on behalf of the american people, i want to express our support and extend our prayers to all of those affected by the vile terror attack in spain last month. i want to assure the people of spain that america stands with you in confronting this evil that threatens all of humanity. we will continue to deny the terrorists their funding, their territory and any form of support for their wicked ideology. in this common fight, america greatly appreciates spain's contribution to the coalition to defeat isis. spanish troops and police have trained more than 30,000 members of the iraqi security forces. we also thank the spanish people for being such gracious hosts to the american service members stationed at spanish bases. united states and spain together face many critical dangers and

challenges, from north korea to iran to venezuela. we thank spain for its recent decision to expel its north korean ambassador and for standing with us in our efforts to isolate the brutal north korean regime. it is time for all responsible nations to join forces, to isolate the north korean menace. north korean nuclear weapons and missile development threaten the entire world with unthinkable loss of life. all nations must act now to ensure the regime's complete deknew nuclearization. i appreciate the united nations voting twice, unanimously, 15-0, twice, to adopt hard hitting resolutions against north korea. i have recently issued tough new sanctions against those who do

business with this regime, and i applaud china's latest action to restrict its trade with north korea. and in particular i applaud china for breaking off all banking relationships with north korea. something that people would have thought unthinkable even two months ago. i want to thank president xi. here in the western hemisphere, we have seen the heart breaking tragedy of socialist rule in venezuela. spain has been especially helpful in promoting the interests and well being of the venezuelan people. and we thank you for your efforts. we hope our friends in the e.u. will soon follow the united states, canada and many latin american nations in sanctioning the maduro regime. we need everybody involved.

the establishment of subsidiaries in the united states by 600 spanish companies, and they will continue to create jobs. that's why they follow closely investment opportunities in the united states, and they can contribute their technology, their experience to the united states. i have also given details to president trump on spain's role in different crises which are important to us all. for instance, he referred to our participation in the coalition and the crisis due to nuclear proliferation in north korea. combatting terrorism was something we talked about at length. spain has longstanding experience in this area. and just like the united states, we've been hit by jihad terror attacks on our soil. both countries have agreed on anti-terrorist policy, and we

cooperate very closely in the police, military intelligence areas. i have also said that i'm sure that we still need to do a lot in the area of intelligence. we need to improve coordination mechanisms in the area of cyber security or preventing recruitment and financing terrorists. i also underscored spain's role as a member of the global coalition against terrorism and our deployment in iraq, which is very large. we're the fourth largest contributor, and we've trained over 32,000 officers. in addition to that i have told president trump we will increase our commitment with the new phase after the fall of mosul by contributing a new financial package to rebuild iraq. we also have spoke long relations in the area of defense. both nato and bilaterally with spanish basis which are used by

both our countries and which are increasingly important strategically. our defense agreement goes back to 1988. at the time spain was in the back seat of the alliance. right now we're at the forefront. so the defense and security relation is excellent. but we would like that to spill over into other areas of the bilateral relation. president trump and i have gone to the political and economic situation in our countries. regarding the international situation, we agree that the challenge by north korea to the nonproliferation regime is a violation of the international legality, and i have expressed the full support of spanish government to the stepping up of sanctions as approved by the united nations the other day. european union is working on new additional measures, and in that

context, spain will continue to press for a firm common stance supportive of the u.s. and its regional allies. i have also reminded president trump that the spanish government has taken measures that have reduced diplomatic presence of north korea in our country. president trump has thanked me for the firm position my government has taken and the measures we've adopted. regarding venezuela, we've exchanged views on the totalitarian direction the country is moving in and its impoverishment with the humanitarian area. we've noted that there's a need to sustain international pressure on the venezuelan government so that it commits to negotiations which will enable us to find a democratic negotiated and peaceful solution to the current crisis. i have also reminded president

puerto rico. >> i wasn't preoccupied with the nfl. i was ashamed of what was taking place. because to me that was a very important moment. i don't think you can disrespect our country, our flag, our national anthem. to me, the nfl situation is a very important situation. i have heard that before about was i preoccupied. not at all. not at all. i have plenty of time on my hands. all i do is work. to be honest with you, that's an important function of working. it's called respect for our country. many people have died, many, many people. many people are so horribly injured. i was at walter reed hospital recently and i saw so many great young people and they're missing legs and arms and have been so badly injured. they were fighting for our country. they were fighting for our flag. they were fighting for our national anthem. for people to disrespect that by kneeling during the playing of our national anthem i think is

