president trump will announce his strategy for afghanistan. we do not expect to hear the president talk troop numbers tonight. we do expect him to announce that money for afghanistan may be held until there is more to do to stop supporting the telegram. the government will also be told that future support will depend on their efforts to fight corruption and secure democracy. the war is nearing the 16th year. of troop numbers peaked at 100,000 troops in 2010, the cost that here was $107 billion. the u.s. taxpayer spends about $1 million per service member deployed to afghanistan. right now there are 8400 u.s. troops there. u.s. commanders have asked for about 4000 more. of donald trump tweeted before he decided to run for president "i agree with president obama on afghanistan, we should have a speedy withdrawal, why should we keep wasting our money? rebuild the u.s." george w. bush announced a

massive air campaign to target taliban and al qaeda trading bases less than a month after 9/11. 1300 u.s. commanders mostly marines were sent in. the iraq war diverted attention away from the war that went into a stalemate. when president obama was elected, 25,000 u.s. troops there. that surge to 100,000 in 2010 after bin laden was killed the next year, the obama administration plan to draw down. he hoped to do so before leaving office, was convinced to leave some troops behind as isis emerged. the u.s. has spent $714 billion in afghanistan, more than 2200 u.s. troops have been killed. a 20,000 americans wounded, ten killed in combat so far this year, more than all of last yea year. >> we are not winning in afghanistan right now. and we will correct this.

you look cool without them! speak of these are from chuck on the site. if you do not have these, you cannot look at the sun. you should never really look at the sun. it has been 99 years. a total solar eclipse will be visible from coast-to-coast, and starting right now, just the very first bit of it in oregon, the last time anybody in the u.s. witnessed a total solar eclipse was back in '91 in hawaii, and the last one from the mainland was in '79. that did not stretch from coast-to-coast, that's why this one is a big deal, so rare, as you said, 99 years. that's where it starts, right up there in oregon, and there it goes, it will come all the way across the country, 14 states coming into this at 70 miles wide. i think the graphic is a little bit wider than 70 miles wide, but that is the path of totality, as they like to call it, you are been hearing this. if you are anywhere along the line, 70 miles long, 70 miles

wide, at some point he will see a total solar eclipse. when the sun is totally gone, that's when you can look at it. only if you are in the path of totality. if you look at it without any glasses, it will be dark outside, and you will look straight at it, lasts a couple of minutes, little bit longer than that. the moon will move between the sun and the earth, in the 70-mile wide path it will completely block the sun for the couple of minutes, and they will briefly be night. i was driving in from long island into the city, and there are signs up above the expressway that side tomorrow, make sure to have your lights on during the time that it comes through new york city. they want everybody to have your lights on. you know new york is going to flip out. a 76% here in new york city. everybody in the whole country, everybody watching this in the united states today will get a little bit, at least some. temperatures will drop for a short time, you will be able to see the stars part of the stores will come out. the stars are actually always

out, but we cannot always see them. so you will be able to see them when it is totally dark in the 70-mile strip, and even here in new york, down in florida, in california, you will be able to see a little bit then as well. parts of 14 states are on the whole thing. south carolina ends it all, oregon begins at all, on the way right now. this includes very tiny stretches of montana, don't you know, and iowa. if you are not along the path or live anywhere in the country, use can still see the solar eclipse, if you look at the eclipse, come on now, you have to wear, you have to wear protective glasses or you will hurt your eyes looking directly into the sun. that does not mean just putting on a regular shades, not good enough. the special glasses block 100,000 times more than regular sunglasses. if you are watching the clips today, us, we will be coming on all through 4:00 eastern time. you can tweet us your pictures, and to make sure include where you are and go

into something creative, that would be good, because we are going to see the moon blocking the sun a lot of times today. eclipse central on the fox news deck, all fine, no way means. tune in as you can. dan springer at solar fast in oregon, a small roller rural town, oregon is the first state to get it today. has had to happen at 10:19 local time. is that about right, dan? >> that is right, shep, and they just had a countdown behind me. looking at the sun, and we are just seconds ago had the very first beginning of the partial eclipse from the top of the sun, and it will work its way down through the middle. as you said, at 10:19 we will go total darkness here in madras, oregon. they are calling the solar town.

