severe today. it clearly means authorities believe an attack is no longer imminent and authorities and police feel the risk has been lowered since these men were taken into custody. a second suspect was defeigned. a 21-year-old man. the police made that arrest under anti-terror laws west of london near heathrow airport. the arrest happened just before midnight. just a 10 or 15 minute drive away from the area where this latest arrest was made. police are continuing forensic work at a house that belongs to an elderly couple who often took in refugees. they have an 18-year-old in their care and he's thought to be the same 18-year-old arrested

yesterday in the port of dover. he has been questioned by police in london. the police officers are trying to piece together who may have planted that bomb on the busy commuter train. 30 people were injured, mostly. yesterday they told us they were looking for more than one person. eric: concern about the possibility of those refugees. laura? laura: president trump and the president of south korea say they need to impose tougher sanctions against north korea for their latest missile test. the national security advisor h.r. mcmaster says type for dealing with this is running out. >> this regime is so close to

say about it when he addresses the u.n. tuesday. joining us is normer ambassador to the u.n., john bolton. it's good to see you in person. what does ambassador haley mean when she says there are quote plenty of military options. john: that's something the administration seems to be moving toward. i think it's regrettable that we hear about more sanctions and more diplomacy with north korea. we tried sanctions and diplomacy for 25 years. there is no tangible evidence that that strategy has slowed north korea down. if anything the pace of their activity is increasing. the idea that we finally found the right sanction or we finally found the right verbal formulation and negotiation to dissuade north korea from the course they have been pursuing

these past 25 years is a waste of time. >> it appears that we'll not dissuade them at all. giving up the nuclear facility is absolutely non-negotiable. john: what the north the really wants ultimately is to reconquer the south. this is what has motivated them since june 25, 1950, when they invaded south korea. ultimately when they get this capability, if we pursue the same course we are following now. they will use it not to launch missiles at the united states immediately, but to extort what they want from us, forcing u.s. troops out of the south korea, making the south more vulnerable. forcing u.s. troops out of japan because they don't believe any administration will stand up to the threat.

for hours it was a peaceful protest. then around 9:45 that broifng and 75 people stays and that's when things got violent here on delmar:boulevard. they hurled trash can into a syrian restaurant. 10 more people were arrested last night. that brings a total the past 48 hours to more than 40 people arrested. the businesses here board up. 23 businesses vandalized. the hard thing for these business owners to sun is they were supporting the peaceful protest. they were handing out water and cheering them on. they don't understand why the people decided to come back and vandalize their businesses. >> i think it's wrong. i don't have nothing against people protesting. they don't have to break windows and stuff like that.

reporter: the cleanup continues. we have seen a bit of a silver lining. so many people have shown up who frequent these businesses. they say what can i do to help. they are painting and sweeping. laura: what kind of sense do you get about what's happening the rest of the day? are people on guard? is there a heavier police presence? >> we know there will be a protest downtown locally. but it's supposed to rain. police said they have a zero tolerance for any types of violence we have seen play out the last two nights. eric: we had hurricane harvey and irma. we are tracking yet the third massive storm.

eric: another round of storms brewing out in the atlantic. it is the hurricane season. tropical storm maria formed yesterday. it is heading towards parts of caribbean that was so decimated by irma. tropical storm who he say is churning between the u.s. and the bahamas. a tropical storm watch could be possible in the next day or two.

a lot of flack from his conservative supporters and others are saying it could be a good things and produce something meaningful. how do you see it? susan: it depend on what the terms of the deal are. if it keeps young people who arrived illegally as children in the country in exchange for significant border security, potentially including this border wall, at least some money for some kind of structural barrier on the southern border, this will and win for conservatives too and for moderate. most of people when you look at poll numbers don't want to deport the so-called dreamers. the issue is over securing the border and straining the system and all the problems we have been seeing the past few years. that seems to be more of an issue than the dreamers. if president trump were to secure a deal to keep the

dreamers here. that is a win. and it shows he's getting things done. voters want to see accomplishments. he talked about this on the campaign trail a lot. that would be an important step for him to show he's accomplishing something. and it would help push along the gop. on their own in congress they have been unable to move anything across the finish line. now you have trump leading the way here helping them get things done. they haven't gotten across the finish line yet. but he's leading the way. if he can show we are together are accomplishing something. that almost always benefits republicans. especially vulnerable ones running in districts where trump didn't necessarily win or win by a large margin. laura: in politics one thing leads to another. what are you hearing from republicans in those districts. backlash? susan: the mid-term backlash is

a well-known phenomenon for the president's party. this time around we have had a few of those republicans announce they are retiring. this time around you have a very excited anti-trump base of voters. that could be particularly dangerous for vulnerable republicans. on top of that, if the republicans aren't getting anything done. how are they going to get their voters out. you are hearing voters sound exasperated with the republican party, what happened to obamacare repeal and replace, what about tax reform and infrastructure? what have they done? trump is saying you guys aren't doing anything, i'm going to lead the way. whether congress likes that or not, it could help them if they are able to get something done. these vulnerable lawmakers can go back home and say we did something. we got something done. that's always a benefit when you are running in a vulnerable

district. laura: we know the president is a deal maker. why are people surprised he had this moment as he called them with chuck and nancy. susan: it didn't surprise me. he wants to get something done. congress -- republicans in charge did not get anything accomplished. what the president was looking at with this deal with the democrats. two hurricanes, massive destruction in the southeast. fema running out of money, up against a deadline days away from running out of disaster relief fund. democrats said we'll give you three months. the president said that sound good. he wasn't thinking long-term strategy if i agree to this i may have to agree to democratic terms in the future. i think trump gave republicans a way out from having a spending standoff in the middle of a very

big weather disaster in the southeastern part of the united states. laura: other accomplishments still ahead of the administration. tax reform and healthcare. what are you looking down the road? susan: dangling out there is healthcare reform. there is a last ditch effort to move this proposal. you have some interest by the white house and interest by the majority leader in the senate to try to get this going by the end of the month. that's out there as a possibility. but even bigger on the plate for republicans is tax reform. and they can't stall on it the way they did with healthcare reform. you will have hearings next week in the senate. when the house gets back while see outlines of plans and legislation going into october. that's when the real action will be, where they are going to start trying to gather votes to
