in conflict and some, in fact, are going to hell. >> harris: chief white house correspondent john roberts is live at the united nations. john, it has been an interesting day. you heard him there, rocket man and so much more from the president. >> reporter: that was the nickname he gave just over the weekend in a tweet. one that looks like it's going to stick. you mentioned benjamin netanyahu. he said in a statement today that the president's speech was the strongest thing he had heard in his 30 years dealing with the united nations. short time ago after a bilateral hearing with the secretary-general, president trump gave a toast to open up the secretary-general's luncheon. lear on today the president will be meeting with the mayor of qatar and has a diplomatic reception this evening. his officials events here at the general assembly beginning to wind down. but what a speech.

we heard from nikki haley, the u.n. ambassador that was going to, quote, slap the right people and hug the right people. he hugged china and russia for finally coming to the table over sanctions on north korea. and he took a huge baseball bat and swatted kim jong-un with that, calling out north korea, warning north korea that it was headed down a dangerous, dangerous path. also calling out nations who might be helping north korea. listen to what the president said. >> it is an outrage that some nations would not only trade with such a regime, but would arm, supply and financially support a country that imperils the world. the united states has great strength an patience, but if it is forced to defend itself or its ally, we will have no choice but to totally destroy north korea. >> reporter: very harsh words.

those mirrored what james mattis said a couple weeks ago at the white house. he said we're not looking to the total annihilation of a nation, names like north korea, but we have many military options to do so. touch talk is aimed at kim jong-un and also the generals surrounding him to suggest if he continues going down this path it's going to end up very badly for north korea. the president also calling out iran as a murderous regime that is destablizing the middle east. it is certainly out of the operation of the north as it were with countries, other countries in that region with the exception of syria. syria is a patron of iran. the president also again calling out the iran nuclear deal and the obama administration for striking that deal with iran. listen to what the president said. >> frankly, that deal is an embarrassment to the united states and i don't think you've heard the last of it.

believe me. it is time for the entire world to join us in demanding that iran's government end its pursuit of death and destruction. >> reporter: and the president again calling out the restkpwhraoepl venezuela for installing a dictatorship there, making farce of democracy. last night the president had dinner with the leaders of latin american nations, urging them to ban together to restore democracy to venezuela. listen what he said about all of that in his speech this morning. >> this corrupt regime destroyed a prosperous nation by imposing a failed ideology that has produced poverty and misery everywhere it has been tried. to make matters worse, maduro has defied his own people, stealing power from their own elected representatives to preserve his disastrous rule. this situation is completely

with john and you, that president trump would welcome the comparison to ronald reagan. this was in sense a reagan-esque speech. if you look at the trajectory of the speech, from the joint session of congress speech to the speech in saudi arabia, to the speech in warsaw poland, the speech about afghan policy, you are seeing the formulation of the trump doctrine. that is america first, but not just america first. the world is made up of proud independent nations that have to address big problems together, but also have to address problems in their own countries. if there were two words for this speech, it would be direct and bold. it was clear what he was saying. he said some things in very trumpian ways like rocket man. but he also said things in the broad scope of history that is

different than a president has spoken for a long time. possibly, as i started here back to ronald reagan. >> harris: so, again, are we at a position where it made a difference for the leaders in the room? for all those who didn't show up from russia, from china, from germany. for those who were not there but probably watched. >> yeah. i think the message on the north korea part, for example, was clearly a threat if kim jong-un cons what he's doing that there will be a confrontation. it was less about a message to north korea than it was a message directly to china. and all of the other countries that are dealing with or helping fund north korea. i think the message on venezuela was really interesting. as john pointed out about socialism, saying that socialism extinguishes liberty. these are big broad things that

you haven't seen a president directly address from that stage where, as president trump called the bad marble behind him. but to all the world leaders sitting there. >> harris: he spoke to every corner of the picture he was standing before. i want to ask about iran. that's an area where even back on the campaign trail, this president, then candidate said, i'm gonna do away with that deal. he talked about it being a corrupt dictatorship, a murderous regime. let's watch and then i want to get your response, bret. >> we cannot let a murderous regime continue these destablizing activities while building dangerous missiles and we cannot abide by an agreement if it provides cover for the eventual construction of a nuclear program. >> harris: bret? >> yeah. the suggestion is that this deal

