that was evolving? bomb belts were used, several men shot and killed, was the driver of the car, the van, was he involved in that one? breaking news continuing tonight.to i am trace gallagher in los angeles. >> good evening, i am trace gallagher. is this a special coverage. it was a scene of chaos and carnage on the city of la rambla. in the area known as las rambla ramblas. plowing through locals and tourists.. witnesses say that it jumped the curve and traveling up to 50 miles per hour began zigzagging prior to trying to maim andar kill as many people s possible. a viewer warning, the following video is disturbing.

[unintelligible screaming] >> trace: a horrific scene. the witnessing the van traveled 500 yards going after whoever was in front of it. at least 13 people are dead. more than 100 injured. isis has takenron responsibility for the attack. tonight police may have been involved in a second terror attack in a coastal town about 70 miles south of barcelona. let's go live out to barcelona where a reporter for a feature storyad news is standing by with more. jack, what do we know about the second terror attacks?

>> yes, indeed. as you mention, and other similarer scene is in the town f cambrils, around 70 kilometers to the southwest side of the spanish coastline. it appears that another vehicle tried to ram into further pedestrians, seven people injured, one is a police officer. we also believe that the p attackers, police have confirmed that they think that the attackers in that incident were also wearing explosive belts. we believe that there have been no fatalities of that incident so far. to the spanish police saying that they neutralized that attack. clearly, that coming within 12 hours of therl attack that we sw here on las ramblas in the heart of barcelona. some big concerns for spanish security this evening, tonight. >> trace: yes, i am curious, we talked about the driver of the van at the attack on las ramblas today, is there anything you know that the driver of the van who we believe is on the run

was involveder in this second attempted terror attack? city? coastal >> that we cannot confirm. we know that five people were shot dead by police in a shoot-out following the attempted attack on cambrils, down on the southern coastline. so we know that the police think the two attacks aree connected and that they have shot five perpetrators. whether the man that drove the van down la rambla behind me earlier on thursday was the same man that made his may weighed down to the spanish town further down the coastline, we do not know that he had to. >> trace: lastly i'm curious about the two explosions, one happened last night, and we understand that there were some fatalities in those explosions. those were linked by police in spain to the attack today. what are we learning about those

we found -- you have traffic on both sides. people walking in the middle. a lot of places like this around the world. we talk about the london bridge. we talk about westminster. a lot of places, and i know you think itce is easy to secure these, but how in the world what you have locked down la rambla today? >> las ramblas, and i have been there, trace, not on similar to any o type of boardwalk you hav. the difference is that las ramblas only has one way in and one way out. what i would've done there, and how you look at security in the macro picture, all of the more well-known known places where people gather, and you and i have discussed this, iav would t bollards down, even temporary bollards that could raise and then go down. and i would have uniform armed patrolled police officers at either ends of la rambla. physically, if you have the bollards or someou type of plasc

ones that fill up with water, the van or the vehicle cannot physically get in there. you cannot protect everything. but we can at least cut off or create choke points to end this madness with the vehicular murder that we are seeing here. >> trace: let's take it out of the u.k. and talk about the united states. every week on any given weekend, there are 20, 25 places that you know are soft targets. thear french quarter in new orleans. football games getting outnc whe thousands of people are there that seem to be very difficult tofi secure. >> it is a lot of locations. i'm sure that there are probably a couple of hundred of them if you do the math and add it all up. but any place where you have crowds that are migrated or crowds that are hanging out together, whether it is a concert like we saw with arianna grande. or the tubing u.k., you have to look at the security measures. it is doable. it has to be scaled.

the u.s. government needs to sit down and put together a task force and look at all the different types of well-known places where the crowds wille start to come together. a sporting events in the cities and all the other national and religious places where the crowds form, and then start to put up counterterror -- counterterrorism measures so that the bollards, when they are brought in, with the control officers, i will add another one, probably one of israel's best-kept counterterrorism secrets. officers, the more eyeballs you have struggled under cover, the more force multiplier you have. we do not allow the plainclothes officers to get involved. that's for liability reasons. that needs to change. a big measure that i need to see implemented. >> trace: jim hansen, i know you differ on this, you think instead of securing the site, you shouldi secure the source or making sure that the source is preempted from these types of attacks by making sure that muslims assimilate, give us an

