rental emblem. this man was mowing through pedestrians on a very busy summer evening in august in barcelona. an extremely busy tourist area, las romblas. if you've been to barcelona you have no doubt been there. local reports out of the region indicate this ban van went as s two or three city blocks crashing into person after person. there is a video we are working to doctor from this, it shows the faces of some of those who have been killed and injured and local media have requested that we do not show that until we have it blocked, we will have it in just a matter of moments, our video department is working on it. to some eyewitness reports from the scene are beyond disturbing, quoting "we heard gunshots, there was screaming and shoutin shouting" said man in a bakery. another group took refuge with him. he told the bbc "a very large

number of people ran into the market area in a big kind of way, lots of screaming, lots of shouting." he said security guards immediately responded, granted to the bakery with four or five people, ran upstairs and immedy hunker down. authorities are looking to find the driver of the van and are searching for what may be second van in addition, it is believed a gunman may be holed up in a nearby restaurant, there were reports of hostages being taken. now it is really unclear because those of you who follow breaking news from time to time know, the first report out of these incidents are so often inaccurate. we have multiple reports of people barricading themselves into restaurants and businesses in this area and it's possible there is some confusion on scene but we do know that authorities say they have not yet found the driver of the van.

police in spain called the incident terror attack and local media reports 13 people are dead. this white van jumped the sidewalk in barcelona was historic las romblas district. local newspaper says the police are treating the crash as a terrorist attack, 13 people reported locally to be dead. at least two pedestrians are now holed up in a bar nearby. no immediate police confirmation of this report, the authorities are not speaking directly to that matter, at least not yet. in a paragraph on public broadcast, three people were lying on the ground in the street on thursday afternoon, apparently being helped by police and others. other videos show five people down and other screaming as they

fled the screen. the video is about a minute and a half long, someone's mobile phone video, they walked on the street of all this carnage, showing victim after victim after victim. it is fairly early going in the attack when this video was taken and frankly, medical personnel, first responders are not on scene in large numbers. at least when that video was taken. certainly a chaotic scene even now, an hour and a half after this happened. what can you tell us? >> the attack took place in las romblas, a very touristy place, lots of hotels and shops, lots of tourists. a place that is overcrowded, the

van has crashed into a kiosk. there were 13 people who might be dead and dozens of injured. now the police recommend to not go to the center because the attackers hid from the scene and now they are looking for the attackers. at subway stations, streets are closed some shops are closed and police confirmed that it is a terrorist attack. >> are you at the scene and now, could you describe the situation at the scene? >> i am close to the scene, 5 minutes. i can hear a helicopter and medical services.

police do not want me to go to the scene because they are looking for the attackers, shops are closed and some streets are closed. my mother and sister were in shop because police decided to close some shops, metro stations are also closed, people seem to be very scared. police are working on the scene to find the two attackers. >> shepard: we've just gotten some breaking news, we've just learned that the second van that was believed to be a part of this attack has now been located, about 40 miles away from this location. the attack happened somewhere around 5:30 local time, it is 6 minutes after 7:00 p.m. now and barcelona, authorities are reporting they found a second van that was involved in this.

if you would, go back in on that map, you see la rombla. it's our belief that these bands have traveled this distance. i originally described this as about three blocks because that is the video we have shows, but this is much longer than three city blocks. it's more like ten city blocks. the van comes to a halt at the end, you see where it began on the top of the screen, the authorities are telling us there was a second van as well and they have now located that second van about 40 miles away. further, a reminder, authorities say there is someone believed to be involved in this attack in some way holed up inside a restaurant and bar at this moment. in addition, our catherine herridge has new information from our government sources. >> just to recap, we confirmed earlier that the national counterterrorism center is

