more. this becomes as world leaders have started to arrive in new york city. north korea will certainly be high on the agenda after the test launch of a second list ballistic missile friday over japan. kristin, good evening. what did we expect the president to see to his address on tuesda tuesday. >> north korea will be front and center along with the recent terror attack in london. they predict president trumps speech on tuesday will be a strong speech that puts america first. >> the speech is a tremendous opportunity to reach so many

world leaders at the same time and to emphasize three things, protect the american people, promote american prosperity and the third is to help promote accountability and sovereignty. >> also on the agenda, reforming the united nations. wasn't all that long ago that president trump had called the un incompetent. he said it was no friend to the united states or israel, now just this morning, the u.s. ambassador to the un said it is a new day at the un so we will see exactly how president trump decides to address all of the members when he speaks to them on tuesday. >> it will be interesting to see what he says. in 200 2,002,005 he said it's insanity, either corrupt or total insanity. hopefully he will have a change of tune. diplomats will be in the

general assembly hall on tuesday when the president addresses the issue of north korea. >> today you had the secretary of state, the national security advisor, and nikki haley hit all the sunday shows and they pretty much all have the same message. they said we may be running out of diplomatic actions but there are still plenty of military options on the table, even if nobody wants to use them. >> if north korea keeps on with this reckless behavior, if the united states has to defend itself or defend its allies in any way, north korea will be destroyed. we all know that. none of us want that. >> president trump is not on the sunday shows but he has been very active on twitter.

i asked them how rocket man is doing. long gas lines forming, too bad. rocket man appears to be than new nickname. he is referring to lines that have developed after the latest sanctions which would decrease all oil in imports. the trump administration and the un security council have now economically strangled north korea bypassing these very tough sanctions, but aside from that, there's really not all that much more the security council can d do. they're trying to rein in the nuclear program and nuclear ambitions. >> kristin fisher in new jersey, thank you. laura. >> the u.s. and south korea

agreed to put the toughest sanctions on north korea for continuing to grow its nuclear program. the two leaders discussing their plan and a phone call today. >> laura, tensions remain high and things are focused elsewher elsewhere, on new york for the upcoming general assembly meeting. they been speaking with the office of the south korean president and they tell us president trump and president moon agreed to strengthen collaboration in the face of provocation, this in a recent phone conversation. they will be meeting in new york along with japanese prime minister. this comes in the wake of north korea launching another intermediate range ballistic missile. the trump administration officials launched their own round of verbal attacks on

sunday talk shows. general hr mcmaster declared that north korea had run out of road. sector secretary tillerson said if diplomatic measures fail, military action is the only option left. president trump will give his general dress on tuesday. that should all be very interesting. south korea is still watching north korea very closely. kim jong-un has a habit of making trouble domestically or regionally when there were big diplomatic events elsewhere. >> thank you so much. >> now to great britain where the government lowered the

terror attack there from critical to severe after what police say was a very significant arrest of a second suspect. twenty-nine people were injured in the attack. here's more from the london bureau. >> the threat level has been put back to severe after these two arrests. authorities believe the risk has been reduced. these two men are now in custody. the second suspect is a 21-year-old man. he was detained in the district of onslow just before midnight on saturday. their continuing forensic work. back home.that home belonged to an elderly couple who fostered refugees and has an 18-year-old in their care and he is thought to be the same teenager that was arrested yesterday. his arrest is described as very significant.

he's now being questioned by police in london. they're trying to determine if more than one person planted this bomb on a busy commuter train on friday morning. it only partly exploded but 13 people were injured, mostly with burns. this investigation may progress quickly but there is still a lot more to determine. are also not yet sure how many people may have been involved in this bomb plot. >> kitty logan in london. thank you. >> congress has six months to design a backup plan. it allows people brought to the u.s. as children to live and work here. there are lots of unconfirmed reports of some kind of deal. garrett is live in the washington bureau with more on how this will affect immigration reform.

