"the five" is next. >> kimberly: i'm kimberly guilfoyle with juan williams, jesse watters, dana perino and greg gutfeld. it's 5:00 in new york city and this is "the five" ." political stakes are high as president trump and the g.o.p. now try to tackle tax reform after failing to repeal obamacare. will they succeed? the president made his way to indianapolis this afternoon to roll out a plan to overhaul the tax code. >> we are going to cut taxes for the middle class, make the tax code simpler and more fair for everyday americans. and we are going to bring back the jobs and wealth that have

left our country. and most people thought left our country for good. we want tax reform that's progrowth, pro-jobs, pro-worker, profamily, and yes, tax reform that is pro-american. >> kimberly: the president's plan would slash the corporate tax rate to 20%. here is martha mr. trump a short while ago -- >> we need washington to promote american jobs instead of obstructing them. that's what i've been working to achieve every day since i took office. that is what i talked about on the campaign trail. already we are seeing the results of an economic policy that finally puts america first.

>> kimberly: dana, a lot of people have an opinion about this. the president, his campaign, the policies. one of the big things was tax reform. they need to be able to achieve something especially on the heels of another failed attempt with health care. how did you feel the president did today in terms of messaging? >> dana: i think the rollout has been pretty good. he had to give the speech on the teleprompter. i hope he doesn't do a ton of them on them because tax reform hasn't been done really well in 30 years. his ability to sell it in plain spoken words in the way he does this actually probably one of the best things he has going for it. i think the text of the plan and the speech, you read it on paper, a little bit in the weeds but you can get the just. the left is painting this as tax cuts for the rich and only going

to benefit the wealthy. that's not true but it's hard to argue it on the other side. i think he started to do that today and i think based on what i've heard that the white house has a pretty good plan to get their coalition together in order to try to advance this. i really do think the rich are going to end up paying more. if you are in the zip code where you really wanted hillary clinton to win, you should be glad because you shot the -- you thought though -- thought the rich should pay more. >> kimberly: the contents of the tax reform. will it be obstructionist. even if you tax the rich. >> whenever they say they are simplifying something, it's never truly simplified. they still use jargon i don't understand. there is something about a tax at a rate of zero. what does that mean? you are not being taxed? why don't you just say you're

not going to be taxed. taxed at a rate of zero goes way over my head. i am not that bright on this stuff. simplify it. really simplified. the problem i has is the order in which the administration tackle the issues. it's like with obamacare or tax reform, i would have loved it if they had done tax reform first. they chose the wrong lane at the supermarket. the obamacare lane should not move. if you -- the tax reform line coming would've zoomed through. three items or less. >> kimberly: i hate when that happens at the airport. >> greg: you are always going, how did that happen? >> jesse: looking at the other line but you are already in there. >> dana: looking for your wife or husband. >> greg: you move, than the other line opens up. >> jesse: we do a lot of the grocery shopping. >> juan: i just tell them i am "the five" and i get right

through. >> greg: that is "the five" privilege, juan. >> dana: check your privilege. >> kimberly: jesse, you were a little bit critical of the president before about tax reform. how did you feel about it today? >> jesse: i still want to see meaty cuts. i'm not happy about a few things. he's holding out the possibility of still raising on the very wealthy. this is obama's third term. this is not what people signed up for. i don't know where he's coming off. i guess this is a populist thing or that a deficit hawk deal. i don't get it. i don't think a lot of his core base want to soak the rich. i don't. i think they would like tax cuts for themselves but i don't think they are in it to get back at the greedy billionaires. i also don't like that he's only cutting the top rate from 39 to 35. reagan slashed the top rate in

his two terms from 70 to 28. to sell this as a reagan-esque tax cut is incorrect. they should be cutting capital gains and dividend taxes. i think it helps older americans. i like the income tax reductions as a general point. it's our money. it's not the government's money. the increase of the child tax credit. the doubling of the deduction. helping lower income people. for americans, some will pay zero. i don't understand what that means, but it sounds good. eliminate the death tax. that should've been out a long time ago. the president is selling this as a corporate tax reduction is going to be the key driver of growth and job creation and wage growth. and then you're going to bring back money from overseas as well and invest more in america. it's an america first tax cut. i think there's a lot of good things.

