"the five" is next. >> this is a fox news alert. i am kimberly guilfoyle and this is "the five." >> kimberly: soon making landfall on the texas coast, let's bring in steve harrigan, covering the storm from corpus christi headquarters. >> kimberly, we've been watching these conditions of the past two hours. we already have hurricane force winds. category 4 storm. well-made houses and large trees are snapping. here in corpus christi.

buildings, routes, coming off. crashing. we've seen some street lights down as well. at the physical destruction is starting. almost no one out at all. hotels boarded up with plywood. in preparation for the past few days, long lines, flashlights -- debris flies in the air. people waiting out side for grocery at the grocery stores. along the water, evacuation. involuntary. for those who have decided to stay, they are on their own at this point. now, they are not going to be able to go out and help people. it's a life or death situation

in some cases. don't put your life at risk. you see some small things just flying through the air. that could be the real danger. we could see 30 inches of rain around here. that would be catastrophic flooding. coming from state officials. there is concern about the long-term. four or five days it really puts people at risk, the storm surge. we have drama right now. i have the storm. the eye of the storm. it might still be to come. kimberly, back to you. >> kimberly: what an incredible shot integrate reporting, steve. let's go to matt finn, with the

latest. >> hi, kimberly. we are 150 miles northeast of where steve is. conditions not nearly as bad here but they are changing by the minute. one minute there's blinding rain and then it settles down. there was a mandatory evacuation issued last night at midnight. the last bus to leave discounting this county left at 1:30 p.m. if you're still here, you are unfortunately on your own. almost entirely evacuated. very quiet. no one wandering around. trees blowing in the wind. water starting to pile up along the streets. i can imagine a couple minutes or hours, it will look much worse here. this is considered ground zero. at some of the strongest force is expected to hit this area. national weather service told county officials a short while ago they can expect 15-30-50 inches of rain in this county.

a mayor of a neighboring city said they've never seen anything like this. and unprecedented amount of rain going to hit this area. >> kimberly: let's go to rob schmitt. braving the storm in corpus christi, texas. >> hey, guys. welcome back to the party in corpus christi. as i'm about to get blown over. we are about 60-mile-an-hour winds. 25 miles from the eye of this storm. this is as bad as it's going to get for corpus christi right at this moment, we are close to the eye wall of this category 4. read by the water here. shoreline boulevard in downtown corpus christi. we've been watching this thing develop. the interesting thing about this storm is isn't was not supposed to hit about 1:00 in the morning. it never slow down. now we are watching it. something like five hours earlier than we initially anticipated.

stronger than we anticipated. we were talking about maybe a tropical storm, maybe category category 1. we have category 4 hurricane making landfall. the strongest army of seen -- i feel like they jump up right now, i will probably fly away. the strongest storm we have seen in the united states and maybe 12 years. there's a hotel right next to our hotel. we saw the shingle start to come off about an hour ago. slowly ripping off. reversing the damage. a lot of loose debris flying around. the water, that's what everyone is worried about. especially when you move to the other side of the storm. we are on the west side of this hurricane. beside and north side, the dirty side, that's where this water will build up. when this sits over the south texas area, especially in galveston and houston, it's

going to dump rain for days and days and days. it's going to create a mess. that will be the real story after right now. the wind. send it back to you in the studio. >> kimberly: rob, we have a couple follow-up questions if you can bear with us. you talked about the water levels. they are really worried about that. anticipating some major concerns. what are they doing in terms of trying to prepare buildings and facilities so they don't sustain intensive water damage? >> we have not seen a lot -- i haven't seen many sandbags. we've been moving around corpus christi quite a bit. at the gulf, they are ready for this kind of thing. they have this seawall. 12 or 14 feet high. expecting 6-12-foot storm surge. that's one way they will try to handle it but as far as the rain that comes from the storm, the brain dumps from the sky. i haven't seen much preparation at all. i've seen a lot of boarded up

gas stations and retail stores and stuff like that. anticipating the wind. as far as the flood control, i don't know how they are going to handle it. i haven't seen a lot of preparation for it. we've driven around. it's not a big city. we've driven around. i have not seen the sandbags and blood preparation. but the gulf is used to a lot of water around here. >> kimberly: the public safety warnings, are they being heated? staying inside, what time did you notice that it was clearing out? >> yeah, there's nobody here. our hotel has maybe 50 people in it. most involved in the media. no cars on the road. this is not a mandatory evacuation area right here. if you go just a little bit closer to the coast, we are on a bay here. if you go on to the old little stretch of islands that make up the gulf coast, they had to get out. it's mandatory. i assume it's all out. people are just -- when it