monitoring events in barcelona. this is a group that was set up after 9/11 as a primary hub for threat analysis and collection to the government. we also have confirmation from the white house of the president's chief of staff is keeping president trump apprised of what is developing barcelona and there are certainly no one better to do that than kelly who has been in the homeland security post until just about a week ago. i spoke with law enforcement and the fbi is willing to help at this point but is not engaged with the spanish authorities who described this to me as still a developing situation, as you noted. i don't want to go too far here but i have received some information in the last half hour from a contact who does social media tracking of these different extremist groups and

they do report to me that isis accounts are celebrating the attack in barcelona. i would emphasize this is not a claim of responsibility from that group, these accounts are called in counterterrorism circles fanboy accounts, they celebrate act of violence but they are not leadership accounts. i also want to note that the source tells me that in early july on an isis affiliate account, there were postings about barcelona, this was shared with u.s. government, law enforcement and intelligence services because references on these accounts to spain are highly unusual and infrequent. whether this has any bearing on what is unfolding in barcelona is not at all clear. what is being reported to me at this time. >> shepard: catherine herridge, thank you very much. we believe we've just received a picture of what may be one of

the vans. there is a great deal of confusion, police in barcelona are communicating to the best of their ability, no doubt. but some latest video on sky news, let's go to that. you can see authorities in these alleys around la rombla, let's listen now, sky news has new information. >> the many thousands of people that would normally be there, we heard from an eyewitness that confirmed it was a van that was driven approximately 150 meters down the pedestrian part of the center and initially, subsequently we got messages about this for a second white man that was one rented by thee person as the initial van, that has been disputed on spanish media as well.

at the place of las romblas where we are there were at least eight or nine ambulances waitin waiting. >> shepard: on the right-hand side of your screen is what we believe to be the mercedes man in question here. this is a still picture from social media. and this is the white van that came to a stop at the end of la rombla, at the end of this pedestrian area and barcelona. we also have reports of a second band that's been located about 40 miles away, we have that from authorities. i certainly don't believe the authorities are misleading in any way but in the early going it can be very difficult to get all the facts straight, even for the authorities to get them disseminated. we are sure that is the van on scene, we know they are still looking for the driver of that van, apparently the driver came to a stop at the end of la rombla, got out of the van, got

lost in the crowds, obviously on purpose. and evaded the authorities. separately we have this report of the someone holed up in a restaurant with hostages. we are very surprised that none of our affiliated stations -- in fact, not at all anywhere across european media are live on that scene, we have no video out of this restaurant scene. so we wander quite frankly about those reports, though they have come from law enforcement. for the moment we are going to report to you what we are hearing from law enforcement because they are certainly our best sources at this moment. new information from our research center of the map based on information from the dbc. if you could show this map, the top of the red area there to the

bottom, that's about a third of a mile. this sedan is said to have traveled, running over person after person after person, for a third of a mile through this heavily populated tourist area. if you have been to la rombla, you probably know, millions of people vacation in spain this time of year, august is the month europeans take off and go on holiday and my understanding of things, on a beautiful night and barcelona, this would have been completely packed, lots of restaurants around there, americans travel there pretty extensively and it's been busier this year, our understanding is, from information from the tourism department in barcelona, it's been busier than in recent years largely because other parts of europe have been the targets of terror attacks and spain has been relatively speaking of fairly quiet, that all changed today.

with what appears to be a coordinated terror attack in this very busy tourist area in barcelona. i've been mentioning to you repeatedly, we can't put it on television. we are on broadcast stations in the united states as well on fox television stations and it would be a violation of fcc rules, the scene of carnage has to be toned down. for it to be put on broadcast television. that is an editorial decision on our part and fcc rules to boot. >> anyone in the area should follow the advice of the emergency services. let's have a look at what we know about this so far. it happened at about 4:30, police confirmed there was a massive crash.

