his assistant declined, saying his schedule was "jam-packed." you bet. our friends on "the five" are ready to go. that's it from us tonight. see you tomorrow. ♪ >> dana: hello, everyone. i am dana perino. here with kimberly guilfoyle, juan williams, jesse watters, and brian kilmeade. it is 9:00 in new york city and this is "the five." ♪ tonight, president trump turned up the heat on north korea adding economic pressure on top of his fiery military threat. he widened u.s. sanctions in an effort to further constrict the defiant regimes trade with the outside world.he >> today i am announcing a new executive order we just signed. it significantly expands our authorities to target individuals, companies,tl financial institutions that finance and facilitate trade

with north korea. china -- their central bank -- has told their other banks, it's a massive banking system, to immediately stop doing business with north korea. >> dana: will it work? doesn't sound like the north isn taking mr. trump's warnings very seriously. here is its foreign minister. >> if they thought they could scare us with the sound of a dog barking, that's a silly dream. >> dana: kim jong un chiming in. according to state news, the mad dictator said trump is derangedd and will pay dearly for hisa threats. a lot of bluster, jesse. one thing we did find out today is after president trump made those announcements, we did have china tell the bank of china -- no more dealing withnn north korea. you also had south korea, japan, evenn russia, australia, all saying that the north has got to stop.

it could be that kim jong un feels even more isolated than he was. >> jesse: bad day for rocket man. i will tell you that much. i think he's a little bit nervous at this point. two things, therv chinese bank. the executive order of president trump. a powerful one-two punch. the significance of the chinese action is two fold. you have a huge diplomatic victory for the president. the tough rhetoric. the heightening level of rhetoric is scaring some people into taking action. it also shows the chinese are willing to take a loss in order to curtail their neighbor's behavior. we still have our cards to play, though. you can still do ship inspections, fuel ban. you can still slap travel bands on the rocket man. i do not know where he's going. you could do financial sanctions. wine and cheese import restrictions.

that would really turn the screws to him. the key point is, the democrats taking shots at the president for this dark and dangerous u.n. speech? they look foolish. our asian partners, the japanese and south koreans, came out today and said the u.n. speech is strong and effective. it's time for america to speak with one voice when it comes to north korea. california is in the crosshairs. it doesn't't make any sense to talk -- the time for talk is over. i looked at opinion polls. 58% of americans believe that if economic sanctions do not work, they will support military action but a majority of americans also believe that then north koreans are bluffing. there's still a little runway left.o >> juan: do know what i can't get over? i think they called our president a dotard someone who is elderly and people of mind.y how darean you. >> dana: way to get the thesaurus out in north korea. >> juan: i was shocked.

i think i know american u.s. english pretty well. i've never heard of dotard. i thought it was a play on words that he did not understand. >> jesse: lost in translation. >> dana: when kim jong unn says that this is just a dog that is barking, the truth is, the dog can also bite. let's take a listen to h.r. mcmaster and get your thoughts on it. >> what will be the definition of being forced to defendio ourselves?s? an actual attack? >> of course. of course. >> dana: i'm curious. what are we going to define as an attack? >> kimberly: on an ally, right? that's got to be something delineated. very good question. it could be far more encompassing and it's something they are going to put down in writing and be specific abouten ahead of time. to set a bright line. i don't want to say redline. her worldly determinants after? and say, this is someone that we consider toon be an ally of the

united states in this scenario? one would assume south korea, and the presence of the u.s. troops in the military, that is obviously something we would react very swiftly to, with fire and fury, the president has stated. i really like circling back to the sanctions. this was an important economic step to put a little bit of a bite on north korea and let them know. it was also an opportunity for coalition building with other countries that support the u.s. in this regard. to protect the united states so people won't say the presidentt acted with impulsivity or recklessness, that he sought some consensus and tried to go through the normal diplomatic means by putting in sanctions, trying to have talks until we have exhausted all reasonable measures. we are either forced to defend ourselves or an ally. >> brian: a couple things stand out. the president is getting very good at letting other people convey his policies. if matt lauer doesn't really think he should be president or

