the headquarters. >> eric: hello and thank you for staying with us. it's been a tough 24 hours for the folks in texas. we need a lot of prayers say the officials. harvey is the fiercest hurricane to strike the country in nearly a decade. it will continue to dump 20 inches of rain or more on parts of texas with three more feet expected. the storm seems likely to hover over the area for the next several days. the governor was warning the most catastrophic flooding could still be on its way. >> because of the flooding, one of the top points where concerned about his ongoing rescue and recovery. we want to do it we can to keep people out of rising water. part of that is by constant warnings to the public. >> eric: those warrin warnings,t

drive-through standing water. steve is on the ground, you brave the winds and rain overnight from harvey. hello. >> study ring continuing all day. you can see some of the destruction behind me. this is a town of 10000 that got hit hard by the category four hurricane, 130 mile-per-hour winds. the second for the roof of this apartment complex has disappeared. we seem people who lived here try to pick through the ruins trying to find what they can from their own properties. people pulled out clothing and even a pet before recovering what they can. despite the fact that the meye r said stay away. we have no utilities, no running water, no electricity or power. down power lines are all over the place. to make the 30-mile an hour

drive between here and corpus christi you have to weave in and out to get here, a lot of debris on the road. we've seen rescue operations route the day but very low-tech at this point. firefighters, first responders on foot with a little more than access and sina people inside are dead or a live. >> eric: it's heartbreaking to see the devastation behind you. did some people stay? did they seek shelter? what really doing overnight? >> when you look at some of the damage and rockport you get the sense of why there was a mandatory evacuation. anyone in these buildings would not have survived. as for's official casualty reports, we're getting one. that could rise as more search and rescue operations go. i think this mandatory evacuation was solid and worked out for the better of everybody. >> look at that woman, just

walking over by the ruins of her house. and that young guy trying to pull stuff out. it tugs at your heartstrings and is a vivid example and reminder of the devastation, even those those homes which are brick are completely fun. we know anything else about the circumstances over the fatality. the mayor was not given information. >> no, but you mention the conditions here. keep in mind that a cold rain is still falling in your stepping over boards with nails coming up. you're witnessing your home gone. we've seen people out since the early morning hours picking through. we saw a young boy recover a kitten. a woman with a garbage bag calling on as if to a family member. one fatality is very conservative at this point. we're likely to see the number rise is there able to reach and inspect these places.

she stepping over boards with nails, stepping over a power line walking through broken glass to find what she can. >> eric: when you see that devastation, it just gives you a complete stark reminder of the power of this hurricane. and the rain will continue, perhaps 3 feet over the next few days, electricity is out, gases out, what are these people to do? >> a lot of them have been making their way out of the scene trying to get out toward san antonio. that could be in trouble from the flooding. to get away safely from the storm will hover for 3 - 5 days you go more than 100 miles away. there have been buses and efforts from the government to get people out, it's a big commitment and a hard thing to do.

>> steve is in rockport, as we see the whole human toll and an example of what the storms do. it is not yet over, with massive flooding expected over the next few days. steve will stand by and rockport throughout the newscast. thank you. >> arhtel: as heartbreaking as those pictures look on television, in person is more devastating. we talk about flooding, flood prone houston is bracing for the worst as the traffic will tropical storm hovers of the city likely for the next several days raising concern of life threatening flooding. griff is live, you've been following the storm all day, where are you in the city right now and what is the latest? >> we are southwest of houston and as you have heard all day the primary concern is catastrophic flooding. here along the river in

richmond, texas they're very concerned this could turn into a devastating situation quickly. they have issued evacuation orders along the river. it's a voluntary evacuation. looking at 18 feet last memorial day it crested at 54 figure just be on the trees are low-lying homes. they had over 800 rescues in the forecast of what. >> actually i need to interrupt you. the coast guard is now updating the public on operations in galveston. let's listen in. >> out talk briefly about the priority. >> we assume everyone is out of harms way.

we want to ensure coast guard members and families and small books and cutters are safe, our cruise, coast guard members are out there everyday doing great work for this region and the nation. also it means that we work with our partners and industry members to prepare the port ahead of the hurricane or tropical storm to ensure the position to be able to withstand tropical for swing. and minimize any damage to the structures. be prepared to respond to support local communities as a storm approaches, we take our coast guard resources and small boats and we have removed a small boats out of the water and reposition them inland. then we'll come back and i'm be

able to reposition and have support from local communities. also on a national level we received support from our district office in new orleans, they have provided us additional resources and we have flood response teams that have come in from paducah, kentucky and memphis, tennessee. these are unique teams that have small boats able to respond in shallow water and urban rescue environments. they are here to support us as well. the coast guard has brought in helicopters from across the country and position them here to support not only search and rescue efforts here in this region but also in corpus christi as well. >> finally, be prepared to open up the port as soon as the storm

passes or permits. we work with our coordination team to being representatives from industry and the community to help us prioritize vessels the need to come into port. we will prioritize the vessels and allow them to get into port. we recognize the ports are critical of vital to the nation's economy. we want to get the port open for business as soon as possible. >> with that i will take questions. >> can you tell us about today there's been rescues in which the coast guard has been involved, how many people total have been rescued as a result, can you speak to the work that coast guard officers are doing in these turbulent winds? >> i am not able to speak to those efforts, that was done in corpus christi area responsibility, but we can work and get those details.

