virginia. >> we saw escalation in the tension again just a few minutes ago because the white nationalist groups have moved over on the outskirts of the city of charlottesville. white people who are the victims of violence in this country at the point he was saying that one or two or three or four antiprotestors had arrived and a brave young woman went into the crowd and started yelling at them, brave only because she was completely outnumbered, the shouting match erupted amongst them and broke apart and everybody has moved back a hundred yards away. from my understanding they have no further plans so appears that they are sort of absent mindedly idling here with nothing to do which may in and of itself be

slightly dangerous because there's tremendous anger on both sides. an example of it right there. i don't know if you heard that. that's where things stand right now. >> i did hear that. specifically can you repeat what he said to you? >> he said white people rule, there's a lot of that here. it's a really tough situation to be in and listening to that sort of stuff and you see why violence breaks out because people cannot contain their emotions in the face of that kind of talk. >> yeah, the words do matter. governor declared state of emergency there in charlottesville, doug, let's get the backdrop of where charlottesville is. this is a community that's very much involved in education and known as one to have happiest cities in america. it becomes a place of speculation of how far would this violence go, be brought to

the end with the tones of racial bias and racial tensions. >> you know, the city is many aspects the epicenter of the dilemma. it's where we now stand. a couple of miles from the university of virginia, virginia college built in large part by thomas jefferson which home monticello3 miles, one of the founders, signers of the declaration independence, a revered figure in america and also a slave holder. that fundamental dichotomy comes right to roots and helps to explain the anger that we are seeing on both sides. kelly: very sad to see this unfolding, doug, what are the antiwhite nationalist protest groups, what are they saying? you understand they are angry, they don't like what they are

seeing, while i say that they don't like what they are hearing, the stuff that we heard on the air a few minutes ago, having said that, amongst them are also people who have been bussed in, i have a business card of one group that was from out of town, a lot of these people apparently don't know their way around charlottesville very well, they are not locals, we heard a lot of speculation in campaign season and going into year 2017 that a lot of the protestors are paid protestors or organized or well fed by various groups, shady groups. there seems to be evidence of that here as well. kelly: doug -- >> it's hard to say at this point. you know, you see people wearing antigarbs, passing occasionalists and you hear spurts of nasty words exchanged between the two, it's tense and i would not be surprised to see further examples of violence but where and when, i don't know.

>> yeah, doug, stay safe. bring us all the details and you have been reported all morning and afternoon, we appreciate your efforts there. the local people, how are they responding that this is happening to their city? >> well, know know for a fact -- let's turn around. what do we have over here. a fight breaking out. our camera who always goes right to the heart of the battle is running in that direction right now and i'm following. but this is the kind of scrimmages that we see erupting all over the place in town here and because a lot of these guys, a lot of the white nationalists are quite literally packing heat, there's an open-carry law. i don't know if you saw the interview with the gentleman who had his 9-millimeter block on his hip. at one point does the person feel life is threatened and shots are fired, lots and lots of cases where faces are being bashed in with fists and sticks, in fact, i saw a guy getting

into a van while ago whose head was badly, badly bandaged. this woman right here is a member of the counterprotest and you are going to have -- [inaudible conversations] >> you will hear bad words. stand forewarned. >> we have a right to be here too. >> we can compete in jobs, we can compete in the army, we can compete with our friends. your brain -- just because you have muscles doesn't mean your brain is better. >> that's an example of -- the example of the kind of tension you're seeing that has nothing to do with robert lee, she's talking about women's rights. it's in the context of the political divide of the united states of america that we are seeing things happen and charlottestville, virginia is the epicenter. kelly: keep us up to date in the

