>> hundreds of miles, and again about $300,000 people are affected right now without power. over the next few days we'll probably see those numbers fluctuate, probably there will be more outages in some areas. high winds continue to occur. but meanwhile even today we were able to see some of the large transmission lines that serve the most of people restored. it will be a delicate balancing act the next couple days. harris: there are people sitting in the dark tonight. there are tornado warnings. they are being told by local authorities. they can check on their properties to know if water is coming their way.

it has to do with, are you going to have to run? when you know you might have to go without utility like electrical power, there is a human heart level of that. i am just curious to know, you have done this a number of years. what is it like tonight? >> it's a concern certainly, and that's one of the reasons when storms like this are coming in that the warnings are so bad in those areas. not only is the risk of damage to structures, but loss of electricity is one of the most of difficult things people face after the storms? in the ercot region we have seen demand lower than it would be on an august day.

one megawatt can serve 200 homes on a hot summer day. that's a lot of electricity that's not getting to people who need it. a lot of people did heed orders to evacuate prior to the storm. on the flip side it's a difficult week that we are getting out there working around the clock to bring that power back on in a safe manner. one thing people might do is have a lamp on so we can do that in a stable manner and keep the electric grid up and running. harris: your cell phone went out. you want people to do what now? >> for people still waiting for

their power to be restored, they should turn on a lamp so they will see if the power does come back on. also to help us keep the grid stable. unplug those large power users and electronics so when the power is restored they don't experience a surge that could damage their equipment and create potential instability as we are delicately bringing on this power. once we get this tour back to people, we want them to keep it on. harris: that's helpful. you know to unplug things like computers. but for the health of the grid, are you talking about a washing machine and dryer? so when everything comes back on

you don't have a surge and get it knocked out again. we appreciate your time and your expertise, thank you. >> thank you, have a good night. harris: we want to go back to matt finn. houston, i know the local authorities in houston, texas have been trying to get people to understand the emergency nature of the rain bands coming through. reporter: the mayor is saying the roads are treacherous calling this a five-day event. our meteorologist said this is a slow-moving storm. we have been on the ground for 36 hours and it has been a steady wall of drenching rain. you are saying this is all going somewhere. we heard the reports that we

witnessed the flash floods. the national weather service calling this a flash flood emergency. some of the officials mentioning places like port lavaca and victoria. that's where we were last night and today. and those areas are heavily hit. the hotel we were scheduled to stay at did not have running water or electricity. it's not a good situation for those people. there were hotels that had doors barbed in from the wind. it's not a good situation. tonight there are fresh flash flood warnings. and there are tornado warnings as well. at least 9 inches have fallen in this area. but because of the last couple bands that came through, the national weather service and our forecasters saying 15-25 inches

of rain could fall. the mayor saying this is a five-day event. but now you will be dealing with substantial flooding. we are starting to see that in the houston area. of course, there is dirty water that comes with threat of disease and animals. resources from across the country said this is just the beginning of their recovery efforts. grocery stores are closed and people aren't able to get gasoline. harris: you got a break in sugarland. you said if they start to close things down, as at least people can't run out and get anything. sylvester turner is the mayor of houston. he was on a while ago with that

pop-up knowledge warning about people. and was working to confirm the first fatality in the houston area would be the second for harvey, for all of the storms so far that we can confirm. there are a lot of areas we have to see once daylight comes back tomorrow whether people are okay in corpus christi and rockport, texas. the mayor just tweeted this out. turn around, don't drown. the texas department of transportation is working to shut down underpasses to keep people off the roads. he tweeted there is rain and high water all over the city. please stay put. reporter: we have seen some of that high water driving here. and the rain continues. as you look at it, you keep saying to yourself, this is

going somewhere. some of the southeastern portions of the state, we ran into the flash flooding. you find your car directly in front of a moving body of water. you have got to back up and finds another path and you hope that path is a little more safe. we are standing in front of a building that has sandbags down. people are heeding the warning. this is not over. the mayor is saying a five-day event. our fox meteorologist says this is a marathon not a sprint. harris: we appreciate your reporting. i haven't seen in the last couple minutes the lightning that was present when you were on earlier. we were talking with a fire chief in corpus christi. there are a lot of elements that have to be taken account for