so many people have descended on the place. on the go identified as the best place in the country to watch the solar eclipse because it has a 35% better chance of having bright clear skies than anywhere else on the country. and we have them today, just on cue. people are really excited. a lot of people here that were taking pictures and videos coming after glasses on, already looking at the eclipse has it has begun, so a lot of excitement here. amateur scientists everywhere across the country who will be uploading video and pictures to nasa, and we have scientists who will be flying in planes gathering data about the operations of the sun in that corona. you will hear a lot about the corona today. that's the only thing that will be visible during the total eclipse. that is the outermost atmosphere of the sun. actually a lot hotter than the sun, so scientists can still learn a lot more about the workings of the universe during the solar eclipse. they will learn a lot today as we have people open over the country who will be

participating in the event, shep. >> thank you, we appreciate it. we will turn over to the professor of theoretical physics at new york, city university of new york graduate center, in cape girardeau, missouri, right in the path of the total solar eclipse. it will be quite a day, right? >> that's right. it is eclipse hypomania here in missouri. every hotel room is booked, everybody has their sunglasses, and everybody saying that this is something they will tell their grandkids about. to the american eclipse of the century. >> is anything we are going to happen? come on, everybody seems to want something weird and strange happened. the conspiracy theories are off the rails. >> yes, however, we do expect to hear the birds stop tripping, roosters will start to crow after the eclipse is over, and the local tv station here actually did an experiment, we

actually experimented with the rooster, and sure enough, you turn off the lights, turn it back on, and they start to crow. and scientists are going crazy. this is going to be the most researched eclipse in human history. we are going to learn so much about solar flares that could one day perhaps disturb the satellites, knockout power stations, black out the astronauts. we are going to learn so much about the sun with this eclipse. >> joining us throughout the day, live in cape girardeau, missouri where they are all watching. and there is a picture from dan springer's location on the right. hundreds of millions of people expected to go out and watch this today. hundreds of millions, you don't need glasses to watch here inside the television which is very exciting. and the reason that it covers the entire sun, but you can still kind of see the sun, the outer band that was just mentioned, is because the sun is 400 times the circumference of the moon, but the sun is also

400 times farther away from us than the moon is. so it just matches up perfectly, in about an hour there in oregon, that will be the first stop. madras, oregon, the personal stop or we will see the moon cover the sun, it is a gorgeous day there today. no clouds in the sky. whoops, clearly shooting the sun from a vote, there it is again,t has change colors, as you can see, the sun has changed colors because different cameras have different sightings. but there is the sign for the day. you can watch this using binoculars. but only binoculars that have perfect filters on them. you have to make sure that your binoculars say that they have perfect filters, as this guy here on the big screen, on the monster wall, i think we will be watching these pictures forever. it's like you are going to see a 3d movie but you are outdoors. you still look goofy. we all look a little goofy.

very comfortable that the strategic process was sufficiently rigorous and who did not go in with a preset condition in terms of what questions to be asked or what decisions will be made. >> harris: senator ben cardin of maryland, the ranking democrat on the senate form relations committee was asked on "fox news sunday" for his take on the way forward in afghanistan. >> we have invested a great deal in afghanistan, the objective needs to be that we have a regime in afghanistan that can maintain some semblance of security so that we do not see growing terrorist organizations again within afghanistan. or should we put more military end? this is not the u.s. fight. i do not believe in putting more american soldiers in afghanistan is the answer. experience o'brien, my top questions are, is this a search

type of situation? is this where we used to be in moving now to the next thing? i know you have talked with personnel on "fox & friends." >> brian: i did not know that he pulled the 1200 right on the transition. so putting up about 4000 more troops, but the goal is to build more special forces. i think it will be very targeted. i also believe that the fact that nothing has leaked out shows that this is one issue at least that we do not have details, but it helps the administration. because they do not want to give the exact numbers. a pullout date, something that donald trump talked about. the network will be targeted, pakistan is going to be targeted. you thought that drones were a problem, now between denial of funds and access to wipe out the sanctuaries, that's going to be key. and around going back and forth, something new, that has to stop. >> harris: what you said, notwithstanding the outnumbered part, but he said he was not going to telegraph and give away

everything, that is his style. >> lisa: i think will be difficult. president trump is taking the message to the american people. hopefully trying to get buy in from the american people. this is the longest war, 16 years, $700 billion spent, we look at afghanistan right now, the government is corrupt. only holding around 60% of the country as jennifer griffin noted earlier on the show. you may be difficult with pakistan as well, supporting the tele- band, we know a couple of weeks ago that there were reports of the isis taliban joint attack. 50 people killed. the circumstances are very tough. a tough sell to the american people. they are weary of what is going to change. how is this going to make a difference. it is a very's only meant a tough sell from the president, but he is right taking the message to the american people. >> harris: i don't know if people really caught afghanistan being the new ground for the islamic state about a year and a half ago.