this is u.k. time. if we move in, it was the las romblas area, this huge boulevard that moves right through the city, largely pedestrian eyes, lots of tourists there. we have reports of people killed and injured, it has gone up and down as the afternoon has progressed. then we have police calling the incident a terror attack. it took a while because at first there was always the idea that it may have been a horrible accident, that quickly was dismissed. after 5:00 there was gunfire reported near the market. we don't know who reported it, who was supposed to be firing and who they were firing at. what we do know is that police have been moving through the market in the last hour, presumably checking whether or

not there were any people holed up there. we can see them moving through and the others watching their backs because we know that there are two men pulled up in a turkish restaurant. we are told they are armed, we don't know whether or not they have discharged their weapons at all yet. we don't know whether they are hiding from the authorities or they are threatening the hostages that we presume they have in this restaurant. what we do know is that there are probably only two people, one of them is a man who fled from the van, the other is presumably his accomplice, that is what we know but it's clearly unfolding as we speak, clearly the police are getting more and more of an angle on this as time progresses. it looks as of though they been evacuating the area so that if this thing goes ugly and they end up in a firefight with these two armed men, at least there

are fewer people in the area potentially to get caught up in it. >> shepard: that's sky news in the u.k. with the latest synopsis of what we've seen today, while he was speaking, the authorities are out with official numbers for this moment. officially out of barcelona, one killed, 32 injured, police searching for the driver who escaped on foot. that said, media outlet after media outlet are reporting 13 dead, including our sister network sky news in the united kingdom. in addition, one local hospital reports as many as 50 people have come to that hospital. finding out exactly what the numbers are at this moment is impossible but reports are widespread and from authorities of these two gunmen hold up inside a turkish restaurant where it has been described as hostages.

in essence whoever was in that restaurant is still in that restaurant, authorities are speaking with them. to call it a hostage situation seems prudent. we know if they are armed, we don't know if any shots have been fired. authorities have set up a wide court and their and have largely evacuated the area. for the moment at least there will not be live reporting from that scene. needless to say they are looking for those, i told you of another man some 40 miles away, our level of certitude about its involvement in this attack is about medium, frankly right now. but authorities are the ones who reported this van found about 4. we will know when we know. let's bring in an american student in barcelona who says he heard the crash, where were you? >> i was in the center, we were

headed towards las romblas, we were going to head towards the beach but as we were headed over, as we got to the back corner, the fruit market we started to hear everyone running. i heard a couple of what sounded like gunshots. >> shepard: repeatedly people have said, witnesses have been speaking of gunshots but authority haven't mentioned this at all. firearms are rare and hard to come by as i understand it ther there. >> it was a very loud shattering sound, i heard it a couple of times and i ran in the opposite direction. in the beginning everyone was running in a lot of different directions because we weren't sure which way to go, i am with my cousin. we looked at each other and just sat around and we started running back towards the way that we came trying to get away. >> shepard: how crowded was the area at the time? >> i would say it was very

crowded. you would have to constantly be stepping around people, it was very densely concentrated. >> shepard: stepping around people? >> you couldn't just walk straight lines, everyone was in the middle looking at the different shops that you could buy things. >> shepard: you never mated to la rombla after the attack, right? >> we came from the opposite direction, we came back towards a place we were staying. >> shepard: was an orderly, was a chaotic, where there are a lot of police in the area? >> it was very chaotic, at first there were no police as we were trying to leave and as we exited the main area, that is when we started to see police starting to enter from different directions. >> shepard: now they have largely evacuated the area? >> for my understanding it, yes.

>> shepard: it is good to talk to you, i'm glad everything worked out for you at least. i am watching what appears to be an impromptu news conference in spanish, i believe a police official is speaking and discussing injuries but not with any specificity. we will get to that and a translation of it in just a moment. authorities speak of multiple scenes they are working now, the injured have largely been taken to hospitals and are getting the treatment they need. the area right around las romblas has been fully evacuated now and the standoff continues. it's our understanding though we don't have pictures from there, the standoff continues a short distance away at a turkish restaurant where we believe to armed men are hold up.