>> how many people are ready to respond as far as personnel? we have 850 active duty within the area i described earlier. we also have nearly 100 civilians. we bar into coast guard specialists split flood response teams from paducah and memphis tennessee. we can get you those numbers. currently we have four aircraft at ellington at the air station houston an additional flight crews to support flight operations. >> people know about houston and galveston that they have a lot of refineries along the coast, can you speak to flood preparations your offices having with those in are we concerned that this weather and system which will take a couple of days

might cause danger with leaks, spells, or any other hazards? >> prior to us in the gulf we work closely with our partners in industry. we monitor the track of the storm. upwards of 72 hours out we will start working to identify if the houston, galveston area is that risk of being impacted. at that time we start working with them to identify which ships are going to be departing and we start with conditions and making notifications they can plan. the facilities take preparations to ensure their cargo line and tanks are prepared for storms. then as the storm approaches we sent conditions which allows them to plan for example on wednesday, excuse me on thursday

we restricted deep draft vessel traffic to one-way outbound so the pilots were able to work with the industry so vessels could depart fourth. and on friday they close the ports. >> a confident that the refineries in the region around here is taken precautions necessary to prevent some sort of disaster? >> i know they are prepared and have hurricane contingency plans and they take steps to minimize those risks to the port and the environment. >> any update on progress of what is being done for the cruise ships? we are meeting daily, twice a day with the cruise ship operators as well as the city of

galveston and the galveston port authority to identify opportunities to get cruise ships in. i know cruise ships have made alternative arrangements. carnival has two vessels go to new orleans, i believe rcl has made alternative arrangements in case they are not able to call on port here. we are working closely to identify when we can get them import. >> any idea when that might happen? that a matter of days or a week? >> that's difficult work based on the weather. it depends on the storm track. >> keep in mind, the pilots that help navigate the vessels into port, they have safety conditions that they operate under as well in order to bring the cruise ships into port. >> can you speak about the

training your men and women go through to prepare for these types of conditions? >> they are training daily. that's what they do. they train daily, they practice and they are professionals. there are provided with the best equipment so they can execute these missions. >> or talk about cruise ships before, as far as container ships in the ships that are priority to come back, any other idea, they able to come back or when? >> the port is close now. there's a combination of factors that come into play. one is the wind conditions. the second are the c state offshore where the pilots to boarding. so if the winds died down we

will evaluated and open the port as soon as possible. we would hope early next week. we of the poor coordination team and they meet daily to talk about and identify and prioritize those vessels. when the storm was approaching we had 80 ships depart forward and we would expect over 100 ships will be waiting to return to this area. >> when i say the port was close, that includes houston, galveston of report as well. i believe pilots have suspended -- at the time. >> this is an area you cover? >> this is primarily on the upper shift channel. >> there is a report about a fisherman pulling off about you know anything about that? >> i do not. apparently the governor said something about it.

>> i do not have details yet. we can get you details on the. >> how is this preparation differing when you have a stalled system that is now becoming seen as flooding, how is that different from the past? >> for the houston galveston area we tried to take lessons learned. we've taken lessons learned and in this case it is not a direct impact with the hurricane. is significantly different from the -- >> does that change her strategy at all? >> no. our goal is to have all the commercial ships leave port that

they can. our goal is to get as many vessels in the ship as possible to leave and then have the port reopen as soon as possible. we work with the army corps of engineers, and others who are navigation restoration teams. soon as the weather's past they will go said the channels and that, coordinated with the pilots we will open the port up once the weather is conducive. >> if you might another question about refinery. in a storm like this with the wind and rain over several days, what is the biggest concern for refinery generally and what would be worst-case scenario, if this is unlike hurricane ike which has its own set of challenges, with worst-case scenario that they need to prepare for? >> is more of a rain event, the winds have not seen significant wins.

we don't have the search that we had for ike. so i say prepare more for the rainfall. >> in the next 2448 hours what you expect conditions to be liked here? >> we expect to see continued rainfall. >> arhtel: were listening to the captain with the coast guard commander. briefing the press on preparations moving forward as a storm approaches more rain on the way. they're planning to take small boats and position them in lynn as a storm passes they will reposition those boats to get to stranded residents. letting us know the flood rescue teams there are prepared and have gotten some response teams from kentucky and tennessee, specialty teams to help with search and rescue efforts.