says, what does this businessman know? say that to the h.r. mcmaster, an active general. if you don't like our diplomatic approach, ambassador haley is they are to defend it. what does president trump know? here's steven mnuchin to say this is exactly what we are doing. he's orchestrating, putting people out there. you've got a great omb director. he knows his stuff backwards and forwards. the president is doing something that's hard. he's putting in a lot of time. how are you going to talk to the chinese leader?r? how may times have you talked to abe of japan? the most active i person. moon is the south korean leader. he is liberal and wait a second, they might not get along but he sat down today and said i've really gotten to know president trump. i don't have the translation. i'll give you the paraphrase. we've talked so much, so often. next thing you know, he put in the time it is getting some results. a lot of times you would think a new politician who is used to instant gratification -- the ceo of his own company -- what you

have to call thisis guy again? i just spoke to them. but he's doing it.su >> dana: president trump has not been in new york this? many days in a row since before the inauguration. it's a lot of time. most presidents complain. you didn't hear any of that even behind the scenes. it seems like it was time well spent because president trump is going to need to pick up the phone and call these leaders. having that personal relationship, the one on one means a lot. >> jesse: maybe moon can him what dotard means. [laughter]ay >> jesse: he's always been criticized for being the cowboy that doesn't understandt politics. yet, in the first seven months of this administration, he's established strong,ev diplomatic and personal relationships with a lot of these world leaders. not just our asian partners, but in europe, macron in paris, many who he was just speaking

to. president obama really wasn't a people person on the world stage. i don't remember one leader that even comes to mind who i can say -- obama really had a bond with this guy. >> dana: that's my favorite cocktail party question. name has best friend on the world stage. >> jesse: i think it's trump'se experience with business. >> juan: there is a different view available and it comes not only from liberals, but conservatives with what has been going on. if you look at what the chinese said in response to what the president has done -- they said his language so far, not helpful. the russians said this is engaging in military hysterics. they don't see this as promoting. south korea -- south korea continues to offer humanitarian aid. millions of dollars to the north koreans. again, that would seem in defiance of what president trump

is talking about, which is cut them off. >> jesse: no, it wouldn't. >> juan: the president has twice big victories -- a decision with the embargo coming t security council. >> brian: cost them about a billion dollars, there was sanctions. it could. what rex tillerson -- i think the north koreans have shown a tremendous history of powerfully evading sanctions, making them worthless. tillerson said today he thinks there are a few shortages taking place in north korea and he thinks they are starting to see some impact. orttom line to me is, when you get involved in the name calling, you are calling peopleu names and they call people names -- it sounds like you're giving up the moral superior point. for a lot of people now, they are saying, well, you know what? i think the president of the united states saying i'm going to totally destroy your country is going to be played over andth over and over again on north korean tv. >> brian: you know, in an interview, president obama said the same thing. juan, your points are good,

except for this. he has tried everything. remember about a month and a half ago, he said i respect this 35 year-old. it's not easy to take over a country with all these leaders trying to kill you. and i was like are you crazy, why are you giving him that? rocket man, let me try something else. >> juan: okay. brian, has fire and fury somehow strategically deterred this man? answer: no. >> jesse: i would see all these brutal sanctions on north korea -- especially the new chinese bank action as major progress in deterring their progress. >> dana: perhaps it could have a different effect. kim, i wanted to ask you one last thing. throughout this entire week, talking to all foreign policy, we were talking complete diplomacy. brian is right, the president is utilizing his cap event, other, to talk about everything.

>> kimberly: a shocking and new "fox news" report on the obama administration's widening surveillance scandal involving the unmasking of trump team personnel. we are learning the former presidents ambassador to the united nations, samantha power made hundreds of unmasking requests right up until the inauguration. they shake out to be nearly one request per working day. this news comes after former national security advisor susan rice told investigators she unmasked senior trump officials. rspresident obama's own former intelligence chief said his predecessor had him wiretapped. >> is it possible the president was picked up in a conversation with paul manafort? >> it is certainly conceivable. i can't say. >> is it likely? >> i can't say. i wouldn't want to go there, but i will say, it is possible. >> kimberly: some of the more interesting news to come out of the news cycle, dana.