>> with a six-month deadline, president trump is trying to force congress to do something on immigration. simply taking a backseat on the issue, he invited them over for dinner to discuss daca. that led to an agreement of sorts were both sides are calling an understanding for negotiations moving forward. today on fox news sunday, they laid out exactly what that understanding entails. >> we are going forward with the understanding that we can work with the white house to come up with an agreement that includes daca and citizenship for those who are protected under the dream act and also has a substantial commitment to increase border protection. those are the two pillars of this understanding. >> that understanding didn't go over well with many conservatives who feel any deal allowing them to stand the country as a form of amnesty. left in the middle is house

speaker paul ryan who has now formed a working group comprised of lawmakers to discuss immigration and see what kind of legislation they can be to have the support it needs to pass. >> have said for weeks, you cannot fix daca without fixing the root cause of our problem. we do not have control of our borders. we need border security and enforcement as part of any agreement. >> one key part of the immigration debate that will not be included in these negotiations is president trump's border wall which he has says he will still push for, just not as a part of this deal. >> so much to get through. thank you so much. >> meanwhile the florida keys are back open to residents but it's not a pretty sight. it is really rough. officials are warning there's no timeline for basic utilities like water and

really the last thing anyone wants to hear is about another round of storms brewing out in the atlantic. maria has strengthened to a hurricane. it's expected to get stronger as it approaches the leeward islands in the caribbean. the area is just starting to recover from hurricane irma and may have to brace for more. hurricane josé is slowly turning between the bahamas and the carolinas. a tropical storm watch could be possible in the next day or so. >> we are going forward with the understanding that we can work with the white house to come up with an agreement that includes daca. what should take place as the three of them, republicans, democrats and the president should sit down and say we

have a problem let's fix it. >> now it's up to congress to debate the effect of the dreamers. it differs deportation of the young people brought here illegally as children. the president hosted a dinner with the top two democrats in congress. they talked about it, no deal apparently, but what they call them say is an understanding with democrats, some republicans do support that on some level but others think it should and completely. here is tom cotten of arkansas. >> if you pass the dream act it will be the single biggest amnesty in the history of the united states, even bigger than 1986 amnesty which was his biggest mistake in office according to reagan. katie, good to see you. talk about a bubble, the base

is really ticked off by this. although some say it's a good example of bipartisanship. >> no doubt the president has faced the most significant push back to date from the conservative base in the wake of reports of his discussions in dealing with democratic leadership. it's important to keep in mind he has a lot of leeway with the conservative base. they are much more comfortable to blame him. certainly no doubt were seeing his old chief strategist he been in pushing back. >> how do you think this will play out because he actually talk to he wanted the funding for the wall but there will be a wall. how did they make this deal. >> of a good question, something that is certainly evolving. president made clear he does want to build a wall eventually but it looks like that may not be at the center of this particular deal as negotiations go on. republicans have to sa have

a say as well. the border wall was the central campaign promise and a lot of people would like to see him. >> when they feel betrayed if there isn't a wall in this kind of deal. it depends on who you ask in the republican base. you look at some very prominent conservatives, talkshow host and a lot of pushback on the details that have been coming out about the discussions. i spent a lot of time talking with people around the country and they believe the president when they say yes you will eventually get to the border wall so we do need to give him the benefit of the doubt that he does want to see that eventually. >> it's really important that you talk to people out there in the grassroots. if they're telling you look

you can do something now but they do believe he will make good on his promise. >> sure. if you just look at the difference in approval rating between the republican-controlled congress and president trump, the conservative base is very angry. they don't trust. >> but they are still standing with the president so he does have a little leeway with the base. long-term there is some erosion, especially as i continue to be on offense offense again. republican congressional leaders certainly don't feel that they are the ones i have push the president into a corner dealing with democrats. it will be hard to argue with some of the base. ultimately, if they are going to see any form of immigration deals, that will have to pass muster with the rank-and-file on capitol

hill. >> the wall street journal, sometimes the editorial page which is always not a fan of president trump, let's make a deal, that's what the wall street journal is. the deportation lobby is a minority in the u.s. and the gop. they will be back cheering mr. trump soon enough so go ahead and cut the deal mr. president and include a path to citizenship too. after the neil gorsuch nomination that would be the biggest success of your presidency. that would be at odds that many people feel is a possibility. >> he talks a lot about making deals and the extent of which he values making deals perhaps over any other ideology. maybe he wants to get some legislative achievements done. >> finally we talk a lot about the trump supporters.

what they say don't make a deal with donald trump. we don't want make them look good. >> both sides are getting some backlash. no doubt a lot of progressives don't think democratic leadership should be dealing with the president or cutting deals so certainly both sides are feeling some heat. >> at the end of the day you think there will be something done. >> i have learned not to make predictions in the sort of political environment, but you certainly see, on both sides this feeling that it is imperative to get something done. >> okay, we will see. thank you for joining us. >> one week after hurricane irma slammed florida, the florida keys and the residents are being allowed to return home to see the devastation. they took the brunt of irma when the storm made landfall. i'm from key west.

