on tax cuts going on and talks with three republican senators, democrat senators at the white house. the president will be visiting florida. we don't know where in florida. on thursday. that will do it for us. see you tomorrow. >> shepard: i am shepard smith in new york. we are getting live pictures from cudjoe key. it's coming to us courtesy of wsvn seven. >> homes ripped apart, boats thrown around like toys and the residents of cudjoe key surrounded by devastation. >> you can only imagine in the movies. that's what it's like. the big gusts came by. you can feel the floor jumping a little bit. >> one neighbor reported hurricane irma's landfall with his cell phone. you see the wind and rain. and then the entire area is underwater because of storm surge. >> i stayed in the bathroom.

the bathroom in the hallways. for two days, it was hell. you didn't know if you are going to make it or not. >> and you look at damage to homes and rvs pushed on their side, you would think it was the wind but neighbors say it was the storm surge. they say the ocean rose up to their necks. it came in fast and it went out fast. >> neighbors say they are stranded with little food, water, and zero ways to communicate with the outside world. this man put a sign on his driveway. it says sos. we hear. need water. >> in case a helicopter anybody. no one has shown up. >> no one has come. >> not yet. no one. i am on my own. >> hurricane irma's wrath was the worst in the lower key is that there was plenty of damage

in the upper keys. water covered u.s. highway 1. votes on the side of the road. once you get to big pine key, the damage gets more severe. this mobile home park ripped apart. all that's left here is a toilet seat. residents want the world to know they are alive but they need help. >> coast guard helicopter. nobody has shown up. >> to give you an idea of the extent of the damage, even the homes that look okay, it's not the case. on the inside they had six to 7 feet of water inside all of these homes. that's every single home in this area was filled up with water when hurricane irma arrived. the residents here want to get the message out that they need help from fema, the national guard, the sheriff's office, anyone who can bring

them food, water, supplies. live in speed 25 key. >> shepard: from the south florida news station. that's the spot where hurricane irma first made landfall. that's the spot that the eye crossed over. that's the spot with the worst damage, and we are seeing it. there is no cell service there. there is no power, no water, no sewage, no nothing to sustain life. that area of the keys is still closed. although florida cleaning up from one of the most destructive hurricanes in its history, and its people return home to parts of the keys today, they will find basically every house was damaged, as we saw there on cudjoe. that is according to the head of fema. key west still off-limits. local officials lifted the roadblocks on u.s. 1 for the upper keys today and his people return to inspect the damage, they are battling the sweltering heat and gasoline shortages. the storm knocked out basic

necessities, electricity, sewer, water, medical, cell phones, everything is down. witnesses say debris scattered everywhere. boats, refrigerators, washers and dryers. local officials say the overseas highway which connects the islands needs repair. from all that flooding damage. crews also need to inspect the bridges. there are 40 of them. they don't yet know whether a lot of. search and rescue's racing to get help to the victims. the storm made landfall in the spot we just saw, cudjoe key, category 4 with maximum sustained winds of 130 miles an hour. witnesses say many homes are destroyed, as you saw. some houses missing roofs or walls. >> i stayed in the bathroom, me and my girlfriend donna, we stayed in the bathroom in the hallways for two days. it was hell. you didn't know if you are going to make it or not. >> you could see it jumping, the floor jumping a little bit. then a piece of the sheet rock from the ceiling came through.

>> shepard: more on that in the moment. more than half of the state of florida is still in the dark. in an unprecedented power outage, according to utility officials. they say it could be ten days or more before everybody has power back. let's go live again to cudjoe key in the florida keys. wsvn 7. >> that's the only way people are able to know exactly what's taking place. that's the only place they are getting recovery information taking place. we've been hearing there is a frustration. people are angry. they say they need help quicker on the federal government. we have seen fema trucks but the key is is a widespread area and people have been going into that radio station to let the broadcasters know they would like to see a stronger response here in the keys from fema. >> shepard: double report from the cudjoe key. it's the first time anyone's been in there from the outside

world since the storm hit. officials say more than 100,000 people across the state of florida are still in shelters. in jacksonville, people are dealing with record flooding. 500 miles from where the storm came ashore. the governor of florida says that the extent the flooding shocked residents and officials. and then there is georgia and south carolina. they are cleaning up after irma. charleston, south carolina, faced one of the highest storm surges in its recorded history. the storm pushed water over the seawall there in the battery, nearly a mile inland. the mayor says no reports of anybody seriously hurt. thank goodness. live over to northern florida now. this is villano beach. these pictures courtesy of wf ox, our jacksonville box station. they have been showing, they've been showing the damage along the beach. all of the extensive beach erosion. they say they hadn't expected

