"the five" is next. >> jesse: hello, everybody. i am jesse watters. along with kimberly guilfoyle, juan williams, dana perino and kennedy, in for greg gutfeld. it is 9:00 in new york city and this is "the five." senate republicans are going to try again, a last resort effort to repeal obamacare is in effect. can they shored up enough support? the vote is expected next week on new legislation put forward by senators bill cassidy and lindsey graham. this one is still not getting rand paul's seal of approval. >> this is not repealed this is not what we promised. this is not the last chance.

we will have many more opportunities. obamacare is unwinding and there's nobody for repeal more than i but i can't vote for something that's not really repealed. >> jesse: president trump calls the bill great and says rand paul is a friend but it's a negative force when it comes to fixing health care. here's more familiar from the president. >> i think there's tremendous support. it's much better than the previous shot, which was very sadly -- i think of a lot of republicans are embarrassed by it. they will do a great job if this happens, it will be a great thing. >> jesse: former president obama sounded off on the new attempt to overhaul his signature legislation. >> when i see people trying to do the hard work progress for the 50th or 60th time, it is aggravating. it certainly frustrating to have to mobilize every couple of months to keep our leaders from

inflicting real human suffering on our constituents. >> jesse: let's begin with rand paul, kimberly. i don't think there's anything you can do besides fully approved obamacare from the ground to please the senator. >> kimberly: that's the thing. he holds his ground on principal. he is being consistent. every time i am offered an alternative, this isn't sufficient. if you like someone who stands on his principal, okay. but if you want a team player -- [laughs] >> dana: he voted for it two weeks ago. >> kimberly: today he saying he has no bit for it. i'm not sure he's going to go forward at all but the president in one of his most charming ways to call someone -- >> jesse: he's my friend, but... >> kimberly: he said nothing is going to please him. he's been tough on this. we really should do this. it's our chance. it's sort of like come on is

running out. it's been promised to the american people. you can criticize president obama and obamacare and say that you can do it better and then fail at this measure over and over again. this is their last ditch effort. i think the expectation is a little bit low. perhaps they will exceed it. >> jesse: juan, if obamacare was working, republicans wouldn't have to repeal and replace it at all. would they? >> kimberly: he thinks it is working. >> juan: i think it is working. here's why republicans have to repeal and replace. more people have -- in fact, insurance companies are the ones who have the give up these bumpers and all that to keep it working. a minute ago you said it was -- >> jesse: people are getting free money. >> kimberly: >> juan: there aree americans insured. they were guaranteed against things like pre-existing

conditions. >> kimberly: >> kennedy: no, the completely leaving. >> juan: do you know why? because there's uncertainty by republicans including president trump. >> jesse: they were leaving before trump was elected. >> kennedy: the system created the uncertainty. it's incredibly cool to say obamacare is working. if your premiums have gone up 116% like in parts of arizona, saying that it's working is not working. forcing you to pay for insurance you don't need, that's not working. there are young people in the country -- young and healthy people who only want catastrophic insurance. they can't get that under obamacare so they would rather pull out of the system entirely and that causes a great destabilization. pay the penalty and disco uninsured. >> juan: they have to pay a penalty. that's part of the equation. you see more people and with insurance, consumer protection for people that have pre-existing conditions. you see medicaid expanding.

you see the growth of the health care system that is market-based, kennedy. you are saying -- >> kennedy: entitlement? that's not free growth. that's not a symptom of a healthy economy. having the federal government to prop up insurance companies to the tune of billions of dollars. that's exactly what would happen if lamar alexander and patty murray kept going down the bipartisan path in the senate. i'm happy they are not. this is what i will say about rand paul. there are people who listen to him with the president said when he was on the campaign trail. i agree with them or not but he said i'm going to build this wall. a man of visible. trying to deliver. that's exactly what rand paul is doing. it is the same idea, the same mechanism, the same principled action and therefore, i don't think you can criticize and write him off for that. >> dana: why did he vote for the bill two weeks ago? >> kennedy: this is what i