and have entered a sort of hostage situation. what does this have the hallmarks of for you? >> unfortunately it has the hallmarks of many of the other attacks that we have been speaking about, we have seen about 31 vehicular terrorist attacks, we have seen recently a number of attacks like this happening in europe. we don't know what organization is behind this but this has some of the hallmarks of what isis has been calling on individuals to do. i don't want to speculate. >> shepard: pardon the interruption, rex tillerson speaking now on this attack in spain. >> the injuries that have occurred to somebody and innocent people yet again, we will continue to monitor the situation.

we stand ready to assist law enforcement in spain, our consulates in barcelona and our entire in spain are currently assisting americans in spain who are affected by this events. we ask u.s. citizens in the area to let your love ones know you are safe. terrace around the world should know that the united states and our allies are resolved to find you and bring you to justice. secretary mattis and i are grateful for the opportunity to host foreign minister -- >> shepard: that is the latest on spain from secretary of state rex tillerson. >> i was just going to say, it is too early to speculate about these and direct individuals. we don't know if they were on law enforcement's radar, if they had ties to terrorist groups or were inspired by terrorist groups but it does have the hallmarks of what we have been seeing.

this is not unusual, it is not surprising and unfortunately we've seen a shift and we've seen them use these in attacks because they can fly under law enforcement's radar. >> shepard: our understanding is there is a standoff underway, a third of a mile running over pedestrians and now hold up in a turkish restaurant. i would think you would want to try to get these people out of there so you can find out who else may have been responsible. >> it seems like it is probably related to the vehicle that rammed into pedestrians and i'm sure law enforcement officials are in touch with perhaps people in the restaurant. if it is a hostage holding situation, which it appears to be, those are very difficult situations and they are ones that law enforcement is trained to handle and the reason they

are particularly difficult is because there are innocent individuals in side, they don't want to do anything that would cause individuals to turn on the civilians in that restaurant. we've also seen this tactic used in other attacks as well and we want to help, we don't know, no information but we want to hope that everybody gets out safe and there is not any explosive devices involved in this and fortunately we haven't heard any reports of that just yet. >> shepard: there had been a state department warning on barcelona. >> there have been state department warnings of various threat levels on many european countries, particularly in areas that are popular with tourists. that is not something that is so unusual, those reports tend to arise after we see high-profile attacks. we saw a berlin market vehicle attack, there have been a number of attacks involving vehicles

and knives. i think what we need to look at here is where these individuals on law enforcement's radar screen, do they have ties to a more active cell in the area and are there other components to this? unfortunately we don't have any evidence of that yet but those of the questions law enforcement need to focus on in the initial stages, as well as apprehending these people so they can hopefully get more information. >> shepard: thanks so much. the state department now with new information. >> the secretary of state wanted to make remarks on this issue, what has been going on in barcelona. he is meeting right now with secretary of defense of james mattis and their japanese counterparts to talk about the north korea issue. the secretary of state has been someone who is laid out policy and provided a voice of calm during what you have saw, the back and forth between the white house and north korea, saying that americans should sleep easy at night. also the state department component on this and what it

does here is ensure that americans are state, if there are any americans missing the state department will work on that. the process right now that is ongoing here, trying to identify if there are any americans involved in this. we've asked the state department, this is so fresh that they've got no information on that regard. also you talk about the travel warnings, going to europe not just for spain specifically and also the entire continent and that had been updated just before the summer travel season to remind people, these are the type of attacks we could see, other attacks on going in europe. these type of soft targets as they are called, the christmas market for example and common areas like this. >> shepard: thanks very much. and now the video of which i was speaking earlier, we've been able to make it so it is arable on television, i am going to play that for you, it will give you an idea of the carnage on

victims, we just saw people running, crying and trying to get as far away from the scene as possible, we didn't actually see it happen. >> up until that point, this was just a normal summer day in barcelona? >> this morning, there it did seem to be a lot of police about but we thought it was just a precaution. i don't know if they had been tipped off but we didn't think there was a lot of police about today. >> i know you are back in your hotel, we were just speaking to a colleague of mine who is in barcelona who is suggesting people are being told to get indoors and stay in their offices, stay in the hotel. i presume that is the advice given to you as well. >> all of the cafes were closing as well, i think everyone must be getting inside. >> have you been in barcelona for longer than a day? i just wanted to try to compare

