landfall an hour ago. you even see a change. the circulation rounds on the land and in different conditions and breaks down a bit. we're still looking at 100 mile-an-hour winds and we've verified that in several locations with a new update from the national weather service and we have seen gusts moving at 7 miles an hour. it's going to be a slow mover. rockport getting hit hard. you see it sitting on the circle and that's where winds have been highest. it's not just the winds, it's a water situation. one, it's a water situation because of the storm surge and the rain and the system's going to hang around a while. it's the front right side of the system that has the strongest winds. that's where you're allowing the water to pile up a bit more. that's where we've been seeing

it. mon monte gorda we've seen it 10, 11, 12 feet for storm surge from low-lying levels to do damage and on top of that we're seeing impressive rainfall totals piling up. they'll be around longer. it's a huge system, we're talking about a category 4 system and it doesn't have a lot of places to go. sometimes you get upper level wind to direct these but we have a high pressure system to the west and a high pressure system over florida. this is going to try to move that direction. it will try to lift to the north and off to the west. eventually it bounces back down to the coast. this just has nowhere to go as unfortunately it's what we're talking about the next couple of days. you can see how it drifts in the tropical model. we'll move from saturday to sunday and it just hovering from

corpus christi to houston. it weakens as it does as far as our winds go but continues to drop rain and i'm taking you to monday and tuesday and rain continuing to fall. it's a steady soaking rain throughout all that time. start to get incredible numbers when you think about this hanging around that long. again, model numbers indicating 50 inch. it's hard to believe but the national weather service is saying 35 inches. that's hard to believe but as it sit stills the numbers become impressive. towards the houston area you're looking at numbers into the 20-inch range and houston is a city with historically flooding issues. and inland 15 inches bumping up close to san antonio. it's hard to judge if it moves further inland we're talking 15 to 20 inches in san antonio. a lot is still unknown but

nonetheless we're sewer -- sure will be getting it. >> and with all that rain coming down the tree roots will be weakened or soft with the wind that will continue to swirl, you'll have a lot of trees getting toppled the next few days. >> it's a good point. right now winds are 100 miles an hour. they'll back down. it will be there monday, tuesday, perhaps even wednesday. the winds won't stay at 100 miles an hour but likely a tropical storm so 30 to 35 mile-an-hour winds and as much as 50 inches of rain everything is saturated. things will fall over easily. widespread power outages will be a huge problem also, john. >> adam in our fox weather center. former fema director michael brown who helped lead the response to fema, what is the big challenge for the people along the texas coast tonight, mr. brown?

>> i think the biggest thing is going to be apathy and the fact it's been over 12 years since we had a major hurricane hit the united states. i think when you think with the numbers of people that have moved in into that area that never experienced a hurricane and maybe went through tropical storm alison and saw the storm further to the west people in houston may not pay much attention. this is what i suggestion we focus on. when the national weather service starts using the word "catastrophic rainfall" of 35 inches, 40, 45 inches on ground that's already saturated. that's when have you the serious flooding we had in 2001 which started with hurricane alison hitting landfall, turning into a tropical storm and causing some of the greatest damage in american history by any natural disaster, tropical storm alison. it's the complacency and the

idea it may not end up being a hurricane by tuesday or wednesday but a tropical storm and you still have so much rain and flooding and water is what kills people more so than the wind. >> yeah. and with all that water and no place for it to go, roads are going to be inundated, roads possibly washed out and transportation bottlenecks stomp supplies and first responders to get to people that need help. >> i heard you mention with the saturated ground trees will begin to fall over even with tropical storm winds. when you have that you start having power outages. it's always fascinating to me when we have hurricanes in florida and other places. the power companies bring people from other places to restore power but they do that block by

block. you have the last guy in the last house on the last block. that could be seven, eight, two weeks from the time the power goes out. people need to think about that also. >> i was living in miami when hurricane andrew hit and was well north of the worst of the destruction and we didn't get power for ten days. that's my memory. again, we learned a lot from hurricane katrina and other big storms. do you think the federal government is better positioned now to respond to storms like this and get help to people who need it? >> i think they are. but i think the key is you have two people, you have tom bosart who worked to work for me as a legislative aid as director of fema who is president trump's homeland adviser and block long who worked for me as my representative in the national hurricane center. they went with me through