that much beach erosion but once they have flown over it, they have found tens of feet of beach have been washed away. these live pictures over homes right there off the beach. you can see where the water came over the dunes, made another lake and the winds took the roofs off houses. all of these houses flooded with inches and inches and inches of rain. everything inside, they tell us will have to go. again, this is vilano beach, near jacksonville. then area that received extensive damage all up and dow down. the remarkable thing... , remember where the storm came ashore. 506 miles drive to the south. authorities say they did not expect this in northeastern florida at all. they expected the storm would go up the peninsula of florida and head to the left, as it has, but

they didn't realize this extensive beach erosion, this extensive wind, and the sustained surges would have been in northeastern florida in and around jacksonville and clearwater. as the choppers have gone up and emergency workers have gone in, this is what they've been saying in location after location. again, vilano beach here and authorities are saying it could be a very long time before these beach communities get all of their power back. down in davie florida in southeast florida, this is the miami, miami area, a fresh report. >> along the eastern seaboard, the eastern portion of the territory, we expect to be restored for all customers by the end of this coming weekend. >> there goes the power. >> hurricane irma knocked out electricity to more than

2 million south florida homes and businesses. they know billions of dollars of upgrades to strengthen the systems and hurricane wilma in 2005 are being put to the test. >> this is the largest army of restoration workers. position for a storm and our company's history and also in the history of the nation. >> a shot of hundreds of trucks staging and gulfstream park and hallandale beach tuesday. from broward to miami-dade. more trucks rolling out of the magic city casino staging area. they are partnering with companies across the country and amass restoration effort involving 20,000 workers. >> oh, [bleep] >> we have no lights, no elevator. i have elderly people who can't get downstairs. i've been displaced for three days with my dog and a friend. >> standing water on the street

in one neighborhood. it's a good reminder of a post-storm danger. >> stay away from standing water. it's really dangerous. you don't know what's in there. there could be a live wire. power lines that are down, treat all power lines that are down as if they are live. >> fp and l says it prioritizes getting critical info structure like hospitals, police, fire stations on the grid first. the goal is to get power to the most amount of people in the shortest amount of time. >> the system is performing well. it doesn't give it -- i don't want to give anybody an impression we are crowing. we have to get the lights back on. >> according to fp and l, the coast of florida, everyone should have power back by the weekend. we are not saying which day but by the weekend.

there are pockets in the area affected by tornadoes and flooding. those areas will take a little bit longer. fp and l is hoping the entire coast will have their power bac back. someone was asking me, they see cruise. if they are fixing alignments down, doesn't mean your house is going to get their power back right away. fp and i'll have to check the system and they have all account of crews working on the line so they can turn the power back on so this area which is without power right now will have electricity. on a personal note, we have been all over and met the nicest people. there's a family right around the corner. they lets us use their restroom. in davie, reporting live. >> shepard: let's get to brand-new video we have just gotten. this is from islamorada in the

florida keys, new video from fox camera drone. it's been flying over a devastated area of islamorada. phil keating is live on the ground as we continue to watch the drone pictures. how is it? >> today is a scene of absolute devastation, destruction, broken hearts. this is why people live in the keys. this is why people visit the florida keys. it is spectacular views of the ocean. the scenic highway known as u.s. all along the roadways, piles and piles of debris. then you get off the roadway here on the ocean side and you can see how the three, five, 8-foot storm surge shoved trailers and everything to the north. everything, personal items, ranches, a flatscreen tv. an american flag.

anything you can think of, you can find here. there were about 100 trailers in this trailer park. i would say according to the people who have visited the damage and destruction of what their lives used to be, they say only possibly 20 trailers are salvageable. even those 20 trailers are covered in muck from the storm surge. it's a enormous rebuilding effort. you think about having a day dedicated to doing yard work. this is weeks and weeks and weeks if not months. it's really, really overwhelming. the people who came in today for the first time, 7:00 they opened the gate in florida city, they have come to see their properties. for many of them, it was just far beyond what they expected, worst, just worse. they question to themselves, what do we do? what do we -- where do we go from here? one guy just paid off his house and his house is seriously two

months of repair. >> shepard: the pictures are heart wrenching. have they given any indication when people might have a chance to get back in there? >> well, from islamorada to key west, you are not allowed to go. islamorada basically halfway between miami and key west. the question is, the last 17 miles to key west. those bridges, how safe are they? how structurally safe are they? they've been inspected by the florida department of transportation but they have not been given the official a-ok, cars can go over it. the big problem, there's no water you can drink. sewage is out. power is nonexistent. self-service -- sell services nonexistent. it's spotty. >> shepard: houses lifted off their foundations and moved.