is not going to stand as it stands. and how that evolves and what the decision is, i don't know how that's going to evolve. only has a few days before he has to make that decision. i think that you're going to see a lot of world powers weigh in and say this may not be good in the long run, but the president's making clear there are real problems that he sees with the deal as it's structured. >> harris: iranian leadership saying we won like what happens next if we try to do this. >> i think there are some negotiating points that he's trying to get europe come off and maybe redo the deal in some way, shape or form. that's probably not gonna happen just listening to those nations. it's a similar stance ab the paris climate accord, at least the messages you're getting out of the white house. unless it's changed the white house will pull out of it. >> harris: what time is it? less than three hours until we see bret baier do a special two

hour report. >> thank you, harris. >> harris: you're welcome. let's go to capitol hill. colorado senator corey gardner is a republican on the foreign relations committee. lot being said about the tone and tenor of the president being tough when he needed to be. what did you think of this speech? >> i had called on the president earlier today to be crystal clear in his statements before the united nations. that he needs to stand tough toward china when it comes to their relationship to north korea. needs to send a message to the hundreds of nations around the globe that are continuing to do business with north korea. and that we need to make it clear to the kim jong-un regime. he did that. >> harris: is there a risk for this president? i am just looking at what his critics might say. for him to go so strong, is there any risk with our allies? would anybody actually walk away? >> well, look at what is happening. we have china who has now voted

for united nations council resolution and yetted they continue to trade with north korea. there are over 5,000 businesses in china who are today doing business in north korea. in fact, while china claims they don't support unilateral sanctions against north korea, they have unilateral sanctions in place against south korea where chinese actions have cost the south korean economy, 10, 11, $12 billion or more because they don't like the system they put in place to defend themselves from north korea. if they would do the same thing to north korea, we might be getting somewhere when koeuplts to denuclearization. what president trump did today was to make it crystal clear that we will not stand by while china and other nations to embolden the kim regime. >> harris: how do you get them to eat less cake? >> i have introduced bipartisan legislation with senator ed markey to call for a global

embar do of north korea, to place sanctions on those chinese entities to make sure anybody who has business with north korea is barred from doing business with the u.s. financial system or barred from access to our u.s. financial system. just yesterday i sent a letter to embassies asking them to close those missions to sever diplomatic relationships. we need to build up our economic and diplomatic pressure on nor korea. they need to get the north korean regime out of the united nations. i have asked them to support those. we need to name, we need to shame an call out this regime for what it is. maybe then we can start getting the attention of kim jong-un. >> harris: do you think the president moved the ball at all with his speech inside the u.n.? >> i think you had a collection of nations that heard a very committed president to a peaceful solution in north korea. you heard him talk about the other hot spots around the globe. i don't think there's any space

>> to me, this was an outstanding speech. he laid it on the line, but very realistic statement. he cut through that whole mindset at the u.n. where they love process. they love to talk. they love to put off until tomorrow. they love to take cheap shots at the united states where we're the ones picking up the bills. we don't get the support we need from so many of them. he laid i on the line. i don't think any line in that speech that they can honestly disagree with. serious threat of north korea. serious about world korea. if they're serious about strengthening the u.n., they should listen to president trump. they're just not used to listening and hearing it in an honest direct frank way. >> harris: being in new york you've seen these speeches before. what is generally the force here? do you immediately find out what those people who were looking a little by, oh, i don't know -- i don't want to editorialize.

they weren't particularly smiling. how do you gauge the tone inside that room? >> i would say probably slightly more intelligent than the awards. say oh, it's trump. they said the same thin about ronald reagan and ronald reagan won the cold war and more countries came around to his thinking. they realized that for the u.n. to survive, they're gonna have to at least try to fly with what president trump is trying to talk about. cutting through that whole cloud that they wrap around themselves of being so focused on process. to me, couldn't have been a better speech. very intelligent, very forcefully and context of history with it. they can write this off as some red neck speech, some crazy man speech. this was totally thoughtful,

totally -- really right on target with great perspective. >> harris: congressman, we can talk ab why this might be good for a president historically, his first ever at the general assembly at the u.n., but how is this good for america? >> it's good for america because america has made it clear where we stand. he's putting it on the line for these countries. he's calling countries out. to just go along get along and say we all love each other, we all ought to try to find a way to make peace and then go to the cocktail parties tonight it would have achieved absolutely nothing. he showed it's serious, he's real, and when tough decisions have to come along, donald trump is playing for keeps. >> harris: peter king, thank you very much. >> thank you. >> harris: new details on one of president trump's long time attorneys. why senate republicans called off a meeting with him. ckatherine herridge is next.