think and i don't want to speak for him but -- at the appointed spokesperson, the skinny bill was meant to be gutted. completely hollowed out. it was going to be a franken bill that was not going to resemble itself at all by the time it got to the house. >> kimberly: like the skinny bill margarita. [laughter] >> juan: republicans are not sincere about it. it's a great start. i'm with you, jesse. is this a bill that was promised over seven years -- a vote that's better than obamacare? 60% of americans say no, let's keep obamacare and fix it with things that make it better. republicans are intent on some political victory because they have known and they say let's push this on the week even though it's not better for the american people. >> dana: let's do what america does best. take it out of washington, d.c., and let the states decide. this is a bill that would go back to fed realistic

principles. one of the hangups is that the congressional budget off office hasn't said -- i can't imagine what the people over at cbr trying to do. how do you know what citizens and governors are going to decide? you don't. how do you know what insurance companies -- how they are going to react and raise premiums and how that is going to affect the market and the number of people insured? >> jesse: i guess what you do is you keep obamacare, all the taxes and regulations but you take all the money and send it to the states and then they can decide within the state. >> kimberly: complication is well with that. five republican governments goe also voiced their displeasure with trying to manage. they don't want to take on the burden. government health care that they perhaps might not be in a run, optimally. >> jesse: every time a new governor is elected, they will tinker with it again. >> juan: what you get is you also put a cap on medicaid

spending. you are giving this money to the state but you put a cap on the spending. that does away with the guaranteed of the health care cost for low and moderate income americans. that's a big burden and potentially on the state. essentially what you have is republicans at the moment saying we don't know a form of a better health care plan. their last plan, the skinny plan was intended to implode. >> kennedy: i don't know if it was intended to implode but it was intended to metamorphic size. >> juan: to go away. >> jesse: at [laughs] >> juan: now they are saying we don't have a better plan. we will shove it down on the states and let the governors do it. >> dana: there something about a federal bureaucracy. a centralized system to make it very inefficient to get the necessary -- the people who need it most. we see that happen all the time. >> kimberly: >> dana: if the ste

given the flexibility, senator murkowski says that something i could sell to the people of alaska. >> juan: the people of alaska will get less money under this new plan. they will have less flexibility. >> dana: they have more pay. >> kimberly: may be that something -- more flexibility in terms of whether the dollar bill, perhaps people are into that. >> jesse: do you know who is not into that? jimmy kimmel. he had a young son who needed a lot of emergencies emergencies. he did a monologue that got a lot of attention. if anyone is in his position but doesn't have kimmel money, he spoke out about this new repeal bill effort the other night. >> they are not taking care of me. they are taking care of the people that give the money, most insurance companies. probably they won't even read it. they want us to do the same thing and treat it like an itunes service agreement. this guy bill cassidy lied right

to my face. >> jesse: bill cassidy was from louisiana on the show. he is responding to mr. kamel. >> he is wrong. it will increase coverage and protect those with pre-existing conditions particularly with those who have not had the benefits of medicaid expansion. we help those in those states. millions of americans. >> jesse: do think kamel is being helpful to the debate? >> dana: everyone has a right to say what they think. there are times when and i do this too, yet talk to someone who has had a personal experience and you listen because they have a compelling story. it's moving and you think cost, good point but it's not the best way to make public policy. and bill cassidy from louisiana, he's a doctor himself. he spent years working in charity hospitals. this is not somebody who is basically trying to get risk way can kind.

i think there's a lot of momentum this week. it may be last of 48 for this bill. now congress is going home. can they withstand the pressure from something like the jimmy kimmel appearance last night? the facebook comments that will go around? can they withstand and come back in a boat right next week? >> kennedy: you bring up a really good point in that's charity hospitals. some of the best care in this country comes from places like shriners and st. jude's. if you talk to people who have done surgical residency is, they will tell you that they worked in county hospitals and there are so many surgeons who do a lot of pro bono work. and those are some of the most challenging cases when they actually learned the most. any child who goes in the hospital who has a life-threatening heart condition and need surgery is not going to be turned away. there something in this country called the hippocratic oath.