we've been in discussion about this, talking about the role of paul manafort prior to joining the administration, during the campaign, and the scope of the investigation andth perhaps indictment that could be impending. >> dana: the unmasking question will still be a part of the mueller investigation. it will be interesting to findle out. i talk to somebody who used to work at the nsc. a career official. i said, would there ever have been any reason to h unmask that many americans? he said never would it have occurred to him that someone would have done that. i feel like samantha power and the obama administration officials that allowed the unmasking to happen have an obligation to explain to the american people why it was necessary and what they were doing. even though they are not inan power anymore, this question needs to be answered and apparently her lawyer said she will answer it in a closedpo session next month with congress. when it comes to the question about the wiretapping, it's like

if jesse is being wiretapped because he's got some funny business going on -- >> jesse: conceivable. >> dana: and i call jesse, and i am picked up talking to him, you can't say that i was wiretapped, too. i was picked up in a conversation with the person being wiretapped and i think there's ain distinction. >> kimberly: most likely it would include him. >> brian: think about this, we are learning more and more about devon nunes saw that day. he said oh, my goodness. this is unbelievable.. how do i relay it? he could have done a better job or else he would still be in charge of the investigation.t he says there was a request for hundreds of unmasking. by somebody who doesn't have an intelligence portfolio. there is no reason samantha power should be doing that. >> jesse: or superpower. >> brian: what did jim clapper do?

he is saying i had no idea samantha power -- that thing was happening. or the susan rice thing was happening. the director of national intelligence. he looks exhausted every time they go to him on camera. can you imagine when he wasn't on camera? he either have to get rid of that position or give the money back for those eight years. >> juan: i think this is so unfair, first, in regards to jip clapper. it was director.in that's like saying president trump should know everything that's going on in government.in >> brian: he told chuck he would know it if it happened. >> juan: he would know what? >> brian: he would know the unmasking. he didn't know! >> juan: let me be clear. i think it is necessary to be straight about this. unmasking is not an unusual activity in the united states government. the intelligence agencies regularly unmask people when they have a request. >> kimberly: it has to be for a very good reason.

>> juan: oh, samantha parra had no reason? is wet. she is part of the national security council. she has an interest in studying and being aware of any threat to american security. of course, the context is, guess what? there is russian interference in the 2016 election. lots of people looking at manafort. >> brian:e interested after the wrong person won. >> juan: that's not at! are you kidding me? >> brian: after he won the election. >> juan: this- is wild. manafort -- they had various requests to the fisa backst to 2014 on manafort. coming forward again in 2016. that's not right, brian. >> brian: they exonerated him. a request. most of them came after november. >> kimberly: the sheer volume, voluminous in nature. it's not like he missed one or two. this amounts to one for every working day. the sheer volume. >> juan: nobody is saying this is illegal or accusing her for illegal activity.

no one saying this is political. what is this being used is a dodge to get away from trump. thate is what got the media in trouble. >> brian: we are going to find out. >> jesse: since you need some help, juan, in fourr years -- u.s. ambassador john bolton made ten unmasking requests. in one year, samantha power made 210. doesn't seem normal. >> juan: but the russian interference in the 2016 election. >> jesse: listen to how the stories are changing. first, "i don't know anything about unmasking. then, "we unmasked but we never did it for politicalf purposes." and then you know what? "we unmasked trump people." and then "200 people were unmasked during the election." that's funny. also the wiretapping story changed, too. t first, no wiretapping happened. then, oh, you know what? maybe an apartment in trump tower was wiretapped. and now? maybe a conversation with president trump was wiretapped. everything keeps changing. it's your analogy.