letting us know there are four additional aircraft in the area on standby in arlington, texas. an additional flight crews to assist in the rescue and recovery efforts which is a major concern of the texas governor. the commander fielded questions for reporters regarding cruise ships meeting twice a day with cruiseship operations and galveston port authority to assist and redirect the cruise ships heading that way, pointing out that when conditions are a major concern. roughly 100 ships will be waiting to return to the houston, galveston port after harvey, and remnants of harvey pass. were not sure when that might be at this time. the captain said the coast guard and all involved learning from past hurricanes which is a very big point to make. some things that the texas governor raised earlier as his

>> arhtel: a big concern isflooy will produce more rain in the coming days. griffith live in houston. you been live all day long. you see your on some overpass, what are conditions there and what's happening? >> without, were here standing over the river and officials you're worried about catastrophic flooding. we've heard the warnings all day. this river is about 18 feet, but last year it crested at 54 feet and cause devastating flooding. homes over 800 rescues. we spoke with a county judge who is also issuing a mandatory evacuation for the san bernard river. take a listen. >> the san bernard river which i do not give the detail, that river is going to go to 20 feet

above flood level, that is 5 feet higher than it has ever been in history. it is a threat to life. that's why it's mandatory evacuation. those folks need to leave. if they do not leave we are going to rest them and get them off of the property to safety. >> it is here where it's a voluntary evacuation, but that's because the devastation they saw last year memorial day for these homes, they're hoping people will get out. right now communities need to get ahead of any potential flooding. the flooding we saw in houston today officials trying to get ahead of it. it will come fast when it is a flash flooding. >> arhtel: flash flooding as fast as the name says. i know you are there monitoring the river now.

have you been in other parts of the city earlier today? have you seen any localized flooding? >> we did. we saw in downtown houston, we saw the keegan's by you. 2500 miles abayas running through the houston area. when it crested it shuts down streets, underpasses, and the danger is people get trapped in their cars and that's what causes deaths. in 2001 you had trouble storm allison, $10 billion worth of damage. similar conditions and models that could exceed that if it delivers in the next three days. what they're seen in those areas around the bayou in houston. >> arhtel: the warning is, turnaround, don't drown. we appreciate you being there for us. we will be talking to you within the next few hours. stay safe. thank you. >> eric: the national hurricane

center has issued a storm surge warning. that is 325 miles of the texas gulf coast. the agency says there was a danger of life threatening from rising water running inland. harvey remains a life-threatening danger. it is expected to dump up to 3 feet of having rain on southeastern texas. will cause flooding in the days to come. damage estimates of the tens of billions of dollars. power could be on some places for weeks. one of the residents affected is republican representative blake bearing hold. how are the conditions right now? >> corpus christi got off lightly. you just get across the harbor bridge in rockport, it is

devastation. all of the traffic signs, street signs are down, billboards are crumpled messes. mobile homes and rvs are tipped over. it is not a pretty sight, a ten minute drive from my home. >> so far, there's been one death confirmed in rockport. sadly that may likely arise. then the potential flooding now for the next few days. what are you warning your constituents? i can they deal with this? >> you have to follow the instructions of the local officials. if they tell you to evacuate, evacuate. you need to be there to help yourself and help your neighbor if you're still around. because the conditions are so bad a lot of the fema rescue folks are stuck which is about three hours from storm. >> to think fema has positioned the supplies and emergency

material sufficiently enough? are you pleased with their response and what you're hearing from the white house? >> i don't think they could have done anything more than they're doing. it's an unprecedented storm with the way it's hanging around. i've spoken on the phone with the vice president who has pledged the support of the government to help us get through this. indicated that president trump himself will be coming down as soon as weather conditions permit. >> he has been having meetings and have the shed any light on the. >> he said he is the president trump will make available what is necessary. what is hampering us now is the weather. right now corpus christi it is not raining when the wind is calm. about 20 minutes ago it was pouring down rain and gusty

the circulation is in this area north of victoria running closer to columbus. this is about as far north as it will go. it's not just about the rain but that's a major story. it's always where the weather is worse, it's a tornado watch going through the lake charles area. were seeing bands of potentially severe weather. and with that occasionally an isolated tornado sell. were seen one north of houston. they been popping up occasionally today and will continue to do so. the usually fizzle out but you briefly get severe weather. that threat will be in place all the way today and the overnight hours as we continue to see the system spin. it has nowhere to go. were looking at moving inland for now. the forecast shows by monday beginning to move back toward the coast, little movement so everyone continues to get the rain. it just falls and falls.