when you have a storm sitting like this on an area. let's go back to politics. the white house is saying the president met with his cabinet and other administration staffers to talk about the response to hurricane harvey. the statement issued earlier saying the president held a videoconference from camp david where he instructed the relevant agencies fully engaged in position to support this number one priority of saving lives. it says the president reminded his department heads the full impact of the storm won't be apparent letter days as people in texas recover from flooding and wind damage. it's not just messaging ahead of the storm. we are seeing it with millions

right now. the thing that hasn't changed is the most of severe weather continues to be on the eastern half of this rotation. the bands of severe weather running through the eastern area. areas getting 6 inches of rain in some of those locations. this continues as well. this is a tornado watch. the conditions are there. the way the rotation goes around this system. also the gulf of mexico fueling it, feeding it. and we have seen a couple of tornado watches and warnings throughout the evening hours. none right now, but this is that line of severe weather running through portions of the houston metro area. this is where rain is falling heavily. there it is stretching across

everything in the green as a flood watch. but the flash flood warnings continue to expands, areas where the grounds is saturated. any additional rain is causing that flooding. winds are at 50 miles per hour. not a lot of movement. only 1-mile-per-hour. without this moving, we are just going to be talking about all the rain, all the bands that we have. so that rain continues to fall and saturate the ground. harris: houston as it gets pounded by this rain is one of the areas where other people want to take refuge. sylvester turner the mayor of that city along with his police chief said in their pop-up news conference is we have got to get a handle on our own people because other people are coming here for rescue and refuge.

the bayous and local waterways are filling up in houston right now. >> it's a huge coastline, 100 miles. you go to the first big city with houston inland. but it might be the spot that was hit the hardest. it might be better to move up to san antonio or austin. harris: it's hard to get your mind around another 12 hours. those early models that said 20-30 inches. late yesterday, it was 50 inches. it's hard to believe, but when you do the numbers, it's the reality. adam, thank you very much. we'll take a quick break. when we come back we'll take a look at the rescue and relief

local and federal agencies are responding to catastrophic flooding. but we had gotten that first word from the mayor of houston about the possibility of a second fatality, and now we know. can we take a look? >> this is a serious store that will last four or five days. and this is day one. there were some who thought everything was fine after there was a lull today, several hours. people even got outside and thinking okay, it's not as bad as they claim. then this rain band came through, somewhere around 7:30, 8:00. and it's dropping a lot of water and the streets are treacherous. it make absolutely no sense for anyone to be out on the road unless it's an emergency. we have word there might be.

might be a fatality of someone who was in her vehicle who may have lost her life. not an underpass. just driving and being overtaken by water. but we are investigating that. i cannot underscore the importance if people stay at home unless it's an knowledge and allow us to do what we do best. allow us to make sure that you are safe. most of people, most of emphasis people don't lose their lives because they are in their homes. they lose their lives or they are seriously injured when they are on the streets. harris: it's got to be frustrating for that mayor. he's pleading with people to stay indoors. the woman was talking about has perished inside her car.

rising water in houston. it's hard to see that in the dark. it's hard enough to navigate around in the day type. but a tough situation as houston is getting punished by rep in the of harvey. joining me now is the texas attorney general ken paxton. i heard you talking about this earlier. i know price gouging happens. but this store is still ongoing. >> you are right. that's why my office is so busy. we have already issued consumer investigative demand. my law enforcement guys are out. we'll educate people they cannot do this or we'll pursue them. harris: what are we talking about? >> water. charging $42 for a case of water.

