9:12 am
every florida family must prepare to evacuate, regardless. we do not know exactly where this storm is going. we know a predicted path, we do not know exact words going. we are 100% focused on making sure flirty and have timely information on this storm and will continue to monitor hurricane irma and issue updates throughout the next few days. i cannot stress this enough. get prepared now. know your evacuation plan, listen to your local officials. this storm has the potential to catastrophically devastate our state and you have to take this seriously. this is a catastrophic storm our state has never seen. remember, it's already killed many people in the caribbean. people do not believe they can ride this storm out. if you are told to evacuate, it's time to evacuate. you can rebuild your home, you can get your possessions again, you cannot rebuild your life or your family.
9:13 am
protecting life is our absolute top priority. no resource or expense will be spared to protect families, but we cannot protect you in the middle of the storm. this means you have to plan now on where you need to go, do not wait. figure out where you need to go. [speaking spanish] i'll be glad to answer any questions anybody has. >> there's talk of dealing with the traffic situation in terms of potentially switching lane directions. speak out now, highway patrol,
9:14 am
everybody's monitoring all highways across the state. the first thing we would do, it's going to be safe and we would use shoulders, but the goal is we have to do this very safely. we'll do everything we can. the bottom line is if everybody evacuate when they're supposed to evacuate, everybody should have the time to get to shelters. that's our goal. every county knows the time frame it takes, we are asking everybody to give a little bit more time because this could impact any part of our state, so we'll see a lot of evacuations. >> are people who have been leaving able to make it all the way out of florida? >> we are working to get more fuel into the state. you can go to gas buddy i'm of the app and find fuel. we have not found an area where there's a cleat outage. i was down in hialeah a couple hours ago. when i was in yesterday, my
9:15 am
family told me there is other places i drove by and there was nobody in line. you have to find out where it is, but we are doing every thing we can. we're trying to get more tankers in. we are trying to get more supply into the state through trucks. we are providing escorts to the carriers to get into the stations. we are telling the stations stay open as long as possible, we'll make sure your employees get out if you're in an evacuation zone. i know there's outages and i know there's lines and it has to be frustrating waiting. i'm sure people are frustrated. i ask people, if you don't need it, if you know youe staying in the county, don't fill your tank to the brim because there's other people that may not be able to evacuate. >> you said everybody in florida
9:16 am
should be prepared to evacuate. if this storm is at the same strength as that is no, whoever is in that area will there be mandatory flood evacuations? >> we are tracking the storm and making the decisions we've made. what every buddy has to realize is that if you're in that cone that the national hurricane center has put out, the storm can move west. we can be lucky and the storm move way east. and staff the coast like what happened with matthew. it can still go off the west coast. every buddy has to follow this and if you're in the zone that the national hurricane center has put out, you need to follow this to see what's going to happen. the evacuation zones will come out. one thing that's different than andrew, the storm surge is
9:17 am
completely different. we could see how it's covered. it's not like harvey where the storm came and sat which we don't think is going to happen. the water is going to come in from the coast and it could cover your house. ten plus feet of storm surge. will be doing evacuations, but everybody needs to go. >> one about viewers who are not in the evacuation zone? they're asking should we leave now? should we stay? what are your recommendations? >> you should listen to the local officials in your area and they will tell you the evacuations of that area. we have a very good emergency management team here and everybody here, though be putting out information exactly
9:18 am
what people should do. thanks everybody. >> sandra: lorna governor rick scott concluding an update there on irma and west palm beach, florida, saying irma has the potential to be catastrophically devastating of florida. he says there's no reason not to evacuate. we have to take this seriously, there's a mandatory evacuation happening in the florida keys. 31,000 people as of 6:00 p.m. last night have been evacuated. i want to open us up to the couch because this is very important to make this distinction. a mandatory evacuation, what exec does that mean? >> judge andrew: it means you can't be in any public place, you can't be on a roadway unless you're actively moving away from the area. it does not mean you cannot be in your house. as a morally sound and as proper as the governor is and with all the great leadership is providing, he knows that police don't have time and they don't have the authority to drag you out of your house.