investigators about three, four hours. 30 minutes into the session cohen said it had been shut down and that it was the committee's call. was it your request to postpone or was -- >> what were you doing here today? >> it was a request of the senate intelligence committee. i will be back. i look forward to giving all the information that they're looking for. >> reporter: as part of his appearance today, michael cohen put together a four-page written statement about his position on the russia allegations. it reads in part, let me be totally clear that i am innocent of the allegations raised against me given my own proximity to the president of the united states as a candidate, let me also say that i never saw anything, not a hint of anything that demonstrated his involvement in russian interference in our election or any form of russian collusion. here is his lawyer. >> that statement was factual. it was accurate. it was respectful. and we stand behind that

statement. the committee has chosen to postpone today's meeting. and we will come back for a voluntary interview whenever we can to meet with them. >> reporter: what we know now hearing from our reporting is that it was a four-page written statement that caused the problem at that meeting today, harris. >> harris: interesting. this is a person that they said they really wanted to talk to. we just heard from a committee member. but what else has come out? >> reporter: well, within the last hour or so we've had a statement from the republican chairman of the senate intelligence committee richard burr as well as mark warner, and their position is that the testimony was shut down because cohen and his legal team broke the agreed ground rules for the session. that statement reads in part, we are disappointed that mr. cohen -- let me step aside. senator warren and senator king are walking inside.

we are disappointed that mr. cohen released a public statement prior to the engagement of committee staff in spite of the committee's request that he refrain from public comment. as a result, we declined to move forward with today's interview and will reschedule mr. cohen's appearance before the committee in open session at a date in the near future. big development here today is that they plan to bring cohen back, this time in a public session as opposed to a private session. also what we're told is that he says it will be voluntary. if not the committee is prepared to subpoena him. so it's a very strange turn of events here, to say the least. >> harris: you were talking about the traffic behind you. catch us up on that because you were off camera. >> reporter: sure. okay. so, ab 2:30 in the afternoon on tuesdays they have regular meeting with members of the senate intelligence committee. as luck would have it, just as we're coming into this report,

some of the members are arriving for that session which is just behind closed doors in one of the secure facilities. we saw the senior democrat on the committee, mark warner, as well as the independent angus king. something they do every week. it would not be a stretch to think they're going to discuss what went down this morning. cohen is an important interview in many respects because of his involvement with the president on a personal level. the business dealings. he also appears in the unverified anti-trump dossier that was the basis of so much of the fbi activity during the campaign, harris. >> harris: thank you. excellent information there as you put it into context as you watch another live event unfold behind you. president trump is giving a blunt speech at the united nations. we've been talking about it since it happened. for the first time since president, he emphasized america

accountable to you, unlike obamacare where the person in charge could give a damn of what you think. >> for 25 years i have treated patients on the weekend at charity hospitals. it's been my life's work to try to bring healthcare and coverage to those who do not have. a person with a special needs child tells me he's paying $40,000 a year in premiums plus a $5,000 deductible, we know that the system is failing. i spoke on the jimmy kimmell case. his family, it's almost beyond their reach. he has a child that doesn't get a subsidy and can't afford his insurance coverage. that's not the way it should be. what we attempt to do is take all the dollars in washington, d.c., doll it out as the state jumps through a hoop and return it to the states for the states to do that which is best for that state.

