get tax reform down on a partisan basis. is it the belief of the white house that you need democrats in the senate to get this across the finish line? >> it's the belief of the white house that we want bipartisan support. as i said, the goal is to have everybody come together around help provide tax relief for americans across the board. we hope democrats want to be part of that process. they should. >> i think you need them though. what mark short said, what we learned from healthcare reform is even though people have been talking since 2010 about doing one thing, that's not necessarily what they might do in 2017. >> it's about what we need and what the country deserves. the american people work hard every day. they should get to keep more of their money. that's what this president is focused on and that's what we're focused on doing. hoping we work with democrats and republicans to get that accomplished. >> do you know of any democrats that are close to supporting what the president --

it comes after the former wife house chief strategist steve bannon that said the decision to fire the former fbi director was one of the worst mistakes in modern police call history. also out of the white house briefing, sarah sanders says president trump will visit floor tomorrow. i believe she said thursday, to see the damage from hurricane irma. john roberts is live at the white house. it's thursday, right, john, for the white house trip? >> that's our understanding, that it will be thursday. they're trying to figure out where the president can go that it won't cause too much disruption. he waited after hurricane harvey to go to houston because of the fact that urban search and rescue teams were taking people off of roofs and he didn't want to get in the way. every time the president travels, there's a logistical component that involves law

enforcement. you mentioned james comey, this is the second day that sarah sanders was asked about that. with us mentioned and steve bannon's comment about firing james comey. he said it was the right thing to do particularly since what we learned about comey before. she said that at that time that he had given false testimony to which i responded, are you suggested that he purgered himself before congress or misled congress? she said that's a matter of the the doj to decide. she's not a lawyer. she got asked the same question today. let's listen to how she responded. >> the president was 100% right in firing james comey. he knew at the time that it could be bad for him politically. he also knew and felt he had an obligation to do what was right and do was right for the american people and the american and women at the fbi. i think there's no secret comey by his own self-admission leaked privilege government

information. >> she also went on to say that he gave false testimony, that prompted the same question, whether or not the doj should look into this. she said any time somebody is suspected in criminal behavior, she believes the department of justice should look into it. shep? >> shepard: john, president trump is set to host a dinner with senators from both parties to talk about tax cuts. >> this comes to it -- it's framed as the best way to put it, by a speech that mark short, the legislator director gave, to a christian science monitor breakfast in which they said they learned from the obamacare debacle that they can't rely on their own members of their party to come through to get the legislative goals across the goal line. so they're now suggesting we may need to have some democrats there, if not to get 60 votes, maybe just 62. so a bipartisan group of

senators john thune from north dakota, joe manchin, heidi heitkamp who accompanied the president last week. orrin hatch and pat toomey will be here as well. we asked what was the goal of the dinner given the president will need democratic support to get tax reform through. listen here. >> can the president cut some sort of deal that sticks to his principles and that also satisfies them or -- >> i think -- >> is there an unbridgeable -- >> the president, i think, has demonstrated both in his business world and as president that he can make deals. that's what he's looking to do. he's going to work hard to make sure that we get the best deal possible on tax reform that starts with things like tonight, have this conversation and moving the ball forward, working

bipartisan support from both sides. >> you can see the real problem for the president when it comes to getting democratic support, they might sign on to a cut to the business tax. the president wants 15%. they may agree with 20 or 22. certainly they would like to see cuts to the middle class, but the president also wants to cut taxes for the highest income earners in america. for democrat, that's a red line. so if he can cut that deal, he will definitely be a very good deal maker. in part, to pressure democrats into doing that, he will be hitting 13 states in the next seven weeks. he's done missouri, already done north dakota. targeting states that he won where democrats are up for re-election in the senate next year. so the president certainly prepared to twist a lot of arms to get tax reform through. >> shepard: john roberts, amid the team of competing reporters. thank you. >> thanks, shep. >> shepard: we're going to get this state rebuilt!

that's the word from state of florida's governor who says more than half of florida is in the dark. he says it's going to take us a long time to get the power back up. the head of fema says the cleanup is going to be a frustrating event. people across that state from coast-to-coast dealing with temperatures in the high 80s. for many of them, triple digit feels like in the next couple days with no air conditioning. the feds say they're deploying aircraft today to inspect the damage and help with any rescues. rescue workers in florida say at least six people died due to the storm. in jacksonville, crews report rescuing more than 350 people from record flooding there. the mayor lifted the city's mandatory evacuation orders today. he said there's still serious flooding that you may not get back into your home just now. we'll go live to jacksonville in just a moment. the storm battered parts of georgia and south carolina as well. emergency workers say four people died in those states.