disgraceful. so i will also say that, again, i read you part of the quote, but the governor of puerto rico is so thankful for the great job that we're doing. we did a great job in texas, a great job in florida, a great job in louisiana. we hit little pieces of georgia and alabama. and, frankly, we're doing -- and it's the most difficult job. it's on an island in the middle of the ocean. out in the ocean. you can't just drive your trucks there from other states. the governor said we are doing a great job. in fact, he thanked me specifically for fema and all of the first responders in puerto rico. and we're also mentioning with that, the u.s. virgin islands. it was devastated. so we are totally focused on that. but at the same time, it doesn't take me long to put out a wrong and maybe we'll get it right. i think it's a very important thing for the nfl to not allow people to kneel during the playing of our national anthem. respect our country and respect our flag.

okay? thank you. >> if i could ask you, prime minister a question. is it going to take in a war to reign in north korea? what is your advice to the president on dealing with this? >> translator: no one wishes for there to be a war anywhere in the world, but it's true that the recent events in north korea with implications in the neighboring countries, very important countries. we all have to be forceful. those of us who defend the values of democracy, freedom and human rights, have to let north korea know that it isn't going anywhere in that direction. for the time being, sanctions

i have been watching that unfold. it's actually been unfolding for centuries. and i think that nobody knows if they'll have a vote. i think the president would say they are not going to have a vote. but i think that the people would be very much opposed to that. i can only speak for myself, i would like to see spain continue to be united. >> translator: the decision to unilaterally declare independence is not something i would -- not a decision i would make. it's a decision which will have to be made by the catalan government. right now when everyone knows the referendum can't take place because there isn't an electoral committee, there isn't a team at the catalan government organizing a referendum. there aren't balance. there aren't people at the

voting stations. it's just crazy all this will lead to is noise, but certainly there can be a valid democratic referendum with guarantees, with minimum guarantees. i think what would make sense in a situation such as this is to go back to commonsense and put an end to this whole story. the only thing it's doing is generating division, tensions. it's not contributing in any way to the citizen situation. so i want this to be resolved as soon as possible. i want us to go into a new stage where the rule of law, dialogue and commonsense will prevail. thank you. >> thank you. major garrett, yes? cbs. yes, hi. [ inaudible question ] >> you have an official meeting. are you contemplating the deployment of special navy assets or air assets to puerto rico to address the problems there? on north korea very quickly, foreign minister said you have declared effectively war on north korea and the north korean government has threatened to shoot down or aim at american planes flying in international air space. >> i'll answer the second one first. we are totally prepared for the second option. not a preferred option. but if we take that option, it will be devastating, i can tell you that. devastating for north korea. that's called the military option. if we have to take it, we will. he's acting very badly. he's saying things that should

never, ever be said. we're replying to those things. but it's a reply. it's a reply. the things that he's said over the last year, and if you look back, the things he said in past administrations. north korea is a situation that should have been handled 25 years ago, 20 years ago, 15, 10, 5 years ago. you had various administrations, many administrations which left me a mess. but i'll fix the mess. so we'll see what happens with north korea. as far as puerto rico is concerned, i think just the opposite. we have had tremendous reviews from government officials, as we have in texas and louisiana and as we have in florida, as you know, from governor scott, greg abbott. great governors. this morning the governor made incredible statements about how well we're doing. we understand it's a disaster, a disaster, that just happened.

