we want to treat the rest of the globe are right. when i say america first, everyone is saying i never liked it from the standpoint that if you are in another country, you want your country to be first so nobody really understood for years -- america first although i'm the one that really means it. there's a big difference. >> jeanine: president trump also explained how the borderr wall is coming and soon. here's what he said about that. >> the wall is happening, folks, believe me. the wall is happening. you need to have a great wall but it has to be see-through. we are now looking at samples, we have four samples that have already been built, they've been built, and we are looking at different samples already. we are going to as much wall -- as we need. you have 2,000 miles. we don't need it. we haveyo a lot of natural barriers and et cetera. what are you going to do? you're going to build the wall in the middle of the river? so no one can go in?

are you going to build the wallt on the mountain?n? you don't need the wall, you have a mountain. we're going to build a wall. it's coming along great. >> jeanine: another topic theg president focused on. tonight ws the g.o.p. failing to repeal obamacare. >> with obamacare -- i've been listening for seven years as many of these people -- richard kept voting against it, but many of these people kept saying repeal and replace, repeal and replace.eo the final event -- they did not care. nobody cared. that a president that wasn't going to sign it, it didn't matter. it did not take much courage. they were getting all thesee great votes.s. i think it was voted 61 times. 61 times to repeal and replace!

they finally get a president who will sign the legislation and they don't have the guts to vote for it. okay? they don't have the guts to vote for it. >> jeanine: the president also spoke about how he wants to get tax reform done immediately. >> we are moving quickly to pass a massive tax cut and simplification for the middle class. we want new tax returns, we want simplification. we want reform, and do you know what we really want? massive tax cuts for business, that's what we are doing for the middle class. if we want to restore american prosperity, we need tax reform that is pro-growth, pro-jobs, pro-worker, pro-family, and pro-america. >> jeanine: and north korea's dictator kim jong un got a warning from the president. >> we can't have mad men out there shooting rockets all over the place. rocket man should have been handled a longve time ago.

"america first action" spokesman, former milwaukee county sheriff david clarke and american conservative union, matt schlapp.ry good evening,, gentlemen. matt, i will go to you first. why get involved in a primary election? >> judge, i was the political director for president bush and you should be very careful about going into the primaries. what's interesting in alabama is most of the people you would considered the trump voters are aligned with judge moore, but you have donald trump coming in endorsing luther strange who has been a very reliable vote for the trump agenda. it is a very tricky situation. i tell you, tuesday, i cannot predict with is going to happen. >> jeanine: david clarke, did the president make a good argument for voting for luther over at judge roy moore? >> i think he will win either way. >> jeanine: wait a minute, you think luther strange is going to win? he's the underdog right now.

>> no, i'm not calling -- i'm not calling out who's going to win, the president will win either way. whoever wins on tuesday. i think there will be a reliable trump agenda supporter.ue the politics of the primaries can get a little sticky and uncomfortable at times. the president is going to come out a winner either way, no matter who wins. >> jeanine: did the president make a good argument, david, first supporting or having people vote for luther strange over roy moore? >> sure, he did. basically, what i heard was him blasting the g.o.p. as a body.y congress as a body is dysfunctional. trying to get them to work on anything together is like trying to herdss cats. what he's trying to do really is mobilize and energize the people, the public, all across america to put the pressure on the g.o.p., to get his agenda past and right now, it seems too be stuck in neutral, because of

the dysfunctional congress. the g.o.p. is in charge and it falls in theirs. lap. >> jeanine: larry, what to think about this? the president getting involved in this primary race? when you think about it, he's got a lot on the line. if luther wins, it's good for him. he came in to save the underdogf he goes back to the legislature -- a strong person. if luther does not win, he goes back looking to get both health care and tax reform, looking weak. >> i was surprised he got involved in this race too. huntsville, alabama, as my mom's hometown. i was pleased to see him. i was surprised got involved in this race. if he doesn't win, he loses prestige. people will think, it's okay to defy trump. if you pulls this out and luther strange is the underdog -- it suggests that the president has

a lot more clout than people think. look, his poll numbers are up. he comes off his united nations speech, he has not back down from all of his promises. including the wall. this gave him an extraordinary, opportunity to restate hisns presidency and to talk about what he wants to do in the future. this is not a guy who's afraid of getting impeached, i will tell you that. >> jeanine: when we talk about him as an establishment candidate, mitch mcconnell's pac gave him $9 million.. >> yeah, this is becoming an increasing problem becauseec its one of the b reasons why luther strange has struggled so badly. judge, it will come as no surprise to you that if you are a candidate in america and you are tied to g.o.p. washington establishment? it's not a positive. i'm surprised that that pac spent that moneyey directly in e race. it's one of the impacts. i think luther strange is having trouble making the case that he's his own man. something that judge moore has demonstrated throughout his career. the one thing i give to the president, judge, he is rewarding his friend. luther strange has been a reliable vote for him.

