answers with reporters and some the people who are there were he praise the government and the mayor of houston. president trump saying he hopes the multibillion-dollar a package will be approved quickly by congress. >> as tough as this was, it's been a wonderful thing. i think even for the country to watch of the world to watch. were signing a lot of documents now to get money. 7.9 billion. we signed it, now it's going through a quick hopefully a quick process. >> kelly: quick processes what everyone is hoping for. we have live foxton coverage. meteorologist adam is in the weather center tracking hurricane irma in the tropics. something where watching. madison beaumont, texas were search and rescue efforts enter the eighth day. we begin with peter who is following the president at this hour. he's live at the nrg stadium in houston. peter?

>> the motorcade just left your few moments ago. we saw the president with key members of his cabinet in toe to go meet with people who need help from various department's. doctor ben carson in charge of hud, housing will be a huge concern for folks displaced, especially those who do not have flood insurance. once shelters like this one outlived their usefulness and he to be used for something else. the education secretary was with him. schools are supposed to be starting in the area now are canceled or postponed indefinitely. so she was able to address concerns. also the fema director there, brock long. at one point while the present was handing out food with folks who look very excited to meet him, 70 walked up and said he and his friends were having a hard time getting information or money from fema.

the president was there acting as the u.s. government customer service representative. he said, where are these people, bring them up. we still don't know yet if those people got the help they need, but the president had in his motorcade everybody with him who could answer a question about somebody who's having problems getting money. it look like a lot of the folks were very happy to see the president. he may have just broken a record for taking self is a trip like this. he's on his way for second stop in texas. were not sure where he is heading before he goes back to the airport for trip to louisiana. >> it was amazing to see how many people were taken up to the president to take selfie's with him. the commander-in-chief actually bringing people hope today with his visit. >> he was. and it comes at a time when things outside of houston where there is a lot of high water are

becoming more and more dangerous. the ap just posted a story that's alarming and said the superfund sites which is a place that the epa goes to dump the most dangerous toxic chemicals that exist safely are flooded now in texas. they said the site they visited can only be reached by boat, didn't have representatives from the epa there cleaning up to see what the situation was making sure things were all right. that adds danger for people who may not know they live near that site, that will be something authorities will need to urgently address. that's going on where there's high water. the healing process is beginning. we've seen folks having to go through their houses and get rid of everything that is wet before it becomes multi. we've seen demolition starting

yesterday. the houston mayor who is in charge of a lot of the recovery effort is asking anybody with water in their house to evacuate because the water could still rise as it is released from dams. these people will not have power for several weeks which is not a save situation. the mayor will throughout the first pitch at an astros game in the little bit, the first one since harvey landed. >> kelly: we understand that's happening right now, so long road of recovery. peter is reporting live from houston. thank you. >> molly: a full week of active searches and rescues in texas is still in high gear with fema responding to calls for help about an hour and half east of houston. matt is there live, what is the latest?

>> is sunny and the storm is long gone. many people think the rest and recoveries is over and that's not the case. in a short time were teaming up with fema who is still doing search and recoveries here in beaumont. they'll be lowering boats in the water and responded to calls for help, we wanted to show you on a ride this calvary of utility vehicles coming in likely to restore power and other utilities. we've seen so many of these just long lines of trucks and emergency vehicles flying across texas to help people. we spoke with the los angeles fire captain who is a commander and he explains what it looks like on the ground. let's listen. >> it's definitely not over. even though we've had sunny skies the last three days and flooding has subsided, there are areas that we are being assigned to. were going out there in water up

to the chest, for 5 feet levels. we go in with large trucks, were going in our rescue boats, waiters, and dry suits. >> right now were on our way to the airport in beaumont that's where the staging areas for fema. we hope to bring you some more of their rescue and recovery efforts on the ground in texas. back to. >> molly: it's incredible to see that there still rescues going on so many days after the storm struck. thank you for your reporting. >> kelly: meanwhile, president trump assuring people in texas that the united states is with them every step of the way. those words from the president, the president meeting with people affected by hurricane harvey today after arriving in houston. joining me now to talk about the president's response to the devastating storm is daniel. he is a contributing editor for the washington free beacon and

the weekly standard. daniel, thank you for joining us. what's your perspective on the president's birds eye view of what's going on now in houston? >> so far it's been good. imagine him staying in washington, it's raining today but imagine him staying in washington going golfing or something. it be ludicrous. he's doing the right thing by going down there, showing comfort and solidarity and telling people the federal government is here and we will try to help. now, how he does going forward is a big question. there's a lot of moving parts and the damage will take a long time to clean up. that is a more challenging aspect of this endeavor. we don't yet know how the president will do. >> kelly: i just want to know the president picking up little

children, this is a center where there are quite a few children and their parents and people running up to the president to take selfie's with him and thanking him for being there as he is help them. at one point he was helping to administer some of the food. mentioning that this young lady would like a hot dog. were seen the president get very close and personal with the people who have been in dire straits. like you said, those star straits will continue. as we look ahead the president will need to continue to be there for them, not to only to be there commander-in-chief but also to be there helper and chief. >> present trump is a former builder. he is in some ways, more than any other president i can think of, uniquely suited to help rebuild houston. it's an opportunity for him to help the city and when i say houston i don't just mean houston, i mean the effective areas including beaumont. to rebuild in the coming years.