katrina. they understand the logistics and i know they're doing what they need to do to preposition supplies to move them in but not move them in so closely they become a victim of the storm or hurricane itself. i think that lesson's been learned. it's just now a matter of people realizing that even though you preposition things and have everything ready to go, if you can't get there, you can't get there. >> and once the storm hits -- i mean, i've been in hurricanes before, andrew and others, where you can't get gas because if you're tank is empty there's no electricity to run the pumps and people don't understand some of the most basic things we take for granted in our day to day lives just are not going to be there for a week or two or three after the storm finally leaves. >> the smartest guy i ever saw in florida during the four

hurricanes in florida in 2004 was a guy that ran a convenience store that had a generator and was able to sell all the gas in his tank while everybody else was looking around going i can't get the gas out of the tank, i can't pump it. there wasn't a gas shortage there was a power shortage. i always thought that guy should have gotten a bonus. >> he certainly made money on the sales after that storm. michael brown, former fema director. thanks for sharing your insight tonight. >> thank you, john. >> steve harrigan has been trying to stay upright. he joins us live now from corpus christi, texas. how's it going, steve? >> it's still steady and strong gusts of wind in corpus christi and major population centers along the coast where the storm has hit the hardest. 300,000 people here.

it's been under voluntary evacuation. it's a ghost town as the wind is whipping through. it's been strong enough to cause minor damage to buildings. we've seen signs come off but trees still standing and no major structural damage. the question is what we'll see in the morning. that's where the strong side of the storm and the wall hit like rockport. we're hearing now anecdotal reports from people's relatives in the area about widespread destruction of buildings like the fire house and high school and things like that. over the next few hours we're likely to see the start of search and rescue. a lot of people did not heed the mandatory evacuation orders could be in big trouble in the small towns isolated by water, one way in and one way out. some of those roads now flooded

as well. we could see once the wind dies down the start of certain and rescue operations. some tough days ahead for the people on the coast and for those emergency first responders. john, back to you. >> just so our viewers can appreciate the winds you're enduring now as you point out those are not the worst that are part of the storm. you're actually a little bit south and west of the worst of the storm. >> yes, we're on the weak side of the storm on this side. i would guess 80, 90 miles an hour. enough to knock you off your feet but no widespread construction. 30 miles away is where they probably don't have power and getting rained on and in desperate need of help which i'm sure will be on the way as soon as it's safe to get there. there was a mandatory evacuation in rockport and some of those

towns but the storm managed to sneak up on a lot of people with severity. >> it looks like the lights are still on where you are in corpus christi. is that right? >> that's right. the lights are on and electric power, internet still on. mobe on the streets and the stores boarded up with boards and people have been stocking up on supplies and food and lines outside the store of people with their shopping cart. deciding to ride it out and a difficult decision for many people to make. some people didn't have a choice. the government here and the governor publicized the storm in the last hours and days offering rides and busses to try to get people to at least san antonio. the other thing about the storm is a safe harbor is far away. it's not enough to just get off

the coast. you have to go more than 100 miles inland to be safe from the flooding which still may be a day or two away. >> you've given us a good sense of how bad it is there. thank you. let's go to matt. >> there's been a steady wall of saturating water and winds. the bay is becoming much more violent. i spoke to the police chief and he said he expects some kind of storm surge forecasted here and a lot of erosion of the beach and the area behind me. in this town this was a mandatory evacuation issued last night at midnight. the final bus left at 1:30 this

afternoon. a local mayor tells us anybody who is here now local law officials and law enforcement say you're on your own. this is what people that decided to stay are facing. we've seen a lot of sparks of electricity. you can only guess there's downed lines. the lighting on the dock keeps going on and off. the electricity is kicking on and off. a local mayor said one of the worst things for people deciding to stay is being without electricity for days and that can spell disaster for anyone who decide to stay behind. >> this time of year is not a comfortable place to be where there's no power and air-conditioning. matt from texas. thank you. >> joining us on the phone, corpus christi fire chief, robert rocha. how's everything in your town