the grid was in bad shape before the storm. puerto rico didn't get hit by one hurricane. it got hit by two hurricanesand they were among the biggest we have ever seen w the second one being even worse. the second one hit puerto rico as a category 5. i don't believe anybody has ever seen that happen before. it landed with that velocity. the governor has been extremely generous. i appreciate it. we right now have our top people from fema, and they have been there. we are unloading on an hourly basis massive loads of water and food and supplies for puerto rico. this isn't like florida, where we can go right up the spine, or like texas where we go right down the middle and we distribute. this is in the atlantic ocean. this is tough stuff. the governor has been so incredible in his statements about the job we're doing. we're doing a great job. don't forget their police force

has been decimated. many of the police in puerto rico have lost their homes. so sure they want to be police, but they also want to be able to watch their families and find their families. they have to live. so we're all very much involved in security in puerto rico. everybody has said it's amazing the job that we have done in puerto rico. we're very proud of it. and i'm going there on tuesday. now, with all of that being said, record -- if you look at the amount of water dropped on that island between the two hurricanes. and first one they barely got by with. they were devastated. the second was a complete wipeout. this was a place that was destroyed. so i think we've done a really good job. we are literally unloading on an hourly basis, water, food, supplies. we have our top people from fema and our first responders and everybody else. we will be deploying navy ships. they've already been deployed. we are going to do far more than

anybody else would be able to do. it is being recognized as such. but it is a tough situation. do you have a question for the president? >> prime minister, if i may, sir, do you share president trump's hostility toward the venezuelan regime? and what is your opinion generally of his -- that is to say president trump's suggestion that u.s. military intervention might be required if the venezuelan government doesn't change course? do you support that? and would you be an advocate in the e.u. for tougher sanctions against the venezuelan government? >> translator: we're spearheading in the european union a proposal to impose sanctions on venezuela on what is happening in venezuela is unacceptable. venezuela traditionally was a democratic country. at this time, it's no longer a democratic country. there are political prisoners in venezuela. there are people in jail, only

because they think differently than mr. maduro. i was the first prime minister, the wife of a man jailed because mr. maduro didn't like him. but there were many others who were sent to jail. in venezuela, there was a parliament. the government has made up this other parliament, which is -- has its meeting next to the other parliament. and that legislation, they've created a commission for the truth, which is an anti-democratic tool, which on serves to judge people without respecting the minimum human rights standards. venezuela is on the road to dictatorship unless that can be stopped. so all of us who share values such as democracy, freedom and human rights have to do something at this time. sanctions are important. it's important that there be international coalition putting

pressure on maduro so that political prisoners are freed and democracy is restored. because this lack of democracy and the attack against human rights and freedoms are come in conjunction with economic -- terrible economic situation with the 300% inflation rate with problems supplying food and medicine to people. it's a really tragic situation. i think that we have, the united states and spain, have a responsibility towards venezuela. there are a lot of spaniards living in venezuela. i'm worried about them and the rest. but they certainly were there. i think the international community should be forceful with regard to venezuela. >> translator: thank you. i have a question for each of you. for president trump, would be

serious political crisis in spain because of referendum on sunday. what solution do you think there is? have you given advice to president rajoy on this matter? do you think there should be a dialogue between the general and the government to find a solution? now a question for prime minister rajoy. it seems that what you're doing in catalan, the way you're managing things is having an impact on the budget. i would also like to know whether you think that the situation with the pnv party can be resolved or do you think you will have to call early elections? thank you very much. >> well, i think the people of catalonia have been talking about this for a long time. i bet if you had accurate numbers and accurate polling, you would find they love their country, they love spain, and they wouldn't leave. i'm just for a united spain. i speak as the president of the united states, as somebody that has great respect for your

president and also has great, really great respect for your country. i really think the people of catalonia would stay with spain. i think it would be foolish not to. you're talking about staying with a great beautiful and very historic country. >> translator: we will be delaying the budget in parliament. we think we will need the needed support to approve them. we're talking different political parties. i don't think people have problems if we continue to work down this line. i don't think we will have any problems in approving them within a reasonable time frame, but we are looking for a majority just like we did last time when we voted on the

budget. at any rate, i'm not thinking at all about calling early elections. >> mr. president, thank you very much. thank you. >> sandra: president trump wrapping up a news conference alongside the president of spain, mariano rajoy. on the table, questions on north korea, puerto rico, the nfl. the president started out that joint news conference by saying that the u.s. and spain are great allies and close friends. addressing the people of puerto rico and the u.s. virgin islands, the president said it is a disaster there. he sends his heart and prayers a week after they were slammed, obviously, by hurricane maria. he said there's a massive effort under way in the caribbean. we will get through this, he said, together. we will be bigger and better following the devastation there. the two leaders did address north korea on multiple