one of my very best friends is the head of pediatric surgery. in arkansas. what he does in taking those lives into his hands, it takes so much dedication and hard work. that's and grace and a soul. those are the human beings who would never turn away the kind of people that jimmy kimmel is talking about. >> juan: rand paul is a doctor too and he is saying no. the hospital association is saying no. >> kimberly: he is an eye doctor. >> juan: yes, okay. >> dana: like a dentist, not a real doctor. >> juan: the ama is saying no. aarp is saying no. >> jesse: all those groups said yes to obamacare and it imploded, juan. you're not even paying attention. >> juan: conservatives say this to each other back and forth. >> kimberly: those are the facts. >> juan: the facts is that it's more people insured, premiums -- kennedy said going up but not at the rate they were

going up. >> jesse: less than lower premiums? >> dana: unless doctors are taking those patients. on some of the obamacare plans -- not my own personal story but somebody that i know. they are independent business owners, that the buy on the obamacare market. they have a back condition. there's not a doctor on the island of manhattan who will see him. they had to take a day off of work, go to the bronx. triple the money. the deductibles aren't there. it's not like it's working purposely. even hillary clinton said i'll have to figure out how to fix this if i am elected. >> juan: that's what i'm trying to say. why can't they work on this together instead of this last cynic rush to give a political victory when real life, real people -- >> kimberly: oh, juan!

with 3.5 million people. a u.s. territory. chunks of buildings all around. balconies, satellite towers. it sides of roofs, walls down. all across the island also -- sl communities might have to be entirely rebuilt. especially those structures. power is out across the island. 100% out unless you have a generator. 3.5 million people in the dark. they've established a curfew from 6:00 p.m. to 6:00 a.m. there've not been any reports of looting yet. this island was hit hard by irma just two weeks ago. that was a glancing blow. this hurricane, a direct hit. they could be waiting for the lights to come on for weeks or months ahead. dana, back to you. >> kimberly: steve, that is extremely troubling. >> dana: maria is now a category two trim but could --

rick, you've been working nonstop with these storms. what is the latest on maria? >> especially the northeastern part of the caribbean, the islands right here, the northern islands, virgin islands took a direct hit from irma and now cutting this diagonal stretch right here across puerto rico, incredible flooding, almost all the rivers are above record flood, some of them feet and feet. one of the rivers is report back recording 50 feet above the record flood stage. unimaginable. the pictures are going to be out and we will see all the devastation coming in. also the storm it's getting a little bit organized now that it's back over while to make water. as away from land. all of our models the short term pulled this off toward the north. you get an idea. something that stays well offshore. in the short-term, good news for florida. no impacts except for maybe

choppy seas. people are dealing with hurricane irma. we don't have to worry in florida, georgia, south carolina. once we get to the middle part of the week, areas in the mid atlantic and bending towards the northeast, the most of our guidance -- keep it offshore. it will certainly be good news if that does continue. we have a long ways out. we could be talking about a week before we have the impact was the northeast but the trend right now is certainly towards a better situation across parts of the u.s. dana. >> dana: thank you so much. a race for time in mexico to find survivors who might be trapped after yesterday's devastating 7.1 magnitude earthquake. more than 52 rescued from the rubble of collapsed buildings today. the quake has killed more than 200. a live update in mexico city. jonathan hunt, how's it going? >> i think we have lost jonatha. we will try to get him -- we are

not going to be able to go around? i want to ask him really. juan, you go to puerto rico quite often and kimberly you have family there. >> kimberly: yeah. in san juan. the devastation is terrible. people are suffering. there is no power and electricity. can you imagine? we've been seeing this but people, please don't become desensitized to the fact that this is so real for some new people. we all enjoyed many people that we know -- like juan, we go to puerto rico. we have a wonderful time. a great place to go for vacation for your family. now, everything that people count on for their economy, the money coming in from dwarfism, to be able to support their families in jeopardy -- just by the sheer force of mother nature. >> dana: the island was already in dire straits come along, when it came to its finances and governance. they are talking about not

having power for 4-6 months. 3.5 million people. that's unimaginable. >> juan: that period covers the holidays. if you're thinking about going there for thanksgiving, christmas, new year's or the early part of the winter -- you're not going to be able to go. you are not sure about whether or not they will have recovered. >> dana: they think they have jonathan live in mexico city. jonathan, if we could get an update from that city? >> yeah, good evening. there are dozens of increasingly desperate search and rescue operations going on across this city tonight. behind me is one of them. you are looking at the remains of an office building that collapsed when that 7.1 earthquake hit more than 24 hours ago now. we've seen similar scenes across the city. an apartment building that had some 40 apartments.

