impacted by harvey you're in our thoughts and prayers and rooting hard for a quick recovery for you and your loved ones. goodnight, everybody. >> this is a fox news alert. i'm kimberly in tonight for sean. rescuers go door to door searching for victims in texas as officials understanding the devastation caused by the devastation. so far nearly 100,000 homes have been damaged or completely destroyed. vice president mike pence was on the ground earlier today to survey the destruction firsthand and offer support. take a look. >> as the president said in his visit here earlier this week and said again yesterday, i say today, on behalf of the american people with the leadership of president trump to the people of texas, we're with you today, we
10:01 pm
will be with you tomorrow and we will be with you every day until this great state and these great communities recover and rebuild to be even better and stronger than ever before. >> president trump has also pledged to donate $1 million of his own money to victims of the natural disaster. tonight growing concerns over the potential for a new storm system to develop in the gulf. a full report on that in just a minute. first, trace gallagher is on the ground in woodland, texas tonight. >> reporter: it shows beaumont texas the water is rising and in houston the water is receding. it's true people are going back in their homes in some neighborhoods able to assess the damage. that only tells half the story because there are a lot of neighborhoods around the houston area where the water is just now coming in, where the flooding is coming in and the rescue effort
10:02 pm
is back in high gear. watch. six days after the storm and the sun is shining and the water is rising. imagine, if you will, five days after the storm someone comes to your house and says you have to evacuate. that's what's happening in several neighborhoods around the area. these are all vulnerable to the reservoirs. the water keeps flowing over. if you don't let enough water out you have the possibility of the dam bursting and then everybody gets flooding so they let enough out that only certain neighborhoods get flooded and the rescue effort ramps back up. how many rescues have you had here in the last couple days. >> we pulled more than 50, 60 people out. >> 60 people out of this neighborhood and it goes on in several other areas around this houston area. the thing is as some people decide to stay for a multitude of reasons, because their lives
10:03 pm
are not in danger the rescue teams are not pushing them to ma mandatorily leave. these are people who just two days ago thought they dodged a big bullet and it did not turn out that way. kimberly. >> trace, thank you so much. let's go to steve harrigan in texas tonight. steve. >> reporter: kimberly, the waters are rising east of houston in this area where i am it is still an active rescue operation. throughout the day today we saw a number of water rescues and people going out in flat bottom boats and helicopters and a mix of people going door to door to save who they could. a number of people on boats are volunteers. some have come from far away like this man we spoke to.
10:04 pm
>> they needed help. we had the time. we were fortunate to help them in the time of need and that's what it's all about. >> reporter: he came from arkansas on his own dime. he's been rescuing people here the past two days. even people who survived the flood who evacuated early and got out in time are suffering now and many got clothes for a day or two not thinking the water would stay this high, this long and we've seen them come to the edge of the water and point down this street to their neighborhoods. some of those neighborhoods and sond of the houses completely invisible underwater. back to you. >> thank you, steve. in orange, texas tonight is rick lev levanthal with the latest. >> reporter: we're in one of the communities under water in southwest texas though there wasn't a donarop of rain.
10:05 pm
there's a lot of water. the national guard has been senti senting -- sending boats out all day and they had to pull it out of the water because the water is starting to recede and the boat is now too big so they're sending out flat bottom boats to continue with the efforts and will continue in earnest tomorrow morning. flooding is a major issue in the region including beaumont with another major issue is the lack of running water. the main pump station and the secondary pump station both inundated overnight and they lost water for 120,000 residents of the city of beaumont. it forced a hospital to evacuate 200 patients at baptist beaumont. the first 16 taken out were elderly patients from a nursing
10:06 pm
home and spent the night in the hospital and this morning had to be get on helicopters to another hospital with running water. not just people being rescued and evacuated but animals as well. we were on the north end of beaumont earlier today where beaumont firefighters were rescuing a couple horse escaped their stables and wound up on the front porch of a house engulfed in deep water. the horses were scared and trapped. these firefighters worked tirelessly to encourage the horses, in one case pulling one with a rope and guiding it out of the flooded neighborhood so the two horses could be brought to dry land. that neighborhood flooded today though it wasn't raining. in some parts of texas the water was rising today and that's an ongoing concern and the rescues will continue around the clock. >> thank you so much, rick. as we see a developing situation. as texas continues to recover from hurricane harvey, a new
10:07 pm
storm system may be developing in the gulf. adam klotz is in the storm center with more. >> the peak of the season isn't until september 12 so there's plenty of activity to track. hurricane harvey is now in the northern portions of louisiana and we'll see nashville and lexington get hit from the low pressure system arriving saturday. as it moves that direction, not the 30, 40 inches but still pretty significant rainfall as you look at places outside of nashville and scattering to the east. you're looking at widespread rain because of what once was hurricane harvey. there's a couple other systems we're paying attention to. real quick, this one only a 10% chance of become storm in the next five days but right there in the gulf of mexico. it's not a place where we want to see a rain maker form.
10:08 pm
it could run up to the houston area along the gulf coast. let's hope that one doesn't come to fruition. one that's always been created, a monster across the atlantic, already a category 3 going up category 4 and some models show a cat-5. you'll be running up to tuesday and it still hasn't made louisville. -- landfall. one model has it to the east coast. the other to southern portions of the caribbean. this is one we'll be watching for the next week or so, kimberly. >> adam klotz, thank you so much in the fox news extreme weather center. for more on the recovery efforts is texas lieutenant governor dan patrick. lieutenant governor, thank you so much for being with us tonight for this very important story. >> hi, kimberly. >> tell our viewers where you think things stand in terms of
10:09 pm
the rescue and recovery efforts. >> it has moved across the state about 300 miles. now you have the most current and most important rescue going on in beaumont as you just reported. that's where the water's the heaviest but the rescue continues in houston. it was a wind-damaged storm in the west and became a flooding storm. we have 300,000 people in shelters. that means 300,000 to 400,000 people have been displaced and some are in hotels. then we have 14,000 guard troops deployed. we have security and rescue efforts going on. and we have about 500 roads still closed. but i want to thank president trump who was on this before the storm hit. we've gotten tremendous cooperation. this is the worst of times for
10:10 pm
many but the best of times by seeing the quality of the american volunteer coming from other states and the quality of the volunteerism of texans. you saw first responders swimming next to a horse. we had our own dunkirk to come in and we've had many brave first responders. >> what else do you think in terms of viewers watching at home. what's the best way to direct their efforts to provide assistance or help for those in need? >> first give to either red cross or samaritans purse and charities. we need a lot of money. many of these people didn't have flood insurance. they've lost everything. the only thing they have is the backpack on their backs and they lost their homes, clothes and furniture but they have their lives. the biggest disaster probably in
10:11 pm
the history of america, natural disaster and every life is precious but right now we think a dozen people have lost their lives. that's a miracle. we need prayers and financial help. remember this, kimberly, right now when much of america was divided they're all focussed and helping texas and in texas there's no republicans or democrats or no white, black or brown or moderates or conservatives. we're one texas helping each other. texas tough will provide and prevail and will lead to show others how to take on those types of disasters as we learn from this and we learned from disasters in the past. >> certainly texas a shining example to the rest of the country on what we can do when we come together and president trump echoing those same comments and sentiments you're sharing with our viewers in terms of coming together. those criticize and question the
10:12 pm
president's action saying he doesn't show empathy enough or should have hugged victims of the storm but it creates a logistical problem when you have someone coming up like a president and shutting down areas where relief is sorely needed. >> i saw the president tuesday and had a chance to visit with him with our governor and we think he played it pitch perfect. he didn't get in the way of first responders and came into corpus where things settled in a little bit. there's still issues there but he inspired people and said i'm leading on the issue. what i like about the president, he's a business guy. he looks at this and says, we have a problem, what do we need to get back in texas and get texas up and running and fix it. he has been all in from the declaration that came so quick as he said 35 seconds before the storm really hit. he and governor abbott worked