he's right to take on congress. 7.5 years of talking about obamacare? watching these senators weasel out of it? peopleng across the country, its pitchfork time. >> jeanine: it is. when you have the oval and senate and congress?op david clarke, to not get anything done, that's a signal that the establishment is looking to get rid of donald trump. they are not looking to support him. >> [laughs]na >> that's precisely what is happening right now. people that are two-faced about this. the g.o.p. about we know where the dems stand on this thing but within the g.o.p. in public they might talk about how they are for tax reform or market-based health carek systems -- infrastructure, rebuilding, law and order in those sorts of things but they are really not inside. they are really not pushing. that's what the president needs. he needs people to help push this agenda through to congress. they're just not providing the heavy lifting that they need to do. >> jeanine: larry elder, i want to move on a little bit

about the speech. what'd you think of the new title "little rocket man?" [laughs] >> kim jong un has been demoted. he used to be rocket man and now he is little rocket man. other national leaders have referred to him as rocket man, donald trump says it and all ofo a sudden, donald trump is a warmonger. there was a cover story in the "economist," a british newspaper -- in 2006. with kim jong un on it, calling him rocket man. nobody said anything. donald trump says it and now all of a sudden he's responsible and a warmonger. double standard. it just that donald trump derangement syndrome we've been talking about ever since he became president. >> jeanine: he can't do anything right, but i will tell you what, matt, hel gave an incredibly strong speech at the u.n. letting everyone know if you know what? it's okay if you want to support your country, i'm going to support mine. not to the detriment of yours unless you're coming out to hurt me. i thought this speech was phenomenal.e.

>> he explained it so well. what's great about it for donald trump, he so good i communicating but he actually gave us a philosophicalh understanding of what it means to stand up for a sovereign country. he also talked about communism and socialism, it continues to fail around the globe. when he takes on cuba and north korea and iran, i will stand up and cheer every time. >> jeanine: cuba, north korea, iran -- venezuela as well, saying it was not a problem. i don't have the quote exactly right but it wasn't a problem with socialism or the implementation, it's just a socialism.h >> as a matter of fact, when he said words to the effect that it was implemented properly, socialism -- that's the problem. a fantastic speech. every time he gets on the world stage like that, he did it whenp he was in warsaw. i've had people say that's one

of the best speech as they ever heard because he is a great communicator. i was real pleased to see him stand up at the u.n. and proudly talk about what america has accomplished, whatup america is about. we are here to work with people that want to work with us. it's a two-way street. i tell you what, every time he gets on the world stage, the leadership that this guy exhibits and ier say that affectionately, the president of the united states -- it's astounding. now we have america that's going to be front and center in terms of working with the world. again, america comes first. i like that. >> jeanine: larry elder, finally.y. in terms of tax reform, health care, what he think is going to happen this week? >> as you heard, trump has not given up.k? i heard him imply pressure on the senator from alaska who voted against the last repeal and replacement bill, who has not decided yet.l >> jeanine: murkowski. >> he has. not given up. by the way, judge, the time

kim jong un of north korea, who is obviously a madman that doesn't mind starting or killing his people will be tested like never before. this comes after the rogue dictator called president trump deranged and threatened to test a hydrogen bomb in the pacific. joining us with the reaction,en former u.s. ambassador to the united nations, fox news contributor, john bolton. good evening. >> good to be with you. >> jeanine: thank you. the threat of a hydrogen bomb which is far more sophisticated than the atomic bombs of past is pretty serious. i mean, does kim jong un have the capacity and capability to do that? >> we don't know, but he is certainly by most expert t opinions in his sixth nuclear test, did detonate a nuclear weapon. maybe his fourth test is also thermal nuclear and he has the range for his ballistic missiles. the president is correct when he says one of the dangers from a thermo nuclear blast over the

