>> l1lelandl0 : normally now is the time to wish everybody a happy weekend, but it's going to be a tough weekend on the gulf coast. >> shannon: "happening now" starts right now. >> jon: hurricane harvey gaining strength as it was closer to corpus christi, texas. thousands of residents in seven counties ordered to get out while they still can. its effects are already being felt. go to maine to you jon scott. >> heather: i'm heather childers. forecasters warned it could bring 3 feet of rain, 129 mile-per-hour winds, and 12-foot storm surges.

millions of americans line a path with almost one-third of the nation's oil refineries. president trump pledging federal help for texas. >> my wife and i, we joke about it because every time and say it's going to be real big, it goes in the opposite direction. but i'm taking extra precautions just in case because i don't want to get stuck. >> leland: casey stegall lie from galveston, texas, with the latest on the storm. >> the conditions are constantly changing as we will know what these tropical systems. it's really quiet now. it's hardly raining, there is not really any wind to speak of, but boy have there been times this morning where was completely opposite. you could hardly see, there was so much rain. and the winds gusting to 50 even 60 miles per hour where we are right here on the gulf of mexic mexico. if there is any indicator of what's to come despite what we are seeing now, you can see they

are. conditions on the gulf right now. that water does look nice out there. lots of whitecaps. folks we are talking to and galveston are anxious. this community has been decimated by hurricanes before and news that harvey is strengthening has added just an extra layer of fear. the essentials, water, batteries, raingear flying off of store shelves all up and down the texas and louisiana coasts for that matter. this is video from a business in houston where supplies eventually ran out. emergency officials say time is running out to evacuate, otherwise those who decide to stay could be essentially on their own. >> they can stay voluntarily. to me, i should pack, i should secure my house, i should get my vehicle and go to a shelter. this storm could change and they

are not going to risk a rescue once it gets bad. >> they assume if you get any kind of trouble, first responders will be available. if we get get a tremendous amof rain, areas could be flooded out and first responders can't even reach them if it's too dangerous. that is why this is a very, very big decision on whether people listen to the evacuation orders or if they will choose to write it out. the biggest fear with harvey is that it is going to essentially stall. that is what all of the models seem to indicate, once it makes landfall south of us, down near corpus christi, it will slowly move inland and sit over the region for days. that's why so much rain is forecasted through monday,

tuesday, even into wednesday of next week and that's why some spots are projected to receive e catastrophic. jon? >> jon: category three storm right now and could get potentially stronger. >> that's right. the national hurricane center is watching this closely. they're saying there are a couple of items at play here, the water and the gulf of mexico right now is extremely warm and there is also some upper atmosphere layering that's going on that allows this to sort of strengthen and it feeds off of that warm water in the gulf. the latest information coming from the national weather service out of galveston and houston this morning, they say they expect this to continue to intensify up until the moment it makes landfall tonight or until the early morning hours tomorrow. >> jon: casey stegall joining us from the shore and galveston.

thank you. >> heather: president trump going after lawmakers in his own party. republicans face increasing pressure to pass spending bills, avoid government shutdown next month. their president tweeting this this morning. if senate republicans don't get rid of the filibuster rule and go to a 51% majority, few bills will be passed. eight dems control the senate. joining me now is glenn hall, news editor for "the wall street journal" ." after that tweet, the president posted another tweet and in this one, he was going after senator bob corker. strange statement by bob corker considering that he is costley asked me whether he should run in 2018. tennessee not happy. this tweet this morning was in response to some criticism from senator corker regarding president trump's reaction to virginia. >> the president has not yet

been able to demonstrate the ability and exude some of the confidence that he needs to demonstrate in order to be successful. we need him to be successful, the nation needs for him to be successful. >> heather: we have bob corker, mitch mcconnell, paul ryan, senator jeff flake, how do all of these very public back and forth's impact the work that needs to be done? >> it's a complicated factor in some cases. and the case of senator corker, we've seen time and again, when the president feels like he's being criticized by someone, he's going to let them know how he feels about it, he is going to push back against that. we were looking at these series of tweets in the back and forth with the president, and he says 1 of 3 things is going on. on the one hand, it could be that the president is trying to put pressure on them to go the

direction he wants them to go. on the other hand, he could be showing to his face, on the independent that you hired and i'm doing things my way. the third is the simple response to criticism. >> heather: he's human. people say don't respond on twitter. it's a large reason he got to the white house with twitter and he knows that, so he uses that to his advantage. some of the headlines as we looking through. there is a lot of work but does need to be done, specifically in september. if the work is not done, like the obamacare repeal was not done, is this a strategic move by the president to separate himself from republicans?

