ways and means. the budget will be talked about as well as the effort to repeal a new place obamacare. the president also said he will be visiting puerto rico next tuesday to see that hurricane damage there and the federal relief efforts. now to the graham-cassidy bill and the efforts to repeal in her place obamacare. white house officials tell me this morning that they haven't given it up for dead just yet, though they agree it is mostly dead, at least at this point. it may have been susan collins up with the fatal bullet and this latest effort to repeal and replace obamacare after a partial score came out from the congressional budget office that showed well this new measure would save $133 billion of the deficit, millions of people would be left without health insurance. senator collins said she can't support a bill like that. the rally for luther strange in alabama last night for today's runoff election, vice president mike pence put the collins

is for those block grants to be either completely removed or to at least be cut back some. in terms of what might happen going forward with the senate if they can get it done this time around, they may seek another reconciliation measure and get it down after september 30th, but senator mitch mcconnell warning on the floor just a little while ago that if they don't get a republican repeal bill, the democratic idea may start to catch hold. in a debate last night, bernie sanders was against pushing the idea of a single-payer system. listen here. speak out no matter what you call it at its core, here's what it is. a massive expansion of a failed idea quadrupling down on the failures of obamacare. a totally government run system that would rip health insurance plans away from even more americans and take away even more of their personal health care decisions. >> where the smart money is now is that graham-cassidy will likely fail.

thanking us for the job we've done with fema. we worked very, very hard in puerto rico, it's an island. and texas, we can ship the trucks right back there. we've got a plus in texas and florida and will get one importer rico. it's an island sitting in the middle of an ocean, it's a very big ocean. we're doing a really good job. we don't want to disrupt first responders and those were helping. we need a massive shipment of food and water and supplies. we are continuing to ship them on an hourly basis. that island was hit.

when you see 200-mile-an-hour winds hitting the place and literally houses are just demolished, it was like a tornado. like having hundreds of tornadoes, the winds, so it actually touched down as a category 5. people have never seen this. it was dead center. don't forget, we before, it was hit by another hurricane, that one brushed it, but that did tremendous damage too. puerto rico has tremendous problems with floods and the damage and collapse and we're still looking for people. i'll be going there on tuesday and may also stop at the virgin islands. the governor has done a terrific job. he's been devastated, but he's done a terrific job and he's been very generous with what he said about the relief effort, fema. folks of worked so hard. we told the metro texas they could take a bit of arrest, but

what they have done is incredible. we've gone from texas to florida, they happen to stop by louisiana and between and now puerto rico gets hit but they've been there and they're doing a really good job. i'll be there on tuesday and perhaps he will be with me. puerto rico is very important to me and the people there are fantastic. i grew up in new york so i know many people from puerto rico and in on many puerto ricans. these are good people and we have to help them. the island is devastated. i read this morning, it's literally destroyed. the infrastructure is in bad shape, and was before the storm and now in many cases it has no infrastructure. we are starting from almost scratch. these are great people, wonderful people, their hardy people and will be back.

i think we're getting good marks for the work they're doing. we're literally landing supplies on an hourly basis and this is to an airport that has been devastated. we're not talking about runways that have been open, these runways are devastated and broken, the airports are broken. these people are very important to all of us. i think i can speak for anybody sitting around this table, so we are working very, very hard in puerto rico and we are also making tremendous efforts and we're sending tremendous amount of supplies to the virgin islands. thank you very much everybody. >> jon: president trump meeting with house ways and means committee chairman kevin brady and other members, democrats and republicans, doubly talking about tax reform and we'll talk about that in a minute as well, but right now,

the imminent collapse of the last attempt or the latest attempt to try to repeal and replace obamacare. it appears the graham-cassidy bill is going nowhere and will not pass the senate even if it gets past the floor. joining is now, white house columnist for the hill and senior politics writer at u.s. news and world report. nile, there was so much optimis optimism. now every day it seems like a new republican senator is coming out in opposition, what happened? >> basically what happened, john mccain coming out stop the momentum for this bill. more broadly, republicans are worried about a certain lack, some are concerned and i think we're already seeing things move toward a blame game.