pacific is the radiation that would come from it. a lot of the experts are worrying about whether there's a potential emp effect, electromagnetic pulse. it depends on where the devices detonated. would it take out satellites in orbit? if it were lower. could it take out electrical grids and communication systems? land areas where the detonation takes place? this is more serious than just setting off a big firecracker.? it shows fundamentally, why the president is properly concerned about how irrational this regime is. wars can start, not simplynt because people intend they start but from miscalculation. you see a dictatorshipip like this -- miscalculation should be much on our mind. >> jeanine: earlier, i read that what kim jong un did with regard to that icbm that was headed toward japan, you know, his alignments are not that specific. it could just as easily have hit

japan.n. the concern is if it's not that sophisticated -- the targeting -- everyone is in trouble.ot >> we don't really have that good an idea of how sophisticated the capabilities are. everybody has been surprised the past three have been foror monts at the range of some of the missiles launched. frankly, it's a thermo nuclear detonation in the sixth test. what has troubled me is in the two that have overflown japanese territory, there was no attempt by them or by us to engage with missile defense systems. our response was, we did not think it threatened japanese territory, but as you rightly pointed out, these weapons can fail. off. trajectory can go or north koreans might be more sophisticated and have maneuverable capabilities. i think this id very dangerous and i think the president is trying to alert us.

he certainly has tried to alert the rest of the world on tuesday that he's not going to allow this kind of dictatorship to extort the american people through the threat of the use of nuclear weapons. >> jeanine: the president yesterday signed the executive order, where he would increase the treasury department's ability to sanction those doing business with north korea. the curious thing is that china came along. what brought china along, where they thought the central bank cannot deal with anyone working with north korea? >> i think it is quite a significant step. i think the president's sanctions -- although they don't use the words china and russia, that's who they are aimed at. we will see if china follows through.hat part of our problem for the last 25 years -- this is a 25 year long failure. f that he is now inherited. china will say one thing and do another. it will have a tremendous impact

on north korea. china really supplies 90% of north korea'se energy. financial lifeline to the outside world. they haven't applied pressureidn the past, because they are worried the regime will collapse. maybe their attitude is changing? >> jeanine: if indeed kim jong un does make a decision to try to do something, i mean, i believe the president when he says, you are covered. we got your back. the present will be able to come up with our military and the sophisticated technology that we have to prevent that kind of thing from happening ifif you we to try to attack with an icbm. correct? >> let's be honest, our missile defenses are not what they are after eight years of barack obama slashing the bush administration's missile defense plan. we don't have what are called layered missile defense systems. we don't have the sort of capabilities that were envisioned where we could try to take out missiles in the boost phase and midcourse, the

terminal phase. there's no doubt that if north korean missile landed on guam or god forbid on the continental united states -- that we would do what the president said and destroyed north korea. colin powell used to call that turning north korea into air charcoal briquette. it's whether we strike first to prevent that kind of tragedy from happening and that decision is still up in the air. >> jeanine: clearly isio preemptive, but is it preemptive based on the fact that we were about to be hit? that clearly is the issue but one more question. you mentioned the electric grid. if they were to put an emp or some kind of nuclear device in the southern hemisphere, we are vulnerable. >> look, let's be clear. this is an act of war. the fact that it takes out electrical grids or communication systems -- it may not kill people immediately but it is still an act of war because the knock on effectt

are you surprised? >> best friend forever, lindsey graham, this is his bill. what senator mccain noted was they had gone through the right process. maybe he could have supported that if they were committee meetings and bigger discussions and other votes on other elements.ss he knew that that wasn't going toto happen. >> jeanine: he had seven years to talk about it over tea. >> he had to have known what the dynamic with and at this point, everyone knewha this would happ. him and rand paul's no vote but then it comes down to murkowski and susan collins. this will also affect alabama as you've been talking about because it's a reminder of the swamp, the con that we've been undergoing., >> jeanine: let me ask you this -- is there any chance of a democrat coming on board? > no. but there's a chance that susan collins is going down, she's leaning again today.

