3:00 here in new york. i'm bill hemmer in today for shepard smith. locked and loaded. president trump says that his military is ready to strike if north korea acts unwisely. kim jong-un's regime warning that president trump is driving that standoff to the brink of nuclear war. now leaders of countries like russia and germany are asking both sides to dial it back. president trump tweeting today, military solutions are in place, locked and loaded should north korea act unwisely. hopefully kim jong-un will find another path. today north korean state media warning this: "it's ridiculous that the u.s. war mongers are unaware that a single shell dropped on the korean peninsula might lead to the outbreak of a world war. we consider the u.s. no more than a lump which we can beat to a jelly any time." we will take you live to the president's event this hour as soon as it begins to hear comments if they come up regarding north korea.

meanwhile, japan reports they began moving their missile defense system due to a possible strike near guam. north korea has announced they're in the final stages of getting ready a plan to launch missiles over japan into the waters near guam. that island home to more than 150,000 americans, several u.s. military bases. about 2,100 miles southeast of north korea. said to be in range of that country's missiles. we're going to begin the hour with rick leventhal not far from the president's summer white house. rick, hello. >> hey, bill president as you mentioned, we might hear from the president. the press pool is in the clubhouse at bedminster where the president has an event scheduled. there's a reporter there. the president has not held back. three times with pointed remarks blasting his counterpart in north korea and telling him that the u.s. is ready to strike and his tough talk was backed up by

jim mattis this week who said that kim jong-un's military is overmatched. american forces are said to be battle ready. there's no indication that this will get past the statements and punches and counter punches we've seen being played out. yesterday afternoon, a reporter asked the president about his threat was a dare. >> is that a dare? it's a statement. it has nothing to do with dare. that's a statement. he's not going to go around threatening guam and he's not going to threaten the united states and he's not going to threaten japan and he's not going to threaten south korea. no, that's not a dare, as you say. that is a statement of fact. >> those comments came after the president's security briefing yesterday afternoon that was attended by h.r. mcmaster and john kelly. the president, as you know, bill, said they're all on the same page on this one.

>> bill: he's holding a meeting with two of his top advisers what more do you have on that, rick? >> we know the national security adviser has been there today. they have been speaking with the president. he's been speaking with the president and has a meeting scheduled a couple hours from now with the secretary of state and nikki haley. rex tillerson has just spent a few days in asia. he was actually in the room with his north korean counterpart and an a.p. report that back door discussions are being held between the u.s. and pyongyang. nikki haley has been instrumental in getting the economic sanction as proved by the security council. today would be an opportunity for the president to get briefed on all sides of the north korean dilemma, bill, the diplomatic angle, the sanctions angle and his military advisers are there as well. >> bill: thank you. rick leventhal, bridgewater, new jersey. i want to bring in chris wallace

from "fox news sunday." good afternoon. saw you earlier today on "america's newsroom." we met again. think for just a moment, phrase this perhaps in the frame of what president trump's position is at the moment. as commander-in-chief, the first real international test of a relatively young presidency. how he manages this will go a long way quite possibly toward other matters around the world, be it with iran or elsewhere in the middle east. how do you then pull yourself out of a situation or, as he said at one point, negotiate your way out of this matter with north korea? a way where other people say, you know what? he stood up to him. he was tough. we cannot take a similar chance. what do you think about that? >> well, certainly the whole world is looking as i completely agree with you, this is the most serious foreign policy test that the president has faced. of course, he did launch those cruise missiles into syria after

the chemical weapons attack there. that was his first use of force, this is a much bigger situation involving the possibility of a nuclear confrontation. you can be sure that other nations, allies and adversaries are watching. there's a possibility for a tremendous success or conceivably for a possible setback. when you look at the way other presidents have handle north korea, we've tried sanctions, engaging china, direct party talks, six-party talks and none of it has worked. we're now closer to a nuclear icbm-armed north korea than we've ever been. so you may say the tougher rhetoric from the president to impress the regime and to impress the regime in beijing. the flip side is setting red