some people are blaming john mccain, some will talk about the buck stopping there. if you talk to allies of trump, replacing a lot of flames and congress. they feel they simply didn't get the job done, not just this time, but in the previous attempts we've seen. >> jon: i want to play a bit of sounds my collection of senators from both parties, but it begins with mitch mcconnell, a guy who finds himself on some thin ice over all of this. let's listen. >> obamacare's failure has shown us anything, is that we need new ideas and a better approach. that's what the senate pursued this summer, that's what senators graham and cassidy are pursuing now. >> nobody has got to buy a lemon just because it's the last car on the lot. this trump care bill is a health care lemon. it's disaster in the making. the fact that it's the last republican repeal bill standing

doesn't make it okay. >> knew trump care is bad policy being jammed through this body and an alarmingly ludicrous base. >> now we are playing politics with people's lives. it's time we drop the graham-cassidy, drop trump care once and for all and joined together to actually work to improve health care. starting with acting right now to lower premiums for families and strengthen health care in a bipartisan way. >> jon: it's kind of funny, david, democrats are all about bipartisanship right now when the original obamacare pass with no or public in support whatsoever. >> let's be clear, there was a bipartisan effort going on while this graham-cassidy bill is being form elated between patty murray and lamar alexander to sort of stabilize the market, but that was a side when you're up against him they could get this through. i don't even think this will come up for a vote. mitch mcconnell's speech last

night on the floor seem to be turning the page. he was taking the committees that handled it, he thanked lindsey graham and bill cassidy, but he basically was signaling that he doesn't have the votes and he's not going to take a loss. this could be a very tough week for mitch mcconnell given what's going on in alabama. >> jon: the white house is being suggested to go after mitch mcconnell to undermine him as a result of these obamacare repeal failures. is that the kind of action they deserve? >> it's the case that there's a lot of bad feeling between mitch mcconnell and it's the case that people are blaming mcconnell for a lot of this.

it's a statement of fact that they did this without anybody. this gets the annoyance of washington. the power of president trump's words when he was a candidate. republicans get the white house and the senate and they still get the job done. that's what's underlying a lot of these animosities. >> jon: those of the people who elected president trump, david. there are also voters in new york and california who elected members of the legislature who were very different ideologically than president trump. those folks had to be dealt

with. this kind of bipartisanship, whatever you call it, it seems like it's going to take the efforts of both parties to somehow fix the obamacare problems. >> republicans do not have a big margin in the senate, its 52-48, they can only lose two republicans. there was a poll this morning out that shows that 55% of republicans are against cutting federal medicaid funding. you talk to susan collins, lisa murkowski, what they're worried about is the backlash from their own constituents from flowing spending for poor people that depend on health care, but depend on medicaid programs. a program that provides health care for the the poor. again, looking at those clips of john mccain that president trump tweeted out, he was very much for repealing obamacare, but then what are the details? i don't like his answer that.

>> jon: now the president on tax reform. >> good morning, i'm honored to welcome republican and democrat members of the house and ways and means committee to the white house. we've been beating long and hard, we've been meeting for quite some time. it's been very interesting and we're going to have a big announcement tomorrow. i'd like to think committee chairman kevin brady, thank you, kevin. and ranking member nature richal for being here today. i've asked both bodies to join us today to talk abut the framework for tax cuts and tax reform before it's released tomorrow. it will be a very, very powerful document. our plan is based on four very crucial principles. first we must make our tax code simple and fair.

it's too complicated. people can't do it. american taxpayers waste 6 billion hours each year complying with the tax code under our plan. the vast majority of americans will be able to file their tax return in a single page without extra record-keeping and all of that paperwork. so we are going to make it very, very simple. second, we will cut taxes tremendously for the middle class, not just a little bit, but tremendously. that includes nearly doubling the standard deduction that most families take from their taxes and increasing the child tax credit. families really want and have been talking about it for a long time. third, we will lower tax rates for businesses to create more jobs and higher wages for americans. america has the highest business tax rate anywhere in the

developed world. where the highest tax nation in the developed world and i think in the underdeveloped world too. i have to be very accurate because they'll start claiming all sort of things. we'll keep it in the developed world, okay? the highest tax nation and the developed world and we want to become one of the lowest and that's what we're going to be doing and we'll be announcing numbers tomorrow. the jobs will start pouring in from all over the world coming back to our country. they left our country, so many of the jobs, but they'll be coming back and because we have a noncompetitive tax structure right now and we're going to go super competitive. finally will bring back trillions of dollars that we lost overseas. we want this money invested right here in america. we have close to 3 trillion and it could be more than that. nobody really knows with the number is, but we know it's

substantially more than two and a half trillion dollars. that money is overseas and that money will come pouring back. based on what we're doing and the incentives that we are giving. i look forward to working with the members of congress gathered here today to pass the reform and the massive tax cuts that our country desperately needs to thrive, to grow, to prosper. if we do this, we will create millions of new jobs for people and bring many, many businesses back to our shores. we will become a competitive nation again. we won't see companies firing their people and going and then selling their product back into our country with no tax and no retribution. it's time for both parties to come together and do what is right for the american people in the nation that we all love.

