mexico city. plus, another person under arrest after last week's bombing on the london subway. what people are saying about the investigation, it's all "happening now" ." we begin with this fox news alert, president trump signing a new executive order on north korea. giving the treasury department brought authority to target those who do business with that rogue nation. hello and welcome to the second hour of "happening now." >> julie: president trump making that announcement of the just moments ago after meeting with the presidents of south korea and japan who are here in new york for the u.n. general assembly. the leader is showing a united front against pyongyang's nuclear ambitions. >> for much too long north korea has been allowed to abuse the international financial system to facilitate funding for its nuclear weapons and missile

programs. the united states has had representatives working on this problem for over 25 years, they have done nothing. that is why we are in the problem we are in today. in addition to frankly other countries not doing what they should have done. tolerance for this disgraceful practice must and now. >> julie: chief white house correspondent john roberts is following all of this from here in new york. >> good afternoon, big announcement this afternoon from the president. here's the reason it was a big announcement. a couple days ago in his address to the united nations general assembly the president raised a lot of eyebrows by saying the united states is forced to defend itself or its allies, north korea will be totally destroyed. also calling kim jong un "rocket man." that raise some eyebrows around the world and brought some criticism to president trump, saying he is using the platform of the united nations to

threaten war. the president clearly wants to give diplomacy another chance here and probably four more chances after that, he does not want war on the north korean peninsula. this new executive order it sweeping the authority to go after enemies who do business with north korea. and here is what the president said. >> as i outlined in my address to the united nations general assembly, north korea's nuclear weapons and missile development is a grave threat to peace and security in our world. and it is unacceptable that others financially support this criminal, rogue regime. >> the treasury department will identify different industries doing business with north korea, all of whom could be targeted and it's all aspects of trade, certainly not just limited to the military. the president also announcing

today that china is taking significant steps to put the squeeze on pyongyang, china's separate banks telling all of china's banks to stop doing business with north korea. president trump says they can do business with the united states or the rogue regime in north korea. the president also saying the goal of the united states is the complete denuclearization of the korean peninsula, not just a freeze of north korea's program as other administrations, past administrations have sought. when asked if there was still room for dialogue with north korea the president said "why not?" the president also meeting with the ukrainian president. your support for ukraine is high on the agenda for that meeting. earlier today that president met with the afghan president, he prays to the president's new approach to the war in afghanistan, insisting it has completely change the situation on the ground. listen to how he put it.

lawmakers are weighing in. >> we are going to go to the floor with the repeal and replace proposal, everybody gets to look at it and study it. >> we have a chance to do something important, it built on the health care system we have in this country. no cbo score, no hearings, getting ready to repeat what we did just a few months ago. >> jon: joining us now to discuss it, "fox news sunday" anchor chris wallace. i thought we were going to be talking about tax reform next weekend all of a sudden health care rears its head again, why? >> you talked about last ditch efforts, there was a deadline, the way republicans in the senate want to pass this is through budget reconciliation, which means they only need 51 votes instead of the super

majority of 60 votes, they can do it with just republicans. when that authority runs out at the end of the fiscal year on september 30th, which is a week from saturday. after that they would have to pass it with 50 votes, no chance of repealing and/or replacing obamacare because the democrats won't vote for it. they have until a week from saturday to get this done and to the last vehicle they have to try to get it done is a graham cassidy bill. >> jon: rand paul has already said he will not vote for it, susan collins as i understand it pretty much said the same thing. that leaves no other no votes and we don't know about lisa murkowski or john mccain of arizona. >> one of the things that is in favor of this bill is that it is the last ditch attempt. after seven years of talking about repeal and replace, if the senate republicans don't pass something by september 30th, it's going to be dead at least for this congress. that's pressure to get it done. the flip side of it is, you heard this from the number two