idea of what you would do to increase security? >> i think you should do both. you should do what aaron recommends, but i think right now europe is reaping the world when of essentially anme open border policy where they are bringing in vast numbers of people who do not share liberal values and not assimilating anywhere near enough. so you have this large group of people who have not going to the culture and whoot in many cases are going to mosques where they are hearing extremist ideologies and jihadi being preached, and doing what you expect. this shows the value of president trump's order,pr commonly called the travel ban where he calls for all of our security agencies to develop what he called extremist vetting, i wouldwh hope at this point it is turbo extreme vetting to look at the people who want to come to this country and make sure that they do not share the beliefs and not going to try to bring them here to the

told officials he was suicidal, taking a large quantity of painkillers, so terrorism was ruled out. but earlier this month and algerian man drove a rented bmw into a group of soldiers into a the paris suburb injuring six. police unable to question the suspect because of the injuries in the crash, and a motive soo far has not been released. keep in mind, the three car attacks took place in london in the span of four months. including the march attack on the westminster bridge wher four people were killed. more than 50 people in that incident were injured.d. back in early april, the isis sympathizer hijacked a truck and drove through a crowd in stockholm, sweden, killing five people in that attack. in berlin, last december 12 killed, 50 injured when a man inspired by isis drove a trucker through a crowded christmas market place. and of course, last july in nice, france, 86 people lost their lives, nearly 500 were

hurt when a french man drove the truck down the promenade in that city through a crowd celebrating bastile day. we know both isis and al qaedaav have called for this attack as well as knife attacks, and isis magazine including an article called "just terror tactics." encourages followers to rent or steal vehicles. mentioning the nice attack saying "vehicles are like knives as they are extremely easy to acquire." the al qaeda magazine inspire had similar messaging with westerners calling pickup trucks, and i'm quoting here "the ultimate mowing machine." c we know the terror groups have called to attack soft targets or areas that are vulnerable like shopping areas, concert venues, which we saw in the manchesterwh attack back in may.y.

assessments and analysis. and a somewhat general warnings on a fairly regular basis. so the fact that they specifically cite las ramblas which is a very heavy tourist area which is similar to nice, westminster bridge in london, does not mean there are specific operational leads or intelligence i would say, okay, now you have a name to go on. a date or a methodology to go on. to be fair, you know, a number of government acted on the various warnings. it was not just citing nice, the british intelligence, they had been warning or advising britisj travelers of the potential for the attack in spain. so this is, these things happen on a constant basis. sometimes they are made public, sometimes they are not. >> trace: you look at the pattern, robin, you go to the london bridge, westminster bridge, and you know

that these attacks are happening because they are in very popular places. a lot of tourists. isis is not only attacking the spaniards or the brits, they are going after everybody. they are hoping they can kill as many people from as many countries as possible. if they do that, they get news coverage from all over the world, and it just illuminates their cause, correct? >> yes, 15 european countries since the beginning of 2004, -- 2014, isis have plotted or carried out attacks. and of course, part of it is the main reason that they carry out these attacks is because isis has a very clear agenda. they have a very clear ideology. they have a very clear political project which they wish to implement. unfortunately, it involves killing large amounts of civilians, killing soldiers, killing policemen.

new york, michael balboni, former supervisor, and along with retired fbin specialist. michael, to you first. we talked to aaron cohen earlier. the way you do this, you put up barriers in places like las ramblas, but in this country, you put up barriers in the french quarter, a lot of people would say, good luck with that. >> the difficulty is where do you put these up? do you change the mind-set, are you going to protect a gathering place like he would protect a critical infrastructure? how do you do that when you have a parade? a mass gathering that is unscheduled, not in an area that is typically a touristra attraction? that is a problem with these attacks and the response. we tend to be reactive. we do not think ahead as to what could be done. so then we scramble. unfortunately that gives the public the sense of, well, did you guys see this coming? and that is the real problem with the vehicle attack like this. it is not a bomb, gone.e.

in the years that i lived in new york, you guys did work stopping a lot of terror threats.of a attack, not always throwing their hands, not a lot of intel or chatter. it is a very different animal when it comes to these types of terror attacks. >> if you look at a vehicle borne impulsive device, you pack the truck with explosives, all opportunities for law enforcement to stop it. but this is when you need some training into how do develop a bomb. you get into a vehicle where yoe do not commit a crime until it comes in contact with a victim. where is the point where you can stop that? before in a car and turns it on and decides randomly to go after one particular group of tourists or anybody walking on the street? it is virtually impossible to anticipate and predict. >> trace: it really is, john iannarelli, a very big job trying to find out who is having a truck and the various means in mind.