in downtown charleston, a river. the national weather service reported incredible flooding. crews say they made dozens of rescues there. people in the upper florida keys beginning to return home today. dozens of cars parked along u.s. 1, the overseas highway overnight. people stayed through the night to wait out the road block. the lower keys, still closed. take a look at drone video showing a long line at a gas station in florida city, not far from the entrance to u.s. 1 and the florida keys. a man that rode out the storm on key largo said it's going to get crazy. he said the island has no resources. very limited gasoline. all the supermarkets are closed. the fema administrator, brock long, said the storm destroyed one in every four homes in the keys. he says basically every house took damage in some way. governor rick scott says he's

prudential. bring your challenges. >> shepard: the upper keys reopened now in the aftermath of hurricane irma. there's not a lot to keep them going. phil keating is live south of there. phil? >> the overseas highway up there in the background there. traffic going to key west that way. so this is all the flow of returning residents frustratedly evacuated for about a week now. when you can see along the scenic biway, it's not scenic debris. tons and tons of debris, trash, seaweed. pieces of furniture that came in with the 3 to 8 foot storm surge. the winds out here were 110 to 120 miles an hour. further down in the keys, it was 130 miles an hour.

now just down the road, there's a trailer park, one of many, on the 100-plus mile strip between key largo and key west. 80% of the park completely demolished. a wall of 68 feet of water pushed everything out. trailers off their foundation. we ran up to one of the residents, that well, used to live there, billy quinn. >> my front porch came to here. my trailer started at the other side of this slab. so i started here. that's how far the frame actually moved. >> wrr -- where is the frame of the trailer now? >> that's it. the rest of it is in the wind. >> joining me now is paul bates, owner of the coconut cove resort. famous for weddings. well, the wedding season is coming up. how bad will business be impacted? >> well, we're well underway.

and power lines. hundreds of monroe county residents are sheltered at the university. they're interested in when they can go home. up to now, no update from these people of monroe county. they're doing their best to clean up and get ready so some of these people can head home. there's a four-day-old baby here with her mom. so it's quite an experience here at fiu. >> shepard: congressman, live pictures are coming in right now from the chopper. i was wondering, congressman curbelo, when they would have a better idea of the structural integrity of the roads and bridges? that's a beginning. >> the florida department of transportation is inspecting the roads and bridges. there's over 40 of them from homestead all the way down to

key west. obviously we want people to get home, but we also do not want to risk anyone's safety or security. i support the locals in these efforts. there's some frustration, a lot of anxious people here here at florida international university. i don't think it's worth risking anyone's life in order to rush people back home. >> shepard: there's some talk of evacuating people from big pine, middle torch, summerland, cudjoe. what is your thought on requiring people to leave? >> at this hour, i don't believe that is necessary. that was a rumor that came out of a dod memo. senator rubio and i have discussed this. obviously there's people that want to leave the florida keys, we want to help them evacuate. at this time -- >> shepard: senator rubio tweeted in favor of it, congressman. >> well, since then he's spoken

to the county manager in monroe who has confirmed that at this hour, there's no need to evacuate anyone. senator rubio, like myself, we have a concern regarding the lack of power in the florida keys, the lack of cell phone service. but at this hour, local authorities do not believe it's necessary to order any kind of evacuation. on the contrary, the goal is to get people back into the florida keys as soon as possible so long as we can do it safely. >> what is the one thing people should know about the lower middle and lower keys to the north and east of key west? >> obviously there is significant structural damage. but shepard, the greatest pain will be financial. the florida keys is a part of the country that is highly dependent on tourists and visitors from all over the

world. there's many people that work at hotels, restaurants. some of them live paycheck to paycheck and they'll be out of work for one, two, three, four, five weeks. so the financial pain is going to be significant. when the florida keys is ready and back open for business, what i ask the american people is to come and visit the keys and help this unique lively vibrant part of our country recover. >> there's no better sunset in all the world. i'll be there. thanks, congressman. >> thanks, shepard. >> shepard: there's no place like it in our whole country. it has a little bit of everything for everybody. you know, our hearts go out to them and can't wait to get back there and visit. we're seeing live pictures from wvtv, which is the -- the station itself is in the tampa-st. pete area. they've been showing us all kinds of areas.

it's so sad to see how many people have been affected by this. the big storm managed to miss the big cities. thank goodness we don't have this category five walloping everybody. but the small towns were not spared. matt finn is near homestead air base south of miami. he was on board a navy helicopter this afternoon. what did you see, matt? >> we just got off two mh 66 sierras. we saw extreme devastation in parts of the keys. boats that are mangled and piled on top of each other like toys. there's a foul odor. navy crews are flying around the clock in choppers looking for victims. they have not had to rescue any humans from the keys just yet.