>> it could be a way to show americans i'm standing for what i was elected to do. if the congress can't support me, i have to push on that and that could be the strategy that he's taking. you made a good point that when congress comes back after labor day, they've got about 12 days to figure out how to raid the debt ceiling -- raise the debt ceiling and fund the government. >> heather: you mentioned the border wall, he's made it clear via twitter that he is going to shutdown the government as a result of that. tweets like that, and terms of policy, how does that impact democrats along with all the criticism? >> what we are hearing from senators like chuck schumer here new york is great, thank you. because now you own the problem. if you make that the factor, we've made it clear we do not

support that wall. if that's what you want, you won't get any help from us, so now it's on you and your party to figure out how to get the votes. >> heather: doesn't risk a lot going after congress because we know they are notorious for having very low favorability scores across america. >> congress is in a bind on its own. the last and we had a shut down in 2013, many people blamed the house control g.o.p. for that. now there is number of members and they can't fund the government. that is a worry for the midterms. the pressure in that equation is more on republicans. >> heather: that's what we've been looking at and mitch mcconnell has the lowest ratings of anyone. speak out mitch mcconnell's office would answer that ended to say that is normal, we have not got some of the legislation passed that we wanted so you have to own the failure. >> heather: thank at the success. glenn, thank you so much for

>> heather: welcome back. happening right now, some new information on some crime stories bear watching. a newborn found in north dakota not far from where a 22-year-old woman disappeared over the weekend. please do not know if the infant is her baby. a judge in kentucky ordering a new trial in a satanic killing case. the judge during out the 1995 convictions citing some new dna evidence. the two men were convicted of murder. they both spent more than 20

years in prison. the state of florida carrying out its first execution in over a year with a drug never used before any lethal injection cas case. the man was sentenced to death for two racially motivated murders in 1997. >> the truly dishonest people in the media and the fake media, they make up stories, they have no sources in many cases. they don't report the facts. >> jon: of verbal attacks on journalists and their employers, pretty routine for president trump. the president again called out the media this morning and a tweet, praising his chief of staff. the president waiting general john kelly is doing a fantastic job of's chief of staff. there is tremendous spirit and talent in the white house. don't believe the fake news. let's get into it with philip wakeman, our commentary writer, eric felton for the weekly

standard. philip, you have written the president is addicted to media criticism. i assume that means addicted to criticizing the media? >> i think the president filled his campaign early on with media criticisms. he got hooked somewhere along the way and hasn't been able to kick the habit. it's not helping him. every time he lashes out at the media, it shows that he's allegedly the way frustrated. he hasn't been able to get anything accomplished. he's pushing his new strategy in afghanistan, and said he changed the narrative and i was the detriment of his own agenda. >> jon: do you see it the same way? are his attacks on the media at helping his presidency or helping and inspire his base? >> you have to ask what the strategy is. he has to have a strategy with what he's doing. is it to shore up the base of 35-40% of supporters or is it to expand his base, to get things done politically?

he needs to expand his base. i don't know that going after the media, though it's resident of the base, helps expand his support. >> jon: he needs to expand his popularity on capitol hill as well, doesn't he, philip? >> absolutely. he can only play the base for so long. we are not campaigning at this point, we are trying to pass an agenda at the white house. this isn't helping him move forward. at this point, it's a wasted effort. he needs to keep his eye on the ball and focus on what's going to chalk up a win. >> jon: there is a headline and politico that i wanted to share with you, you probably artie seen it. the media is trumps evil empire. rich lowry wrote this. he wrote the most republicans matter is he's demonstrated the results against the enemy, not the islamic state or the tele- band, the media.

