dr. sebastian gorka will be here on this program on monday night. stay with the fox news channel tonight. all weekend long. continuing breaking news of the hurricane. our prayers for everybody out there. we will see you back on monday. >> good evening, 11:00 p.m. on the east coast. at 10:00 p.m. in corpus christi, texas. you are looking live as hurricane harvey, a massive category 4 storm bears down on the lone star state. literally do do to make landfal any minute now. fox news has a live team coverage. we will take you to the area where the eye of the big storm has been hitting hard for several hours. update on harvey's path and what we should expect in the next few hours. fox news meteorologist joining us now. >> this is the eye of that storm. just crossing over that barrier

island right there. when it's right in the middle of the eye, to get the crossover -- look like what's going to be here any second. we are going to see the most intense wins for the last hour, we have seen rockport move through that area. we are talking consistently up to 130 miles an hour. it would not be surprised if some cops got up to 150 miles an hour. some widespread damage in this area. this is also an area, we see very strong winds. that's going to be pushing water. we are going to be looking at very high water at port lavaca. that could be getting up to 10-12 feet storm surges. again, that's corpus christi. i don't want to say it's a lot of good news -- they are certainly getting battered -- these winds have to move all the way from the water, they can

pick up a lot of speed but if you run over land, there's more friction. but corpus christi looking at a lot of rain. getting up to maybe 90-100 miles an hour. not those 30-150 we are seeing over to the north and east. very active situation we are paying attention to. here's another view of this. you're looking at the reins around the system. obviously this the big rainmaker. we are talking about the wind because this is the time the eye is moving on. the story in the next several days, this wind being coupled with the rising waters. as the water. here's our storm surge. it's that front right quadrant. you see it pile up. here is our storm surge forecast. some of those areas getting up to 10-12 feet. incredible rainfall. this thing just doesn't go

anywhere. here's a look at our future forecast. here's your forecast. i will let this play out for you. eventually early sunday morning, you see very little movement. maybe up to the north, getting up to san antonio. back down to the coast. very heavy rainfall over the way to houston. it continues to spin through sunday, eventually into monday. i can run you into tuesday, maybe even wednesday before we finally begin to see this fall apart. it weakens that entire time. it becomes less of a wind maker and more of a rainmaker. pummel some of these areas. that's when you get to see some of these crazy rainfall totals. where predictions are may be getting up into the 40s and 50s. from national weather service, we have heard areas getting 30-35 inches of rain. this is going to be a real, wet

one. it's getting up to most people's chest in the parking lot. any low-lying areas, obviously houston getting close to 15-20 inches of rain. this is obviously getting a little bit farther away. still, houston is a city notorious for flooding. nonetheless, a lot of rain. here's where it begins to get interesting. i know some folks took off and headed inland. it's going to drift inland but you're looking at a very fine line there. getting a little bit less impressive. it all depends on how far inland this goes. nonetheless, is going to be a big rainmaker. right now at this very minute, this is where we are seeing very strong when winds. >> that whole area of the coast

is very low-lying. there's just no way for that water to go. >> there isn't. so impressive. a good 275 miles of coastline. perhaps 100 miles inland. this is a huge area. this has become a massive storm. >> we will check in with you in a bit. steve harrigan has been battling harvey. every sense the outer bands moved in an hour ago. some 300,000 people live in corpus christi. how many of them are still there tonight? what can you tell us, steve? >> corpus christi is getting hit right now. the wall coming ashore. the heaviest winds we have seen through the back so far the afternoon. we've seen winds pick up. we are starting to see some physical damage.

tiles coming off roofs. traffic lights. real damage. real structural damage. about 30 miles north where towns like rockport, pretty weak infrastructure as well. it's nighttime. we will expect thousands of people to lose power. right now, it's too tough for first responders to go out as well. it is simply too dangerous. move around these streets and their high-profile vehicles. we could be witnessing a very tough night for those people, who did not obey the mandatory evacuation order. it's gotten stronger and faster. we are getting some of that strength here in corpus christi. john, back to you.