i think people may not know how entrenched they became layer. which is specifics what we may be trying to do there. >> kennedy: i don't know, i share some of the fatigue that lisa was talking about. we have been there for 16 years, and when you talk about a 2200 americans that have been killed there, that does not count the civilian casualties and the other casualties we have seen in the region. but so incredibly complex, as brian pointed out, you have pakistan involved in the whole thing, and today are nuclear power. that is an important and toxic element there. i understand why it has taken so long, because the president expressed fatigue on the campaign trail. we should not be there. we should not be nation-building. not talking about us making sure that we have a regime over there. we are talking about $700 billion, what would $700 billion look like if it went back to the american peopl

people? >> harris: could you take us to tonight and making the address to the american people, this is the time, the right thing to do? is this an ability for the president to change a conversation with everything that the white house has gone through? >> brian: i think it will, but i also think in the president's defense, it is coincidental. because he has been talking about a way forward. we remember john mccain saying, where is your plan? secretary of defense, mattis? we are still working on it. if the president is not dying to do this. he is not dying to put 100,000 people. this is not the good war that obama was talking about. he is saying, look, the enemies have reported to do only meant for duty, isis is an enemy, maybe not -- iran is our enemy, and guess who else is there, russia? if so russia is in, going to high five the minute we leave. russia, isis, and pakistan. that should say, we are not looking to terminate your country, but helping you hone

your resources. minerals, things like that, but we are looking to make sure that the enemies do not get the drop. >> kennedy: how do you pick some of the problems that john kerry and president obama created when they were over there? trying to knit together coalitions of three different actions to form some semblance of an allied government that has completely fallen apart? >> brian: i would say this, this guy is a lot better than the man who lost his mind, but i think they found a solution in the building of the special forces around 21,000 on top of 30,000. these guys are lethal, and they are doing a good job defending, making up 7% of the total force, clearly the ones that know how to fight and are committed. >> harris: great information, you mentioned russia, they have tried to do this before. >> brian: they want to rattle our cage. >> harris: arriving for the cool kids, all day long coverage of the president's address to the nation which we will bring you at 9:00 p.m. eastern. at the ramp up to that and the

planning to go ahead and hold a large campaign style rally in phoenix, arizona, tomorrow. just like the one in west virginia earlier this month, that decision despite objections from democrats including phoenix's mayor who want the rally called called off, one arizona congressman whose district covers much of phoenix had "i absolutely think it is inappropriate to be holding a political rally a few days after an incident when a woman was mowed down by neo-nazis, it is throwing tender onto an ongoing fire." but john k-6 has, the president is moving in the right directio. calling his response to this weekend's boston protest uplifting. here it is. >> i think it is all jake about people getting to him and explaining to him, we have to bring the country together. and blaming one side or another when we are talking about the kkk or white supremacy, there is no comparison between these hate groups and everybody else.

so what i feel positive about what he had to say about boston, from what i understand in the news reports. >> harris: joining other republicans who say that the president needs to take steps to unite the nation. >> at this point, not for the president says next, it's what he does. we are in a very critical and sensitive time in the nation. >> this is not just about what happened in charlottesville, this is a broader issue for the president. he has to show that he has the ability to coalesce and bring people together in a variety of different areas. >> harris: brian. >> brian: absolute governor kasich who cannot be a more staunch enemy outside of ben's house during the election. but some of the tweets come i want to applaud the many protesters in boston, speaking out against bigotry and battle. he says that president trump on twitter said "great job by all law enforcement officers and the boston mayor." police are looking tough and smart, thank you. so that is more of a leadership,

less of a pungent, less of an opinion, more of a person on top. >> harris: what has changed? a number of critics who said that the president might step in some glue if he goes to arizona so close to charlottesville, may be making a mistake. what do you think is changing in terms of people behind him and holding the campaign's style rally? >> lisa: who knows? but i think that the president should be holding the rally. he is the president of the united states. he has an opportunity to address the nation about afghanistan which we just talked about. but he can't stand there in arizona and say, we are united as a country. we are united together against these different groups. we are united in terms of wanting to bring things together like economic prosperity to the country. when congress reconvenes after the august recess, they are going to be looking at things like tax reform as well. so it represents an opportunity for president trump to get out there and put pressure on congress, another issue on the

political front, which i'm interested in seeing if it happens on tuesday, but rumors that president trump may endorse jeff lakes, one of his primary challengers who was an early supporter of president trump, the arizona campaign manager for president trump which would certainly make things interesting in congress when they do reconvene. i'm looking at that for tuesday night as well. >> brian: that's not helping anybody. >> lisa: no, not necessarily. but i think president trump is trying to figure out how to persuade congress pretty clearly frustrated with lament congress feeling that mitch mcconnell has not helped. poorly moving to the agenda forward. we saw with health care, so we may be seeing him kind of getting on the other side and trying to put pressure on congress and senior thought works which is what if he doesn't endorse he may be looking at that. >> harris: not helping him with health care, right where jeff flake got into it in arizona, what is hurting obamacare.