the media has become for the right with the soviet union was for the cold war. an adversary of overwhelming importance. i guess the question is how long cannot go on if that's the case? >> what does victory look like? what does victory over the media look like? that's a crazy notion. the president is constantly hurting himself with this. you look at his response to bob corker today and a tweet. that was a story that had come and gone days ago and by going after bob corker, the president merely made it that people are reentering those comments, so he tends to promote media that's damaging to him by his inability to not let things go. >> jon: and kind of curious, philip, because the media made him a star. he was the subject of so many tabloid newspaper headlines in new york for decades and then he went on to the apprentice and

got invited into america's living rooms for 20 years. he didn't always get good press, but he got press. >> i think president trump owes a lot to media and he knows that. he probably wasn't expecting it to be so harsh and hard-hitting. the fact of the matter is, cnn didn't undercut the health care debate, ms and bc cut tax reform and no mainstream media is encouraged to fire james comey. he was on his own and he needs to take a hard look at his own administration. he's doing a good job with chief of staff john kelly who brings order. going after the media won't help him. >> jon: eric, as he possibly going to vanquish some of his media enemies? >> if he wants to try to vanquish his enemies, he is famous for being a counter puncher, but to follow the boxing metaphor, if you always counterpunch unless your

opponents know what you're going to do and shut the agenda, i think the president focusing so much on the media merely empowers the very media that he claims he is opposed to. >> jon: philip, no president has ever loved the media or enjoyed fantastic relationships with the media. >> to spin off of what eric said they are, the president is trying to throw a haymaker at cnn and he throws himself off balance every time he makes these attacks. reagan and the bushes dealt with the same media, but they knew how to play the game and they're trying to win not personal victories, but actually get something substantive into law. >> jon: what about gary cohn, his economic advisor? he had that piece in the financial times with some very strong language, philip, about how he feels about what the president should say and how he should respond to the neo nazis.

>> if we've learned one thing in this presidency is that president trump speaks for himself. we've seen that in the white house as they cycle through different munication's staffers. what we've seen trump say is what trump means. the response to charlottesville, that came from his consciousness and no one else's. i think there's a lot of frustration within his own camp, but i don't accept this to end anytime soon. >> jon: we're just getting word that gary cohn took with him a letter of resignation when he met with the president a week ago on friday. it is not clear whether that was submitted. in either case, it was not accepted. by going to the media, it seems like gary cohn is absolving himself or at least making clear his positions that are contrary to the presidents. >> while there might be an urge

for different members of the administration, you need to be careful. spira mucci and steve bannon seem to put the nails in their own coffins. ed backfired on them instead of helping. going alone to talk to the media doesn't seem to be the best strategy for anyone. >> jon: philip, let's get your take on that. >> one of the things interesting about gary cohn's case is the instance of how difficult donald trump makes life or his allies and people who work with him. i think the president recognizes how precarious his position is when he starts going after people on capitol hill. he's going after his allies. he's already making life difficult for his allies and he needs to have as many supporters as he can. i don't think he can do that by attacking people via twitter.

during friday morning prayers. please now say all four attackers are dead. crews are working to get the wounded out of the building. ed comes as a tough commander there speaks out about president trump's new strategy in afghanistan. speak out this new policy is different, its condition to not time base and we want a peaceful reconciliation. that means there'll be no terrorist attacks emanating from this region against the afghan people or against the united states and its allies. >> jon: john huddy is a lie for us with more. >> so far no group have claimed responsibility for the attack, but has all the signs of isis which has been the case in the past. this particular attack today started when police say a suicide bomber blew himself up at the entrance to the mosque in the afghan capital of kabul.

three men then stormed the building opening fire and security guards they are and worshipers inside. this happened during friday prayers. there was a standoff that ended with all four attackers being killed and police say that cleric leading the prayers was also killed and at least 20 others are dead as well. that number, as we've seen in the past can certainly be higher as we wait for more information. this is the latest attack in afghanistan and comes after president trump announced earlier this week that nearly 4,000 more troops will be deployed to join forces on the ground in afghanistan and the fight against isis and the taliban, both of which have launched deadly attacks on u.s. forces in a country ravaged by war and torn apart by war and have seen little relief.

>> jon: thank you. now this fox news alert, authorities ordering mandatory evacuation up and down the texas coast. communities brace for hurricane harvey. it is expected to intensify into a category three storm making landfall with life threatening force. officials urging residents to heed their warnings. >> storm surge has gone from predicted for to 6 feet to a possible 10 feet. at 10-foot water height, you'll be cut off from the island and there's a good chance if you've got that much water, you won't have any electricity. so you'll be on an island with no electricity, no air conditioning, no water, no anything, so we are recommending in the strongest terms that if you live in those low-lying areas that you get out and you begin to get out now. >> jon: joining us now, texas governor greg abbott. governor abbott, an hour and a half ago, the outer rain bands were already hitting the southern and middle texas coast.