some have clearly been moved one into another. neighborhood after neighborhood after neighborhood throughout the entirety of the middle to lower keys. the descriptions we were getting prior to today didn't take this picture for us, not for us here in new york and i'm guessing not for our viewers at home. this is awful. >> yeah, and think. we still have 87 miles to go to get to key west. thousands of people remain and they basically are running short on supplies. that's why there was a massive naval presence offshore, basically a near battle group, five ships including an aircraft carrier and a destroyer. we saw a c-130 flying out of here dropping all kinds of food, water, emergency supplies. humanitarian relief. one of the commissioners, you can see the trailer over here, the spray-painted one on the

side. not a single fatality has been found in the keys to date. you see the x on the wall. the top portion 9/11 17, yesterday. inspected for a body. the bottom number, 0, nobody found. one of the commissioners saying i think it's an exaggeration to say 10,000 people are in the entire chain. most people really did evacuate. i wanted to show you. this is billy quinn's trailer foundation. the trailer, as he told me earlier, is off somewhere in the wind, he doesn't even know. he hasn't found any of it. >> shepard: thank you. let's turn to robert gold, vice president and chief communications officer for florida power & light. our station fox 13 is reporting 10 million total florida customers without power. >> we have about 50% of the customers in the state of florida running from from the florida-georgia line south to

key west and tampa. we have 2.6 million customers still out in the dark. >> shepard: that's one company. >> that's correct. we have made significant process. we've had roughly 5 million customer interruptions. some of our customers are out of service more than once, and we have restored already 2.5 million of those interruptions. we are making progress, but it's not solace if you are still in the dark. >> shepard: i'm sure it's not. do you and the other power companies have a sense the general word has been it may be up to ten days before everyone gets their power back. is that thinking that that's even possible especially in the middle to lower keys? >> i will speak for our territory. we said today earlier splitting the state in half from the eastern portion. we expect to have our customers eventually all restored by the end of the weekend. as far as the west side of the state, and we are working both

sides of cores during the restoration. the west side, we expect to have the vast majority of customers essentially all restored by friday the 22nd. we are seeing some encouraging things. i will tell you straight up that much of our investments in the system seems to be paying benefits on behalf of customers. we are not seeing a lot of poles down, not saying the transmission structures down. these are wood structures we changed to concrete and steel. they are standing strong. we are seeing a lot of damage that's not in place. that's a good sign for us. it's encouraging, but we are not letting our guard down. we have a long way to go on we are going to keep at it with an army of about 20,000 restoration workers. >> shepard: thanks very much. certainly appreciate it. robert gould from florida power & light live this afternoon. i want to get to rick leventhal in jacksonville where the damage

for a storm that landed 500 miles away is really astounding. >> it is. jacksonville got about a foot of rain, and they were pretty overwhelmed. the st. johns river was overwhelmed. a lot of streets flooded, some of that water receded but it came back when the high tide hit the couple hours ago. one reason why it may have been so bad is that the st. johns river is the longest in florida and also one of the few in america that runs from south to north. a lot of water that was from the hurricane's associated as it moved up the state was coming on that river into jacksonville. this is one of the casualties. the browns creek bridge is closed to traffic because engineers believe the supports were structurally compromised by the high, rough waters. 20, 30 miles away is a beach and amelia island. anybody on this side can go that way and anybody on that side can't come this way. you can get out of houses on the

other side of the bridge by going a long way to i-95. they have to figure out if and when they can open the bridge. a business here flooded, swamped by high waters. it got flooded again this afternoon with a high tide came in. after they cleaned these bags full of stuff, got ruined by the high waters. this guy across the street got flooded out. he was a volunteer who went to houston for harvey cleanup. one other thing, look at the roof of that house right there. damage 500 yards from where this hurricane came to shore. speak to rick leventhal, thanks. the white house responded to a comment by its former chief strategist about president trump's decision to fire the former fbi director james comey. president trump is getting together with lawmakers from both parties to talk about tax cuts. live report from our chief white house correspondent and continuing storm coverage.