as a president and as donald trump, he ran against establishment, washington -- he has this moment to reach out of washington and into these communities and help rebuild in significant ways. you can imagine him trying to move there, not physically or permanently but being that hands-on trying to rebuild. it's not really a partisan issue. it's a practical issue of how these communities can be rebuilt. here someone uniquely qualified. >> kelly: i appreciate you pointing that out. it's not a partisan issue. it's a humanity issue. it's where the heart is necessary to reach out to people in need, dire need. the president bringing the hud secretary because housing would be important, also his education secretary, that the divorce becw

are they going to mitigate them not going back to school sometime. also hearing from someone at the energy center, a gentleman who came up to them as we're watching life he said, my family is getting tonight some of the benefits or help they need. the president immediately hearing and responding saying go get your family, let me talk to them. we don't know what happened after because our camera broke away. i'm sure someone has reached out to the administration from that family. when you see the president and direct response, this goes to the core of donald trump the businessman, the builder and the person who reaches out to people across party isles as we are seeing today. >> we have not really had a natural disaster on this magnitude, certainly nonsense donald trump has been president.

we've yet to see how he handles it. so far he's been very engaged in handle hands-on and going down and showing that is being able to tell the president here are the problems and here's how you're helping, him being able to see it firsthand maybe what affect him in a way to not be a partisan issue going forward. tuesday is the day that congress will return from recess. we heard from the speaker of the house, paul ryan and from senate majority leader mitch mcconnell, both men stating they would like to help the president meet his goal of getting the $14.59 billion to meet the needs of the people there, not only in houston but other parts of texas that have been ravaged by hurricane harvey and its tropical storm aspects and the flooding we've seen. occurring not only in texas but

louisiana, how quickly will congress have to act. partisanship has to go out the window. the senate minority leader charles schumer will be there and nancy pelosi, the minority house leader will be there as well. >> with initial funding they shouldn't have a problem moving it fast and forward. the problem is, september was a busy month before it happened. you have to keep the government going, there is bills that need to be moved forward. it's going to be complicated in washington. initially your first success will come quickly. the problem will come six weeks later when they need a greater funding bill and partisanship does take over and then people do try to attach things to the bill, various writers that make it more complicated and unseemly. now is when it seems most

hopeful things will get done. they probably will in the coming days. >> kelly: will be watching those developments. in the meantime will watch the first lady in the president as a tour the flood ravaged area in the wake of hurricane harvey. daniel, thank you for joining us. >> kelly: were monitoring a major hurricane in the atlantic. could hurricane irma hit the u.s. question adam's life in the weather center with more. >> this is a massive storm that we continue to track. still a long ways away, a good week or ten days before we get it good idea of where it will land. already a category to which means winds are up to 110 miles per hour. you can see the defined i spinning in the ocean.

it's moving to the west about 5. it is going to take a while before gets anywhere. from category two it continues over warmer water picking up strength to a category three, it's going to hit more water and i won't be surprised if it becomes a category five. this is a cone of uncertainty. it could draft south or north. this is taken you into next week tuesday world be up to the san juan area. again, very far away, tuesday is a ways off landfall. but one will pay attention to. as it takes the northern path it turns back out to the sea, but if we take the southern round instead you'll be going up closer to florida, maybe the carolinas. so this is one will pay close attention to, especially if it ends up tracking further south running over portions of san

juan puerto rico. that's where the warmest water is. this thing could really explode and get up to the cap 45 system. we'll need to pay close attention to. we are still ahead a peak hurricane season, that happen september 12. it already seems like it's been busy here, it will continue to be busy the next couple of weeks. >> when you look at harvey one is enough but were keeping a close eye on irma. were get in of our look ahead on that one. thank you. >> kelly: saturated cities in texas remain underwater. the president is visiting houston at this hour. eight days after harvey made landfall, meeting loca leaving l farmers in a bind while trying to take care of their animals. how local law-enforcement is stepping in to help.

flooding. what's the latest on the ground? >> here in booth, texas brendan on the benton ranch has been hit hard. what is happen to your ranch? >> we are almost totally underwater. were grateful to have high land for the cattle to stand on but not enough to stand up. typically they eat most of the time so there constantly having something going through their bodies. without that they can't nurse the calves, they can't maintain themselves and will start to to die. were trying to get some feed and hang out here so they'll have something to consume. but the water is so high, we need tractors to get everything out and fortunately we have hay in the barn but there is an end to that. were hoping the water goes down quickly.