democrat, there's been almost no study of this at all, there has been no hearing, no congressional budget office score of what this means to the deficit, what it means in terms of how many people will lose insurance coverage, there were some independent studies done by think tanks that indicate millions of people would lose coverage. basically what would happen is they would keep the taxes from obamacare but instead of having all of the mandates they would take the money and block grant it to the states. some states that had expanded medicaid, that had a basically gone with the exchanges would lose money, states that hadn't been as generous in the past would again money which means there are going to be millions of people in those various states who will either lose or gain in terms of coverage and there really has not been a serious study as to how it will affect those states. but if you have a senator from

one of those states you sure want to know how it's going to affect voters in your state. >> jon: mitch mcconnell is considered a master legislative tactician, would he bring this thing to a vote if a he thought will go down in flames again? >> he has said he intends to bring it to the floor, i think as a legislative tactician, those wiggle words if you will are intentional on his part. there is some debate as to whether he would bring it to the floor and see it defeated, there are a lot of people in the base who are upset with the idea, you've talked about this for seven years, we gave you a republican house, senate, and president and you can get it done so maybe he wants to show one more time we did everything we could. on the other hand, defeat is never a very attractive thing. what they were going to do this next week was unveiled the tax reform plan, a lot of people have gotten excited about that. that may have to be delayed or

deemphasized if you get a final vote on this. if you get a final vote that delays tax reform and they go down to defeat again, i don't know how that helps any republican. >> jon: tax reform how it is part of what has the stock market excited, it hit an all-time high earlier today. clearly this legislation has a big impact. if they are not going to be doing tax reform, something has to give in washington. >> let's just be clear, if they don't do tax reform next week because of the vote on health care, that just delays it for a week. they can actually take up tax reform, until they pass a budget again, you have to pass a budget resolution, which means again they would have for a year from the beginning of this next year, until september 30th 2018, they could pass tax reform with just 51 republican votes again. they are about to run out of their budget reconciliation time for health care, about start

seen, that's the problem. the good news from here on out is it certainly appears it's become what we call official storm, a storm that stays away from any landmass. some storm surge throughout parts of the dominican republic, puerto rico may get another 40 inches of rain over the next couple of days from the system as well. it is going to turn towards the north here, this is a look at the future radar. we will certainly seen some hurricane force winds but not a direct hit. after that, all guidance keep this thing off shore of the u.s. as well as the west of bermuda. going towards monday, both of our most reliable models splitting the difference, getting in between that area and may be bringing some big swells to the northeast but by next thursday and friday, solidly pulled out here. after this kind of next 12 hour

to immediately stop doing business with north korea. >> julie: this is the strongest sign yet, president trump's relentless pressure has really worked. this is an incredible development. >> this is an amazing development and i welcome it, we need to have tougher sanctions on north korea. the fact that you have china doing this, they indicated they were starting to tighten up their banking business with certain north korean companies, restricting the outflow of funds. this is another step in that direction. you have to wonder what the deal is here, he hinted at this with the launch, he was asked why not talk to them? he said why not, maybe we will. this is a necessary step in order to get those negotiations going. >> julie: for a president to put china in its place and have it come to the table like this, a bold move. especially considering china and

russia both warned president trump he was risking fueling tensions with north korea after his first speech at the u.n. we talked about the fact that that speech was meant for china and china was listening. it seems this tough talk was heard loud and clear, are you surprised? >> i'm not surprised, i thought it would be coming as long as the chinese can understand that president trump would be willing to use force if it came to that on the korean peninsula. china does not want that. i knew if the trump administration could convince china that it is serious, credible option for the united states, china would say okay, let's do everything we can possibly do including really tough sanctions, let's get on board with the united states and the international effort to try to prevent that, which would be a horrible thing for everybody involved. this is something the obama administration, they said all options are on the table and try to get china on board but china

didn't take it seriously. it has taken the trump administration to get china on board, this is a major to phonetic achievement. >> julie: you can easily say this is the biggest development when it comes to foreign policy and president trump and how he has handled this, earning him major credit here. during today's trilateral meeting, they all sung president trump's praises, referring to him as "donald" several times. it shows how significant this close relationship has come between these countries. the closest ever you could say, president trump facilitated all of this and clearly the message was to put further pressure on china, what about russia? >> before we get a little carried away with praise, we haven't seen the details of any of this. this is an executive order that gives the president the authority to do these things. china has indicated they're willing to restrict new business