speak to the house is defending president trump's decision to fire james comey. that's after the former white house chief strategist steve bannon said it was one of the worst mistakes in modern political history. he said that during an interview on sunday with "60 minutes." john roberts is live at the white house this afternoon. they spoke of this today. >> they did. they stood behind the president's decision, saying he knew it would hurt him politically but he was obligated to "do the right thing. sarah huckabee sanders thing this afternoon and that the president was justified in

firing comey because since he was fired the white house has learned that he knowingly leaked information to a news agency and gave, according to sarah huckabee sanders, false testimony. he may have engaged in illegal activity. she was asked of what he did was legal, illegal, should the department of justice be looking into it. >> i'm not sure about that pacifically but i think if there's ever a moment where we feel someone has broken the law if they are the head of the fbi, it should be looked at. >> she said the president was very happy and remains happy with his decision and feels he has been vindicated since by this information. >> shepard: president trump having dinner with senators from both parties tonight. what are the details? >> this was framed this morning by an appearance at the legislative affairs director, christian science monitor, he said based on the president's

experience with obamacare, can't rely and members of his own party to get important pieces of legislation over the finish line. the president is having dinner tonight with a bipartisan group of senators. senator joe donnelly, democrat of indiana. joe manchin, west virginia. heidi heitkamp, democrat from north dakota. she accompanied the president on the tax reform trip he made to the bismarck area last week. from the republican side, senator john thune, orrin hatch, pat toomey. according to sarah huckabee sanders, the reason for the dinner tonight is to lay the groundwork to cut a deal with democrats. listen. >> the president has demonstrated both in his business world and as president that he can make deals, and that's certainly what he looking to do. he's going to work hard to make sure we get the best deal possible on tax reform. i think that starts with things

like tonight, having this conversation and moving the ball forward, working bipartisan support. >> mark short said that president may need democrat support to get above 50. they would like to see if they can get 60 votes so they don't need to do this in the reconciliation process. it makes it more difficult what they can and cannot do. they would like to get a filibuster proof majority. the president, looks like he's going to war hurricane damage in florida on thursday. the white house is firming up the plants that i am told he will likely go to tampa, fort myers. >> shepard: thank you. lawmakers on capitol hill talking about approving more emergency spending packages to help with recovery from both hurricanes. harvey in texas and beyond, irma

in florida and beyond. already signed a $15 billion relief bill but that barely scratches the surface and that was before irma hit. mike emanuel, what about the idea of paying for disaster relief without spending cuts elsewhere? >> with the debt hitting $20 trillion, there are some on capitol hill who say it may be time to tighten the belt. basically cutting lower priority spending with giving full hurricane relief. senate democratic leader chuck schumer rejected the idea. >> we have a tradition when it comes to disaster that one part of the country is hurt and the rest of the country steps up. it happened in sandy. didn't happen easily. texas people were negative. i think they've learned that texas has been hit and they see the need for this. i hope we don't go back through that. we will see what happens. >> schumer called the battle over spending cuts in order to provide disaster relief a formula for disaster. >> shepard: are republican leaders making progress on the agenda? >> there is frustration after president trump sided with

democrats on the whole funding package, debt relief, and hurricane harvey funding. republicans expected they would win more often. mitch mcconnell this afternoon defended his role and said democrats won't have all the leverage in december. >> i can confidently predict there will not be a connection between the debt ceiling and the spending decisions in december. it doesn't mean we won't have to address the debt ceiling again at some point, but it will not be in december. >> a lot of republicans have shifted their focus to tax reform, hoping to deliver big for their constituents on that front. >> the american people are hungry for tax reform. i hope we are going to find our democrats willing to work with us. the president's meeting with a few tonight and i hope the democrats will realize the american people need a break. >> thune and others should have

an idea where there is any common ground. >> shepard: thanks very much. we are waiting to get new information out of cudjoe key in south florida. that's the spot where hurricane irma made first landfall in the florida keys. it was after 9:00 in the morning on sunday when the storm hit. at that point, the storm was a category 4 monster. we have learned most of that area is devastated. we got our first pictures out of the area of courtesy of local station wsvn 7. we are about to get more. it's a better sense of what life is like in those keys. completely cut off from the rest of life with supermarkets closed and everything else waiting for help. let's dip in at 7 news at 5:30 for the latest. we will go back to that in the moment. coming up, we will head back to florida with a live report.