we're going to break away from that. that was a meeting with the house ways and means committee. the president is very interested in tax reform legislation that will come out of the legislature. let's talk to one of the pivotal people involved in that, senator john thune joins me now. he is a senate g.o.p. conference chair. we're going to get to health care and a minute, senator. obviously health care, obamacare appeal and replacement efforts have gone down in flames, or so it appears. one with the prospect of tax reform, can you get it done? >> we have to get it done. again, it's subbing that's quickly important to our economy if we want to restore growth in the economy, get greater paying jobs, raise wages for people in this country, we need to update our tax code and make it more competitive otherwise will continue to hemorrhage jobs and businesses to other parts of the world. we are very focused on this. we realize this is not an issue

we can afford to fail on. >> jon: will this be bipartisan? >> i think so, but we have to prove he can deliver the vote. there are democrats were willing to vote for tax reform down the lines, but i assume they're not going to vote for it unless republicans can demonstrate that we have the votes to pass it on our own and then you might see some democrats who are willing to be supportive of it. the fact of the matter is, we've got to do this for the american people. the growth rate in this country has been 1.5% over the last eight years. the congressional budget office says is going to be 2% and that's just not good enough. the historic average in america is 3.5% growth, that's a huge difference in the level of wages, the paychecks american people have and how much money they have left in their pockets. tax reform is going to be focused on middle income americans and trying to allow them to get more of what they earn and spend it on themselves and their families rather than the government.

>> jon: let's talk about graham-cassidy now. it appears after so much hype and hope that issue is not going to pass the senate. it might not even be presented. do you know the plan to bring up to a vote? >> that's a decision the leader has to make. again, one thing we know is we made a commitment to repeal and replace obamacare. i think this particular proposal, graham-cassidy, is a very innovative approach consistent with what we believe ought to happen with health care in this country and that's keeping the power and money and decision-making out of washington, d.c., back to state where it occurs. we want to ensure that we are creating a competitive market out there that will bang rates down for people and allow more people to be covered. we want to see health care that works in right now we have a system that's failing. skyrocketing premiums, collapsing markets, we still have about 30 million people in this country who are not covered. obamacare has failed and the

only question is how are we going to fix it? are we fixing it with the democratics approach and move to a single pair or will we do it in a way that maintains what gives patients more choice and more competition? >> jon: we looked of the four senators who announced publicly their opposition to the bill, rand paul, john mccain, susan collins, ted cruz. they each have different reasons for their opposition. i guess i sympathize were mitch mcconnell in some way, and trying to craft language that would satisfy the desperate needs of these four or the entirety pulling in conference. that's been the challenge. >> it's hard to explain because different members to methods from different perspectives. you tweak one thing to address the concern that one senator has and then that moves another senator in a a different

direction. i think this bill strikes a balance that's consistent with conservative republicans. we've got to put medicaid on a budget, make it more sustainable for the long term and we need to give states more flexibility to design health insurance solutions that work with other states. one thing we know is that one-size-fits-all doesn't work. it's time for us to move forward with a different approach and i think this approach represents that. i hope before it's all said and done that these discussions being held with some of these members that have issues that we can get them on board and making it to 50 votes that are necessary to take this country in a different and better direction and if we can pass it through the senate, the houses had let's take it up and pass in and the president has indicated he will sign it. >> jon: let's talk about if it doesn't pass and right now, doesn't look like it's going to. there's been talk of bringing it up in the next session, perhaps attached to tax reform legislation.

you said happening? >> right now the focus is trying to get the votes for this right now. if, for some reason, we have to pivot, i think the next step will be to move tax reform and that has to be our focus. the issue is cared about deeply by americans and we have to restore our business and allow the american people to keep more of what they earn, particularly middle income families. we have to get this done. i think health care -- this issue is not going anywhere. this market is in free fall and it has to be fixed. the focus needs to be on tax reform next and we will revisit health care. the question is when and where, but right now, we need to see if we can get 50 votes right now for graham-cassidy. >> jon: senator john thune of south dakota, part of the republic leadership team there in the senate. you've got your work cut out for you. thank you. >> heather: americans agree with him, seven in ten say that