and contrast what you can see from your windows at the moment with what you might have seen yesterday at around the same time. >> we've been here for a few days, everything was fine. we were there last night, two nights ago just kind of shopping and eating dinner and everything was fine. ever since it's chaos just now. >> clearly the situation in barcelona is fast-moving, a number of people have been told to stay indoors, one of those is the ceo and owner of an israeli company, he's been operating in barcelona for the best part of two decades. thanks for much for being with us. describe to us your situation at the moment, you are locked in your office? >> yes. we are locked in the building, we are not allowed to go out,

police and military forces are looking with guns to find the attackers and the whole area is blocked, nobody gets in, nobody gets out. police and helicopter, they are waiting for police instructions. we are really shocked because it's the first time this has happened, millions of tourists come to visit this beautiful city and what happened now is going to change all of the security in the city, i believe. i believe they can make better security in the city but millions of tourists, here and walking on the street, just getting to las romblas, it is the heart of barcelona.

leaders in barcelona, what are your thoughts about what you have seen taking place today? individuals deciding with no regard for human life to drive a van into people who were just out shopping on a sunny summer's day. >> is a very delicate situation, what will be next. no one -- nothing is safe. we are very concerned. >> shepard: i want to get to trace gallagher, who has no information on the terror attacks that happened. we were initially saying 5:30 local time, instead it was more like 4:30 local time, two hours ago now. three hours ago on the dodge, actually. what do you have?

>> i want to point out that while this terror attack was going on, we had a number of college men's basketball teams from the united states in barcelona, we have now learned that the hotels these teams were staying at were right near where the attack happened. some of the games were being played in that area. we should know those teams are clemson, oregon state, tulane and arizona and we have now gotten comments from all of the teams except for tulane indicating that anything had happened to any of the players. we have gotten comments from clemson, oregon state and arizona that their teams are all fine. the oregon state basketball team is reported to be fine in following the incident in barcelona spain. the beavers are touring spain through august 25th playing five exhibition games. the same deal for clemson, they were supposed to play their final game tonight, that game has now been canceled and they are still scheduled to come home

tomorrow. there was a video of concern because there was the university -- arizona, the video, they were out touring. arizona was out touring some of the tourist areas and they were posting videos on social media so there was a lot of concern about them because clearly they were right in this area but again, for families wondering, arizona has also checked in, 25-30 people traveling in that group, they have all been accounted for. apparently nobody from these men's college basketball teams were involved in this in any capacity but a lot of those students are on social media, they are tweeting, one from clemson says "lord, let me get home safely." you have a lot of people trying to get in contact with their families right now, unsure of where they are. we have no indication that anything happen to any of these athletes.

not only the basketball players with the coaches and a pretty good contingency traveling with them. again, as far as we know, all of those teams are safe, the games today have been canceled as we get more information on americans involved in this, especially those playing for colleges. we will get back to you. >> shepard: thanks so much. catherine herridge has new information from the department of homeland security. >> just a sign of how seriously the u.s. government is looking at this and focused in the last 90 minutes, virtually all u.s. government agencies that would have some kind of interest, whether it is intelligence or security are fully engaged on this in the last few minutes confirmed that the acting secretary of homeland security has been fully briefed and she is monitoring the situation, she stepped into that role at the end of july when john kelly moved over to the white house. john kelly is also keeping president trump fully apprised of the development in barcelona and as we reported earlier, the

government's main hub for information and analysis aggregation is also engaged and monitoring events in barcelona. with a specific note to the type of weapon used, the van against the individuals and what may ultimately be a hostage situation that continues to develop. as a side note, what we've seen from a counterterrorism sources that these isa social accounts, they call them fanboy accounts, they are celebrating what happened in barcelona. i would emphasize that this is not a claim of responsibility but our contact who provides this information to law enforcement agencies did note that in early july there was a reference on a isis affiliated account about barcelona, and references to spain are highly infrequent on these accounts for that reason. it was forwarded to federal law