>> steve harrigan in a fierce storm already. remember what adam said, the winds are actually slightly lower in corpus christi than they are immediately around the eye wall. steve, thank you. about 100 or so miles northeast of corpus christi is -- this is where we find fox news reporter matt finn. >> john, in the past 10-15 minutes, the situation here changed entirely. we are now experiencing what could be described as hurricane force winds. violent wind and rain. about 5100 people in this county -- here with a mandatory evacuation. last night at midnight, the last bus left this town at 1:30 p.m. this afternoon. if you are still here, you're on your own. this is what everybody here would be dealing with right now. one of those moments where you cannot help but recognize the

wrath and strength of mother nature. john, back to you. >> matt, thank you very much. breaking this hour as hurricane harvey makes landfall, president trump has signed a disaster proclamation that will provide federal relief to the areas affected by the storm. harvey represents the first real test for trump's administration and responded to a natural disaster. the president and first family are at camp david maryland right now. she has had to be monitoring the situation closely. he has sent several tweets reassuring those of the storm's path that the government is there to help. mr. trump tweeting... the president also tweeting tonight to urge anyone in the storm's path to pay attention. and he'd the advice of state and local officials. for the city of rockport texas,

they are right in harvey's path and getting hit hard. joining is now on the phone, rockport mayor pro tem. what's the situation like right now? >> it is everything that you've probably seen. we've been right in the middle since about 7:00 p.m. strong rain. intense winds. it's gotten worse over the last hour. we were hoping it would start to recede a little bit but we realized these conditions are going to persist until 8:00 p.m. saturday night. tomorrow night. we will be in the strong wind and rain for well over 24 hours. >> jon: that's the unusual thing about this hurricane. they hit, they hit hard in a move on. this one is going to park itself on the texas coast and just keep pounding you. >> that is exactly what it's doing. we are in the public courts

building in rockport. it was built about five years ago. designated hurricane proof. we are safe. we have a team of city employees, law enforcement. we've got people staged to be able to venture out and see what damage we can provide that there's no way we're letting anyone out right now. i don't know when we are going to be able to do that. >> jon: you are not likely to be able to send anyone out on rescue, are you? >> >> no, we've had a few incidents. residents trapped in their homes, where a tree fell on them and they can't get out. we've got someone else stranded in a vehicle. it's impossible. we cannot put our people in harm's way. we tried to emphasize to everyone that they needed to leave starting yesterday. those that chose to stay, well, they made their own decision. >> jon: so it was a mandatory evacuation in rockport?

>> mandatory evacuation. we used some strong language to emphasize how dangerous the situation is. it's a life-threatening storm. we knew it was going to happen. we did not have as much time normally to notify people. normally we would get a 40 hour lead time to prepare but once we found out what harvey was going to do, we moved as quickly as we could. >> jon: we were looking at the satellite map. it looks like the eye is just about right on top of you. the only hurricane i was ever in was hurricane hugo back in 1989, 1990 or so. it's a very strange experience when the wind all of a sudden quits and you are in that eye. it appears we have lost mayor patrick rios. perhaps we can get him on the phone but i will describe for our viewers what that was like. all of the howling winds, chaos

>> jon: 16 minutes past 11:00 on the east coast. at 16 past 10:00 in texas. welcome back to our live team coverage. hurricane harvey making landfall right now. another story tied to this massive story. some thousand passengers on at least three crews ships are stranded in the gulf of mexico because of harvey. are they in danger and when might they be able to get home safe? let's go down to stephen letterman. obviously this is a massive hurricane. it's moving on shore right now. what about those folks out at sea on the gulf? >> they will be seeing some very large swelling waves. it might be rocking the ship back and forth. hopefully they can put the ships

in the direction of the way it's turning. if they are taking broadside, it's going to rock the ship a lot. that's where more damage occurs. obviously people get seasick and all that can happen. >> i was going to say, in terms of the storm itself, this blew up seemingly overnight. a couple of days ago it was not forecast to be this big. it really was not forecasted to take this track. what happened? >> it went over warm water. not only on the surface. it's quite deep in the gulf. it has so much energy. drawing from that warm water. and then it changed. all that together means that they had time to intensify from category 4. the friction of the land and also not being able to get the energy from the sea, that will

have it start going back down to category three tran, eventually eventually 2 and 1. it's a high-pressure cell blocking it. it will move back all around. rain, tremendous all through this area. 50 inches of rain. i used to live in the houston area, galveston. sorta like miami. the water has nowhere to go. and it rains, it just piles up. >> you're going to have this storm surge that's already pushing us shore. i slipped in the water levels in the creeks and rivers that lead into the bay and the new dump two or 3 feet of rain on top of that, it's hard to imagine what that's going to look like when this is all over. >> what people don't understand is, the broader type of bays behind the barrier islands, and