tonight? >> good evening. it's been a little rough. we finally got landfall on the hurricane. as you know, it landed as a category 4 with speeds up to 100 miles an hour plus. the concerns we had were with the heavy wind and rain and storm surge and we always have a risk of tornados when a hurricane comes onto land. we're asking residents that decide to stay to shelter in place. do not go out. corpus christi is still experiencing winds of 50 to 60 miles an hour. we want to implore people, do not drive out on the streets especially if there's water. half the deaths that occur, occur when vehicles get stuck in high water. i want to make sure you all know that with the storm being stalled it will cause torrential rain in all parts of south texas. it's in many parts of the city

here in corpus christi and that's what i have for you so far. >> i know you run the fire rescue department there but if somebody needs rescuing right now you're not able to get to them, are you? >> it's very difficult. we make it case by case. we have gone out on some calls. we had a maternity call we went on. there's a couple other calls. we had a structure fire call. corpus christi firefighters were able to go out on that. so we're very limited as to what kind of calls we can go out on. >> i cannot imagine trying to fight a structure fire in winds like you're experiencing now. that must be virtually impossible. >> it makes it quite difficult. the conditions here are very difficult. we're still getting high winds and getting rain and the storm surge has come in very strong. >> you guys are taking the worst of the beating of anybody in texas.

>> most of the eye of hurricane harvey has now come ashore. the worst of the winds just hitting the texas coast. let's now go to mark rylander at the texas department of public safety's special operations command center in corpus christi. mark, we just heard from the fire chief there in corpus christi, sounds like things are pretty bad there. >> they are, john. as your brave reporters outside have proven, the winds are just torrential still. we keep thinking as the storm moves and more inward or inland, rather, we'll see winds die down. for now i'm telling you they are fierce. >> what are the reports you're getting of initial damage. >> they're still quite unknown. there's a few things coming in. it's hard to communicate between

the towns. as you know there's a lot of services down now. the plan is as soon as the harsh part of the storm passes through the collective group of federal, state and local law enforcement and protective agencies will get together. they have their plan, they have their strategy mapped up and they're waiting until it's safe for them go to -- to go out by boat, air and land. >> you still power in corpus christi and it's amazing to me your power company is still keeping the lights on. good for them. >> they're going a great job. in the past 30 minutes or so i've seen two or three transformers to my immediate west that look like a fireworks show at a baseball game. due to the winds something happens and the firework emits and it goes dark.

as the former fema director said it will be a block-by-block scenario and i can see a lot of blocks that still have power. >> looks like rockport is going to be ground zero for the eye of the storm. what can you tell us about that town, how prepared were they and how many people evacuated. do you know? >> i'm worried about rockport, john. i hate to say it. we're praying for the people there. people were warned by law enforcement to get out of the region and away from inland and the island off the coast and people chose to stay and thought it would veer in another direction and now that rockport has taken a major hit, we won't know until tomorrow morning. we're ready to prepare to go out and assess and doing any search and rescue operation we can in the state. >> how did the evacuate go? i didn't happen to see any

pictures from i-37, for instance. people trying to get away today. what's your assessment? >> i drove down from austin this morning and i can tell you my side of the freeway was very nice. it was empty. >> you were going in the wrong direction. >> well, i was going the wrong direction. on the northbound side on i-37 there was a steady flow of cars. it wasn't chaotic or crazy. people were driving normal. i noticed three or four texas troopers there to manage the flow of people. interestingly i noted a lot of ambulances heading north in a single-file line. presumably taking critical care patients out of here to safe grounds. the travel i saw coming from austin was pleasant. >> we mentioned you're at the special operations center. what is everybody there prepared to do? you'll wait for daylight and then go out and see what this

storm has done? >> there's a crack of dawn meeting. everyone will get their assignments. as soon as the officials on the ground feel it's safe for our law enforcement and rescue operations to be underway, they'll give the green light and men and women here who are vi vill -- valiant and heroes will go out and do a great job tomorrow. >> it's frustrating to be in the middle of a situation like this and you're tied down and can't get out and help the people you're there to help. >> we know there's a lot of people tonight who have needs. again, the best thing we can do and texans are resilient and we'll pray and prepare. you'll see in the coming days despite the triumph through the

tragedy. >> storms like this can bring out the best in people and the worst in people. looting and that kind of thing. i presume the a.g. office and law enforcement is ready to deal with that. >> i heard my boss telling you about these crazy ridiculous prices people were charging in his case for water. $42 near galveston. $99 for a 24-pack of water bottles not far from corpus. people sometimes unfortunately try to take advantage and capitalize on a situation where people are vulnerable. i can tell you attorney general paxton will find out about it. we have a hot line being set up and being manned 24 hours and will be for the duration of the storm. we have a website and e-mail. we'll send people in and find them and deal with it.