saying he plans to visit the u.s. territory next week. he also spoke out about the rising tensions with north korea and said that he wassen preoccupied with the nfl protests. hello, everyone. i'm sandra smith. thank you for joining us. we have fox news coverage. mike emanuel is on capitol hill with breaking news on healthcare. we begin with brett baier. what did you think about what you just heard coming out of the rose garden at the white house? >> i think the main message was on puerto rico, to say we hear you and we are going to be and continue to be providing supplies and material and also experts on the ground to help with the recovery. he cited the governor of puerto rico phrasing the interaction with fema and reiterated that he, president trump, is going to puerto rico and the u.s. virgin islands on tuesday. i think that is to cut off some of the early criticism that they

have seen. remember, there's a large obviously puerto rico populations in new york, in florida. some of those lawmakers expressing concern about the situation on the ground and wondering whether he was preoccupied with the nfl and the kneeling that he has commented on twitter so much about. he was asked about that. and he said, i can do all things. all i do is work. i have plenty of time on my hands. all i do is work. so he can handle what he called an important situation with the nfl while dealing with puerto rico. clearly, wanted to get that out about what is happening and going to happen there. >> sandra: obviously, north korea was a huge topic. the spanish prime minister weighing in, saying the threat is intolerable, promising to work with the united states to get something done there. the president saying that the military option is on the table. the u.s. is prepared to take that military option if we have to, he says, take the military

option if we have to, we will. >> i think that basically what he said before. said this is a reply to they are saying, kim jong-un is saying. it is not an original thought. it is a reply. and one he says that if they have to use the military option, it would be devastating. clearly, building on his united nations speech and what he said there. but in the prepared remarks, he said the ideal goal is a denuclearation of north korea. the spanish prime minister weighing in, saying that the world is on the u.s. side. there's an example of that in the u.n. security council vote that was unanimous on the santions. president trump thanking the chinese president for the financial moves that they've

made and not trading and not dealing in the central banks. >> sandra: sanctions they used other words for those. i want to move on to healthcare. we are at such a critical point with healthcare. where do things stand? >> it's dead. they pulled the bill. mcconnell said to senators behind closed doors that they are not going to bring it up for a vote this week. so that means that the graham-cassidy bill is not being voted on and that is over for the time being. i think senator graham is saying it is not over forever and they're going to try to bring it up again. but in in iteration, it is over. that is a big blow to this administration that at one time had some high hopes that they could convince republican senators to get on board for this other attempt at repeal and replace. >> sandra: all right, brett baier, thank you for standing by. we've got more on the repeal

effort collapsing. mike emanuel will be joining us. brett, thank you to you. want to go to mike emanuel. you are standing by on capitol hill with the latest that is happening there. brett gave us the gist of it. but where are things? >> senator graham which has been leading the charge on this graham-cassidy bill, he said it will eventually pass, just not this week. his partner bill cassidy said it is because they don't have the votes. there are four republican defections. they can only afford two. bottom line, they're not going to force an embare massment on the senate floor. here's senator graham from moments ago. >> where are we? if not yet, it's only a matter of when. i have talked to my colleagues. everybody is enthusiastic about the idea of taking money and power out of washington, returning it to their states to give their constituents more say about their health care.

universal agreement in our conference that obamacare is failing, can't be repaired is structurally flawed. >> graham said they will get back to it after they go to tax reform. next up will be tax reform, something that all republicans here on capitol hill desperately want to get done. as for graham, his partner dr. bill cassidy of louisiana, he also talked just moments ago. >> we don't have the votes. speaking to the leadership, speaking to the president. i think lindsey and me are on speed dial. we've made the decision since we don't have the votes, we will postpone the vote. am i disappointed? absolutely. >> that's what we're hearing from republicans on capitol hill after campaigning for seven years on repeal and replace obamacare. they have been unable to get 50 republican senators to say yes to any one piece of legislation. graham said they'll go back to the drawing board. they'll go out on tour.

