>> martha: we continue with our complete coverage of hurricane irma. we'll be live 24- 7 here on and on line as the historic storm makes landfall. our thoughts are with our friends and family in florida. tucker is next. >> tucker: this is a fox news alert. hurricane irma less than two days from making landfall in florida. it could be one of the biggest and tev stating of our lifetime. fox's team of reporters and meteorologist are spread out over florida. we'll take you to an advisory coming from the national hurricane center who are delivering a live update at this moment. we'll go there now. >> good evening, this is the 8:00 p.m. update on hurricane irma. irma is remaining a dangerous hurricane to florida.

it is it southeast of the floerpd peninsula and keys. we expect the center to brush the north coast of the cuba and turn north on saturday. the details of the turn are not quite clear yet. at this stage we believe the hurricane will be border line category 4, category 5. because the exact location is not known where it will turn, we don't know which coast will get which conditions. our greatest concern is the storm surge for southeast, southwest and florida keys, 5- 10 feet of the storm surge in the next 36- 48 hours as the hurricane approaches. this is what it looks like and the damage it can do. we are liking for 5- 10 feet of

surge and 6- 12 feet are possible on the south. first concern is the florida keys. they are low lying islands and 5- 10 could inundate given there will be large waves on top. we don't expect to have much change in wind. but there will be rainfall on the inches. and flowing and strong winds on the inland areas and on the coast and potentially deadly storm surge on the coast. at the national hurricane season. i am ed. >> tucker: we have a reporter in the keys where the winds and waves are ramping up. what is it like down there now? >> reporter: well, the wind is stronger than yesterday. breezy and gusty. i am between isle of mir atta and key largo and you can see

feet of water and winds gusting over that and the you can't survive that. it is impossible. >> the isle morada by the hurricane in 1925. i am fascinating to see boats behind you. why would they leave them in the water. >> they have them elevated up. but if there is a 5 or 10 foot storm surge. we were talking about it earlier, we'll see dislocations and we'll see boats going up and counsel the canal. we are close to the open ocean. atlantic to the southeast. and there will be a surge from the gulf of mexico that will be devastating and we have an unmanned escapes probe that will measure wind speed inside of the eye wall of the hurricane. we don't have to be there.

>> the problem is, tucker, the extent of the wind field extends 120 miles east to west and the state running from tampa to daytonia is 120 mile and that is it a problem. winds are still 155. what we are doing now tucker is analyzing and looking for changes. and hoping that will eye will hug the coast of cuba weaken it and turn and this turn will be critical. what we are westerned not only key west. naples, marco island. there could be a major storm surge issue there and we are not done. it will ride up the state as a cat four. and up by lake city it is it

a tropical storm. and weather for us deteriorates on sunday and one more day to prep and that is about it. check out the radar from cuba. well defined eye wall and hoping we get land interaction to weaken it. and that would be a good thing and this is a european model and shows the circulation very well. and we play this. and this is a worse case scenario for us. storm coming near the key and coming up through the spine of the state. we'll have most of the state without power and this storm surge could be any place from miami to fort meyers and 12- 15 or 20. and none of that is good at all. >> so the west coast of florida up to 24 hours was not expecting

traffic. publix closed and gas stations and on the highways north of here, people look to evacuate the city. we have talked about storm surge. this is miami river. people don't talk about the miami river. beautiful beach and biscayne bay comes in to the -- the river empties. and it will come in from where those tall buildings in downtown piem mime and they expect a storm surge of 3- 6 feet. look at the boats tied up on miami river. that is a yyacht and taking away the cushions and you go to the right over here. you realize how close to where the water is to where they live. next to a power line that brings

up the issue of power. they expect 9 million people. that is a kraen. there are 25 cranes in downtown miami and they are designed to move in this kind of weather. but the weather they are able to sustain is 145 miles per hour. and we expect the storm to be upwards of 155 miles per hour. and there is concern about those crepes in downtown miami and people are talking comparison to hurricane andrew. a lot of people are new to miami. and they didn't experience hurricane andrew. that was small and this is big. this is it uplike anything that they have seen even if they rode through andrew. they are hunkering down, tucker.

earlier this week, there was a suggested track mostly by the american modems intdicating that it was heading to miami, there was a sense of trepidation. we are looking at 150 mile per hour hitting miami, we would have been in dire straits. but the great story about the story tonight. the best story that we can tell, knock on microphone. this thing can change. the track is westerly and put its 60 or 70 miles from miami. that is it about the same distance as the worst or longest winds for the hurricane. i guess i am doing basic math. if the storm stays on the track it is going now. it will go through one of the least populated parts of florida in between napele and broward county. it will be far away from broward

and a wise point. thank you, rick. after devastating storms like harvey and irma, focus starts to turn to rebuilding. post harvey recovery efforts in houston should prioritize black any brown folks and the economic straits. and officials are too focused on bailing out property owners instead of offering help to the houston poorest. it is always worth worrying about where the money goes and the people most in need and i have seen if firsthand, it seems like the trial lawyers only benefit and i am glad you made the point. what i was by the racial angle and the aid given because of

base is divisive and i wonder why you did. >> it is not the argument that i was putting forward. just that we should recognize that there are issues of rain and class. class is important here, too particularly in houston, there is it's vast majority. not a majority but a segment of the population that rent and doesn't own property. there will be questions of where is it that federal resource money go, particularly fema money for the recovery of property. 40 percent of the harris population rents. what is going to happen with them. and 30 percent of the population lives under the poverty line. and many are black and la10o and many caucasians rent.

normally this place is popping and people are going to restaurants and cleared they know a hurricane is coming and this is a evacuation zone b. what that means, they expect a serious storm surge in this area and i will explain what is going to happen. 200 mimes or so is hurricane irma and headed in this area. bis dane bay is the water here. they are concerned about getting people out of here because of the storm surge. i have a measuring tape to illustrate why it is it important. to the top of that water there is six feet too the mark here. there is a etivated wall. and review of the slope down here. you only get three feet above

sea level. and the forecast storm surge. top is a factor and forecasted to be five- feet high. i am 67 and you can imagine the range of water and flood that happens in the neighborhood. they are concerned about that. i spoke to the hotel manager and he said in 2005. hurricane wilmabrought three feet of water because of the storm surge and rain that came. they put in a series of pumps to a leviate the water. he said it doesn't work as well as it could. because in a hard rain they get a food of flooding in the neighborhood. it is something they are concerned about. a lot of people evacuated and some are staying and people in the high rises they are okay from the water but will not go anywhere if it pushes hard.

and the helicopters, our aircraft was coast guard 505 and rescued a bunch of people and customers started calling. walmart and bell south and insurance company and major distribution facilities. and walmart had 12 of the 13 stores picked clean and needed warehouse facility protected. and the federal protective service their employee union said conditions were too rough and unsafe they would not send their people. we sent 750 people for almost a year to cover the relocation camps and the cash distribution and morgue. it was terrible and they were behind the curve. florida is much more on the ball. >> tucker: shocking, if the u.s. can't protect its own citizens. god bless you.