might be 8-10 feet. when you go up to the rivers and creeks, the banks narrow. it's like a funnel effect. the waters going to go up even higher. those areas might get 12-15 feet. a surge way up the river. it's farther upstream. >> jon: people well and linda will be experiencing hurricane flooding, probably something they weren't expecting. >> exactly right. okay i'm not on barrier island, okay. that's a real misconception. the higher surges will be inland. again because the funnel effect. the waters going to pile up because can't spread out. it's a problem there. this is quite an event. i haven't seen anything like this and quite a few years. >> jon: it's going to be something. stephen letterman. thank you for covering this today. joining us now, of the national hurricane center -- how are

things looking right now, ed? >> the hurricane is making landfall at category 4 strength. the strongest we have seen in texas and more than 50 years. beyond the wind, it's the water that concerns us most. at the coast, the storm surge. just inland. both will cause life-threatening flooding. >> jon: obviously, that storm surge is really just coming ashore. it's hitting its peak now as the eye comes ashore. correct? >> that's right. you can see the eye coming ashore here. the strongest storm surge, where the winds are blowing the water ashore -- we do have water levels measured up already as 5 feet above the ground. i'm giving you an estimation. also dangerous waves. water levels are going to rise

particularly in this area. just to the north and east. it will not receive very quickly because with the storm stalling, it will gradually weaken. >> jon: is coming ashore at as a category 4 hurricane. i know there's descriptive language for each category. what's a category 4 capable of? >> a couple words we use and phrases. once very dangerous. it has been. the impacts are devastating. what we are most concerned about -- it's the water that takes most of the lives and hurricanes. primarily from storm surge. secondarily, many people lose their lives from the rainfall related flooding as well. >> jon: even sell the structures are going to take a beating from these winds over 130-mile-an-hour winds near the

eye wall? >> that's right. we've already seen a measured cost of over 130 miles per hour. not only are the winds strong but they are going to -- they will be lingering in the area. perhaps in more than a day. hurricane force winds. it's really difficult for people infrastructures to survive. >> there may be people watching out who thought they could ride this out and they are finding out it's terrifying but it's probably too late to get rescued or get these people out of where they are. what do you tell them? get in the bathroom, bathtub? put a mattress on top of themselves? >> to the extent they can, most important words or get away from the water. in most cases -- in whatever structure you are in, get to the highest level you can to protect

>> jon: harvey about to become a very unpopular name in this country as hurricane harvey moves ashore. the i hitting the coast of texas right now. we are continuing to follow its every move. our live team coverage continues. you're looking live at the street of corpus christi. two breaking stories, a presidential pardon that was somewhat expected and another exit from the president's inner circle. it was go to ed henry -- let's go to ed henry. to speak of in tonight. sebastian gorka, a very influential national security aide for president trump, sharply critical of the mainstream media, connected to breitbart. someone closely aligned with steve bannon. he announces tonight that he has resigned from the white house. he has submitted resignation.

it comes one week exactly after steve bannon says basically he resigned from the white house. at this time last week, the white house was very -- various officials were saying that man was pushed out. they are saying much of the same tonight about sebastian gorka. general john kelly, the new white house chief of staff, he tries to restore order, people that he wants. very critical. without naming kelly but the direction of the white house. in the resignation letter, in part saying the president in his prime time address earlier this week about afghanistan did not mention radical islam. it's a sign that people inside the white house removing him to a more moderate course. we will see. in a much different move by the president, he decided to pardon sheriff joe arpaio from arizona. not really a shock. remember, the president signaled

this during his rally earlier this week in arizona. causing a storm of controversy tonight. the aclu pointing out a statement saying that arpaio, very tough on illegal immigration, trying to strengthen the southern border -- the aclu charges that he is racist. jeff flake putting out a statement saying since he was facing criminal contempt, arpaio should not have been pardoned. the legal process should have played out. someone who has been sharply critical of the president. i can tell you, arpaio was live on fox with our own sean hannity. he said he was relieved. >> i applaud the president for what he did tonight. it was the right thing to do. he telegraphed he was going to do it but hearing it tonight, how did it feel? >> it's great. i love that president. he supports law enforcement. i am very humble. if you recall, i supported him

and i said publicly, pardon or no pardon, i will be with him to the end. i am going to have a news conference early next week to get to the bottom of this. to show the abuse of the judicial system and politics. i'm not going down without trying to defend myself, to all those people that don't like what i've done. >> jon: he mentioned the criticism of the president. he believes this with the right thing to do. when we talk to his advisors, sheriff joe had been reading the fight for many years in terms of enforcing u.s. law, illegal immigration and also, it is not lost on various presidential advisors that while this may stir up controversy, the president officially had announced a policy that had been signaled about banding trade centers in the military.