without this deadline attend of the week, he said they'll get back to it after tax reform. that could be close to an election year, so we will see. >> sandra: mike emanuel, thank you, sir. let's go to simon rosenberg and alex koenig, partner at fire house strategies. thank you to both of you for joining us. alex, you just heard the news from cassidy himself. we don't have the votes so there will be no vote. they will postpone it. >> i think that was probably the waoeu thing for them to do. i work with a lot of health care groups. there wasn't a single major health care group in the country who supported their legislation. it appeared to be a rushed legislation. i think they're taking the prudent step by delaying that vote. not to say obamacare doesn't still need to be fixed. there are big problems with the healthcare market. hopefully senators can continue to work on the scenes, bring

stability to the markets, bring down premium, make sure everyone has access to healthcare like republicans have been promising and that president trump has promised to do. >> sandra: simon, graham says back to the drawing board. what does that look like? >> you know, before this came up in the last couple weeks, there had been bipartisan talks led by senator murray on the democratic side and senator alexander on the republican side that seemed promising, about creating some short term fix for obamacare and the individual markets in particular. i think those are going to get restarted. there's a lot of interest in that among house and senate, house democrats and republicans. so i'm optimistic that there could be meaningful health care legislation this year. i don't think it's going to be along the lines of what lindsey graham and senator cassidy were pushing. >> we just saw them wrap up this news conference, addressing a wide range of issues including north kraerbgs the nfl. you are of the thinking that the nfl is a big distraction and

i think any moment that he's talking about the nfl, while his base might like it, it's sort of a distraction from all the big items that in many ways are much more pressing to the nation. certainly if you are living in puerto rico, you're thinking your situation is a lot more dire. >> sandra: but to be fair, he addressed puerto rico and the u.s. virgin islands out of the gate. >> no, no. listen, i agree with much of what ail leck just said. i think that the president has -- people want him to be the president of the united states and be the leader of all americans. that's a very divisive thing. he's got a lot of big things that he's got to score some points on. he's been an effective legislator as president. he isn't getting a lot of things done. he's got a lot of stuff he's got to get done between now and the end of the year. it would be smart for him to try to rally all americans behind his a genda and not be picking

fights. i think it's a huge mistake for him. i wish, i hope that he gets over this period and focuses, as alex said, on these big issues and brings people together instead of pushing them apart. >> sandra: thank you for standing by during that news conference and joining us. >> thank you. >> sure. thank you. >> sandra: fox news alert. u.s. military conducting operations to get relief to puerto rico as the island struggles to recover from the staggering damage of hurricanes maria and irma. rescue crews are working to dig people out from collapsed buildings there. millions are without power and phone service. food, medicine, and resources are dwindling. president trump promising more help is on the way and he said he plans to visit the u.s. territory next week. >> tuesday seems to be the first time we can do without really disrupting first responders and the efforts that are being made to help people. we shipped massive amounts of food and water and supplies. we continue to do it on an

hourly basis. that island was as hit as hard as you could be hit. >> sandra: garrett, always a delicate balance for the president to not want to distrack from recovery efforts but still show up and support those people struggling so much. >> reporter: i can tell you we have seen relief supplies coming in at the airport. the government said it has been going out. i gotta tell you, first hand, we have not seen that happening. what we have seen are long lines like these across san juan. this one particularly for gas. but also for basic necessities such as food and water. this line stretches all the way around the block for nearly a mile. lot of folks standing here in line looking to fill up gas. one couple said they got in line at 5 a.m. this morning, almost nine hours later, they finally had a chance to fill up their tank.

all they could get was just $10 worth of gas due to the rations. the government has placed armed officers at gas stations across the country to ensure that things don't get out of hand. that hasn't been happening. their patience is running thin. no food, no water, no electricity. no communication with the outside world. they say this can only go on for so long. >> we are very patient people. we try to help each other. there's a breaking point. we don't see anything happening yet. i'm so sorry. we're getting to a point where patience is not an option. we're trying to be patient, but we're kind of upset. puerto rico has been destroyed, basically. we need help. >> reporter: puerto rico's

national anthem began. jones said they sepb their message, while still respecting the flag. president trump today tweeting the nfl has all sorts of rules and regulations. the only way out for them is to set a rule that you can't kneel during our national anthem. meantime, u.s. veterans are divide on the protest and the president's response. my next guest is karen vaughn ambassador for the american warriors initiative. and mother of fallen u.s. service member aaron vaughn a highly decorated navy s.e.a.l.s. killed in afghanistan six years ago when his chopper was shot down. karen joins us now. karen, there has been so much happening on those football fields. what do you make of it all, considering your son's sacrifice? >> well, breaks my heart, that the nfl is symbolic of the best of the best america has to offer. only in the nfl and other leagues like this can a person