have you seen people coming back and watching them view what used to be part of the home. >> laura, many of the people in the cars behind us right now are driving to their homes for the first time, and unfortunately are going to arrive to a property that was obliterated by hurricane irma and has set the heat for the past week. this checkpoint is in florida city. it's a gateway to the keys south of miami. police and deputies have been screening, only allowing in residence with po proper documentation. we can tell you we been in the keys all week long, it looks like a war zone. we just spoke to a family with three young children, little to no money, living in their car. we spoke to a man who drove all the way to new jersey and is returning tonight. it cost him a thousand dollars in travel expense. we talked to a few other people arriving to their home for the first time tonight. here's what they had to say. >> no house. i drove all the way back and

assembly, gathering of world leaders. there is a lot of speculation over how he will respond to the provocative actions and what he will propose. jim walsh is an international security excerp expert. glad to have you with us. thank you. >> we will hear from the president and his address when it comes to north korea. we have heard you will talk about his america first message. what else should we hear from him during this all-important moment at the un. >> and get depends on two things. one is, who does he think the audience is? a lot of these leaders who come into town, make it in the room, they're not talking to the other heads of state. they're talking to the people back home in their domestic audience. one of the questions is, will president trump be speaking to american voters or is he trying to send signals to the international community. the second thing is, we just

have to be honest here, there's a certain degree of uncertainty. it sort of depends on what mood he's in and if he's going to ad lib. or stick to his grip. it's not a great match. it's not his audience or venue, but i think the expectations are pretty low so i don't think there will be much harm so it's a potential win for him if he comes to the audience and his presidential. >> you raise a good point. this is not allowed room, it's not the big crowd feel that he likes. there's reports out about a phone call that the president of south korea had with president trump, agreeing to stronger pressure through sanctions on north korea and the work they want to do with the international community. do you think will hear more about that this week. >> i think that's the single number one most important thing. i'm glad you put your finger on that.

why? if korea is our number one security challenge, and i think you could have a debate about that, but let's say it's number one, then our ally, south korea is going to be the most important. if a war breaks out we will find ourselves on south korean land. we don't have an ambassador in south korea. that seems empty except for an acting ambassador, i think there's been a bit of an up-and-down relationship between president moon and president trump i think it's great they got him on the phone. i hope. [inaudible] that will be a critical meeting and that's really where the real work will get done. it's not going to be in speeches, it's in these meetings with world leaders. >> there's a lot of opportunity to bring up different topics.

aside from north korea, what is the most important thing the president can talk about? he will easily talk about a lot of different things. what do you want to hear? >> if i got to choose what i would say is i want to talk about a strong america, but a strong america that works in partnership with other countries and that were stronger together than we are alone and if we all do that, we all win. america wins and our partners win. if he comes out that message, strong, but hey, i'm in the un and we have to work together as allies, i think that will be a winner. >> the president and other world leaders keep this dizzying schedule. i was looking at it, as we look at what's on the agenda, he has a meeting tomorrow on united nations reform. he will meet with france and israel and latin american leaders and a host of diplomatic receptions. what stands out to you on that list. >> the one that jumps to me is the meeting with gutter.

people say what the heck is gutter. it's a tiny question in the middle east and it's super important. recently there was a division in a golf states were saudi arabia lead against gutter. it has to be remembered that country hosts one of the biggest, most important u.s. base in the region. it's bad news if there are all these divisions but i'm hoping that meeting is a signal that suggests that this fight has got to get resolved and the u.s. can play a constructive role. that's the sleeper, if you ask me. >> last question, what you think will happen on tuesday. does the president stick to the script? >> well. >> it's a tough one, i know. >> will what does the data say. probably not, but possibly. of course, we are al all

going to be watching. we will follow closely on fox news. >> thank you. we'll see what they say when their faces are looking back. >> police in st. louis are preparing for a third straight night of potential violent protests. that's after a judge acquitted a white former police officer jason stockley in the 2011 shooting death of a black man, anthony lamar smith. he thought smith was reaching for a gun at the time. will carr is live where the protesters and have already been turning out. >> that's right. for the past couple hours, we are right in between st. louis university. you can see hundreds of protesters out here, a sea of

people trying to let this community know that they believe there was an injustice this past friday. it's very similar to what we've seen the past two nights, there have been people protesting throughout the streets of st. louis, but as the nights go on, the sun goes down, these typically dissipate. a lot of the people go home and that leaves roughly the past couple nights around 75 people each night. that's when some trouble has started. last night, more than 20 businesses were banned. i spoke to one of the owners, he moved to start a restaurant and he couldn't understand why somebody would want to throw it crashed cancer one of his windows especially when he says he sympathizes with the message. there is one big difference between tonight and the past couple nights and that is that it is supposed to rain starting around 630 or seven all the way up to midnight tonight. that could dampen any potential trouble that could start throughout the night. >> hopefully maybe the rain will dampen, it's been a