9:19 am
if you're crazy enough to stay knowing that 10 feet of water is about to come and inundate you, you have a right to stay. >> sandra: that's unbelievable. 10 feet of water, obviously water rising above the first level of most homes. the epa, kennedy, bringing more fuel into the state. all residents and visitors must evacuate the florida keys, expect additional evacuations as the storm nears. certainly a sense of urgency. >> kennedy: there is. as we've seen with hurricane harvey, i think people are very much listening to those mornings, paying attention and heating them because the goal right now is to stay and protect as many lives as possible. this is a region that has been hit by summoning hurricanes, sony mass storms over and over again and we're seeing a much better utilization of services private and public and contact with one another. this before he made the point,
9:20 am
maybe it's not mandatory to evacuate, but he made the point that we cannot come back and save you. it is imperative that everyone gets out. all my family is in florida, we talked about escorting in those tankers that are bringing in gasoline. he's really on top of the situation. >> sandra: he said personnel will be of equity tomorrow -- activated tomorrow, sorry. we cannot rescue people in the middle of the storm. >> harris: i think we're getting a wrap, so we're going to go. we'll come back. >> sandra: okay, we will keep an eye on irma. plus, i show bipartisanship, president trump with the debt ceiling, does that show he's linked to compromise? will it backfire?

9:25 am
the national hurricane center has predicted irma will remain at category 4 or 5 strength for the next day or two as it passes over parts of a bahamas tonight and cuba tomorrow night and likely heading toward florida. that's a lot of water to pick up our to hover over the next few days. we are all over it, keep it on fox. and this is happening. president trump and house speaker paul ryan are having dinner tonight. it follows this remark will seen at the white house yesterday. the president and chuck schumer looking pleased after the president decided with democrats on their goal to raise the debt ceiling for a short time, a shorter time the republicans had wanted in fact. the same deal ryan called ridiculous and disgraceful just hours before it happened. the president said this about yesterday's turn of events in north dakota to push tax reform. here it is. >> we had a great meeting with
9:26 am
chuck schumer, nancy plosive, and the whole republican leadership group. we walked out of there mitch and paul and everybody, kevin and we walked out and everyone he was happy. not too happy because you can never be too happy, but they were happy enough. it was nice to see that happen for a change because that hasn't happened for a long time. >> harris: of the other democrat, nancy pelosi said republicans did not appear to have the vote for a longer extension of the debt limit. >> if you have the votes, if you don't have the votes, three months. >> harris: we are also hearing from the white house to my first president trump this morning spoke with senators mcconnell and schumer as well as a speaker ryan and pull oc in the white house says
9:27 am
they're committed to working across the aisle. we've seen a couple of things this morning that you were saying kind of made you scratch your head. speaker ryan spoke a short time ago and he seemed to have a different tone, not calling it ridiculous. >> judge andrew: we saw a principled side of speaker ryan. i'm harshly critical of any deal that causes nancy pull oc and chuck schumer to smile. he'll just kick the can down the road to december 15th. it will be ten days out from christmas and everyone wants to take christmas break and they'll run enough cash. why not take care of this for 18 months? >> harris: why not? >> melissa: i totally disagree with you. this is a genius move. they were taking credit on the democratic side, let them do that and get out. he effectively hit the reset button, all of a sudden, looks
9:28 am
like he's reaching across the aisle, people are getting along. peace is breaking out all over washington. they met this morning on the tax bill, working on it and it's the number one priority. >> kennedy: i want to be clear here. we had that horrific tragedy in texas called harvey. we've got irma barreling towards florida, these all need federal dollars. there is an increase in the budget, entitlements that will be touched. you're now going to cut taxes, you're going to raise the debt ceiling so we can borrow more money to fund all of this, yet the check for that is going to come very soon and it's going to kick generations of americans in
9:29 am
the stomach. the wind will be taken out of their sales because they will have absolutely no economic mobility whatsoever. we are short term raising debt ceiling, i think it's incredibly irresponsible. none of this is tied to spendin spending. >> harris: what's interesting is this is all happening before it yet another vote. now republicans will have to vote twice on it and those numbers will change based on every thing that's happening. >> sandra: my question if you're putting that much emphasis on tax reform, are republicans actively losing leverage? >> melissa: no because they're buying the tokens ahead of time, they'll get that cut and the reason i disagree with kennedy's you pay for it with growth. when that tax cut came, we saw it kick in and growth. when all the way up above 70% and as steve mnuchin said, we
9:30 am
paid for it with growth. >> judge andrew: to keep up with the space, donald trump will borrow more than barack obama did. >> harris: puerto rico, the u.s. virgin islands, americans already and on this. >> kennedy: let americans wallets grow. >> harris: i was just mentioning people in the way of the storm to track hurricane irma, the category five storm left a path of destruction and death. it's now moving toward florida. a live report from one of the areas bracing for potentially devastating hits.