started to turn into a category 3, category 4 storm, screw this, we are getting out of here. rightly so, it's a storm. >> kimberly: protect yourself from the elements. we will check in with you later. it rob, think for that update. let's bring in chief meteorologist rick reichmuth. rick, thank you for being with us. >> 300,000 people in corpus christi. it's a decent sized city. the storm has slowed down. that's bad news -- if you want to move on and get out of there, it's not going to happen. not at the strength. it will take a long time for a 130-mile-an-hour storm to begin to wind down. we might not really see that for the better part of 36 hours or so. i want you to notice, kimberly, the satellite -- go 16. the first time we've had a

hurricane with its imagery. you get it every 5 minutes instead of 15 minutes. it creates a much more accurate and potentially life-saving picture. to get an idea of this storm right here, we see the doughnut. at the center of that i. when the storms begin to interact with land, the start to slow down. that's not happening at all. the winds that are high up in the atmosphere, transporting down to the ground a lot easier. that means we are going to see probably these wins at 130 gusting to maybe 155 miles an hour. that's about to happen. this outer eye wall is now coming on shore in the south padre island. winds are already -- they clocked at about 110 miles an hour. that was before we had this eye wall. we all say there's a landfall. that's probably maybe an hour or two away. it's moving so slowly. i want to show you this. one of the computer models.

we trusted a lot. here's the landfall. 24 hours from now, we still have a hurricane just around 50 miles or so inland. that's saturday. go into sunday and monday morning, still the center of a storm around corpus christi. right where rob is. going to tuesday into wednesday, you get the idea. we still have this storm here. it's not until maybe thursday or so that it's gone. some models indicating that the storm actually might just dissipate over the next week and a half. that means all of that moisture that is up in the atmosphere is going to fall down across this area and that is why we're so concerned about this catastrophic flooding. how much rain? national weather service has been saying something like 35 inches. i've never seen the national weather service put out a forecast like that. that said, this same model we are looking at -- look at some of these numbers. 53 inches here.

that's from corpus christi north. with that map a little towards the north, go to houston and we are talking about numbers pushing 20 inches. everywhere in between, 250-mile stretch, we are talking maybe 4 feet or so. go inland as well, san antonio, may be 10 inches. this is that cut off line. any farther towards the west, major damage there appeared to the east, no doubt, you are into it. everybody getting the rain, a lot of people getting the wind. did not even talk about the storm surge today. it will be with us all night long. it doesn't go away right away. a lot of that storm surge might be with us for a couple of days. >> kimberly: at my goodness. staggering facts. including the amounts of waterfall. let's take around the table. dana. >> dana: when he said that the

port we get 60 inches of rain. i am 60 inches tall. i'm not that tall. that's a lot of rain. i've been watching over the past couple of days in particular, i think we have the most skilled and talented weather team. also they are very brave. may be crazy. the graphics are amazing. the other thing, they help explain what they tell a story. they have really big hearts. they would try to tell people how to take care of themselves. i think our coverage on fox has been amazing. it looks like because the storm is going to be so bad, stick with the channel through throue weekend. >> kimberly: absolutely. continuing into next week. you see how courageous they are to put it on the line and bring it to our viewers. really being in the eye of it. >> jesse: our heart goes out to the people of texas. especially along the gulf. fox news loves texas. texas loves fox news. everybody in america that loves texas. anyone who has spent time down knows how great the people are. you know how they are going to come together for the cleanup,

they will weather it. the cleanup will be the worst part. it's nice to see -- you hate when you see a national disaster happen. it's great because it brings the country together. it unifies the country in a way sometimes other things don't. more than sports, a terrorist attack but a natural disaster happens in america? family, the feds, everybody comes together. it's a beautiful thing to c. steve harrigan is getting low to the ground. this guy rob schmitt over there. corpus christi. it looks like he was having the time of his life out there. that's been great. great team out there. i can't believe how quickly this thing has been upgraded. i hope everybody stays safe. >> kimberly: i can't believe you'd are not out there given that it's the "watters world." [laughter] >> juan: i am worried about sharknado. with all this water coming up. you never know what's going to be in it. one of the interesting things to me, just looking at it, how come there's not a mandatory evacuation. you can be there and the government says no problem? >> kimberly: in that one particular area where rob was -- >> juan: he was saying on the island. corpus christi, you saw steve harrigan. the other guy said he could fly. >> dana: it went from a 1 to a . >> juan: he looked like he was going to get knocked over. >> dana: >> we know that governr

prohibited him from racial profiling. now, a category 4 storm. for more on how president trump is dealing with all of these developments, let's bring in ed henry. at the white house. >> just another friday night at this white house, i suppose. you talk about the storms out there, the serious storms bearing down on texas. the political storms potentially around this white house -- in terms of north korea, this could be seen as a good night for this president because for all the bluster from kim jong un, he backed down in recent weeks after president trump talked about all the fire and fury. then tonight, we see north korea launching three short-range missiles. you know what? they turned out to be duds. they didn't do anything at all. this is more bluster. the administration is feeling pretty good about that when you talk to top officials. in terms of sheriff joe arpaio, the president issuing his first pardon. this is something that is being

