it. >> the same exact legislation we passed 18 months ago, we all voted for, we want to bring this to the floor. our leadership won't do that, the only way to go around them is to start gathering signatures, when you get the number of signatures that comes up for a vote. we will start that process in just a few minutes on the house floor.

>> we still haven't heard from majority leader mcconnell about the president's criticism but he's got his handful when he gets back from recess. of the limit is coming up september 29th and the government only has enough money to pay its bills through octobe. >> jon: here we go again. thank you. president trump issues a new warning to north korea, today tweeting that u.s. military solutions are locked and loaded, should a pyongyang act on wisely. >> melissa: meanwhile, china has a message of its own for the u.s. live in london with moore, greg, what is the message? >> it is still a war of words but some key players are now picking sides just in case, one very key player, north korean neighbor and strong ally, china weighing in via an op-ed in a semiofficial newspaper today. if north korea strikes first,

according to this article, even if the u.s. retaliates, china should stay neutral. but ominously on the other hand, if the u.s. and south korea stage of a preemptive strike, china "will prevent them from doing so." remember what kind of offensive role china played in the korean war back in the '50s. and things have been heating up in part due to threats made by north korea to send missiles in the direction of the u.s. territory island of guam, b-1 bombers are based there and have done flyovers of the korean peninsula. one other regional neighbor weighing in today, australia a strong ally of the united states, its prime minister coming out and saying that that country will stand shoulder to shoulder in the u.s. in the event of war. very much in the line of fire, south korea, another u.s. ally

saying today that its troops should be on heightened readiness and that defense ministry confirming that u.s. and south korea joint military exercises will go on a scheduled later this month, that is another thing that has gotten north korea upset. the government of kim jong-un cannot go a day without having their own rhetorical outburst, in another piece in another statement, they said that the u.s. is the real mastermind of the nuclear threat and that president trump is driving the korean peninsula to the brink of nuclear war. their words. one final note, the associated press two hours ago is mentioning something else, that there has been a diplomatic talk between north korea and the united states over the past several months, a back channel between at least two code diplomats, mostly about americans who have been held in

north korea but of course the hope is that perhaps this is a channel that could be revived to try to tamp down all the war talk. >> melissa: i ask you, you have covered this for so long, i know you have been to pyongyang as well, does this feel like a new chapter to you? does this feel different or more serious? >> it certainly seems more detailed with this heated rhetoric for sure. we were just chatting about that at the bureau, this is an everyday thing with north korea, they seem to be sending one city in the united states mainland or another up in flames every other day. but in talking to contacts that i have from my experience on the korean peninsula, they say the specificity of the threat made by north korea against piece of united states territory is highly unusual and almost seems like they are in the forward

the hvac systems at the white house. is he making his point? this is a not a dog days of aut for him. >> right now we need a president that is leading, not tweeting. we are clearly seeing rhetoric that is incredibly damaging in all aspects. when you are putting out messaging to north korea that is leading to an immediate crossing of the redline because of that rhetoric and president trump doubling down on that, his own administration and senior staff are trying to walk it back, it is incredibly concerning. we need diplomacy and a conversation around a better deal. the president has been talking about how mitch mcconnell should get back to work, the president should get back to work and try to have dramatic relation so we are not having conversations of warfare. people need jobs and support and education on the ground, they don't need more reckless tweets. >> jon: he has quite a few

generals and his administratio, he's got general kelly, h.r. mcmaster, general mattis at the pentagon. do we really think his threats are over the line or empty or advancing the danger? >> i think what you are seeing from this president, you have seen for many presidents in the past, when there is a threat america's response is peace through strength, what we are hearing from this president, we heard yesterday in the press conference, which is not really a staged press conference. maybe that is refreshing for change, these are like lightning rounds, the questions are coming hard and fast and so are the answers. the president made a lot of news yesterday, not just on a north korea but he also made in terms of making sure america understood the opioid crisis is

a emergency that we are going to treat as an emergency. he made it clear to mitch mcconnell, may be mitch mcconnell doesn't want to hear this, but the american people do. they want to see things happen in washington. he did all that is not by having staged responses are trying to respond to leaks, you might say he is saying instead of trusting in leaks, ask me. i think for the first time in a long time, this president is giving answers that americans are looking for, whether they like them or not. >> jon: it is said that his own press secretary sarah huckabee sanders said last question and he went on for another 10 minutes after that, he clearly enjoys engaging with the press. >> it is not just about engaging with the press, it is reckless when your own chief of staff and others in your administration can't walk back your comments