kennedy, the thought bubble above your head? >> kennedy: a number of things here, a political response on the part of democrats in arizona who are trying to get some traction to criticize the president. but the president also needs to check himself before he wrecks himself, and i don't think that this is a week for a campaign style rally, i think this is the week for an address to the nation about something like afghanistan. i think he gets better traction when he talks about foreign policy, and when he goes on foreign trips. but right now having a rally like that when things are still simmering, they are not as hot as they were last week, but a little bit of daylight -- >> sandra: so if i go back to you lisa and say, how does he begin? look at her what he has been criticized for when he came out with clarification of the second statement in the formal speech that he made inside the white house with the teleprompter, starting out with the economy and talking about jobs, creating over a million jobs before he got to the actual second fixed response, how does he begin? >> lisa: i would like to see

him begin, look, we are united as americans against these different hate groups, this is not will be, we are all americans. he has had things like that before. we are all united in our love for this country. and i would like to see him start off with that. get to the bigger issues of the country. we are facing big issues, afghanistan tonight, a couple of weeks ago we were on the verge of a nuclear war with north korea. these are huge issues. americans are still struggling financially, they elected this president to make those changes, he has an opportunity tonight -- on tuesday rather, to take the message to the american people. >> harris: we will move on to the breaking news, we knew a little bit about this before. we can confirm in barcelona where there is blood thirsty terrorists who took out 14 people last week at the open air market la rambla, we can confirm that the driver of the van that jumped the sidewalk and caused so much violence and death has

mcconnell and interns, republicans have stepped up their criticism of the president. most recently at the response to the charlottesville violence. about a new nbc marist poll will give the g.o.p. critics and paws. the pull of trump supporters and three key states that propelled him to victory, showing that the president's job approval among his voter stands at 84% in michigan, 81% of mental vignette, and 77% in wisconsin. brian, what are your thoughts? >> brian: another poll out there that is a little bit different. shows that 6 out of 10 ten are ashamed at how he responded to what's happened in charlottesville. i think the basis is strong, we will see that on tuesday. expanding the base, i don't think right now that they matter and it is affecting republicans right now. but let's say that the numbers were in the teens, what republican is better with a democrat in the white house? none, so they should find a way to work with him, they should find a way to work with them,

because the people i was starting this down with, had his differences with ben on his facebook page, lindsey graham, reinvigorated that rivalry even though lindsey graham salutes would be the afghanistan policy. bob corker was probably the biggest surprise prior to the president has not shown the stability. he needs to pick up the phone, this is solvable, fixable, that is coming may not like me, we might not hang out at night, but let's -- >> sandra: but these are all obvious things, that they would be better with a republican in the white house. why is all of this happening if that is also obvious? >> lisa: because he is attacking them on twitter. and a little bit of personal one-on-one diplomacy might go further than the president attacking jeff flake saying that he is going to endorse one of his primary opponents and also attacking lindsey graham and rehashing their presidential fight, because you have a razor-thin margin in the senate.

you can lose two boats coming into that is pretty much it. and then you have a number of senators at the president is engaging with, bob corker, he is the one -- >> brian: he was almost vice president. >> kennedy: almost secretary of state. he said the president was unfit. there is some growing disconnect to their, and that would be a really great time, sure, campaign rallies feel great, but it's important for the president and politically smart thing to do to personally smoothed over some of the relationship so that he has people on board. speak to how much do you think the calculus is with republicans? i know you said forget the polling, but look at some of it. i'm not saying -- university doing a moment ago, saying he cannot do anything to essentially change their mind. "new york times" ran a story saying that the deal breaker for a trump supporters, no, not this time. a "cbs news" sat down with three trump supporters, two

african-american, one caucasian talking about charlottesville. saying that it does not change the support. survey monkey did a poll, 49% agree with the president at both sides were to blame. if you are some of these republican members and you are going into congress reconvening in congress, what is going through their minds right now? >> brian: i'm going to channel greg gutfeld, are you ready? the best thing you can do to get back at the girlfriend that breaks up with you is live a life happy with someone else. i was not going to say this, but my thing is if he goes out and presents the tax plans at work, put together a tax or form that is effective, and an infrastructure that might be palatable, you put it out there and endear him to stand in his way. i might personally have some at a messy, but these are programs i can get behind. and if he goes down and does not, then you happen to be moving on past another girlfriend. >> kennedy: on just completely distracted.

>> no, shep. most of the eclipse is going to be over the areas that are not pretty populated in the u.s., like madras, oregon, a couple of big cities like st. louis, nashville, tennessee, but for the most part, very center of the path of totality cuts over lightly populated areas, so small towns like madras, oregon, solar towns. people have come from all over the world to view the eclipse. a family that is having a family reunion, we have italy represented, england, all parts of the united states. people further left, we can see people with the glasses on, as we are about halfway through the cycle of totality here, so we have another i would say about a half-hour to go before total darkness here. when that happens, we will see just a ring of sun, and that will be not the sun, but the corona, that is the outer atmosphere of the sun, that's