>> as far as the next two days or weeks what is this mean? this will be devastating on the market. this just sets us back. were hoping now that the river has crested it will start to go down. if the water recedes and it's not up to long the grass will be dead then we need a rain take clean off the river and maybe we can take off from there. the longer is under the water the less grass will have. >> and i'm finally getting tired here. the sheriff has been kind to really take us over the last couple of days, we came out here because brenda needed your help. as you look at your county and citizens like brenda, what do you need? >> we have many ranchers out here, we have a group of livestock deputies where the ranchers have reached out to them, to all of us before, during and after this hurricane

harvey. asking for support to reach their cattle. obviously they can only go without food for certain amount of time. it's difficult to try to reach the cattle in the fields. >> in terms of reaching your folks, we came in and an airboat, this is tough stuff, it's hot and difficult terrain, how difficult has a challenge been to deal with the river, a historic cresting and flooding in this area, how difficult is the channe challenge? is the recovery that's going to be the most difficult, people going back into visit their homes and see the destruction, ranchers to see how their fields have been totally destroyed by this heavy rain and dirty water. we have to try to remain calm and patient, keep the faith. >> brenda, we were talking off mike, you said it's tough but,

the areas impacted by hurricane harvey. the president and first lady landed in houston a few hours ago, where he was greeted by texas officials. they headed to nrg stadium, the home of the houston texans nfl team. that is now the site of one of the city's largest shelters. the president address the media after greeting victims there. >> i think people appreciate what is been done. it's been done efficiently, very well aware very happy with the way everything has been. there's a lot of love. they're just happy. >> it's been a wonderful thing. as tough as this was, it's been a wonderful thing. i think even for the country to the watch in the world to watch. it's been beautiful. have a good time everybody, i'll be doing a little help over here. >> there really happy with what's going on.

it's been something well received. even by you guys it's been well received. >> you mean the flooding? >> it's leaving pretty quickly but there's a lot. but it is moving out. most and partly the governor, the relationship with the governor and mayor has been fantastic and with the federal government. and were signing a lot of documents now to get money. 7.9 billion. we signed it. now hopefully it will be a quick process. >> i think they're doing good. >> kelly: the president and helping to put together care packages before departing. we'll be keeping an eye on the president and the first lady's movement throughout the day. right here on fox news.

>> molly: it's been a week since harvey slammed into texas. search and rescue operations are in high gear. thousands are still in shelters and dozens of towns remain underwater. rick has been on the ground for days. you see the cajun navy in action. that's near the border with louisiana. rick, was a situation on the ground? >> this is a community still dealing with massive flooding. also seeing tremendous outpouring of volunteers and relief operations going on in the parking lot. where federal and state agencies are interacting with all of the locals and volunteers to make things happen. the colonel with public safety you're in charge of the entire highway patrol, and you're helping oversee these operations, what's going on? >> this is but a unique

situation for being cut off as it was. texas military forces here, texas rangers and troopers on stanback. emergency medical center here and of course the volunteers. volunteers have come in and volunteers all over texas are down here providing food, water and supporting the community. >> ever seen people get help but that needs remain tremendous. >> as you can see were moving people out of the location along the buses and out from shelters. the put transition to something more permanent. >> what are your biggest needs? >> first it was search and rescue, now it's about taking care of the people. there is a point time where they were without food and water. some locations have been cut off

with flooded areas. were working those areas now. >> house your home? >> i'm fine. i'm living somewhere else. it's the brave men and women of this community that are coming together. texas national guard is always there to protect the efforts. >> stay safe out there. one of the issues they face is interstate is closed but even the highway is closed in spots. we came west on the eastbound lane because some of the stretches are underwater. he talked about getting help to people, there's a store down here, a people coming in and getting supplies. they're delivering water, food, pretty much anything and everything that people might need and they're making care packages and handing them out to the folks who come in desperately needing those supplies. were seen all that happen all at once. >> i know you've covered a lot

of ground, you know how difficult it is logistically to get people the help they need. thank you. >> much of the focus has been on the flooding going in houston. harvey first made landfall near the city of rockport as a category four hurricane. that's a powerful storm. vice president pence visited to survey the damage. the mayor joins us now and the phone to shed light on what's happening with the recovery and rebuilding efforts and everything that's going on, we want your we wash your city get pummeled by winds of more than 130 miles per hour were everything was just leaning, tell me what's going on now. >> were getting better every d day, we still do not have water, sanitary, sewer, or electricity. but we have food outlets