it was a five-story building and it is now pancake to something like a two-story building. one of the main focuses of course is that school that collapsed in the southern part of mexico city. rescuers there have been digging through the rubble. they hold their fist in the air every couple minutes, calling for silence. that's a signal that they want the crowd gathered around them and everyone to be silent as they listen for the sound, particularly the sounds of any children who may be trapped in that rubble. they did find one girl alive today. they hope and hoping against hope that they may find more. obviously, dana. with every passing minute, the hopes begin to dim finding anymore survivors. mexican president pena nieto remains this will remain reliefe operation.

juan, people are saying the message is dangerous, menacing, irresponsible. hillary is being all bunched up about it. her jacket was like that. she's not happy. >> juan: that was good. i liked that. i will say, she's i was readine morning paper. i was looking at "the washington post" and they were talking about the idea. talking about rogue regimes and iran and north korea. then "the wall street journal" says wears american leadership? they really wanted the idea that the united states remain a major player on the world stage and when president trump was talking about america first and we are not going to impose our values and of course human rights and democracy are values that we want the world to emulate. they wondered. i was struck that this was coming especially from the conservative point of view. people are concerned about what he had today. the final point i have to make

is the iranian president had some very interesting responses to this speech. vladimir putin loved it. >> dana: soda benjamin netanyahu. >> kimberly: benny and the jets. >> juan: i will say the iranian leader said if the united states pulls out of this deal, there goes their credibility for any future negotiation on any difficult -- we will resume going after nukes. how, i thought, are we supposed to stop them if we pull out of the deal? >> jesse: i can think of a few ways come along. it would not be good for the iranians. under the obama administration, we gave them hundreds of billions of dollars yet they've tested 18 ballistic missiles since the bill was signed. they are stirring up trouble and causing civil wars in syria. they are harassing our vessels in the streets. i don't think this deal was good for america. i don't think it was good for israel or our allies in the region. what makes us think that

actually -- short of getting up on the podium and yelling at them was not going to work. these dreamers need to understand -- do you want to be a part of this country? i have a pack for us to do that. i have a packed press to do that. you can't look and sound like you did the other day. if you want president trump to be able to do and support this idea, you better get with the program and provide for what's going to happen. you're going to have more border enforcement and that's good for you. i could write her talking points. it be a beautiful speech. if she'd only give it. >> juan: i don't think those kids would buy it. they have a right to protest but gosh -- >> dana: with all of these young people, 51% of college students don't think that the first amendment actually should be in existence. they don't understand what it means. >> kimberly: they think hate speech is not protected by the first amendment. >> dana: all of these young people need a lot more love. nancy pelosi is in a position to

surprising -- not at all. the planet is getting hotter. kimberly. it's a terrifying prospect. people like leonardo dicaprio make a lot of money. he donates a lot of money. latching onto climate change hysteria. although we are supposed to believe in science, they are making connections between some of the weather events we are having now and global climate change and frankly, there are scientists that save the date it is not quite in you have to say it's causation. what say you? >> kimberly: the climate stretch. it really -- trust me, pushed a little further. you will bleed too. here's the thing, this is a guy who really believes this. he does donate the money. he buys tesla. give him some credit. yet, he flies around in all the planes. he flies around in the planes. he has a huge carbon footprint.

let's be honest. people say wait a second, if you're that concerned, you would radically change your life a little bit instead of doing that. right? p like all the rest of us. at the same time, i will say this. he did come and sit down with president trump during the transition time to try to have a meaningful discussion about it. >> kennedy: juan, is this leftism gone awry or should we all sell our homes and stop using oil and live like hobbits in order to satisfy king leo? >> juan: i don't think he's living like a hobbit. >> kennedy: do as i say not as i do in the dicaprio household. >> juan: he made a documentary. i thought it was pretty good. he's making the case along the likes of al gore and john kerry that there is a real problem. you are right when you say there's no way to say that climate change has prompted this outbreak -- rising ocean levels and rising ocean temperatures