well together and i'm proud of the president and what they're doing and brock long from fema is doing a great job for us, we know it will be a long recovery. we still have problems as reports showed. it will be weeks before many people get in their homes. months before others and a year or more before everything is back to the new normal. but i'm grateful for everyone our local officials, county judge and mayors. every day we have a briefing at 8:00 a.m. you can't imagine the long list we have to go down like beaumont. we'll have to supply bottled water that has to be trucked in. i was in victoria yesterday, i think it was -- the days are all one, as of yesterday we were shipping in bottles of water for 80,000 people. that's a massive effort to get in. >> a huge undertaking. >> it's a tremendous operation. wave been through it before. nothing like this. but again it was the worst of times and the best of times. i'm so proud to be a texan and so proud of all americans

outside of texas who decided they wanted to be a texan. i always tell people when i give a speech. nobody moves to texas. they arrive here and texas moves into them. >> and they want to stay. >> they do, by the way. >> a luxury, water, what we take for granted every day for anybody the elderly and infirmed to be able to survive and water continuing to rise in some areas. this is far from over but as you say texas is strong and i understand the president is coming back to see you. >> i understand he's coming in saturday. i believe he's coming into houston. by the way, our hearts go to louisiana and other states experiencing the rain as it moves up through tennessee and other areas. kimberly, it is a difficult time for so many. people have to go to their new

normal, if they're displaced, where do their kids go to school. you can buy new stuff and repair sheetrock and get new carpet but you can't replace your life. people are so grateful just to be safe and alive. i was out with a rescue truck in a neighborhood with high water the other day and no one knew i was on the truck. i'm just helping the volunteers and a lady came up to me in a neighborhood that was desolate like a ghost town and she came up and happened to recognize me and said if i'd known you were coming i'd have made you dinner. i thought what a great spirit she had. i said don't you want to get on the truck? she said no, i'm going to rescue

bunch of nazis, they're hispanics, they're african americans, there's no color. these are people who happen to be in harm's way. it's beneath the dignity of civilized people to think that's sporting to make fun of victims in a hurricane. >> kimberly: these are the days and times of apology. people are saying they should issue an apology and grossly insensitive when some are still in peril of drowning. some waters are still rising in some areas. this is far from over. >> it is, far from over. there's still a lot of human suffering. there's in way that all of the television stations and networks reporting can give the full impact. they can show anecdotally some specific stories, but this is a world of great human suffering. and for these publications to