it's also gas. overpricing gas. forcing people to buy premium gas and jacking up the price. we are encouraging people to email us. harris: one thing i know the government did, they waived the hotel tacks for people to even courage them to evacuate. if you have to go 200 miles from your home, that's a hardship for people. >> i think the president and the governor have done a great job with this. this is something we have never seen, rain like this for several days. the number of deaths is shocking it's so low. it's amazing how few people have died in this devastating storm

up to this point. harris: we confirmed we lost two people. we had a number of injuries. rockport, texas had injured people hit by collapsing rooftops. what happens to people who gouge texans in type of need. >> up to $20,000. if you gouge someone over 65 it's $250,000. if you are doing it, we'll find you. we have a lot of people informing us what's going on out there and we pursue them very quickly. harris: this is part of the coverage we don't usually don't get into as much when the storm is actually still happening.

we lost power about 5:00 p.m. i'm in south texas, corpus christi. the darkness from 5:00 p.m. to 7:30 a.m. this morning. nobody knew what the devastation would be until the sun came up. around 7:30 this morning is when we could see it for the first time and it was quite something else. harris: several of the cities that were hit, i believe rockport is in your district. can we put that full screen in when you look at what happened to rockport and you can't imagine how much more rain is going to fall. you were a leader in this area. what are you telling people? >> i'm telling people first in a

strong catastrophe just think that the common sense. be very careful when there is a lot of water and a lot of wind. the first thing you don't think about are downed power lines. they can cause death and harm quickly. especially when you are in the dark. the second thing i tell folks. right now we don't even have stoplights in a lot of areas. it's pitch black and it's hot and dark. if you are outside right now, you still don't know if sock is going to blow in. and the final is debris. there is debris every place. since we are in a coastline area you see large bands of sea weed that come in. it's something a little

different and you have got to be careful. harris: i asked our team to put up full screen. i understand there are 10,000 people who normally would be there. but i'm reading the national guard isn't allowing anybody back in. but some of the areas people got to see what the devastation looked like. >> port aransas, i drove towards the town, downed power lines across the road. you could see debris across. you could see electrical across. it looked like a gigantic lawnmower had gone over the entire town. there were houses let loose into the water, and boats broken loose running into buildings.

it was quite an aftermath sight. harris: we talked about the injuries happening with collapsed rooftops. you hear from different leaders in state of texas saying how blessed we are that there is less loss of life. we don't know the capacity of where everybody is because haven't been able to get in there to figure it out. you have good percentages of people you think left, but certainly not everybody left. >> absolutely. the one thing i can tell everybody when you have a catastrophe 4-type hurricane. when they tell you to evacuate, be sure to evacuate. harris: you are a senior member of the texas state legislature, todd hunter. i know you are sitting there in the dark. you are like everybody else

everything highlighted in the red area, that's a tornado watch. we have seen a couple tornadoes spin up. but more than the tornadoes are bands you can see throughout these areas. those have been dropping very heavy rainfall. that's the big story in houston. the heaviest rain may be further off to the southeast of houston. that's the area 4 to 6 inches an hour just within this band. it hasn't moved a lot. every time i do a weather hit i look and it's barely moved. that's what they are dealing with. that's why we have flash flood watches. the grounds continues to get saturated. we'll see more and more of these flash flood warnings and watches. there is nowhere for this system to go.

currently moving east-northeast at 1-mile-an-hour. nowhere for it to go. before too much longer it will have to start settling back down to the coast. we are going to be talking about enough to bring more rain in. here is what we are looking at that circulation as it is 40 miles northwest of victoria, texas towards port lavaca towards the rockport area. san jose island is where it initially made lawful. picking up moisture again and then it begins to drop even more rain. it's early sunday morning right now. sunday into monday, into tuesday, into wednesday. and you see very little movement there. the winds continue to die down, but the rain just sticks with this system all the way to the middle of the coming week.