9:33 am

9:35 am
caribbean. now the numbers killing at least 13 people. phil keating's may beach >> two new counties issuing mandatory evacuations effective 3:00 p.m. tomorrow. the barrier islands of palm beach, and that includes president trump's marl lago estate. this is one of the hottest commodities on the beach today, sand pile so people can come here grab sand, shovel it in the bag and taken back to their houses and apartments and block the doors, hoping that will protect their interiors. the main problem right now is that site has run out of sandbags. people are showing up with nothing to do in they're leaving disappointed, but it's hard to get supplies in here this late in the game and there's the growing sense that it is late in the game and there is concern that it's bigger than it was
9:36 am
yesterday. someone we met earlier today, he found the best use for his baby stroller was to halt sandbag after sandbag after sandbag out to his car in for his fiancee, she says her anxiety is surging. >> it's a little overwhelming as a parent. i don't care what happens to me, i care more about her. especially with harvey, you can never be too prepared. >> up-and-down the state on the floor to turnpike and i-95 northbound, traffic is reported very heavy on the turnpike as it takes you towards orlando's metro area. i-95 is expect to do stack up today with the mandatory evacuation order for miami beach and all of these barrier islands and low-lying coastal areas effective at 7:00 a.m. this morning, that impacts 100,000 people who are excited to be
9:37 am
heading on the highways. the reality is even when mandatory evacuations are issued, south florida not everybody goes with it. they do that as a risk of their own life. >> harris: phil keating watching it, will come back to you as the news warrants, thank you. >> sandra: president trump standing by his promise to resend an obama era immigration policy protecting immigrants brought here illegally as children. >> i want to see something where we have border security and a great daca transaction where everybody is happy and we will have to worry about it anymore because obviously as you know, it was not a legal deal. it would not hold up and did not hold up and even president obama when he did it, he said this was obviously -- he called it short-term. i would like to see a permanent
9:38 am
deal and i think it's going to happen. >> sandra: meanwhile, 15 states and washington, d.c., are now suing the government in an attempt to block president trump's plan to end the dreamer policy. the lawsuit claiming trump's decision would motivated by racial prejudice. some say president trump may be able to get congress to pass a partisan legislation the issue. let's talk this lawsuit first, where does it go? >> judge andrew: the lawsuit was filed in new york city. it basically argues that the president made his decision to resend president obama's action against deportation because they're trying to paint him as a racist. that's what state attorney general's have argued in the complaint that was filed last night before a federal court. to me, the argument is frivolous and it's not going to get them anywhere except score some
9:39 am
political points with their base. president trump has shown a remarkable willingness to consider extending the protections to adults who came here and have babies and people who came here at the hands of their parents and children who are now adults. this is something congress refuses to do when barack obama was president. paul ryan was talking like this was not going to happen. >> kennedy: he has realized here and i think this is one of the most interesting points he made because the wall is critical to him. as the most important thing. he realizes how important daca is to some republicans. there are other republicans who have said that. what he's trying to do is tie the two together and he's essentially telling democrats, i'll give you what you want, you give me what i want.
9:40 am
>> melissa: it's so smart because it asks them to do what's hard with what's easy. they want to be compassionate and go along with daca, what's hard is border security. they're saying here's an opportunity to do everything together. >> sandra: it will be unbelievable to watch. you wonder how easy it's going to be for them to come up with evidence of bias? >> judge andrew: he's smarter than his enemies are giving him credit for by putting pressure on congress to rewrite the law. congress is supreme on who gets an end doesn't, not the president's executive orders. >> sandra: there are new evacuation orders in effect in south florida. governor scott indicating a mandatory evacuation for all of florida keys as hurricane irma makes its way to south florida . we are watching its path, will be right back. patrick woke up with back pain.

you myour joints...thing for your heart... or your digestion... so why wouldn't you take something for the most important part of you... your brain. with an ingredient originally found in jellyfish, prevagen is now the number one selling brain health supplement in drug stores nationwide. prevagen. the name to remember.