and you double down on them. this is not a game, this is not about some casual enjoyment, this is about leading and being a president for all americans and being the leader of the free world. you think about the rhetoric even the last few days, president trump had the audacity to actually think vladimir putin on expelling diplomats. and saying thank you, not only would it not bring costs down but families have to tell their children they are going to have to go to different schools. this is absolutely reckless, that is why we talk about a better deal. this is not just saying why trump is bad, it is saying why we are good, why we are fighting for better jobs and education opportunities and why we as a democratic party are saying we have to have diplomatic relations. you cannot continue to tweet, you need to lead, that is a kind of presidency we need. >> jon: we are going to have to leave it there, thank you.

a path towards military conflict, is that right and how come? >> i think we are heading down a path, starting at the beginning of negotiations, we've got about four different scenarios here. one is we ratchet up sanctions to north korea. that is why you see north korea acting the way they are. i assume they feel threatened, they should because they have been taunting not just us but south korea and japan and now they are taunting guam. if you look at a chronological timeline from when they started this, we've seen the progression becoming more and more aggressive. then they threaten the united states. what we want to do is have the sanctions and give them time to work, you have the u.n. come out with 15 members unanimously saying we are going to put the sanctions on, let the sanctions work and i think north korea, they have the choice to make and they are going to dictate what response not just us but south korea and japan and

australia will respond to this. >> melissa: it is hard for me to understand what exactly it is you are negotiating for. it seems like they would need to give up their nuclear weapons in order for anyone to feel like they could back off the situation and i don't see that scenario happening. the kim regime has said that they won't do that under any circumstance, what is it you are trying to negotiate for? do you actually think they will give up the weapons? >> i have not heard any preconditions. we want to come to the table. they are were the ones making the threatening gestures, they are the ones that blew up a south korean vessel. >> melissa: what could they say that would make you feel like this is over, they are not going to use them, they are going to stop making them, hand over what they have, what is the goal? >> of the goal is to stop the aggressive nature, they are the ones that are threatening to blow us up, we are not threatening to blow them up and the nuclear proliferation, think

about what they are doing. they are going against u.n. security sanctions, they are breaking them by the simple act of doing the nuclear deck detonations we know they have done. they are the ones breaking the u.n. security resolutions. china has a very active role in this and china has been complicit to allow north korea to get where they are. >> melissa: it sounds like you would be satisfied with them keeping the weapons as long as they stop threatening assam stop testing them? >> i am not saying that at all, i do not think they need the weapons, the weapons should not be in the hands of a dictator like that. >> melissa: so they would need to give them up? >> i am not going to say that either. that dictator, the previous administration wanted regime change, i have heard the president say we do not need regime change, we need to come to the negotiation table. he needs to worry about regime change coming from his own

>> there are american military observers aboard this russian spy plane but officials say russia does not reciprocate and allow the united states to fly over moscow. recently secretary of defense jim mattis said russia is not living up to his end of the deal. >> the u.s. believed that russia is in violation of the treaty, we are meeting on that issue, i have been briefed on it and we will be meeting with the state department and national security staff in the very near future. there certainly appears to be violations of it. >> many americans were alarmed to see a russian spy plane flying low over washington, d.c., and president trump's golf club in new jersey this week, part of a three-day series of flights over the united states. the u.s. military uses spy satellites for its intelligence. many think russia is taking advantage of this treaty to collect more intelligence than they should.

plane over washington, d.c., it would get potentially shot down but a russian spy plane, come on in. >> melissa: very interesting. >> jon: president trump is facing new backlash after thanking vladimir putin yesterday for expelling hundreds of american diplomats over new u.s. sanctions. >> i want to thank him because we are trying to cut down on payroll and as far as i am concerned i'm very thankful he let go of a large number of people because now we have a smaller payroll, there is no real reason for them to go back. i greatly appreciate the fact that they've been able to cut our payroll for the united states. >> jon: some of the state department do not share the president's opinion, joining us now, institute fellow and former policy advisor, and former policy advisor to the obama campaign and a former state department official. take on the president's comments, what did you think when you heard them?