transgender's. and daca, that program had kept the children of illegal immigrants in this country. the president has not made a final decision but is learning g towards ending that program. the timing of this, these various moves and controversies happening in the middle of the hurricane -- in texas, on a friday night, it might not get a lot of news attention. >> jon: sheriff arpaio and members of the trump administration are saying obama administration holdovers were part of the reason that sheriff arpaio was facing these legal actions. >> exactly. they believe these were trumped up charges against sheriff joe. they believe he was basically punished. for trying to enforce u.s. law. when you have the aclu and others out tonight, this is the

kind of move that the president could defend on the merits and believes it will start his political base. when you have various democrats like chuck schumer saying this is the wrong way to go, this is something the president believes in. >> jon: will my question on the resignation of sebastian gorka. you mentioned that the new chief of staff general john kelly, putting his stamp on the white house. further public clashes between these two men? or did whatever happened happened behind the scenes? >> i'm glad you asked me. we are trying to cover a lot of ground. i did not mention this anecdote that i picked up. a source familiar with the phone call i'm told that general kelly placed between the two men. general kelly in recent days called sebastian gorka out and

asked him questions about why he was on a long vacation. everyone is entitled to their personal time but i am told that general kelly, as you say, is trying to restore order and show he's in charge and was pressing sebastian gorka why he took this vacation in the middle of north korea and all the other national security issues. in fairness to sebastian gorka, he called me literally 5 minutes ago before i came on the air, jon. he said this is not true. general kelly never asked him about his vacation. he thinks it's a spin from white house officials who are trying to distract from the fact that sebastian gorka said he called the white house situation room. as he was coming back from vacation. to put a call through general kelly. he said he spoke to general kelly. he said i would like to submit my resignation directly to the president. basically it sounds like general kelly said no. we will take the letter now.

see you later. to answer your question directly, we've not seen times of tension but it seems like depending on whose version you believe, there was at least tension between these two men. general kelly has said he's in charge as chief of staff. not sebastian gorka. he said he will be on sean hannity's show next week. about what he's going to do on the outside. indications tonight that regardless of whether he is in the house or not, sebastian gorka will get back into conservative media and try to have an influential voice outside the white house. >> jon: a very private feud but a public tweet tonight from sebastian gorka say... that, from sebastian gorka, formally of the national security team. >> he also had tweet that said new profile pick.

a smiling sebastian gorka as if he's happy to lead leave the white house. >> jon: let's get an update on the path of hurricane harvey. you can see most of the eye wall is now on shore. what should we expect within the next few hours? let's check in with adam. >> landfall officially took place about 35 minutes ago. it would have been right at 11:00 eastern time. here's what we are looking at. a category 4 storm. happened on the northern and of san jose island. that's one of those islands near rockport. it still just crossing that area. it's creeping across. you can look at that eye wall. right around the barrier islands. getting absolutely hammered, looking at our strongest winds. you see it there.

gus getting up to 160 miles an hour. that will do a lot of damage. what else are we looking at? it's grabbing all this water, forcing it, getting it up into port lavaca. this is an area where we are seeing some standing water, storm surge piling up. again, our largest population center, corpus christi along the coast. the good news is you are on the good side of the storm but this is a big one. a lot of heavy rain. the wind has called down a little bit. it slows the wind down just a little bit. not nearly as strong as you are seeing to the north or not nearly as much water pushing up again. coming this direction, you will not see nearly as high tide on the west side of that storm.

here's a view of our radar loop. heavy rain throughout this area. this is going to be a water problem. we are talking about the wind problem. this becomes more and more of a water problem. beginning with yes, storm surges and high tide. there it is, right near port lavaca. high water. of course it's nightfall. we will see the damages until tomorrow. it's piling up right in the ine inlets. just from ground level, low-lying areas. 12 feet of water. bring more impressive numbers. this one tells a lot. yes, unfortunately, it is not going to be going anywhere. pretty quickly, your friday night and tear saturday,

eventually sunday morning. there is your storm. it just doesn't move. it drifts inland, and eventually works its way back towards corpus christi. it weakens, becoming a tropical storm but that is just a rainmaker. continuing to hover along this area. from corpus christi, all the way up to galveston, we are talking about a good 200 miles, getting a ton of rain and stretching perhaps as far inland as san antonio. it certainly including houston. here's our bull's-eye. these numbers are almost hard to believe. the weather center is talking about numbers getting up into 35-40. these are impressive. almost hard to believe. we are just in the beginning of this, jon. it could be into tuesday and wednesday. >> jon: hurricane andrew, it hit miami late at night. pretty much gone in the morning.