if you're in a state which is not expanded medicade, you're gonna do great. all those lower north carolina texans, virginians, floridians will have dollars in their state to get health insurance that they currently do not have. if you're a state which has expanded medicade we do our best to hold you harmless. we run it through the chip program. i hear no one complaining about the chip program. the chip program is something on a bipartisan basis has been recognized to be an effective way to provide access and quality care to those in need. we con patient protection. whatever waiver a state wishes to have, they must ensure the secretary that they continue to provide adequate and affordable coverage for those with preexisting conditions. that is our back stop. we preserve mental health parity. ultimately we give the dollars to the state for the state to be

inventive. we can look at the states and what they have done, some of which were squashed by obamacare. in maine their invisible high risk pool which obamacare put out of business is now seen as the policy to go forward. in indiana where they prefunded health savings accounts to lower income hoosiers to be empowered to purchase their own services they found cost went down and outcomes improved. we give it to the states. i'll finish how i started. i'm a doctor for 25 years caring for thoesz who didn't have coverage. it is my goal to continue to bring them coverage. i think this does a far better job than status quo. thank you. >> any questions on the substance? i'd like for senator graham to handle. >> you said never been in a better state. do you know almost any repeal and replace plan is going to get

46, 47 republican yeses. might be higher than that now. that's not that much better. why is that different than july when you had fundamentally this? >> at the end of the day we need 50 votes. if you're a republican chances are you believe in federalism because if you don't, you probably are not a republican. so the last effort to repeal and replace obamacare was better than obamacare but did not embrace the concept bill was talking about. so i believe most republicans like the idea of state controlled health care versus washington, d.c. controlled health care. employer assessments are going out next month by the end of 2017. thousands of businesses will get a notice from the federal government that's $4.8 billion. lot of republicans would like to stop that from happening. the best way to do that is to repeal the employer mandate, individual mandate. states can reimpose it.

we've come upon an idea that is uniquely republican but over time has proved to work in other areas like welfare reform. so i would hate to be the democrat that voted against more money for my state and more power and keep the status quo. so if you're a democrat, let's say in missouri. you're gonna get far more money under this proposal than obamacare and your state would have more control over the money. to reject that money and that control means you believe that somebody in washington cares more about people in missouri than people in missouri. you believe it's okay to help california, new york, maryland, massachusetts more than missouri. that's just what a democrat would have to face if they voted no. if you're a republican and you vote against federalism, you got

to explain to people back home why washington knows better and almost every state except the four i have described do very well under this new approach to taking the money out of washington. so i think the idea is more powerful. i think the substance is much more fair. and at the end of the day, i really believe we're gonna get 50 republican votes. i make a prediction. there are going to be a lot of democrats struggling with a no vote. at least eight of them, eight of them, their states do far better than obamacare in terms of funding and they have more control over the money. that's going to be a hard no. [ inaudible question ] >> the cbo told us they'll have a score for us. the coverage will be on the cash aspect of it. we'll have a chance to look at

tha that. >> when is the bill coming to the floor? >> you understand we would have to deal with this before september 30th. so that's the answer. we will have to deal with it because the vehicle expires at the end of the month. if we were going to go forward, we would have to act before september 30th. we're in the process of discussing all of this. everybody knows that the opportunity expires at the end of the month. >> ky say something about that? >> go ahead. >> okay. here's the test for republicans. did we work as hard to repeal obamacare as they did to pass it? mitch mcconnell and the leadership has done everything we've asked and then some. i have spoken to paul ryan, the

speaker of the house, and said i like it. you send to it the house, it's going to pass. every republican out there believes this is a fundamental reason we're in charge. that democrats have lost a lot of seats backing a bad idea and we've been the biggest political beneficiary of obamacare and we want to try to make patients the beneficiary of our idea. so at the end of the day will we try again? i would argue that, yes, we should, because i do not want to go back to south carolina and say that i did everything i could to repeal obamacare and not believe it in my heart. so senator mcconnell is doing everything he can. paul ryan told me to my face, if you pass it, we pass it. >> this plan has been out there for a couple of months. how do you convince americans that you truly think this would lead to better healthcare and

it's not just a last ditch attempt to do something before the deadline? >> i think you've heard the arguments here. it is better than the status quo by far. that's an argument we're all comfortable making. >> in terms of what's left in the calendar year, how concerned are you about time getting what you want to get done this year? >> we'll be fine. the next big priority is tax reform. i think we'll be just fine. >> senator graham raised concerns early in the process about how this was working, how you were moving through. made this a basis for an important vote. given the compressed timetable do you believe you will adequately address senator mccain's concerns? >> we have a hearing scheduled monday in finance. we had one vote on the defense bill.