>> julie: new video just in from mexico showing a gas explosion just hours after the magnitude 7.1 struck areas in and around mexico city on tuesday. the man who took this video says the quake movie and damage gas lines on top of the building. in the meantime, cruise desperately continued to dig through the rubble, searching for survivors 36 hours after the quake, including one girl, a 12-year-old caught in the rubble. nearly 200 2250 people have di, that number expected to increase as researchers attempt to find bodies in the rubble. in mexico city, men, women and

children urge filling up jim's end event halls, more than two dozen designated shelters. the mayor saying at least 40 buildings have collapsed and 45 are in danger of falling. >> jon: london police detectives arrested a sixth person in connection with last week's subway bombing. our sister network sky news now reports london police have released one of the detained suspects. benjamin hall is following this story live in london. >> as you say, one more man arrested today but when release released, the syrian refugee who was arrested on saturday, that takes the total number of people being held to five. they do have to be charge soon or like the other man released. it arrested today was a 17-year-old teenager in south london, detained after officers

executed a search warrant at his home. two other men arrested yesterday in wales, a 48-year-old and a 30-year-old man including one in a halfway house. a 25-year-old i.t. student in london, witnesses say he smiled when police arrested him. >> london police officers, there was a guy on the floor. he got arrested for attempting bombing in london. >> the net certainly growing over here, certain people were injured when that homemade bomb partially exploded on tube train and west london. it caused burns to a number of people, cctv images of one of those who have been arrested showed him carrying the same bag while en route to an attack. a lot of focus on this man, he

was believed to have been the 18-year-old refugee caught in dover trying to get a fairy out of the country. arrests all over south london. and quite often you would expect after a failed attack like this to see a number of arrests and see a number of people released. one man in custody, 18 years old has to be charged and he has not yet been done so. we are watching closely to see if he was indeed the man who planted the bomb on that busy morning rush hour tube train. >> julie: it has been a big week for president trump as he attends his first u.n. general assembly as commander-in-chief, we are going to discuss how he's doing. plus tensions are rising with north korea with strong new efforts from china, developing today in washington to halt nuclear efforts by the rogue regime. we will have a live report from south korea next. >> we are simply not going to tolerate a rogue regime in pyongyang obtaining usable nuclear weapons that could be mounted on a ballistic missile

two of his strongest allies in pressuring north korea over its nuclear missile program. >> it is late here in south korea, if folks were watching it would probably be the attention given to the crisis on the peninsula at the u.n. just announced by president trump, additional authority being given to the treasury department to target banks and firms funding the weapons programs of north korea, coming after the meetings with the south korean president and japanese prime minister. that is in line but with what we are hearing here. also, the word we are hearing from president trump and in reports, the chinese central bank will be telling its banks in that country to stop doing

familiar side of the white house staff basically shoving reporters and photographers out of the room after the bilateral statement from japanese president shinzo abe and president trump, let's get an assessment of how things are going at the u.n. with a couple of political experts. karl rove and joe trippi, president trump has said it, nice to north korea hasn't worked, strategic patients under the obama administration has not worked. he essentially includes the bush 43 administration as one of them that has been bamboozled by the north korean regime. what do you think it's of the tougher language this president has taken? >> it's clearly a different approach, language wise from clinton, bush, obama, all of the past administrations. in the end, the goal is the sam

same. it's to get north korea to the negotiating table, it's got to be about negotiating a denuclearization agreement because the other prospect of totally destroying north korea ends with not pretty for our allies with south korea or japan. i think in the end, the goal -- it may be tougher rhetoric but the goal is the same. it has to be the same with the trump administration as it has been with the past three administrations. the question, does this tougher rhetoric have more success about ending with some kind of agreement, but again, those are the same kind of agreements that in the past president trump or candidate trump has railed against. it's going to be interesting to see how this plays out, a long road from here to get to the end game. >> jon: tougher rhetoric and perhaps change in tone, is going