administration tonight. >> you're right. a big night for the trump administration. sebastian borca and there's a number of fronts. steve bannon was a leader of the alt right from breitbart like gorca would was out and now he said he resigned. other white house officials said he was forced out by john kelly the new white house chief of staff. gorka didn't just take on the media with what he calls going after the fake news, industrial complex in his words that delighted president trump that would cheer on his various tv appearances and gorka warning about the threat of radical islam. they wrote a book about it and

was frustrated in the president's speech about afghanistan the prime time address the words radical islam were not mentioned. gorka called me tonight and he believes the administration is moving too far to what he calls a globalist and general kelly and others with gorka and bannon and others out. another presidential adviser sent me a text saying she's concerned the globalist are take over. now a lot of the key aides from the campaign are being pushed out. the administration taking a different course tonight. meanwhile, the president taking another dramatic move. deciding tonight from camp david he is pardoning joe arpaio. a controversial figure in arizona. someone who his supporters is a key role because of the fact he's been trying to enforce

immigration laws. the aclu and others on the left calling him flat-out, joe arpaio, a racist and violated civil rights and why he faced criminal content charges. this is why the president pardoned him. sean hanity got the first interview. >> i applaud the president and it was the right thing to do and hearing it tonight how did it feel? >> it was great. i love that president. he supports law enforcement and i'm very humbled. if you recall, two years ago i supported him and said publicly recently pardon or no pardon i'll be with him to the end. i'm going to have a news conference to get to the bottom

of this. i don't want to defend myself to all the people that don't like what i've done. >> the president facing a lot of criticism tonight from his many critics. not just on his left, republican center jeff flake critical of the president that wrote a book that goes after the president and saying the judicial process should have gone forward and the president shouldn't have issued the pardon. the base feels it's the right thing to do because of joe arpaio's long work in trying to enforce the immigration work. interesting because it all plays out as the president tries to get his agenda back on track. he talked about illegal immigration at the phoenix rally earlier this week. next week we understand the president will be hitting the road again going to texas to assess the storm damage. we don't know when that will

happen. we'll find out when first responders are done with their more important work of saving lives on the ground rather than having resources pulled to the president's security detail. we'll let that all play out first and foremost. after the president's trip to texas and then will talk up tax reform another key part of his agenda. that could be on hold depending on how the storm plays out. >> the president has some experienced hands at homeland security and fema, the agencies that chiefly will deal with the after effects of the storm. >> he does. general kelly who pushed out mr. gorka was the deputy of the department of homeland security and is familiar with the nature disasters. it was brief but he was briefed on what needs to be down.

you raise an important point. our viewers should know the president moved swiftly from camp david to declare a state of disaster, emergency, to make sure resources are moved to texas as soon as possible to deal with the storm and the aftermath. on top of that, the president also sent out a large symbolic move meeting with officials from dhs, and fema and he was briefed by his homeland security adviser. the last thing they want is for this to be a repeat of hurricane katrina. a slow or perceived slow response by the federal government causes more damage. >> ed henry joining us from washington. thanks, ed. >> good to see you. >> back to hurricane harvey which has been slamming parts of texas pretty much all day. officially making landfall about an hour and a half ago. here's our fox news

meteorologist. category four storm when it came ashore, right, adam? >> it's beginning to push onland. still look at this defined circle without the heat of the ocean. the brunt of the storm is rockport which is ground zero. the outer wall is where you'll find the strongest winds. and it's been gusting at times up to 160 miles-an-hour and it's folks in this area getting the brunt of it. otherwise it's a huge system. and on the right-hand side of the storm is where they'll push up to port lavaca. you could see high storm surges and this is the largest population center. corpus christi is on the good side of the storm.

the wind has to wrap around on land and capture some friction and slows down a bit. this is still a nasty storm as you're talking about winds 90, 100 miles-an-hour around a whole lot of rain. here's the storm surgical on the right side. you're -- surge on the right side and you're talking about a good 10 feet. that's going to be all night because this is such a slow-moving system. the second concern is going to be rain. the reason rain's such a big problem is there's nowhere for this to go. typically you see it run onshore and then inland. we have a high pressure system blocking it and bounce off it and eventually back towards the shore and then it's no longer a hurricane in the next couple days and meanders around the coast. moving inland, approaching san antonio, drifting back to the coast and lingering.