she was against all the other repeal efforts. we could do a bipartisan deal. add more competition. as we did with the debt ceiling, american people are very happy with that and trump's numbers are going up. this is where it is heading. this is not going to work, and i think tammy is right. it will impact alabama but help judge avoid more and hurt luther strange. >> jeanine: as i said earlier, he got 9 million from mitch mcconnell's pac. if you would think in order to get the votes in the senate, anyone who disappoints him -- this is politics, not church. anyone who disappoints him -- he punishes them and take away their committee memberships. the assignments. why isn't mitch mcconnell doing that? >> if he had done that with murkowski and susan collins with the first boat and remove their

the first vote and remove their power, maybe they would have done something. if he had maneuvered some of those at risk senators for this coming midterm, maybe he would have two or three of the ten that are at risk. >> jeanine: why isn't he doing that? >> i think he wants the system to remain as it is. and the american people --th >> i think it even more elemental. he's only got 52 votes. if he loses two or three members of his caucus, he could have the most calamitous outcome possible. losing his own job. is jeanine: you are talking about -- >> mitch mcconnell's job. >> jeanine: no-brainer. let me ask you this. let's talk about rand paul. he says he wants more of this focused on the states. this graham-cassidy is moree state focused. what is with rand paul? >> i do not understand. he said it's more obamacare.

this struck me from a conservative point of view as a perfectly reasonable piece of legislation. i can't make hide or hair or any sense of rand paul. >> it repeals the mandate. we know that. what it does not do is it doesn't change the health care requirements that are offered. there is still too much of the same elements in this. of course, it does not repeal a great deal. er does get rid of mandates and that's good, but it does not tell the states to set up which is of problem. i don't trust states, when you send a block grant of money that they will even use it. >> i agree with>> that. >>jeanine: here's the thing. who was in a bettere position to solve the problems then the people closest to it? to me, the states should handle that and by the way, medicaid, medicare, a lot of this stuff -- when i was a prosecutor, i used to prosecute these cases. if we could make the individual states responsible for resolving that, they'd all save a lot of money. >> i'm all for getting rid of fraud and abuse but we have a bipartisan plan, no single payer, introduce competition,

tort reform. help make catastrophic plans available for young people. do that. do it quickly. american people will like it and it will help the president. that is the path. >> donald trump was elected in large part on repealingg and replacing obamacare. it has destroyed our lives, it's destroying the economy. want is for the president to allow the people that did that to dohe more of i. this is on the g.o.p. this is a good first step. it is not perfect, but to suggest that the democrats should have a hand in more -- it's like asking the arsonist to help us put out the fire. >> i am a democrat, and i am a proudd american. we can work together to improve and obviously flawed system. this is the art of the possible. let's do it. you are right, judge. >> jeanine: about what? >> that we need bipartisanship. >> jeanine: wait a minute, wait a minute. what i believe the republicans that have the oval, house, and

alabama supreme court which makes him not fit to sit in the u.s. senate. he wasth twice removed from office, once for defying a federal court order, which you cannot do. s no judge can do that. and then he defied the united supreme court -- the u.s. supreme court ruling on same-sex marriage. he seems to think he is above the supreme court. >> jeanine: i think judges are constantly going against presidents or mandates. j it was interesting with roy moore is he refused to take down the statue of the ten commandments. it seems to me that that would align him with a lot of the trump followers, who are not so much by the letter of the law, although they are law and order. i understand that, but more on religion and god and country. charlie, what do you think it is? >> yeah, i agree with what sheriff david clarke said. no matter who wins on tuesday, president trump is going to win. alabama is a deep conservative state. his base remains incredibly strong. look, the president has had an

incredible week. i tweeted out earlier and the president responded to my tweetd where i said there is a speech that the president gave at the u.n. general assembly, it was the greatest speech by a modern president in my lifetime in the last 30-40 years. if you look at the significance, not only didea he call out the crazy dictatorships in the asian perimeter, but he also called out marxism in venezuela, the need to defend your own country's interests on the international stage. he had a really good week and i think things are starting to look up. >> jeanine: let's talk about what's going on sto with free sh week at berkeley. i'm fascinated by this.. and today, gregg, fired fbi director james comey wasm interrupted many times while he was giving a convocation address at howard university. we may have a clip of that. >> thank you president frederick.

you are supposed to when you are a college student listen and learn but increasingly, college students today have nothing but contempt for education. >> jeanine: charlie, not just contempt for education but contempt for anyone that they don't agree with to the point where they will disrupt -- there is no respect for authority, discipline, what do the colleges do about this? if they won't even have the demonstrators removed, what can be done about these colleges?iih >> the problem is is that they glorify these demonstrators. you see administrators almost lift these demonstrators up and say look at the wonderful courage it takes. a lot of the time, these are rioters. and this is sin they weree. not. berkeley they had to bring in the police force when ben shapiro came on campus. the bill was $600,000. one conservative speaker coming for an hour. free speech isn't really so free