and they will have their hands full. joining me now by phone is judge, mark henry who is director of emergency management. when was the last time you are on the phone, when was last time you're out making the rounds and what were you able to assess? >> i was about an hour ago. everything at the moment is calm but as i heard you talking about we are very concerned about potential for record-breaking rainfall coming in the next 72 hours. >> as you know the texas governor gregg abbott informed the media of a comprehensive plan. the plan before, during, and after the start. can you tell us about your interaction with his team? >> we have members of the detectives department of emergency management and the governor's team in the building.

we are among the first to be hit and very much involved with the state and federal partners. it's a great relationship that we defend on. we couldn't do without their support. >> arhtel: that is very good to hear. we have you here, the county judge but also director of the emergency management so i ask you, did most of the residents heat evacuation orders? have you seen stubborn folks in town is for as you are aware? >> we only know how many evacuated to the shelter we provided with the red cross. that was somewhere between 20 and 40. our concern was on a peninsula which is separated. he could have become impassable. the ferry service to get shut down the highlight 87 did not get shut down as we feared it would. without a break there there is no cutoff of transportation to

and from. >> so it's too late to evacuate and of course the coast guard another responders cannot get to them. >> they probably could, but we did not see any significant threat to safety and that's our number one area of priority. if we they were there they might be without power for a day or two. unless there are medical needs person there will be okay. voluntary evacuation was those with electricity. several dozen left at least. >> arthel: that is good. we hope everyone is say. we are about three hours and some change, ten minutes till sunset. what's your biggest concern come nightfall? >> one is that people think we're out of the woods we are not. people think it's not raining at the moment so they guess the storm is passed.

week. more on the devastating forecast, adam is live in the fox extreme weather center. there's still danger that lies ahead, right? >> yes, for the next several days. there's a lot going on with this one. it's a tropical storm now. winds of 65 miles per hour. right now it is stationary, anyone in those rain bands, it's not moving quickly at all. so, were talking about rain beginning to pile up in some of the locations. currently past the victoria area and close to columbus. most rain off to the right side of the storm. that's where were looking at possibly some severe weather. large areas under tornado watches. they're running over to portions of western louisiana. we have seen some tornado warning. we have one for metro houston currently. those run themselves out maybe more quickly than a spring

tornado outbreak. nonetheless, we'll talk about a chance of seeing some severe weather fire up now until the overnight hours. as long as we are on the right side of the storm there's that potential. that's what were looking at through tonight running you through the coast with galveston and houston are areas we will pay attention to. in the next couple of days is not about the severe weather, it's about the rain. that will be the big story into early next week. this is the forecast model taken you from saturday into sunday. this is the center of the tropical storm. the rain mostly in the right side of it. you continue to move through sunday and monday, eventually into tuesday. the storm is not moving anywhe anywhere. the longer it sits there, it is close to the gulf of mexico, it lives the moisture and sure and we just get rain. i've heard folks in houston say we have dodged a bullet.

that is not the case you. still rain on the way. here's what were looking at the forecasted totals. mid- 30s not quite to corpus christi but in that direction. then going along that coast to the north. the historical he floods in our model indicates 15 - 20 inches. you don't have to go too far to the south to see the models in the middle 30s. rain definitely of the rain and folks are not out of the woods yet. >> arthel: rain there is a big deal. thank you very much. >> eric: one death reported and confirmed so far in rockport, texas. no other information on that at the moment. that's where steve has been reporting. he is there with some heartbreaking devastation as people return to their homes and try to pick up what is left. >> eric, the destruction is so bad in many cases you can look right into people's homes. this apartment complex if you

look at the second floor i can see little radio flyer wagon that belonged to a toddler was hopefully safe and sound someplace else. a bathtub next to that. down below some women's close hanging and blowing in the breeze. the second floor of this complex is gone and much of this complex entirely. when you look around at the bricks you can imagine what a terrifying night this was and how powerful that when was to cause the damage. you think back to the mandatory evacuation that was put in place by the mayor. he pu took some slack for the comments. he said if you don't even vacuum you should take a sharpie and write your name and social security number on your body. people will be pulling you out of here. that's what could happen if these people stay. one fatality so far, that number could rise as search and operation continue. at least 1000 personnel are working on the operations.

and has more details. >> a very different scene in galveston, compared to where my colleague steve carrigan is about 200 miles to the south of where we are. that is where the storm made landfall. meaning the strongest winds and storm surge, a lot of structural damage there, here in galveston, folks woke up to heavy winds and rain. but we have driven the island there's not much structural damage thankfully to speak of. think of it as a one-two punch. that's how some emergency management officials have called it. the first punch is in the corpus christi area where the storm came ashore. that's the primary damage area at this point. punch number two is coming where we are further points north into the metropolitan area of houston.