>> shepard: breaking news on fox news channel. just in from florida state officials, death toll from irma has been raised from 7 to 12 12, bringing the total to 55. people are just now getting a look at what's left in the florida keys. adam housley live in key largo. hello, adam. >> hello, shepard. we were at the bridge this morning that comes onto key largo on the highway that goes all the way south to key west. that's where people came on. basically all day long this highway has been pretty crowded. some people coming back. there are votes here are some folks from the keys are bringing their boats back.

others from outside the keys are bringing boats back. you see supply trucks, electrical trucks. people are bringing in their saws, their buckets to go up and bring down trees. every type of repair type work you can think of. boat repair to home repair have been coming through here, along with locals. they are getting their first chance to see how their home fared and hurricane irma. >> shepard: you tried to go farther south. how did it go? how far did you get? >> we stayed with the guy from cudjoe key, way down at the bottom. my marker 17 is where he was. he got in there last night. he said his house is gone. it's no longer there. it was a mobile home, nicer one. not even a foundation. it's gone. he took his boat and left. we tried to go down there, he gave us his address. they shut it off before you get to marathon because of the

situation down there in those couple keys. there is still people worried about what they might find when they go door-to-door. in some places there is no doors to go to. we saw a massive response, of response we haven't seen since katrina and some places. it tells you the damage in that area that we saw come through, every type of infrastructure, portable infrastructure. that they can use to try to get to the keys. i do know they were supposed come of the emergency operations center was going to have a briefing at 5:00. they pushed up to 5:30. we are hoping to get informatio information. if we get it before the end of the show, we will tell you. >> shepard: thanks very much. you hear everybody talking about mile markers in the florida keys. key west, the southernmost point in the united states, that is mile marker 0. as you go north, all the way up into the peninsula of florida, you get to about mile marker 102. when adam says he tried to get temp mile marker 17, he tried to get 17 miles from key west and

could not. fox news has gotten a look at some of irma's destruction from the skies. matt finn at homestead air reserve base. he was on board a navy helicopter. >> shepard, our teams rode into helicopters. we took off from homestead air force base, flew over the florida keys and landed on the uss abe lincoln. that aircraft carriers stationed outside the florida keys coming here to help people who are desperately in need. some of our images will show you there are areas of extreme destruction. boats mangled and tossed around like toys. there is a foul odor in the air and homes wiped out. navy crews flying off the uss lincoln around the clock looking for people and dropping off water. they are dropping off huge pallets containing 5 gallons of water. that was saltwater, purified on the ship, and delivered by air. the captain saying this is the first time ever the uss lincoln

has done a domestic mission to help american hurricane victims, and it's especially emotional because some of the men and women aboard have friends and family in the keys. here's more. >> the crew, it's like the field of dreams. when you build it, they will come. we, people come out of the woodwork to help fill bottles, tremendous effort. a lack of support. >> aboard the uss lincoln is a special waterspout that's been designed specifically for this trip where crews can fill up these 5-gallon containers rapidly. they don't have to hold on to them. they can set them on the ground. the containers get filled and they put them on crates. the lincoln is here to stay. the navy says they will be here as long as necessary. fortunately nobodies have have been recovered but as adam housley has been reporting, it's not comfortable in the keys right now. shep, back to you. >> shepard: thanks very much. i want to show you some live pictures in the florida keys.

this is happening right now. helicopters unloading supplies, i am being told by the producers, down in the florida keys. remember, everyone who is they are in the lower to middle keys is a bit stuck. the bridges are out. there is no power, no water, no sewer. supplies event brought in. a c-130 came into the key west airport i believe last night. for the first big resupply and now is the camera pans to the right, we are seeing they are waiting on helicopters to arrive. the armada is at sea and help is on the way. that's the word from the united states military which has organized an enormous help and rescue effort. trailers and rvs were torn apart. water mains gushing through the streets. trees and power lines toppled. that's how emergency workers are describing neighborhoods in southwest florida. collier county after irma made

its way through the region. a man in east naples said this house wasn't waterproof, wasn't waterfront property but it is now. county officials say it might take days to survey the damage. mike tobin is onyx. how are people doing with supplies? >> it's been a unique phenomenon. you can see the tape is up at this gas station. earlier today people walked up with gas cans, pushing and shoving in line. the line of cars stretched a quarter mile. we can show you video. this guy is coming up to see if there's any gas. this phenomenon of a gas station that has gas, the line forms. people do all they can to get supplies. not really uncivil. for the most part, people are still kind to each other. i've only seen them get a little foul when it came to ice. they are going to have to be patient because it's going to be until the 22nd according to florida power & light that the powers going to turn back on. they can have ice and it will be

a while until they can get gas. >> shepard: are people getting back in their homes and the harder hit areas? >> if the homes were of modern construction, people are moving back in. they don't necessarily have power. went to a trailer park a short distance from here and we saw people living in houses with roofs torn off. they complained bitterly. one woman has special needs children she is taking care of. they don't of food. they don't have water and complained bitterly no one has shown up to help them. >> nobody came for us. we were forced to stay here. we had no help. nobody came. there was a lot of human health in houston but there was no help here -- >> county officials say no one is being neglected. it's simply a big storm and a big problem. >> shepard: mike tobin live in