lines. he said a red line if they do any more threats, we'll respond with fire and fury. now he says if they launch missiles towards guam, those will be a response. those are red lines. north korea has gone ahead with threats. let's see if they go with this planned missile test towards guam. if the president doesn't respond, people will wonder is it like barack obama who set red lines and didn't enforce them. so the whole world is watching to see how this president handles this situation. >> this weekend will tell us a lot. probably won't tell us everything. certainly if it's calm, that would be a good indication that things have dialled back. when you mentioned the fire and fury line, fire, fury and power, a lot of people jumped on the president. they did not consider what james mattis is said. they talked about the destruction of the regime and

the destruction of its people. it's a stronger statement. he's saying to kim jong-un, if you make a move you will be destroyed and so will many men and women that live in your country. >> the one different is the fact is one is by the secretary of defense and we expect them to speak in more military terms just as we expect a secretary of defense and tillerson has been doing that this week in speaking more diplomatic terms. when you hear it from the president of the united states and i have to say i have never heard that kind of rhetoric before from a president, same will say that is good that he's speaking in a tougher way than presidents. then somebody cared it to harry truman after the hiroshima bombing warning the japanese to surrender or he would drop another bomb, turns out that we did, it's a pretty apocalyptic moment to compare it to. this is unprecedented in 50 or

60 years and got people's attention. >> bill: some of the indicators are the stock market. look what the dow is doing right now. it's barely moved for the day. yesterday around this time when the president took his press conference, it moved quite a bit. i wonder what investors are seeing about this. normally when north korea would make a move like this, you'd probably see more movement. it has not happened. i'm curious why. >> well, far be it from me to predict or explain why the stock market is doing what it's doing. it took a sharp dip yesterday. it's not today. one of the things that people talked, there would be other signs that we might we'll see if we real will were headed to a military conflict. there's hundreds of thousands of americans, troops and dependents and people doing business in seoul, south korea, which is on the front line.

one would think if we were close to a military confrontation there would be a move to evacuate u.s. forces from there. would there be a move to evacuate nonessential personnel from guam, which is in the firing line. there's nothing of that sort. while there's very inflammatory rhetoric, there's no steps on the grounds that indicate we're at the precipice of a military confrontation. >> bill: cornell north said you have to convince china that you're serious. i imagine that message is through. you look at a stat editorial in china, china said if you fire the first shot, you're on your own and we won't back you up. >> if they fire the first shot, there's a military confrontation. the more important point is to try to get china to do more to squeeze north korea and clearly the president not satisfied with

what he thought were promises he got from president xi. there's a question that we have to consider, does china have that kind of control? kim seems to have made a calculated decision the only way to ensure the security and survival of his regime is to have a nuclear-armed icbm-armed north korea. you look at what has happened to saddam hussein or what happened to moammar qaddafi when it turned out they didn't have nuclear weapons, they ended up dead. he may have decided i don't care what beijing does, i don't care what president trump does, i'm going to get a nuclear armed north korea. >> bill: thanks, chris. >> you bet. >> bill: join him on sunday a lot more on this north korean threat. cia director mike pompeo will sit down with chris and

criticism of north korea for the state he came home in, the talks continued. they have touched on matters and on the broader terrible state of u.s. north korean relations. we can assume that must mean nuclear matters as well, though, you know, officials and people that know are being very cagey about what exactly has been discussed. >> bill: okay. you mentioned joseph un. tell me about un and the channel. >> so he's an experienced well-healed diplomat on asia matters. he's been in a leadership at the state department on asian matters for a number of years. he's been meeting regularly with a senior diplomat at north

korea's u.n. mission. they have been, you know, communicating in different means every few weeks or whatever. you know, on a regular basis. sometimes it's just messaging, sometimes it's deeper conversations or exchanges of information. >> bill: rex tillerson's involved in this deeply as you also know. would he have said or referred to as we can start negotiations, but you have to stop firing missiles and end the testing. what do you believe based on your reporting ultimately north korea wants from this? is it money or is it something else? >> i think north korea has bigger goals than money or in the past it was food aid. their nuclear program has advanced so much in the last year that the old proposals of food or loosened sanctions would