look at that. caltrans crews demolishing the largest remaining. from the old eastern san francisco oakland bay bridge. officials say all went well according to the plan and it was the second of six implosion scheduled every other week through november. eric, i went over that bridge so many times of the child living in sacramento, there goes. >> swimming with the fish. >> to hackers have your financial information from the past? basically everything they need to clean you out. many folks tonight are scrambling to try to protect themselves in the wake of the data companies massive security breach. they say their chief information officer and chief security officer are retiring after the hackers were able to get in and get social security numbers, birthdates and other information of 143 million americans. that is roughly half the entire u.s. population.

how we protect ourselves. cpa and communist at the washington post to tell us what we can do. >> a lot of friends are really concerned about this. first you have to understand what echo fax does and what did they get and how can they get into our financial stuff. >> sure, very quickly, echo fax is a credit bureau. what they do is collect a lot of information voluntarily, they share information with banks and credit card services and large vendors like cable companies and utilities that all come in to our credit score to see how good the risk we are. echo fax is one of three big credit bureaus that are out there. at what equifax is one and

there's two others that are big players in the field. they keep a lot of personal data about you and me. >> so these hackers, they got into this information or they got this personal information. >> no, not yet. echo fax is controlled equifax is controlled, i was doing this over the weekend, take a deep breath. you can't get angry, we have to let congress and the federal trade commission deal with them. we have to take certain steps like right now to to protect ourselves. let me offer you some of these steps if that's okay. there is a great website that equifax set up called equifax security 2017.come.

it will ask you for your last name and last six digits of your social security number and it will tell you if you've been affected by this data breach. like you said earlier with the hundred 43 million people, chances are you probably have been affected. equifax will then offer you what they call a credit protection and a credit monitoring service. it's free if you sign up for a before november 4. you will have to give some information about yourself. they're asking for more private information like your social security number as well as your address and birth date which people get very nervous about, but our recommendation is give them that information. >> what do they do with the. >> it will do two things. it will freeze your credit account, it will actually lock it. it means anybody that is applying for credit and wants to use your information to apply for a loan or credit card for themselves, they

won't be allowed to do that because your account has been locked. number two, it will offer credit monitoring service. if there's anything funny or unusual going on with your credit card, with your bank account, they are monitoring that information for you and you will get an alert. we are recommending to our clients, go to trans union or experience, it's another 20 bucks and month if you can afford it. sign up for their services just as an extra level. >> one is trans union and the other is experience. so, you want to do that right away. that's because right now you're information is out there and exposed. it's not 100% protection but it will certainly give you some advanced warning. some other advice, go through your credit card statements right now, go through your bank statements at least once a week, every ten days you

washington. >> this is arguably the most important legislative issue. it is top of their to do list but far from an easy task. republicans say they will release details of the plane the week of september 25. >> details about our business and individual rights will be proposed going forward on tax reform, a dramatic amplification of how we tax the families can keep more of what they earn and businesses can eat anywhere in the world and win. a small group is negotiating tax reform. the chair of the house ways and means committee is part of the group, before tax reform, congress needs to settle on a budget budget resolution. >> that gives us the runway and the rules. when that budget is complete they will bring forward and begin action on tax reform.

symptoms including hearing loss, concussion and the inability to remember common words after an attack there. they are looking into whether those symptoms are the result of a sonic acoustic attack on the embassy building. it's pretty and standing if it indeed did come under attack. reporter: the u.s. has not officially blamed coo cuba for these acoustic attacks but they indicated for the first time that the u.s. is considering closing the embassy in cuba in retaliation for the unexplained attack that injured 21 diplomats and their families on the island. >> very quickly, on cuba, some suggested closing down the embassy. should that happen. >> we have it under evaluation. it is a very serious investigation.

>> those comments come days after they urged the secretary to expel all cuban diplomats from the u.s. and if the cuban government fails to address the attack. under the obama administration they reopened in havana for the first time in 50 years. unexplained sonic attack left families ill, somewhat permanent hearing loss or concussion, is others with nausea headache and ear ringing. they've only gone as far as blaming cuba to fail to protect the diplomats in havana. the cuban leader personally denied that his country is behind the series of attacks that injured the americans. the associated press described them as befuddled and concerned. they even granted the fbi to investigate the situation.