widely criticized. the aclu calling arpaio races tonight. jeff flake, the republican senator from arizona who has been in various streets wrote that book that was highly critical of the president. he says that this does not follow the proper process. sheriff joe was in criminal contempt. so jeff flake and others tonight are saying that should've played out in the legal process rather than him being pardoned. the bottom line for this president, juan, she believes that joe arpaio is all about law and order. this is someone who is out there on the front lines fighting illegal immigration. it long before president trump was elected. long before a lot of people in washington around the country were talking about it. at the president wanted to will reward him with his pardon and he feels -- >> lisa: slow news night as always. have we heard anything from the

white house about the missile launch? >> they have not issued an official statement. what i find interesting is that it was tuesday at the state department, the secretary of state of rex tillerson was talking about what i mentioned a moment ago. boy, for all the talk from north korea, we have not seen any missiles in several days now. the administration took that obviously is a big victory. fast forward to friday. initially, when we saw these three short-range missiles, we saw it as a bad thing for the administration because the fact of the matter is, they were counting three days ago that there had not been any missiles. now north korea is back with more missiles. to put it in perspective, they haven't put out an official statement -- they feel good about this. it's more bluster. yes, they launched more missiles but they were duds. north korea -- the threat has

not gone away. we all know that but the fact of the matter is, the president was lampooned when he talked about fire and fury. ever since he issued those strong words. north korea has been fairly quiet. >> lisa: he took a lot of heat for that as well. >> juan: dana perino. >> dana: the president had a short primetime address. go through the week, in addition, the president issuing new sanctions against venezuela. he had him giving direction to the military to go forward on his transgender plan in the military. and you also had nikki haley in vienna who was there to look into what iran has been doing. at any white house, what if they want to do next week? what do they want to accomplish next week. >> great question, last night on "the story" with martha, i said the president was going out of and more publicly selling tax reform and tax cuts.

we've got more meat on the bones this morning. learning from the white house that the president will be going to missouri. may be to lay out a little and started to selling, saying not repeal and replace as much? attacking mitch mcconnell on others but some have been saying the president himself has not been selling it. they want to get out there next week very aggressively. because of the storm, we are now learning from the white house that the president might go to texas. perhaps sunday or monday or tuesday. we will see if that affects his travel to missouri. the whole series of issues, venezuela, north korea, the pardon of sheriff joe, i should add to the mix as well -- just in the last few moments, we've confirmed that sebastian gorka, a very high profile national security aide is now out. he said he resigned. other white house officials

saying he was essentially pushed out by general kelly. i remember the early days of the obama administration. this problem where they had all these problems with the economy and financial crisis. you knew about that in the end of the bush administration. frankly, they sometimes felt like they were doing too much. you're right, spinning plates. the system ends up getting short-circuited. this president has talked about taking on the swamp. if it's a whole bunch of issues at once, he wants to go right at it. >> jesse: i want to talk to you about the pardon of arpaio. bill clinton famously pardoned the biggest tax cheat in history. and then obama pardoned bradley manning, a huge traitor. and cocaine offenders --

>> jesse: >> juan: how do you ft that, jesse? >> dana: what's your point? >> jesse: people want to hear what i have to say. now you have arpaio, 85 years old. a loyal friend to the president. a misdemeanor charge. everyone's pulling their hair out in washington about sheriff joe being pardoned. picture this. is it this big of a deal? >> in the big picture of this administration with all the things we just talked about, not that big of a deal. where i think you are right about where the president is going with this, people in washington including republicans, they are going to be shocked, horrified that this is going on. the president's base is going to love it. they will say he's tough on illegal immigration. as i said earlier, the red flag i will put up is that what we are hearing and this has just happened -- our reporting is still playing out. in the early moments here, we

are told that the justice department did not officially sign off on this. it did not go through the normal protocol. that's similar to what you mentioned a moment ago with marc rich. bill clinton was doing this in the middle of the night before he left office. that's when you can get into trouble. when you don't.the eyes and cross the teeth. i'm just saying their processes that didn't happen. yes, the presidents base is going to love this. >> jesse: and he will be on "hannity" tonight at 10:00. >> lisa: i worry about jesse's confidence levels. >> juan: some of the social issues, really, i think they are politically explosive. we haven't talked about the fact that apparently, the president has not decided that he is going to do away with the dreamers program. >> that's another one. >> juan: again, this is politically explosive once i gets exposed. it's friday night. he's doing arpaio. here's another explosive one. he's doing away with the

military transgender -- he's now saying you've got to get rid of these transgender people. here's the order. what's going on? is he trying to distract us from something else? >> on daca, the only clarification i would say is that the president has not decided. there were reports tonight that he's leaning towards doing away with this program. that president obama put in place. keeping the children of illegal immigrants in this country. a highly controversial on both sides. he's leaning towards doing away with it but has not made a final decision. in terms of is he shifting anything? who says the president doesn't know what he's doing? he pardons arpaio in advance transgender's in the military in the middle of a hurricane. that sounds to me like people around this president get what they are doing. this is a news dump. >> juan: that's what i was saying to you. the white house, this is a friday night news dump.