come from nothing and achieve greatness and have everything that the american dream offered them. and so to see them taking a knee and disrespecting the sacrifice that made that gift available is very disheartening. i agree with everybody who has a varying opinion, different veterans. my son gave his life so they would have the right to free speech, to do whatever they chose to do. but why choose the national anthem? it doesn't represent a president, a police force. it doesn't represent any one body of people. the flag represents the american way of life, the dream of this country. that's what you're disrespecting. i feel like it's got to stop. i agree with the president completely, that this sport has traditionally opened with the national anthem with everybody standing at attention, respecting that moment, respecting what gave them the freedom to stand there on that day or not and play that game and make millions of dollars to do it. the american dream. it needs to be respected. i agree there needs to be a rule this is what it is.

rule breakers pay the consequences. >> sandra: what would your son aaron -- we thank him for his service. he made the ultimate sacrifice. what do you think he would have thought watching these nfl games and seeing these players take a knee? >> i have said frequently that if aaron ever saw somebody take the knee during the national anthem, he would help them to their feet. it would break his heart. i watched them drape an american flag over my son's casket in arlington in august of 2011. i watched 30 other families, or 29 other families in that same shootdown that took my son's life be handed a folded flag during their son's funeral. that's what the flag represents. the flag has stood through the centuries because it is a banner of freedom. to disrespect the flag is completely misplacing your anger or your frustration. it's just a misplacement. aaron would be mortified. that's the best way i could put

it. he would be mortified. >> sandra: you just heard the president speaking a few moments ago at the white house, saying -- he was asked if he has been preoccupied by the nfl protests. he said he's been very busy, has a lot to do, but he said he was ashamed. he said he had been disgusted by what he had seen. what do you make of the rhetoric and the tone the president has taken in response to all of this? >> i feel like the people put this president in place because he was not a politician. we've said that over and over again. because he's not polished. because he says what most people say when they're standing around a water cooler at their job. so the fact that he does speak that freely and that blatantly doesn't offend me. i understand some people in our society are too weak to handle the truth spoken plainly and bluntly, but frankly, i'm not, and i don't believe many war fiegers who have been on the front line that would let words offend them or cause them to have such an upheaval in their

personal space that they can't tolerate it. is it what we're used to out of a president? no. but do i like it? yes. i have to say i do like it. i do think he has plenty of time to focus on the problems of this world, the real problems that we're facing as a country while also making an off hand statement about the nfl. one doesn't discredit the other. so obviously we all have time to talk about a multitude of things. to be tweeting this, i understand people are fragile now. we have to be careful with everybody's feelings. i'm just kind of sick of that culture. i would love to see a warrior culture reunited in this nation and grow people with back bone who can take harsh words and not be completely broken and offended by them. >> sandra: well, we thank you very much, karen vaughn, for sharing your thoughts on this. your son, a decorated fallen navy s.e.a.l., aaron carson vaughn. we thank you and your family for your service and sacrifice.

>> sandra: recovery teams searching the rubble as rescue efforts wind down a week after the catastrophic earthquake in mexico. jonathan hunt joins us from mexico city. jonathan? >> reporter: sandra, the end of the search and rescue operations is, of course, at some point inevitable, but earlier reports that they would be formally ended by the government on thursday are now being ruled out. we just got off the phone with the head of the civil protection agency here, which is coordinating the kind of search and rescue effort you see behind

me. he said there is no artificial deadline. they will search until they believe there is no point in continuing that search. meantime, obviously, so many people in mexico city have been made homeless by this tragedy. many of them young children now in shelter, the government providing what help they can. the people of mexico city also coming together in a quite extraordinary way to offer whatever help they can as civilian volunteers. and to end this, sandra, on an optimistic note, the kind of note that makes everybody, even here in mexico city in the midst of this tragedy smile, there was a sign of life last night. a small puppy, chihuahua, pulled out alive from the wreckage. that is the kind of thing that brings a smile to everybody's face, of kourbs even in the middle of what has been a devastating tragedy for the mexicans across this country.