form of developments unfolding there and we will see what's happening in charlottesville or anywhere in that matter. just should not be. >> doug is reporting from charlottesville, thanks, doug. >> for more on this i want to bring in ed davis, fox news con trin outer, ed, thank you very much for talking to us, the unrest in virginia while extremely disturbing, it's also extremely dangerous. law enforcement there are up against a very difficult task as these violent protestors are literally getting out of control. you see them attacking each other and as we just talked about here on the air, they do have the ability to legally carry a weapon, we've even seen protestors carrying weapons if god forbid this were to get out of control, how do law enforcement try to tame a crowd that's armed some of them? >> well, julie, it's extremely dangerous situation there. as you say, the open-carry law

certainly complicates things. >> you have people on both sides of this that are upon violence. it's unfortunate to see it. the police end up in the middle of it, literally, they try to separate those crowds, keep them apart from each other and when this big location where the police in attendance -- i want to interrupt you, i'm just explaining to me viewers what we are watching right now here. this is where the car crash happened. i'm sure you heard that there was a car basically plowed into a car, there's still investigation ongoing, they were taking somebody away in handcuffs, but this is just another example. we are not only talking open carry, we are talking vehicles that are potential deadly weapons and anybody can ram into any of these crowds and kill and at this point there have been many injuries, some of them furious, nobody killed yet but how do they prevent people from being killed. it's been deemed unlawful by local officials.

anyone who participates in the unit rally, it's a bheern, -- misdemeanor. >> that's exactly what needs to happen this point. national guard and state police and the charlottesville police department, you see fighting like this and multiple locations where this stuff is occurring, then it's time to stop to put people into custody and take the agitators, the real activists on both sides, put them in custody until this cools down. tragic thing here is this could go all night, if it goes into the nighttime hours you will see fires and everything else. very dangerous situation right now. >> the president just tweeted again, i'm in bedminster for meetings and press conference on

va and all that we have done and are doing to make it better, but charlottesville, sad. is the administration doing enough to try to curtail the violence, to try to, i suppose, speak directly to those white nationalists that like to call themselves it is alt-right movement, let's be clear here, it's not an alt-right movement. it's a racist movement, some of these people, demonstrators and some of the organizers behind the rally, in fact, rallied outside the white house yelling hell trump. this is not an alt-right movement. this is a down-right hate movement. so what does the administration now need to do in order to try to communicate to these people because a lot of the people voted for this president and for some reason feel that by voting for president trump this is somehow acceptable? >> right, and you see these terrible groups like the ku kluz klan involved in these kinds of things. you really need to speak out against them. the president has been doing

that today as the vice president calling for peace and making sure that people understand we can want say enough right now condemning the activities of these groups and the violence associated with it. but right now this is this is a problem that the government can control of by declaring state of emergency and putting state police and national guard in there and it's up to him to knock this down. that needs to happen. >> absolutely. and the president has done plenty this afternoon, at least to try to calm the, you know, matters out there. i'm not really sure there's much that the president could say at this point to try to reel a lot of people back. we were hearing some counter-protestors arguing with protestors, they are not even talking about the actual issue at hand, they are arguing over women's rights. i mean, this is basically equality and this is what it comes down to. aside from the fact that people

are walking around saying white rules, it's all about equality, whether you're white, black, you're a woman, it seems to me that at this point the country is being given this horrible initiative or directive that this sort of behavior is acceptable. i mean, we are in 2017, this is the united states of america. this is -- this is a country where, yes, you're allowed free speech but this kind of hate, we have -- we have come so far, how do you correct all of this? and i suppose, is it even possible or people need to get this out of the the system and spend time behind bars before they realize it's unlawful and despicable. >> right, i agree. there's no question that people are getting this out of their system today. this is a divided country and in the streets of charlottesville.