>> the president's comments are seemingly innocuous but it is important to put them in context. these comments come after the u.s. passed a new sanctions against russia, though sanctions were passed in order to punish russia for its interference in our election, its attempt to manipulate our election and its aggression in europe and expansionism in europe. it is important for us to push back on both of those things, that is why it had overwhelming support in congress from both republicans and democrats for the sanctions. in retaliation for these new sanctions, which are important, russia has said it is going to expel u.s. diplomats. instead of pushing back on that, president trump seems to be applauding and cheering that move. that undercuts the policy behind the sanctions and it really surprises me given the great reporting you just showed on the concerns that our military and members of congress have about russia, that trump is the only one who can't seem to find any criticism about russia or

vladimir putin. >> jon: how do you see it? >> the way i see it is the president's response took the wind out of the sails of vladimir putin, in the past every time he would do somethin something, there would be this sternly worded statement saying we object to it or we didn't like it but it didn't really have an effect other than to be gratifying to moscow but here we have the president saying you know what, fine. it looks to me but like he was being tongue-in-cheek but he wasn't giving that to russia, find, take it, we are cutting staff. it also has the effect of doing with the president likes to do, poking at the people who think there is this narrative to be had about the president collaborating with or colluding with the russians which i think is silly at this point. the sanctions are having an effect, that is what we should care about, it doesn't undercut the policy, the sanctions are in place. >> jon: the former u.s.

ambassador to russia doesn't think much of the president's response, here is what he wrote in a tweet. "that donald trump raised putin today for cutting our embassy in russia shows that he doesn't understand diplomacy, imagine wanting to know less about russia's military modernization, that is what trump prays today." is it the case? that by losing these diplomats we are actually losing spy services? >> of course not, this is several hundred employees, many of them russian, a lot of them working on not spying, they are there to help the embassies. again, i think that is an overstatement, hyperbole and i wish these former obama officials and people who work at the state department would show some ire and frustration with russia and not the president as he tries to deal with this.

we have a lot of crises going on across the planet, he can't have hot spots everywhere in terms of the rhetoric he gives back. we are dealing with north korea right now, he can diffuse the situation with russia and move on while these sanctions are still in place, i think that is a smart policy and i like that the president isn't sticking with these approved talking points like every other president has in the past, he is just responding the way he thinks is best and i think that it also speaks well to the president. >> jon: he seems to be saying, it is water off our backs, if you want to get rid of those diplomats, fine by me. is there perhaps some value in that approach? >> rebecca seems able to spend any comment by president trump no matter how aborted as being okay, it is not okay. as the former u.s. ambassador to russia points out, this hurts our ability to monitor russia and monitor an adversary doing things that are provocative towards the u.s. and are hurting u.s. interests and

president trump needs to be a commander-in-chief and step up and push back against russia, he seems utterly incapable of doing that, this is not a joke. russia has invaded ukraine, moving troops along the border with several of our other allie allies, it intends to expand in europe and we need to push back, we should not be undercutting sanctions that have just been put in place, we need to strengthen those sanctions and follow up with the rhetoric and push back on russia and president trump seems utterly incapable of doing that and you can't spend that as a positive in any way. >> jon: how would you have responded? >> i would not have responded that this is improper, that it is not a okay response to what we are doing, that russia should change its actions as a result of our sanctions and take the sanctions seriously but it shouldn't retaliate against us when we have every right to do that. russia should apologize for trying to interfere in our election, it should assure us it

will not interfere again, it should pull back its troops from belarus where it is doing military maneuvers that are provocative, it should ensure the people of europe that it intends to respect the sovereignty of countries like ukraine, and like our other nato allies. that is what we should be pushing. >> jon: let me give rebecca a chance to give her response. >> i would just say, though several hundred people are there to stop russia from doing all of this, why did russia invade ukraine, why did russia violate the treaty, why did russia continue to conduct these nuclear war games against united states? all of this on president obama's watch while those 700 supposedly earth shattering diplomatic staff were there. we are in the middle of some really high-stakes stuff right now across the globe and i think president trump handled the situation perfectly, he didn't give vladimir putin the satisfaction, moving on.