every structure in this county, the report turned into our emergency operator center just said they estimate 35% to the community is completely destroyed, and of the remaining 65%, another 30 or 35% of that will never be occupied again and have to be bulldozed and taken away for can be utilized, sir community as a whole has suffered some pretty bad damage, but as of right now even with a category for four storm hitting us we have a total of two citizens that we've lost, that's all. we count our blessings every day and as i told you, were getting better every day. >> what you just said there is one it's hurtful to hear that, but it's encouraging to hear you say it's getting better every

day. the fact that you plus so much for your city and then lost two lives, i'm heartbroken to hear that happening too. i know as the leader of that city of rockport you are trying to help people stay encouraged at a time when it looks like there's nothing to be encouraged about, you keep saying better every day. if nobody hears anything or saying, i hope they hear your words of hope in the midst of the dismay that you're encountering. and i say to person-to-person, i keep encouraging you because you're encouraging us, is there anyway we can help alleviate the stress and everything that you're going through, the president has ordered a national day of prayer, i'd like to say now that were starting today praying for you today with what's happening. sir anything else that you can

in a matter of minutes. in some cases bad things happen because they can see a dr.. now they see a dr. of their choice, they go out and get great medical care quickly, it's the way you would do it, i know that. for years as a civilian, ice to sit back and say wonder why they don't do this. i read these horrible stories about our great people, great veterans standing in line and waiting for weeks to see a dr.. and they have great doctors in the virginia. the problem is, someone says -- are you doctrine the virginia? thank you, appreciate that. so were doing that, and were really proud of it. ben, you're doing a spectacular job.

texas. basically saying to the governor, gregg abbott that within two or three years the recovery efforts will be complete and then half joking, but half meaning it in texas he said they could probably get it done in six weeks or six months. will continue to follow the developments in the president's visit to texas. more details coming as he makes more visits from texas and louisiana. >> molly: the white house requesting congress to approve nearly a billion dollars of funding for the recovery efforts. the years of recovery ahead won't depend solely on the governor. there's a lot of nonprofit organizations that are vowing to help the victims and to stick in this for the long hall. red cross joins us now. jonathan, what racing on the ground? >> this is an amazing facility here, we have about 2000 individuals that are seeking shelter.

behind me in the camera shot there individuals who are coming in not only from across the houston area but across the country. i've been inspired by the messengers whether it's financial or the groups coming here. there's local entertainment groups here that are trying to cheer up the kids and it's an example of houston strong. >> kelly just did an interview with the mayor that was hardest hit and you could hear the emotion in his voice, being greeted by people who have lost everything that may not even know their homes look like. there's tens of thousands of people still in shelters. how are you managing things logistically and getting people things they need? >> we have over 2600 red cross volunteers on the ground. this is an entire country

response. our state -based groups, churches and college groups working side-by-side with the red cross. it's an incredible effort. i came from virginia to join us. my story is not unique. we have one goal in mind to make sure the community recovers. i did not come here except to get my absolute all because they've come to virginia when we've had disasters. this is my way of giving back and i'm grateful i can be a part of it. >> the heart of the nation also wants to pour out. what can people all across the nation do to help? >> if you can make a financial contribution and you can text the word harvey to make a 10-dollar donation. but the volunteers on the ground

are going to need to go home. i know my wife will want me to go home. we need volunteers. red cross chapters are going to be doing rolling training. you can google your red cross office, were not even at the height of hurricane season yet. if you join our team will get you trained and in our system. we will prepare you to be on the frontlines responding to disasters here or in your communities. >> kelly: the red cross is so experienced in disaster relief. in helping with the healing after something like this, catastrophic national disaster. when you're looking down the road at the weeks and months ahead, how will people story go? the folks sitting in the shelter now, what's next? >> it will be a case-by-case basis. some will leave shelter and find that their homes did not receive significant damage others will seek shelter, some will have longer-term challenges. were committed working with our partners to work with each

texas earlier in the week. they decided that wasn't the time for him to get deeply into those disaster areas. now we have a chance to see the president get into these disaster areas where the work is ongoing. >> what we have seen the president as well as the vice president they have been intimately involved in the people of texas. will likely see the same thing when he travels to louisiana. but as we continue to watch the president and first lady, you can see melania cover carrying a box, it might be water, they are loading that vehicle looks like an suv with water. the two of them working together, the point is, we've seen leadership.

red cross he talked about not just what you could do as far as packing the trucks at those monetary donations are so important. it gives them the flexibility to respond to put the money where it needs to go as people rebuild their lives and get into their homes. right now they're in a critical stage is there moving's critical supplies from place to place were needed to help people in the moment. in the weeks ahead we'd like to see people get back into their homes or temporary more permanent shelters as a community rebuilds. also talked about so many volunteers on the ground and in the weeks to come down the more people. let's see if we can catch audio on the ground.