>> bill: as tensions rise between the u.s. and north korea, thousands of american and japanese troops are joining forces for military exercises. u.s. pacific command put that word out today. they say they planned the drills before the latest threats from the north. they're set to run for two more weeks. they're called using a so-called high mobility artillery rocket system. this is video from a recent test a few months ago. one commander says the exercise are getting troops in ready in case a real-world scenario curbs. that is very real in the territory of guam. north korea threatening to launch the missiles possibly sometime this month. william la jeunesse has traveled there. what are they saying about this

jobs in the future. i also want to thank ivanka, my daughter, for her leadership on work force training and her efforts. she's working very, very hard to create new economic opportunities for women across america and actually for women across the world who have been working with the chancellor of germany on helping women all over the world. in the past seven months, we've made enormous gains in getting americans back to work. the stock market is at record highs, unemployment is at a 16-year low and manufacturers never expressed more optimism about the future. the optimism has been truly incredible. recently, foxconn announced they're going to invest $10 billion to build a new factory in wisconsin. we want to make sure every job that comes to our shores is filled with american workers. we have a lot of companies moving back to our country. you'll probably see that. two major automobile companies

nuclear. we don't want to talk about progress or back channels based on that report that we mentioned ten minutes ago from the a.p. and back channels that have been established for several months. for the locked and loaded comment, we're looking at this carefully. china urging pyongyang and washington to speak and act with caution. those words from the chinese foreign minister. a state-owned newspaper says that china would help north korea if the u.s. launches a preemptive strike, but not if north korea fires the first shot. i mentioned president trump treating earlier today, the u.s. military is locked and loaded if the dictator gets out of hand. while the regime warns the two nations are headed to the bring of nuclear war. rich edson following this live. good afternoon to you. what did the russian foreign minister of affairs say about this? >> the reaction from much of the

world and the counter parts of the president and the secretary of state is for the rhetoric to calm down. you've heard that go back and forth between the white house and north korea the last couple days. the russians are asking for that. sergey lavrov says the rhetoric in washington and pyongyang is starting to go over the top. we hope and believe that common sense will prevail. my personal opinion is when you get close to the point of a fight breaking out, the side that is stronger and cleverer should take the first step away from the threshold of danger. you heard the president mentioned angela merkel's comment. she said the rhetoric is not contributing. she would like to see more action at the u.n. security council. an then there's the chinese. he's saying rather than relapse into the old path, the rhetoric should dial down. bill, you mentioned this piece in a chinese state newspaper

big mistake. >> bill: jessica? >> i agree with evan's assessment. i add that nikki haley is a critical piece of this and she will be meeting with the president alongside his cabinet secretaries. so i'm hopeful there will be no military conflict there. it's nerve racking to be hearing this kind of language from both sides and this is certainly a unity moment. this has to be somewhere where everybody steps back and realizes the seriousness and severity and cool our jets. >> bill: from another time. >> yes. >> bill: i mentioned this to chris wallace about 30 minutes ago. the markets are not reacting to, this the dow could finish off in positive territory today. do investors not believe this is real? >> let's look at the facts that the north korean missiles. they have no real targeting capability. they have the ability to fly very far and they have gotten to the miniaturization stage. they have 60 nukes.

tara mueller. nice to see you. this is fascinating. it's so secretive. how was this man in maryland caught? >> it's fascinating but unfortunately it's not surprising. we've seen this happen repeatedly. isis overseas and home grown individuals or cells using online platforms for financing, using it for these type of exchanges and using it for online propaganda. this is one of the main tools that has made isis successful. it's not going to get better. something that we need to crack down on from a law enforcement side and private companies have a huge role to play in this. >> bill: it comes back to them in many ways. but more and more -- i mentioned paypal. they also use bitcoin and other systems of payment that are difficult to track, which makes the job of investigating and stopping it that much more difficult. >> it is. it's extremely difficult. fortunately in this case, we're talking about thousands of dollars, not hundreds of thousands or millions. when you look at this in terms of the money being raised by

isis through smuggling or oil or banks that they have taken money from in iraq or syria, it's a small drop in the bucket. but it's allowing to get the money to the united states potential for use for an operation. it's unclear if there's a specific plot. having said that, investigators have say it's like finding a needle in a hay stack what needs to happen here, there needs to be intelligence sharing between law enforcement, passing names of individuals on ofac, sanctions lists, should these companies know the names of the credit cards associated with the people, the companies that are making these exchanges a and the companies need to take action. it seems e-bay and paypal have been cooperative, but this is something that you need partnership between the private sector and law enforcement on similarly in online platforms like facebook, twitter and youtube need to crack down.