strategy to do this in the middle of the night in the middle of harvey. >> juan: do think it's divisive? >> kimberly: i think it's political and a good move. >> one of the great fears we have heard from the left, they are deeply concerned that there is outrage -- the resist movement and everything else, meanwhile and quietly -- maybe not so quietly -- on the night like tonight, this administration is getting very effective at overturning obama regulations, rules, all of the rest. what they have not been effective at so far as putting some of their policies into law. witness repeal and replace obamacare. tax reform. it's early. they have a lot of time. in terms of this legislative layer, the talk is taking. >> juan: so much. there's so many other topics. we will talk to you next week. when we come back, we will have the latest on hurricane harvey.

>> jesse: and welcome back. hurricane harvey is just off the coast of texas with a category for trend storm expected to make landfall in the next few hours. for the latest, let's go to rob schmitt, he looks like the least nervous reporter i've ever seen in a category 4 hurricane. tell me, one is the rest of this storm expected to hit? >> well, for corpus christi, it's happening as we speak, guys. i will say that right now. i think the i is straight east of us. a little reprieve, i can get my foot in here for a second. this is as bad as it's going to get for corpus christi. where matt is coming he's going

to start getting at here in the next 20 minutes. 30 minutes. a lot harder. this thing is going to move up. hopefully starting to fade a little bit. spinning around and dumping rain. this is a pretty intense storm right now. i mean, i was going to try to show you but i leaned forward to see how far i could lean all the wind is holding me up. i just fall backwards. that doesn't work. this is starting to hurt. rain pellets sting my face. it's getting a lot tougher now. since i last talked to 20 minutes ago. this is got to be 90-100 miles an hour winds. sustained, 60-70 miles an hour. this storm has moved on to land. near port lavaca. it's getting creamed right now. nobody can be there because it's under mandatory evacuation.

we've also seen some stoplights down. they are lying flat. some real concern about the people that did not obey the evacuation. some of those evacuation orders, mandatory. others were voluntary. man a while ago said he has relatives in rockport. 30 miles away. he said that town is underwater. are we going to see the worst of it? dramatic winds. dramatic destruction from that wind. a category 4 storm means we will see all large trees snap or tear up. we will see road damage in the roof taken off of houses. it could get even worse over the next day or two. 30 inches of rain continuing to fall. if this storm sits in place as expected. a 12-foot storm surge could be the worst of it. it could be a slow and dirtier

storm. even more damaging than what we are seeing right now. >> dana: one more question from juan williams. >> juan: steve, what was the shipping and the islands? what's going on there? >> a lot of the danger of this area is the fact that you have so many places, low-lying terrain. there's only one way out. a lot of these places are flooded right now. we we have heard from corpus christie police, they are not going out on rescues. we have areas where it's unreachable. now nighttime is coming. they are likely to lose power for three to seven days. for people who have stayed in certain areas who might not have seen this storm coming or might not have realized the power of

the theory isn't really holding up to try to blame it on global warming and climate change. if they could, they would. the facts just don't warrant and substantiate it. >> dana: this is stronger but hurricane sandy did a heck of a lot of damage. some towns of new jersey are trying to recover from that economically. i do think trying to say that you have more water dropping in this storm -- i think the national weather guy was right to push back on that but it's not true. climate change is happening. we can't exactly say why. it's always been changing. the other thing that's happening is that you see precriticism. president trump, of him handling the hurricane. this all goes back to hurricane katrina. president bush did take responsibility for and things that happen there. there is an after action report. the government has improved dramatically.

the other thing that president trump doesn't have to deal with is an incompetent governor and mayor, the city of new orleans. that was really something that president bush decided to take responsibility for. to take the heat off of them so they could try to actually work together to get stuff done and help people there. >> lisa: from having worked in the white house, what would you advise this white house? >> dana: they are doing a fine job. it's premature to say they would go to texas on monday or early next week. we kind of don't know what it's going to be like. but they can adjust that. one of the people that stare at the white house now is jeopardy chief of staff joe hagan. he was chief of staff to george bush. he was there for katrina. department of homeland security, the council. hugh is also there. a part of that whole team. they know what went wrong. they know how to help this be a successful response. state and local governments are so important in these things. the president can only do so