i know that you are very concerned. what do you say to residents of your state? >> the thing i'm most concerned about right now is the fact that this storm has taken on new and worsening conditions over the past 24, 48 hours. a couple of days ago, texans assumed this was not going to be all that severe. not too many people evacuated. there is an urgent need for people to evacuate as quickly as possible. if you live in a low-lying area where officials have given a declaration that you must evacuate, there is still time to get out, but understand this, the roads are getting crowded, there will be more people evacuating come of the storm surge is about to hit. the rain bands will be coming down. it will be very, very difficult for you to evacuate more than six or ten or 12 hours from now. the time to get out is now,

understanding that your life is far more important than your property. >> jon: i don't texas made plans at the last big hurricane that hit their and there was so much catastrophic traffic stall. do you feel that your emergency crews have approved the plan to help get people out of there? >> we have prepared very diligently for this campaign for days now. we have assets and resources across the entire region for the storm will strike. we are very well organized and we have coordinated with the federal government, with fema, with homeland security and even with the president. we are prepared for this. that said, we have two problems. one is because the storm is going to stall over texas, and may come in, go out, and come in again. the rainfall is going to be far greater, the flooding will be

very dramatic and it's going to cause problems for many, many days. the second thing is i'm consultant but not many people have evacuated. there will be people who will be stranded on an island and other places without power, without food, without any type of necessities for days on end. if you can evacuate, if you're listening to this, if you're in a low-lying region, if you can't evacuate, you should try to evacuate in the next few hours. >> jon: the stalling of this storm and i know is of great concern. we're going to ask you a couple more questions about that. we have to take a quick break. if you can be good enough to stay with us, will be right back with governor greg abbott of texas. visits. and hey, unmanaged depression, don't get too comfortable. we're talking to you, cost inefficiencies and data without insights. and fragmented care-

>> jon: back again with texas governor greg abbott as a very powerful hurricane harvey sits just off the texas coast, heading that way. governor, every circumstance like this, every hurricane, people say i went through the last one and i was fine or they warned me about the last one and it didn't hit. i'm not going to evacuate this time. what do you say to those people? >> your spot on. that's what so many texans have said. for one, they didn't think this was going to be that serious of a storm, but for another, they've been through these before so they think they don't need to evacuate. what they cannot predict right now is the magnitude of the rain that will be coming down in the

ability for them to either be trapped or completely inundated by this wall of water. they need to recognize its only one life they have and they need to use that life to get out of harm's way. there are so many places they can go to immediately in san antonio, and austin, and dallas. if they're going to protect their life, they need to take their life into their own hands right now. >> jon: i know emergency responders are ready and you've activated the national guard, but there is an awful lot of individual responsibility required in a situation like this. governor abbott, it's very good of you to spend some time with us today. thank you. >> heather: a busy weekend. an outpouring of support for a young texas boy after a story that we brought you last year. we take you back to houston for an update on the boy and his family. >>

>> jon: land windsor, we introduced you to a boy who touched the hearts of fox viewers and you, in turn, reached out and meant his family with kindness. your generosity and prayers have touched their lives. we went back to houston to find out what your donations have done for bobby contrariness and his parents. the former soldier married the young nanny and 1996. they made plans for a family, but god's plan was a little different. >> we got pregnant once and unfortunately, i miscarried at 18 weeks. >> jon: after 16 years of trying to conceive and one miscarriage, they learned an acquaintance was carrying a child she didn't want to keep. and you said what? >> will take it. >> jon: that's how bobby came to complete their family. shannon and robert were there

for a "no" complications delivery. a few weeks after bringing him home, on the day bobby's abduction was finalized, the new parents learned sobering news. >> he has a retractable epilepsy. he takes seven medications and has an implant and still has seizures almost daily. he also has cerebral palsy. he's not able to sit on his own or walk or stand, but he has an amazing personality. >> jon: the medical needs of this newborn might have frightened of most adoptive parents, but not shannon and robert. the couple moved from kansas city to houston where they felt better medical care was available. robert quit his electrician's job to take care of bobby full time because of shannon's job offered better insurance. >> we have a good life, it's not