enforcement and we will update on that as it gains more weight in the course of the afternoon. >> shepard: thanks very much. let's turn to former fbi deputy assistant director and former commander of the hostage rescue team. if the reports from the police and barcelona are accurate, there is a standoff at a turkish restaurant with two men holed up inside with hostages. >> that is what i understand, that creates another issue here. the problem is, they are difficult to deal with. we will see. it takes some very specialized training. it that it is stretched frankly with these guys.

incident. as we move up the graphics, we can go right into the la boqueria market, there were reports there was gunfire from that area. we cannot ascertain whether or not that is true and whether that were terrorists firing at police or police firing at terrorists. what we do know is that the man who was driving the van fled from the scene on foot and we now think he is one of two men inside a restaurant who are armed. again, what we don't know is whether or not today have hostages in that restaurant, if they do have hostages, there is half a dozen staff, the place was packed. that sort of information is still being kept from us. what we do know is that while the police have cleared the area and we see lots of picture of police cordons going up and we've seen lots of pictures of

people do my police ushering people away from shops, cafes, offices and the immediate area of this restaurant. so they can maintain a cordon around where we believe the terrorists are holed up. there was talk about a second band that may be a getaway vehicle, and now transpired that that van has been spotted from 40 miles away. it may have something to do with this plot in wider sense. as we look at this scene now, people clearly leaving the area and we can see police looking fairly relaxed. we have already seen picture from people who were inside their buildings, shooting out of their windows with their cameras and we've seen them moving into alleyways, ushering people out of making sure there was no

danger. we now have this situation where police have the area effectively locked down. you can see people, this is earlier from barcelona, people in alleyways being moved away because what they don't want is if this turns nasty and ends up in a shoot out between them and the terrorists, they desperately do not want innocent bystanders in the line of fire, quite literally. they need to get as many people out of there as possible while they lock it down. they are moving to a place where they have to decide if we sit and wait for these people to come out or do something else for do we think that situation is so tense that we need to storm this restaurant and get in there and bring this to a close. of course that has the danger of costing other people their lives. >> shepard: thanks to sky news for that synopsis, new information has come in.

a major daily newspaper in barcelona is reporting that the van which came to a stop at the end of las romblas along the boulevard, that van was rented about 25 kilometers north of barcelona in the small town of perpetua de mogoda and they have the name of the person who rented it. police say the driver of the van that rammed over all of these people on la rombla, they don't know -- our understanding is this person is armed, there is negotiation going on of some kind, i stand up for the moment and are cordoned off area. we reported earlier that

restaurant after restaurant, bars, hotels and such, people were barricaded in these. along this very crowded tourist area in barcelona. they were barricaded in and the authorities are now going business-to-business, hotel and restaurant, to the next to evacuate all of those people to get them away from the scene. just breaking now, this just in from associated press, the spanish public broadcaster says one suspect in the barcelona attack has now been arrested. one suspect has been arrested, taken into custody. we don't know whether that person was injured in this process but we know the person is alive. authorities will be able to question this person and find out where whether there were others involved, specifics of the motivation. we realize this is believed to be a terror attack, no question

afternoon with three stampede's reported after the suspected attack. in other words, these thousands of tourists who have been jammed into the small area sort of running and packed to try to get away from what it was that was happening. the local newspaper describing it as three separate stampede's. the deputy head of regional government has tweeted that they are holding an emergency meeting and it is advised people follow instructions. a counterterrorism project, former cia analyst, they got one of the suspects, that ought to help. >> they got one of the suspects, that ought to help a lot. they can speak to the individual and potentially get more information. to be able to track down the residents, they are going to be able to apprehend potential cell phone devices, laptops or anything related to the individual. that is a critical development.