you know, the police are in a tough situation right now because there's been so much criticism of any use of force that they are holding back as much as they can, not wanting to play in the hands of demonstrators that want to be seen as victims in these situations, so you know, it's a very tough situation but the police actually been doing a great job today and they've been staying on top of this thing, appearing as soon as trouble starts and knocking it down. i think it's time to start arresting people. >> by deeming this unlawful assembly, which was declared for the rally at emancipation park thark was tweeted by the charlottesville city authorities there, that essentially means that every person that participates, you arrest these people and go to jail for how long, what really faces these people, what is the real punishment if you go out and

take part in this? it's nothing, it's a slap on the wrist. >> correct. >> right. >> but when you see people carrying weapons and using them or using motorcycle incidents, these are attempted murder charges, assault and battery charges and serious felonies that are occurring here that we have seen right on live television and that kind of activity -- >> apparently just before 11:30 this morning the city of charlottesville have declared a local state of emergency, where does that leave them as far as funding and as far as getting the government in order to have some assistance when it comes to fighting all of this because this is costing a lot of money, let's just speak about that in

itself, i mean, obviously you're going to have police officers, you have a firefighter there, you have fire department officials as well, all partaking in this, this could easily go overnight into tomorrow. i would imagine these people have nothing else to do. it's a weekend, come monday for those that are out there protesting today jobs, this is a full weekend of potential unrest violence and those people armed up in rye quote gear and show that the police department has a very long 48 hours ahead of them. >> they certainly do, julie, what you're going to see here is they have a thousand law enforcement people at this point in time. those numbers will stay at that level right through the weekend and so until the situation calms. there are various laws in states and municipalities, clearly the

former member of the fbi terrorist and task force, steve, thanks for joining us today as you awaken this morning and saw the news of what was unfolding in charlottesville, charlottesville is a peaceful community, educational community and erupt intoed something -- erupting to something that we are looking at. >> you're right, kelly, i must tell you the police are doing a superb job. usually the police department would want a lot of intelligence in advance to determine what type of adder this stuff. saying that, the police department were able to mobilize very quickly and have, in fact, minimize a lot of large-scale violence. i will share with you some of the things that you're seeing and some of the things that you're not seeing. police officers containing crowds, the objective would

always be to find leaders, in this case you're not going to find leaders but separate the two opposing forces, get them away and then contain them in small groups, now, at this moment as we are speaking i'm sure there are under cover officers going into undercover crowds to pick up intelligence and that's vital and critical in incidents like this because police officers in these crowds are going to hear things and they're going to find out where some of the crowds are going, get that to their command post and you're able to put that down. the job they are doing is very good. kelly: what we are looking at right now is video of a charlottesville police and virginia state police working on the scene where a vehicle has run into another vehicle and early reports that the vehicle may have been trying to run into protestors, we have to wait to get some confirmation of that but we are looking at it live

right now. you saw them putting up the police tape and conduct their investigation. but to your point of having undercover investigators also on the scene, going out to look for possible leaders, there's one leader already there and that's david duke. that's one that even the fbi has followed periodically through over the years, what do you say about the fact that he's moved into this situation and he's casting a cloud of us possession on this group in terms of why they were there. it was reported they were there to actually protest the taking down of the statute of general robert e. lee, the famous general from the confederate military but it turned into something else. what do you make of david duke and background and what he might be contribute to go this violence that we saw earlier and this protest of white nationalism?

>> well, i hope that they arrest david duke rather quickly. look, that was supposed to be a protest regarding an issue but this is something less than a hate of violence demonstration. david duke is misrepresenting the president of the united states because if you notice in the president's tweet he capitalize word all and that word all means every ethnicity and religious background, we all must come together as americans to condemn violence. david duke is using this particular incident to advance his own political agenda and it's a terrible thing that he's doing because he is not uniting that country in any way, shape or form but causing more division and hate. there's one of the leaders that i talk about that i hope the police go in and arrest them for inciting violence. he's not representing the president and i have to be very frank, he doesn't represent, i believe, the majority of americans. and that's very important that needs to be said. now, in addition, kelly, to what we are seeing now, this car,