all doom and gloom. >> jon: when they first brought you this story in december, shannon had just lost her job due to an oil industry slump and the stress of trying to pay for his medical needs was starting to show. the families old man was barely drivable. that's when fox viewers a stepped end with response both instant and overwhelming. we thought we'd return to that mobile home on the outskirts of houston to see what your generosity was doing. i get the sense that things have changed around here. >> absolutely, a lot. a lot has changed for the bette better. >> jon: you have a big smile on your face. >> yes. it makes me emotional because -- never in a million years could we imagine anything like that could have happened. >> jon: take us back to the day the story aired, what was going on? >> he had doctors appointments

and shannon calls me and she's crying and hysterical and i go "what's going on? what's up?" >> jon: viewers were in love with bobby. small contributions to his trust fund added up to a third of a million dollars. >> finally she got herself together and she says it exploded! >> our life is amazing. it's hard, yes, but the things that he teaches us daily, and the struggles that you go through as a special-needs parent, having to fight for everything. >> diapers for instance. >> exactly, his wheelchair. so many things that aren't covered by insurance. one thing we had hoped out of it is if we could replace that van. >> five or $6,000, i would just

love to get a reliable car. my car is broke down. >> jon: you're hoping for five or $6,000. >> at the most. >> jon: america really took your son under its wing and donated a lot of money to help you take care of him, so what's going through your mind? >> i couldn't believe it. the comments that people left were so touching. it meant so much that people cared. they care about our family. >> jon: now bubbe travels in a new minivan with reliable air conditioning and electric lifts. among the improvements that have made their lives were manageable, one stands out. >> a friend of ours, she said have you looked into a service dog and i said yes, i have, but

they are so expensive. there is no way we can ever do that. she says, i bet we could. it was just a couple months and we were able to raise the $15,000. this is ducky. he was born to do this. >> jon: how did they pair these two? >> we sent in a video and lots of paperwork. they could get the dog socialized and comfortable with medical equipment. bubby yells out sometimes and it can make animals nervous, but ducky is not nervous. literally the second they met, ducky went immediately rate over to him, laid next to him and laid his big old head rate of crosses lap. it was less than an hour of them

being together, ducky basically straddled bubby and it was obsessive licking all over his face and neck. the trainers come walking over and kneel down and say he is alluding to a seizure. and i got so emotional. >> jon: in the first hour. >> absolutely. >> 13 minutes later, he had a seizure. >> jon: how does that help you? >> so we can be prepared. he does require rescue for some of his seizures, knowing ahead of time, we can make sure it's ready. >> jon: life isn't exactly easy, but with the help of fox viewers, the day they struggled caring for bubby are over. >> we'll be sending thank you notes for the next year. it's unbelievable the amount of mail that went to the bank. people wrote so many letters. bubby was trending on the

internet. >> jon: the contributions also allowed them to try new therapies for bubby and purchase equipment that help build muscle tone and improve his quality of life. >> the goal ultimately is to get him to stand on his own. that's the biggest thing in the planet for us. there is nothing physically wrong with him that would preclude him from standing. >> jon: in daily life is clearly a challenge, one made much more bearable by the response of fox viewers and of course their love for bubby. >> he is my kryptonite. i can't ever be mad at him or -- it's the weirdest feeling. i don't know if you've ever had someone in your life like that. no matter what they do, you love them. >> heather: so wonderful. a big example of what people can do when they come together for the greater good instead of fighting in the streets. >> jon: lots of small contributions added to a huge

think they can write it out, what's your advice? >> that's the absolutely wrong thing to do, particularly with the storm. it's a storm that's going to be very powerful, probably a category three. we don't know exactly where it's going to go, it's more than likely going to sit there for a while. the governor has called for evacuation, the mayor has called for evacuation. it's time for people to get out in the time is very short. the rainfall it's within a few hours from now and now is the time for them to move before they can't get out. >> heather: back in 2005, the gulf coast was dealing with hurricane katrina. we had hurricane andrew, the main issue there was wind damag damage. what did you learn from these storms and how to deal with the next one? >> i'll start with andrew first. hurricane andrew was a

windstorm, we lost 100,000 home homes. we very carefully looked at why the homes failed. we changed our building codes. now our homes have been built since then. hurricane katrina, there was a lot of issues with not calling for an evacuation. like we see in texas. the mayor not calling for evacuation, we lost over 1800 people because they got stuck in their homes, a lot of them drowned. very pleased to see what texas is doing. they have a proactive governor making sure that people know what they need to do. a very strong emergency management system, one of the best in the country. the state is going to be ready, the federal government is going to be ready. individuals just need to take personal responsibility to take care of themselves and their family. >> heather: the president has