>> kimberly: it might have been caught in a collection. not on target. >> jesse: picked up on a surveillance scheme, that happened allegedly according to cnn, which could be fake news. >> juan:n: you understand that in fact paul manafort rented an apartment in trump tower. it wasn't that they were going after trump tower. they were going after paul manafort. >> jesse: i agree. but when trump says my wires were tapped, that's his building. >> dana: all that could be true and it will be a relief when mueller finally finishes his investigation, and we can get all the information, and we can stop speculating, because we have no idea. >> kimberly: which is why they are getting the investigation and as the news develops and breaks, we will get it to you. >> juan: but the attorney general was saying no evidence that president obama wiretapped donald trump. >> brian: what about trey gowdy's question? he said to john brennan, did anyone wiretapped anyone, a day or two before he left?

health care reform based on individual choice, state-based innovations and the president and i are determined to do all that we can to see this through. >> jesse: last night, jimmy kimmel doubled down on his attacks on one of the cosponsors of the legislation, bill cassidy. he called the senator a liar for saying on his show he would not support a plan that doesn't guarantee coverage for those with pre-existing conditions. cassidy fired back again. >> i wish jimmy would maybe hear my perspective. i apologize if i offended but i didn't intend to. for example, he said we kick everybody off the program in ten years. in washington, you have to h reauthorizeof the program. people that want to keep obamacare keep putting this information out. >> jesse: it looks like cassidy and kimmel are talking across each other. no one is really connecting. it doesn't make any sense.

>> brian: that is why our approach on "fox & friends" it has been, okay, this is what cassidy said, this is what jimmy kimmel said. sadly, no one in the democratic party is taking on this bill, except for jimmy kimmel. if he's telling the truth, he's right. if cassidy who wrote the program is right and has great reputation as does senator lindsey graham -- he disputes every one of them. for some reason, even though they spoke on the line, they have each other cell phones, cassidy and jimmy kimmel don't speak. tonight, i'm sure jimmy kimmel will s answer again and cassidy answered on a show at 7:00sw today. this will continue to happen. where are the facts must conversation? the fact is, he had this terrible thing happen with his son and he needs a few more operations. he is very emotional. no one wants to offend jimmy kimmel, but at the same time, he should have cassidy on as a guest and debated.

these conditions. that's different than obamacare. this, to me,nd again, is all abt republicans and saying, we need apu victory. we just want to repeal and replace. we know we are getting hammered by the base for not h doing it because, as kimberly pointed out, we got the house, the senate. why did wee get rid of it? you guys that are complaining, take this and get out of here. >> jesse: juan, you don't have a lot of legs to stand on. obamacare imploded. >> juan: 60% of american stand with me,e not you, jesse. >> kimberly: not on "watters' world," they'll swim with him. >> jesse: is kimmel winning this, is cassidy winning bets? who is looking good? would you advise cassidy to back off or go on his show? how would you play this? >> kimberly: i don't particularly want to give either one of them advice, except that i think that healthy debate is always good. if it gets people talking about the issues and narrows down to some of the specifics and actual facts. the problem is there have been a lot of conflicting and confusing information out there.

you also see there's conflict with even the republican party. five governors don't want to manage state-run health care.ma they have an issue with that. people are veryry adamant and stand on principle to say they would like to repeal the whole thing like senator rand paul. he feels it's not sufficient. when you think of it as a p.r. perspective, if they take obamacare and they start tinkering with it and doing they frankenstein thing -- they aret going to own it and it's going to be very tricky. as well-intentioned as they are, in terms of trying to make that it's more affordable. i feel very strongly that it needs to have an expansion for the free market and make it more affordable for the individuals, single moms, truck drivers, people out there that are forced into limited choices at exorbitant rates. so i do want to do better and i do think that both sides would like to see some fortuitous outcome. >> jesse: that is what both sides want. >> dana: if i were on the republican side in the house or

the senate, i would pull back and do a bigger picture thing. that is, they are trying to do something different that prevents us from having to slide into medicare for all. juan is correct. the approval ratings for obamacare are at 60%. for the disapproval of medicare for all is much higher than tha that. what they are trying to do is say that we need a competition for ideas. looking for different ways for different states to deal with things. i talked with a senator that thinks it has a 50/50 chance of passing and lisa murkowski -- an example, might be getting a different deal. a very rural state with a lot of native americans spread out over a vast area. should alaska be able to have a different program than new york, florida, ohio? the way we are set up in the united states of america, the answer should be yes. if you think there is not rationing in a socialized medicine system, you are wrong. >> brian: go to england. >> dana: or anywhere.