harris: i know storms are circular, but are you telling me there is more a holding together of this storm to be able to go back into the ocean and become strong again? adam: it's not necessarily going to strengthen, but that's a water source so it will give it the liquidity needs to continue to rain. we night was going to bounce against the high pressure system and said it will be a long one. harris: thousands of people are stranded on cruise ships because they can't get into port in places like galveston. they need to get in but the port is closed. ♪

harris: joining me now from galveston, texas, lauren blanchard, ir you have 20,000 people stuck stop cruise ships because they can't pull into port. reporter: with har have it port has been shut down. 20,000 people are stuck at sea. two of those ships decided to go to new orleans to get refueled and let people get off the boat. two of the other ships were told to go back and they cannot come back to this port until the coast guard and the port authority alou that. they were told they can't come

here. we have run into people who were here expecting to get on to those cruise ships when they made port. and they are told you are not going to get on the cruise ship until it comes in. one couple were waiting and being told maybe by sunday. but at this point it's a touch-and-go thing. there is an area where all these people parked their cars near the port. roads on the way there were flooded. flooded today. at this point the port authority said that park lot was not flood. but if it does, there are hundreds of thousands of cars there hat could be at risk. so the floodwaters did recede mid-day today. but with the rain you can see coming back in, that is another possibility those roads will flood once again.

we are just now getting pelted with a slft wind and rain and lightning. it just forced my crew and i to a more secure location because the lightning was getting so intense, harris. harris: you are 180 miles as the crow flies from the epicenter of harvey, not that that matters 26, 27 hours now. it's not about the storm, it's about the rain. that's consistent what they are seeing in houston, the lightning along with the rain. you are getting pelted. i can see the wind behind you, too. has there been any word about taking these people to other ports like florida? >> two of the ships are headed to new orleans. folks will have the chance to get off the boat there if they want. but otherwise they will have to sit on those boats and wait

until the storm lets up. other two are being told to hold where they are at. at this point folks are kind of stuck. one is down in cozumel. harris: harvey is the first test for the trump administration and how it responds to a major disaster. joining us with more is radio host lawrence jones and michael tobin. i saw you continue your little back and forth on twitter there for a bit the last hour. you know what, when you look at this, we talked with the lieutenant governor of texas, the attorney general, we had a state senator on, a state representative on moments ago, everybody praising this administration. you haven't heard the sort of pushback on anything in terms of how things were deployed, resources, equipment.

this turns out to be and i continue to see the president tweeting about this. telling people to stay safe. we have got all of that as evidence of things going well so far. so ways next for this president? what does he do next? there is a plan for him to go to texas at some point early next week. >> in texas, this is my home state. harris: that's where you are now. >> yes, ma'am. we know how to handle things down here. the president had a great relationship with the lieutenant governor as well as the governor of the state. what you are seeing is this businessman take his business skills and getting out of the way saying what do you need and we'll give it to you on the ground. we have a great emergency management department in the state of texas. we work together and we get the government out of the way and we trust our local leaders to get the job done.

that's what you are seeing in houston. you have democrats in houston and republicans running the state. but it doesn't matter. har rrp i have to tell you i saw. harris: i have to tell you i saw a lot of positive reaction when tom bossert took over the press briefing. but he specifically talked about preparedness for this storm and the lessons learned in the past. >> we all remember hurricane katrina and the disaster it brought to new orleans. george w. bush said his fema director was doing a heck of a job when he wasn't. i agree with my colleague. we'll agree with each other on twitter as the night goes on, in

this case the president's job and the federal government's job is to support local law enforcement and disaster preparedness folks as best they can and just let it happen. harris: look at that bipartisan love. can we talk about what's next for this president, michael and whether there are opportunities, lawrence, that republicans, not just democrats, republicans have to start to take advantage of. this president is going back out on the road. whether that starts with texas or he goes straight to missouri. he does well when he's on the road. he's going to reportedly do that late the coming week. what are your thoughts about what he needs to be telling the public? >> he needs to put pressure on those who make laws. congress is not doing their job.

they have control of both houses but they haven't been able to do anything done. harris: are you okay with the president sparring with people within your own party? >> the president has shown an inabilitier. >> lack of interest to engage in the dialogue and compromise, getting work done and passing bills and making policy requires. in this case he wants to hit the road because he doesn't want to stay in washington and deal with the backlash. >> the republicans made promises to the american voter. you have this businessman that isn't accustomed to washington. he says i got elected and got you guys elected to do and he's putting pressure on them to get it done.