to bring results? >> it's bringing results results already, i do think joe is right. this administration is building upon the sanctions that occurred under president obama, which were built under the sanctions that were occurred under president bush. we are getting to a point where those sanctions have had a real deep impact on the north korean economy. the tough language from president trump may have something to do with the chinese taking the step they took today. they were trying to get ahead of the president's executive order which is not here's what we are going to do it is we have the power to do these things and we are going to get ready to do these things. the chinese government today directed the central bank to basically going forward, do not underwrite trade deals and financing deals with north korea, let the ones in there come to a conclusion, wind them up but we are not going to fund companies doing business with north korea outside the sanctions for going forward. it's an important step because

ultimately, china is the big trading partner with north korea. the second biggest trading partner is russia and increasingly the russian trade appears to be illicit trade carried underneath the lid of the sanctions. the trump administration is right, ultimately this will be settled by getting the chinese to step up and in order to make that happen they are wisely using the threat of a resurgent japan militarily and constraining the instincts of the south korean president who wants to negotiate and have dialogue with north korea. so far, so go to. a lot to be done before getting to a do nuclear eyes north kore north korea. >> jon: that move from central bank was an astounding one and a sign of progress so it seems. thank you. >> julie: jury deliberations in the holly bobo set to begin

of three suspects to go on trial. he could face the death penalty if he is convicted. joining us now, criminal defense attorney and a former federal and criminal defense attorney. thank you both. there is a ton of public pressure to get a conviction in this case, it's been going on since her disappearance into thousand 11. with that said, the question is, is there enough evidence to support a conviction? >> you said it perfectly, this is the most expensive an exhaustive investigation in that state's history, there is a ton of public pressure to convict but there is an amount of evidence that doesn't add up. a unanimous verdict might be a long shot here. inadvertent testimony is really powerful for a jury. the former lead investigator of this case came to them and said look, this defendant didn't do it, i thought this other guy did it and he confessed to me and

he's a convicted sex offender. coupled with technical testimonies, that's going to be potentially enough to cast doubt on the jury. >> julie: any doubt whatsoever will end in a hung jury. emily just raise the point about the lead investigator, he basically testified that the cell phones between holly bobo and adams were not together in the minutes after her kidnapping and so if their cell phones were at two separate locations, that's almost like an alibi for adams, how does that testimony really make the prosecution's job that much harder? >> the jurors in this case have three lenses through which to evaluate the evidence. depending on what channel they choose when they deliberate will determine whether this is an acquittal or guilty. my prediction is going to be either a hung jury or an

acquittal. here is why. you raised a good point. let's talk about the first lens, what emily talked about. witness testimony, live testimony. the only live testimony you have in this case that supports the prosecution is a guy who is also being prosecuted for felony murder. he is dumping this at the doorstep of zach adams. from the defense lawyer on that one, i am arguing heat is just doing that so he doesn't go to the gas changer emac chamber, he has incentive to do that. the testimony that helps the prosecution is a guy named dylan jacobs, he was prosecuted for rape in this case, he has an iq of ten years old. the second lens the jury has to look at here is forensic and physical evidence. unfortunately for the prosecution there is none that connects zach adams to the murder.

there is no dna evidence. the third lens emily has talked a little bit about, this gentleman named terry brecht, he was also a suspect. when is the last time you've seen our first degree murder trial where a guy gets a confession basically from the other suspect, who has been convicted as being a sex offender and who lived near holly bobo. he takes out a ledge confession, gives it to the tennessee bureau of investigations and they do nothing with that. >> julie: we will have to leave it there unfortunately but at least we were able to give this case the attention it deserves. thank you both. >> jon: we have had three major hurricanes already this month. the first one, hurricane rv. when it comes to recovery there is still a long road ahead in the houston area as hundreds of thousands of cars left abandons in flood waters could be to con