9:45 am
>> harris: we are winning comments now from president trump. he met today and is now inside the oval office with also bob. the topic for them would be national security issues and those types of issues. the reporters in the room when the remaining in the oval office and they asked typical questions, the video of them shaking hands and changing pleasantries about the middle east and shoring up the relationship, but most of the questions were about hurricane irma. the whole world is watching right now, specifically because of what our nation on the mainland just went through in houston and texas, louisiana, so on and so forth and now having u.s. territories already had by this storm of the u.s. virgin islands, puerto rico and now it's barreling towards florida, a lot of eyes on this. i want to quickly pick the judges brain before we get to the president.
quote
9:46 am
we'll go straight to the moment when that happens. i saw on twitter a question about turning more lanes to people could get out. why don't they always do that? >> judge andrew: the governor can make a judgment as went to make southbound lanes northbound lanes, but he cannot make all the lanes northbound. you have a right to go south to matter how bad the weather is. emergency weathers may have to go south. they can give you a shoulder, but they can't bar all southbound traffic. >> harris: i know a lot of people are trained to get out of there. the president being asked about the overall response to hurricane irma and bud is coming. let's watch and listen together. >> president trump: you know florida very well, how concerned are you about irma >> president trump: we are very concerned. after my descriptive talented
9:47 am
people there. the people of florida are like the people of texas, louisiana, you've seen how the people of our country have reacted under this tremendous pressure and these horrible things that we call hurricanes. this isn't something that is probably bigger, not much water, but more power than harvey. the governor has so far done a terrific job of being prepared. we don't know exactly where it's going to be landing where where landfill will be, but we are as well-prepared as we could possibly be. many folks have left texas, obviously on an emergency basis and come back. puerto rico escaped, it could have been far worse. they really escaped the brunt, but it's heading right now right directly into florida, so hopefully it will take a turn and go east and move quickly. right now, it's not doing that. we are with the people of florida and as you know, the virgin islands got hit very hard, very, very hard.
9:48 am
we're finding finding out the kind of damage. communication is difficult. we have people right now on the virgin islands and we'll see how that is, but it's been hit very hard. i can say this, florida is as well-prepared as you can be for something like this. now it's just a question of what happens? it's the largest hurricane they've ever seen coming out of the atlantic and the winds are the strongest, most importantly. this is the problem, the winds are the strongest they've ever seen in a hurricane coming from that region, so we are with everybody as far as working very hard. we have from rightist talent and tremendously brave people to be there and hopefully it will work out all right. we'll see over the next few hours. >> reporter: fema may be spread thin right now. >> president trump: you've been reporting it, you see how incredible they are.
9:49 am
certainly, we are being hit with a lot of hurricanes and we've never had a thing like this where you get hit with harvey, which was about as bad as it gets, certainly from the standpoint of water and then you get hit with irma. there is one right behind irma, a smaller one, but nevertheless right behind. i think fema -- i don't think anyone has done like they've done and they've done a really good job. we saw what happened in texas and you see already in terms of what's going on in florida. i have to give a special shout to the coast guard. the united states coast guard saved 14,000 lives in texas. 14,000 lives. now i think the number is even higher than that. these people, and they go right into the eye of the storm. most of you have been reporting, the numbers astronomical. it could have been a total
9:50 am
catastrophe. obviously, much less. i just want to say that the coast guard of our country has really performed incredibly. i've never seen anything like i it. i've gotten to meet a lot of the folks when i was in texas and these are tremendous people. they are now shifting a lot of their efforts to florida, right in the middle of it. the difference again being these wins are tremendous. we've never seen wins like this coming off of the ocean. hopefully it's going to not hit florida directly. thank you very much everybody. thank you very much. >> around 1:30 p.m. eastern today, we may hear more questions about hurricane irma. certainly we might look to see if the president might be asked about the deal that he cut with the democrats today that dealt with a smaller delay.
9:51 am
the main issues of those two men being together behind their lecterns is national security and the coalition against terrorism as i mentioned before. that's at 1:30 p.m. eastern, watch fox news for the latest on that. melissa? >> melissa: another excerpt from hillary clinton's book reveals that she thinks it was wrong not to hit back at former fbi director james comey after he called her extremely careless for using a private email server while she was secretary of state. she writes "my first instinct was that my campaign should hit back hard and asked went to the that comey had badly overstepped his bounds. that might have blunted the political damage and made comey think twice before breaking protocol again a few months later. my team raised concerns with
9:52 am