right now they're dropping off water in huge pallets containing five gallon judges of water and purified and delivered by air. the abe lincoln has been here since saturday. they say they will stay here as needed, this is an emotional mission for many men and women above the abe lincoln. they have friend and family in southern florida and on the keys and in the islands affected in this area. captain brown said this is the first time the abe lincoln has been used in a domestic mission to help american people affected by hurricanes. shepard, i also want to quickly point out that here in homestead behind me is a long line of cars of people waiting to get gas. this is the scene that you're seeing all over florida right now, shep. back to you. >> shepard: thanks, matt. we'll have bottom of the hour headlines next. lea gabrielle will bring us those. and then a little bit later, apple and the phone you can own. the emojis you can make using

. >> i'm lea gabrielle with the fox report. more of today's headlines. the syrian government gaining the upper hand in its civil war. that's the word from the russian military that stepped in two years ago. the russian state government forces now control 85% of the country. activists have accused syrian dictator bashar al-assad of killing civilians with air strikes and chemical weapons, this plane crash caught in hartford, connecticut. the plane clipped a tree. the pilot told the local fox station he's phone. no relief for firefighters out west. they're battling 140 firefighters in montana, oregon, washington state, idaho and utah. record-breaking heat waves have fueled the flames.

>> shepard: a live look, wtvt's chopper is live and we're seeing extensive in hardy county, extensive flooding today. something we haven't expected. we thought that much of this had been able to drain away. this is essentially wacula, florida, east of bradenton. sort of in the center of the state. kind of west of avon park, if you know the region. at any rate, a lot of flooding. it's localized. officials are dealing with irma and warning companies don't take advantage of people. the attorney general in the state of florida said a couple of days ago her office was getting about 100 calls an hour from people reporting price

gouging. some 8,000 complaints before the storm even hit. people reported cases of water costing as much as ten times more on amazon than other sites. it sounds like those were companies that with whom amazon works, not amazon itself. still, in response, amazon reports its suspended some independent sellers. another complaint, gas going for $6 a gallon. almost three times the national average. some storms have now capped prices on crucial items including water. airlines put limits on ticket prices. under florida law, store owners face fines of $1,000 for each complaint with a max of $25,000. the judge is here. judge andrew napolitano. this became a big deal after andrew. >> yes. yes. i remember andrew. having been down there at the time. there is no precise definition of gouging other than that which is unreasonable and unfair. so if your supplier has raised

prices on you because it cost to supplier more to get, say, gasoline, you are allowed to pass that on to the -- to your customer, you don't have to sell it at a loss. but if you're out to make a quick buck and instantaneously raising something deemed unfair and unreasonable, you'll be fine. this is not a crime. as you said, there's civil fines. the civil fines can be $1,000 per complaint and a cap of $25,000 a day. this can go on and on if you don't stop. >> shepard: how does the process of holding people accountable for gouging work? >> very difficult. you have to prove it. a -- >> shepard: a $10 bag of ice is price gouging. you know it. >> correct. but you have to have the evidence of that. you're trying to stay alive. you don't have electricity. probably don't have running water. you manage to get ice and some water to preserve food and to

have your family drink. have your family drink clean water. hang on to the receipts. a time will come when the attorney general will do this for you. she will gather the receipts and file a complaint and hold very fast hearings. it's not a jury trail. doesn't take years or months or weeks. takes a few hours. the fine is assessed. that doesn't put the money back in your pocket but punishes the people that have done this. >> shepard: a very weird thing is happening. i think it's happening because of social media. there's people right now on social media telling everyone in their little social media weird listening audience that everything in florida is fine. there's people tweeting right now, and i'm not going to call names, that congressman curbelo said everything is fine in the keys that could hurt donations. let me be clear, there's not a home that is normal in the lower

to middle keys. there's not a home with power, there's not a home with water or sewer, there's not a home with cell phone connection, there's not a home that has any access to a dwayne reed or rite aid or a grocery store or drugstore. no access to ice. it's supposed to feel like more than 100 degrees the next few days. the lower keys are not fine. there's nothing fine about it. those of you that do that sort of thing on social media and spread word in that way and cut down on the absolute necessity that is help from our military, help from our charitable organizations and assisted in so many ways, you're hurting people. it's not about your politics. you're hurting individual people whose lives are crushed right now. make no mistake. a 185 storm did not come over

south florida thank god. have you seen st. maarten? have you seen it? you should google it now. that's what happens when a 185 comes by. everything is gone. every single thing is gone. that didn't come to south florida. because the mountains of cuba ripped the storm up and kept it from happening. if it wasn't for those mountains, we would have a humanitarian disaster on our hands. spreading the fake news that nothing is wrong down there is counter productive and un-american. right? >> absolutely right. this is being done for political purposes. the politicians should be booted out of office. if they're patting themselves on their back to maybe everybody think that they have caused everything to be normal when it's not normal, it's a material misrepresentation and they should be thrown out. >> shepard: there's places that were -- i'm not accused