this concerns the police on the scene because you hope that this wasn't some rogue individual who decided to take things into their own hands and you always worry about that. but this is part of what the police have to contend with, they have open-carry law in virginia which is fine and so far the residents are very responsible, but again, you don't want a rogue individual to decide instead of using a car where they are going to use a weapon. think of that being a police officer there what you have to be on the lookout for. kelly: we know the charlottesville police department is in charge of all of this and as you mentioned, looks like they are running things extremely well by the book, actually, and looking for people who have violated their -- their rights for free speech by inciting violence and even acting out on some of those violent threats. i wanted to ask you u since it is -- since it is a state of emergency by the governor of virginia, when -- when would the

fbi be called into a situation like in the common wealth of virginia? >> well, i'm sure there are on the scene now as well as the national guard. so when the incident escalates and we hope it doesn't to major proportions where there are -- very violent vice related to crimes where individuals are being targeted as a result of their race and ethnicity, then you will see the fbi step in and at that point the national guard step in. saying that, very impressed with the charlotte police department and also, kelli, what needs to be said, most of the violent protestors, they don't live there and they don't belong there and i can guaranty you the citizens who live in that city are helping the police contain some of this violence because i'm sure they are passing information with regard to critical intelligence. kelly: virginia is a right to carry state and can do it openly unless you have permit to carry

that weapon. now, some the reports that we've received and particularly from doug that's been on the scene since last night and well into the -- well, he was there this morning when everything broke out and he's certainly still on the scene there, had he actually showed a local person with a weapon strapped on him, what kind of problem does this pose when police encounter someone who is armed and they maybe there innocently without any malicious intent, how does that make their job more difficult in a situation like this? >> well, i've got to tell you, there's a second amendment and certainly people have the right to support, i'm sorry, to carry those weapons, but i think the police more or less just keep eyes and ears open and hope that the people there use their heads and so far they have. i have to tell you, no incidents of anyone legally carrying a

weapon just using it. you know, you keep your eyes and ears open. here we had an incident with a car and not with a weapon, anybody can use anything to express their views in violent way and the police have to keep their eyes open, so far so good. kelly: steve i have to go, i have to ask you this question, the fbi has studied this and followed white nationalist groups throughout the country for a long time, it's a problem that many people would have thought to gone away but seems to be rearing ugly head once again, what do you think receivers as impetus for them to come out like this? >> i tell you that, i think they have hate in their hearts, you know, it's sad and we saw this in 21st century dealing with this, whether we are all black, white, we are americans first, it begins in schools, homes, families, and churches, we really need to get to the human heart. that's the impetus right there. kelly: steve, that's a great way to wrap it up.

the vice president and the first lady have all issued statement condemning the violence and the hatred that's ongoing in charlottesville and we may hear something even further from president trump. he's expected to speak at a press conference or not a press conference, not exactly bill signing, that's expected to take place in 30 minutes. we know he will talk about the bill but he may talk about what's been happening in charlottesville as well but already here is what he's been saying on twitter. quote, we all must be united and condemn all the hate stands for, there is no place for this kind of violence in america, let's come together as one. he then said, quote, i'm in bedminster for meetings and press conference on the va and all that we have done in our doing to make it better but charlottesville, sad. president trump clearly trying to push his agenda, what he's been working so hard on here behind the scenes in bedminster which is this va bill which he clearly wants to highlight at

the press conference in about 30 minutes but even he acknowledges that what's taking place in charlottesville is really pushing to center stage and forcing him to address it. so he's already taking a little bit of heat on democrats for two fronts for not responding fast enough, the first lady actually responded before president trump on twitter, democrats are hitting him on that. they are also hitting him for not directly naming the perpetrators of this violence, of this hatred, so the senate minority leader chuck schumer, look at what he said in twitter. of course, we condemn all the hate stands for until president trump specifically condemns alt-right action in charlottesville, he hasn't done his job. now, one of the white nationalists at that rally is the former leader of the kk david duke and, of course, david duke has supported president trump since the very early days of his campaign even though president trump has repeatedly