at this point i'm thinking to monday, tuesday, perhaps wednesday we're still seeing rainfall. i'll leave you with this. look at this potential path as we're looking at it just sitting there. it bounces up towards the san antonio area back down to the coast. maybe winds up towards houston. this is going to tuesday and wednesday. there isn't anywhere for this to go which means the rain piles up, john. >> it looks like it will be a mess. adam klotz, thank you. hurricane harvey making its presence felt. throws are live pictures from corpus christi where the lights are still on despite the howling winds. the massive storm is still on the move and we are tracking it all night. our live continuing coverage continues in a moment.

all new 2017 subaru outback models. now through august 31. >> let's check in with rob schmitt in corpus christi. how's it looking? >> it's still rough out here, john. the winds are still really severe. we're still seeing gusts at 100 miles an hour. i almost got blown over. it's an intense wind storm. the rain isn't as significant or as wet which is a nice break for me. i've been doing this five hours. look at this pam tr-- palm tree wen the gusts hit it wobbles.

palm trees are use to wind. we can talk about one other place. we're in corpus christi about 25 miles from the eye of the storm now which has made landfall to our north. in that area where the landfall was made is rockport and what we heard from emergency management officials including the city manager in that area there's been significant damage to buildings in that area. there may be some people in precarious situations but we can't get that confirmed. we're hearing emergency officials and police/fire can't get to people in danger in rockport. what will be the interesting place to watch as the sun comes up and hopefully as the storm moves away a little bit is the rockport area, which is about 20 miles from corpus christi. we'll have to keep an eye on that. i looked at the area a little

bit ago and rockport was in the middle of the eye. it means that town took the brunt of the storm. the severe 130 mile-an-hour winds we were talking about, sustained, 130 miles-an-hour winds. we've seen gusts here of 100 miles an hour. we've seen street signs fall off and i can't point because it's too dark but shingles have been flying off. we've seen a decent storm at this point. there's a number of boats out on the harbor. we'll see how they fare wen the morning comes and take a tour of corpus christi. this small city that we're in the downtown of now along the bay not far from the gulf coast. you can see how much damage it's done. the gusts come powering through they'll about knock you over. the storm continues from this perspective. the eye has completely made it ashore. we're hoping this storm starts

to fizzle just a little bit. it'd be nice to get this down and the winds down a little bit and get it to a point where we can go out and start assessing this and the people who take care of this city and the surrounding areas can go out and start assessing this. if there are indeed people in danger or have lost the roofs of their homes or buildings that have been severely damaged with people inside they can get to those people and make sure everybody's okay. that's what we're hoping for. this is over land and just starting to die out and doesn't have the 90-degree gulf water to fuel the storm. after all the wind dies down there'll be the rain and water and continuous dumping of water which looks like it can happen through wednesday. this is an ugly situation and a storm that came ashore that intensified so fast in the last 48 hours. it became a major hurricane and now there's no good funnel systems nearby or anything to

>> it's now seven minutes until midnight an texas and a scary night it is going to be as the storm continues to pound the state then stay in the area for several days and dump incredible amounts of rain. the eye seemed to come ashore on top of rockport, texas. a little bit north and west of corpus christi. north and east i should say. let's go north and east of there to galveston. that's where lauren blanchard is. what's the situation in galveston. >> we've seen the rain pick up overnight and have seen more lightning. we saw it five and ten minutes apart and now we're one to two minutes apart with fairly large lightning strikes over the water behind me. the water is churning. something we have not seen which

we were planning for were the storm surges. it's under a storm surge warning. at this point we haven't seen water come over the seawalls. cars are still driving up and down the roadways. i've even seen one or two people out walking. obviously that is not advised. at this point we're not seeing the flooding we're seeing in the rockport/corpus christi area. this area has evaded some of the rain. it has let up quite a bit here. we haven't had any rain in an hour or hour and a half. the wind has been steady and picked up and so as the lightning. the area is under a tornado warning. they renewed that and it's back on in effect for the next hour or so. they keep bringing that up as we've been going. so things better here in