before it hooked around to louisiana. this was going to be sitting there on top of the texas coastal areas. pounding it for days. >> almost unheard of. hard to believe but when you talk about a storm sitting there until tuesday or wednesday, it becomes a little more believable. >> jon: fox weather center, adam. let's check in with rob schmitt. in corpus christi, texas. i hope you can hear me, rob. how's it looking? >> looking bad, jon. the storm is punishing us. we are getting pummeled. major wind gusts. 100 miles an hour, minimum i would say. we've been feeling it for about the last hour. we confirm that with the weather center. it's gotta be 60-70 miles an hour sustained. we are about 30 miles to the west, maybe southwest to the eye of the storm. producing wind gusts that could

be 130-140-miles an hour. you're talking about a major storm. we are on the cleaner side of this thing. i cannot imagine what the other side of the storm is looking like right now. i don't believe there are any reporters too close to the eye on that side besides matt finn, still a little bit north. it's about to get a lot tougher for him as the night goes on. we've got to be experiencing the worst of this storm. it is really coming right now. a lot of rain. this storm surge is one thing. we haven't seen really come up too high as of yet, the 12-foot mark that they were anticipating, i've been keeping an eye on this. about a 14-foot seawall. i don't think it's got up as high as they have expected. it could keep going higher and higher. i lived in miami for three years

working for an affiliate there. i've never felt anything like this. this is amazing to me, i'm feeling may be 100 an hour wind gusts. there are hurricanes with sustained winds of 160, 170 miles an hour winds, sustained. it's incredible, the power of mother nature. i want to show you one thing. i'm going to grab a little prop. this is the street we are on. we were going back to get some batteries and hour ago. this was laying on the road. if that's any indication of the power of this thing. when i was a kid, i ripped a street sign down just for fun. it was one of the hardest things i had to do at the time. the fact that wind can do that is just incredible to me. there's stuff like that laying around all over the place. a pro-construction signs a lot of debris. this has got to be a destructive storm. we can't see it because it's so dark out but the big fear is

going to be -- it's going to be a story that plays out over the next five days. the amount of rain, the water issue is going to be a big issue in south texas. it makes a concern for the people living in these low-lying areas. people living in these coastal areas. the intercoastal waterway, a mandatory evacuation in this area. near corpus christi where we are. there's going to be a lot of problems with this thing. what we are going to see on saturday and sunday will be the indication of how bad this storm has been. >> jon: i'm sure the taxpayers of corpus christi are happy you are sending them some money by preserving their street sign. from personal experience, you have to be careful of that flying debris and storms like this. take it easy there, rob schmitt. all right, thank you.

a lot of people don't like to evacuate in a storm like this. if they are in danger right now, not a situation where you can send on enforcement and to help them. >> no, it's difficult. our first responders can't get away because of the risk to them. the wind. as soon as daylight comes and the winds are little less, you will see our people out. quickly looking to rescue people also assessing damage. we have federal, state, local officials in those efforts. >> jon: obviously the wind is expected to die down but the storm seems to park itself right on top of texas and just sit there and spin. that's really going to complicate it. >> no doubt. this might be the worst storm we have experienced. because of that, the rain continuing, essentially leaving 25-35 inches of water. the other thing i should mention, the other thing we are

>> jon: live pictures from the coast of texas as hurricane harvey moves in. let's check in with lauren blanchard. live in galveston, texas. how's it looking? >> it's quite windy here. the rain has let up in the last bit. we were getting pummeled by sustained winds. rain and wind. at this point, we are just getting wind. we haven't seen any of the flooding they are getting down in corpus christi but galveston is under a tornado warning. folks really watching out for that as local authorities are telling people if you have not evacuated, make sure you are hunkering down. it's staying safe. jon, earlier today we are seeing

people playing along the seawall out on the beach. parking their cars and authorities have cleared all those people out. we are seeing minimal traffic along this boulevard as authorities have been trying to get people out of here and off the road. we are expecting more -- more catastrophic flooding. expected to hit this area. we are not getting quite what they are getting down in corpus christi. all eyes on the sky as we are watching for the tornado. some really heavy wind in galveston. i'm hearing it right now. we did hear there were some signs in galveston. mcdonald arches were down. some sort of clashing over there. i'm sure we are going to see some damage when the sun comes up tomorrow. jon. >> jon: galveston is no stranger to hurricanes. the worst natural disaster ever it was the hurricane of 1900