why? because democrats objected to the amendment. there will be a public hearing, what john's been asking for. you can have different opinions about the quality of this bill. at the end of the day, this is the only process left available to stop a march toward socialism. we have between now and the end of the month to have a vote and debate about whether this is better than the status quo. my friends on the other side are never going to agree to a bipartisan proposal that does anything other than prop up obamacare. i have talked to the president five times in the last two days. he is focused like a laser. he has told me he's not gonna throw good money after bad. he's very excited about this state centric healthcare system. all i can tell you is that the process left to us is that the democratic party is never going to give us anything that

fundamentally changes obamacare. we've had weeks of talking. the only time they've gotten serious is when they are afraid that my bill may pass. now they're coming to me. what about this? what about that? here what the speaker of the house told me. i will not bring up a bill for a vote in the house that props up obamacare because that is not why i came here and that is not what our majority wants to do. and the president of the united states is committed to repealing and replacing this bill, not propping it up. >> harris: so a very enriched and detailed healthcare popup news conference from members of leadership in the senate. you saw senator lindsey graham saying we need to pass this healthcare bill to stop the march toward socialism. he said we spoke to paul ryan and was told by ryan, face to

face, if you pass it, we will pass it. saw senate majority leader mitch mcconnell there. said the deadline to deal with this to make it a majority vote because of a budget reconciliation is september 30. they got to get it done. then it pops up to 60. if you think this is hard, imagine that. cbo said they will have a score on coverage aspects of this. that came from another leader there on the hill. this has gone on. they've taken many questions. this situation is on going. we saw senator chuck shumer just yesterday holding his own event talking about how bipartisan agreement on this graham cassidy bill is not where he plans to go, not for his leadership. so around and around we go. we're also watching a situation at the united nations, just to catch you up quickly. we're waiting for prime minister of israel, benjamin netanyahu to come up and speak there before the general assembly. when that happens we will take you there live.

now let's bring in the political panel. simon rosenberg is the president and founder of the new democrat network. also a former campaign adviser for president bill clinton. also with us, matt schlapp. matt, i want to start with you. it seems like a hardcore sell, hard pressed sell. is that what we're watching or is this how it gets done? >> yeah. two or three days ago my thought was they just didn't think this was the vehicle they were going to push. as you saw from that news conference, republicans are convinced that they are right there on the number of votes they need pass this. that it will come down to the same senators probably all over again. murkowsky, john mccain, susan collins, rand paul. so they are right there. they don't believe this is perfect. they don't believe this does everything they want it to do, but they believe this demonstrates this year that they defang the central part of

they're afraid to find out what it actually does. and so we get another bill in the dark of night. so the process is awful. our republican colleagues, we've heard justice being blind. our republican colleagues should be walking around with blind folds 'cause they don't want to see what's in the bill they're being forced to vote for with all the cuts to people, with all its unpopularity, with all the basic meanness in this bill. they don't want to go home and tell a mom who learns her daughter or son has cancer and an insurance company can make insurance unaffordable for them. they don't want that. they don't want to tell middle class family in the suburbs that mom or dad in the nursing home may no longer get coverage. they don't want to tell 23-year-old young man desperately needs opioid treatment that it may go away.

this isn't simply making the decisions at the states. they make the cuts here in washington that hurt average people. then tell the states to figure out who to cut. this is not a neutral bill that simply gives power to the states. it is a bill to end medicade as we know it and let the governors do the dirty work. that is why, that is why ten governors from the states of colorado, ohio, alaska, montana, pennsylvania, virginia, louisiana, nevada, massachusetts and vermont, five democrats, five republicans, have said don't do trump care 2. don't do graham cassidy. just on the substance, according to the center of budget and policy priorities, it will result in about $700 billion in

cuts to health care by 2027. it would cause millions to lose coverage. millions. it would radically restructure and deeply cut medicade. it would bring us back to the days when insurance companies could discriminate against people with preexisting conditions. would get rid of the consumer protections that gives americans access to maternity care, substance abuse of prescription drugs, and it would throw the individual markets into chaos, resulting in 15 million people losing coverage. if they let the cbo do its work, the cbo wasn't pressured to put out something that's just a few lines, this would all be told by cbo. how do we know? but a similar bills in the past have been scored by cbo with similar provision. they're afraid. they are afraid that the public