denounced that support, said, he wants nothing to do with david duke or anything to do with what he's about, but at this rally this morning, david duke seemed to try to tie what he's all about, his vision for america with president trump's policies. there was a video that was posted on twitter by a photo journalist for the newspaper, indianapolis star, i want to read you the quote from david duke, here it is, quote, he said, we are determined to take our country back, we are going to fulfill the promises of donald trump, that's what we believed in, that's why we voted for donald trump because he said, he's going to take our country back. so david duke tieing the protests directly to the president saying that donald trump -- president trump's policy are in line with his vision for america even though president trump and the white house continue to denounce david duke and say that they really want nothing to do with him.

now the white house is saying that president trump and the white house has been in communications with the virginia governor's office, they are monitoring the situation on the ground very closely and, again, we may hear president trump speak about this directly when he steps up to the podium to talk about this va bill in just about 25 minutes, kelly. kelly: kristin, we will be following the details of all of that, thanks for the report, by the way, on the president. julie: fox news alert, president trump tweeting on the situation in charlottesville and i will quote, we all must be united and condemn all that hate stands for, there's no place for this kind of violence in america, let's come together as one. kristin fisher covering that moments ago. we want to go more in-depths now. democratic strategists, and gop strategists and author, first of all, let's just talk about donald trump's tweets because he got a lot of criticism early on in his campaign because he took

a while to disavow and to condemn david duke. let's be very clear, donald trump does not support david duke, david duke is crazy, okay, i just want to read, you know, kristin just touched on this, but david duke actually tweet today donald trump in response to his tweet about we all must be united, et cetera, i would recommend you take a good look in the mirror and remember it was white americans who put you in the presidency, not radical leftist so after decades of white house americans or white americans rather being targeted for discriminated and antiwhite hatred, we come together as a people and you attack us, what is he talking about? the president is not attacking anyone group here, whether it's anti-- if it's at-left or alt-left, basically the hate on both sides is not condemned by the white house. what more does the president need to say or do in order to try to fix this? >> you know, i think the president needs to be more forceful, during the campaign he

used a lot of code language when he talked about making america great again, talking about taking our country back, language that back no nixon southern strategy, language that brings a lot of anxiety and nervousness specially in black and brown community because those words were used to justify things like segregation and unfair treatment. so i think the president needs to be more forceful and come out and say, we are one country and that we are not going to tolerate discrimination of any form in the government. >> and he did do that in tweet today talking about all and using the word all in all caps, what more can the president do? >> well, there are certain moment where is the president of the united states no matter who they are needs to come out and be the moral authority and set the tone of how the country should react to situations such as this. his tweet was a great start and i expect when we see him around 3:00 o'clock he is going to do more and go further. what he needs to say what the alt-right is, they are un-american, they do not hold american values, when you see the alt-right protestors out there, they're not carrying american flags, they are

carrying the stars and bars, i have never seen valued of anything american. i think that we also have to see the president come out and condemn ui haven't heard democrats condemn because they go there and their entire mo is to provoke violence and violence clashes with the extreme right. they have a relationship because they love to fight one another and cause havoc. julie: the alt-left does the same thing, they come out and their mental is basically to disrupt and to act violently, it's not a rational behavior. >> i have to push back a little bit on that, because what we would say the alt-left -- >> i can't stand the consideration of alt-left and alt-right. >> there's a history what they are saying and what they're doing and so i think specially the african american community, black and brown people are

unfolding in charlottesville and what we are looking at is the aftermath of a car that ran into, plowed into some pedestrians, we know from report from the washington post that at least six people were injured in that. we saw police putting tape around the area basically roping it off so that they could go after suspects as well as treat the injured, we don't know the name of any suspect at this point in time or if that suspected driver is in apprehension of the police, according to the reports that it was basically a situation where they deemed it was intentional and, julie as we continue see everything unfolding, if you've ever been to charlottesville, pictureque town.