morning. the intensity of this fire is partly a result of those massiv massive -- this leads to a major growth of the light fuels and grasses that keep these fires alive. this one exploded yesterday around 3:00 p.m. and has burned ever since. >> the wind is one, the heat is one, and the cartography. we have these slopes that are very steep. we're fighting all of that at this point, they're doing a great job. >> the canyon fire is 5% contained, despite three helicopters working overnight. high winds up this fire ripped through backyards, palm trees, tall brush to light up about 2,000 acres, forcing 1,000 residents to evacuate. >> you don't want to breathe in this stuff. it's undescribable. >> the concern right now is the humidity which is dropped in the

things are linked. i think the opposition to what trump said earlier this week has put themselves in a box here. they basically cited with an extremely leftist community who don't believe you should respect the flag or the anthem at all and i'm sure that's not where the players want to be. i know it's not where the nfl wants to be. >> heather: their ratings are dipping very quickly. drew, nbc's sunday night football down 7% from last week. if you compare it to three years ago, and bc is down 10%, fox 16%, cbs is the only one that went up and that was by 4%. what did they need to do to write the course? >> these drops in the ratings are because of the protests during the national anthem. what's striking about that is that when you have only one person who kneeled and he is no longer in the league.

when the president goes on attack it, immediately without any kind of orchestration, more than 100 players kneeling and he radicalized it jerry jones. it has a similar effect, once he attacks support for these things, it rises very quickly. >> heather: if you go out and pull people, and they would talk about the number of football players that exley participated, that it's a very small number. 1,696 players in the nfl total, so when you talk about 200, that's about one in eight. josh, do agree with that? >> i don't think the nfl wants to see this, ed's not going to be good for them. furthermore, you look at the number one jersey that's selling this week, it's the tackle from

pittsburgh who did three tours overseas represent the army in our armed forces. in battle. let's separate this. for goodness' sakes, it is certainly possible to have concerns about racial issues in this country and also hold our flight high and pledge our allegiance and do all the important things. >> heather: the president very clearly said this was not about race, this was about honoring the country, honoring almost veterans. drew, you have the final word here. >> if i can address the polling issue, i point out that this is how civil protest rights work. you have a minority that wants to alert the majority to a problem that the minority is suffering. if the minorities position was universally popular, you wouldn't need the protests. it starts off as a vindication to the minority. >> heather: is this the right

>> jon: new information about a hit-and-run, and camera. a driver in arizona with a dashcam on his car got sideswiped by another driver and says that white bmw is trying to pass them, but hit him inside and then spun out almost hitting another car in the process. here it is again in slow motion. other drivers on the road checked if the bmw was okay, but then he took off and left the scene. police say they have a license plate number, they are expecting to track down whoever was driving that car. >> heather: millions of people in puerto rico are still without clean water, they are power or

self-service and it's been almost a week since hurricane maria made a direct hit on the island. people are worried about how they're going to be able to take care of their families. >> it's chaotic, it's horrible. if it was me alone, i would stick it out. i don't care, but the kids, it's different. they get hungry and they don't have the necessities that i can provide. >> heather: we're doing on the phone by one of the victims of a hurricane, fernando, thank you for taking time to join us. you are a native of puerto rico, you live there in san juan for the majority of your life. have you ever seen anything like this? >> not at all. we've been through several storms. never like this. >> heather: what about your property, your family, how are you doing? >> we've got some minor damage on our home. many homes are sideways, pretty much all of the population dealt with that. many others lost their homes.

it was total devastation. >> heather: do you think that puerto rico was prepared? do you think the preparation was put in place early enough and if that had happened what it that bad? >> i don't think there is any place prepared for a category 5, may be 4 almost 5 hurricane, but the way the wind happened, the destruction, i don't think any country would be prepared for something like this. to be quite frank. however, many people have generators, it was for a few days perhaps.

the situation will get complicated here pretty soon. >> heather: you need the generators, but you are running out of fuel, there is no power throughout the entire island. >> that is correct. the situation right now, other than help for those areas that are needed where there was complete flooding and people losing their whole homes, people need a lot of help and authorities have to get to those places. people want to help, but they need gasoline to get to those places and right now, the lions are four, five, six hours long. i know they're trying to get gasoline to the gas stations that are working, but it's not working. they need to improve their process so people stay calm and they can help with the restoration. we need gas, we need diesel to get the right places. distribution centers of food, trucks need to get food from the warehouses to the supermarket. there's desperate need for that. >> heather: we got word that