there's an bad things, but on the whole, it's better than what we have now. >> kimberly: so there is room for improvement you think but it's going in the right direction. >> dana: it's only going to get tupper. if this is your opening bid, it's not going to get better for you. >> jesse: that's what he wanted to open the bit at 15% on the corporate side. >> kimberly: dana said there is some things here that the democrats and liberal should be okay with. shouldn't be too displeasing to them. are you feeling pleased, juan? >> juan: i am curious because i don't know -- i think it would be great if we had tax reform in this country. i really do. i think it would like a more simple, direct way to know what taxes they are paying, why they are paying them and feel they are going to a good use by the government. on those things, i say great. president trump during the campaign promised it would be tax reform, i wouldn't simply be about tax cuts that would open the door to what's been described here as tax cuts for the very rich. by the way, according to the

polls, and bc-"wall street journal," 55% of americans oppose any kind of cut for the corporate tax rate. they also think the rich should pay more. i don't know but that's with the american people think. when i am looking at this, i'm thinking the republicans have given up on tax reform. now all they want to do his tax cuts. the driver, as jesse was income's corporate tax cuts. the argument they are, an interesting one, this economy would be doing even better. we would knock them out. would be the global titan if we could lower our tax rate to be competitive with tax rates in europe and the rest of the world. then when you look at it, you discover wait a second. our tax rates aren't out of line. guess what. you look at the deductions and the write-offs and our corporate tax rate and that's what galls me, jesse, mr. populist. there's half or more of american corporations that pay zero. if you are puzzled, this is your

answer. zero means you pay no taxes. >> that's because the corporate lobbyists and the swamp sit in these rooms and rewrite these things to carve out the loopholes and the incentives. >> juan: it's troubling to me because i think the president wants something. he's given up on tax reform. he wants tax cuts but has open the door to democrats having a very effective argument. >> kimberly: the tax form announcement comes on the heels of a health care defeat again. the president is not losing hope. >> i was hoping this will be put on my desk right after we won the election and i would come in and sign. it didn't work that way. a couple people that i won't say anything. but early next year when reconciliation kicks back and, in any event, long before the november election, we are going to have a vote and we are going to be able to get that through, and i think we will get it through very easily. >> kimberly: greg, you were saying earlier you take issue

strongly. not with the use of the term zero but the order in which the president tried to -- >> greg: it's like being faced with two choices. a beautiful swimming pool and the la brea tar pit. every time you go to health care, it is the la brea tar pit. people in california know what that is. it's like basically a big tar pit. we used to go there as kids. that was where my parents took me. >> jesse: that explain so much much. >> dana: you are not supposed to eat it. >> kimberly: that was your community pool? >> greg: what was so wrong with the graham-cassidy bill? why does that have to be perfect? you are never going to get a perfect bill. instead you're going to sit here and one person is not going to like this. the perfect bill will not exist. this will not happen. >> juan: to do just say tax reform will happen? >> greg: no, i was talking about graham-cassidy. >> kimberly: dana, it was interesting that the president mentioned. he seemed upset that perhaps

this was something he wanted to do. >> dana: i like it that he is being more open. that gives him a chance to look ahead. also he knows a lot of republican donors are sitting there thinking, are you kidding me? we don't have anything at this point? he can blame the establishment and the people on capitol hill and the swamp. the truth is he will have to pay the price for that. but i do think the democrats still my play ball on tax reform. if the president continues to press in these red states that have democratic senators that are up for election, he might be able to have enough in order to get tax reform done. it might not be what reagan was able to do but that's because there's not that much room to cut. the tax rates aren't at 70%. right now you can't raise enough revenue in order to pay for the things we want. i think we are having a bigger discussion about health care and tax reform but we are not really having it here.

the people are having it, and that's kind of what kind of government do you want? what do you expect them to be able to pay for? how much do you think americans should contribute to the government? those are bigger issue questions. >> greg: why are children so special? tax credits. you get a tax credit for having a kid. i want a tax credit for my barbell. that's every bit as expensive as a child. >> juan: who invited wc fields? >> greg: if i disappeared from this earth, four or five bars would go out of business. i want a tax credit for my bar bill. >> kimberly: relatable problems, greg. it >> greg: why do you get a tax break for a kid? why should that be part of a tax plan? maybe you shouldn't have kids. >> jesse: procreation is a good thing for most civilized countries. >> juan: if anyone was

in the senate. he backed luther strange. headlines on the major newspapers for a call it a blow to the g.o.p. establishment and the president's clout. >> i think the people of alabama know me and they understand what i stand for. i certainly support president trump's agenda. yes, i'm an outsider, not part of the establishment. i don't think the president knew me and when he gets to know me, he will understand i do support a very conservative agenda for this country, and i think he will back me. i have received a call from him, that's what he said he would do. >> jesse: speaking earlier today, the president said moore will be a great senator and everything is going to work out. it was a big loss for mitch mcconnell who also backed strange. moore said he will get past the majority leader's snob if he wins in december with some conditions. >> as long as he stands for a conservative agenda on what we promised the republicans, i will work with anyone.

>> jesse: okay. kimberly. this guy is an interesting point. point. west point grad, vietnam veteran, kick boxer, ranch hand. what kind of splash do you see moore making in the u.s. senate? >> kimberly: i think he's probably going to go in there and be respectful. at the same time, he's not afraid to stand up and speak his mind and buck the trend. do i think it's a situation where mcconnell and the rest that supported him, they have to be able to work together to achieve common goals. do i think the president is heartbroken over it? i don't. i think the president is like look, this is no problem and he means it. he's going to work with the monies probably going to do everything he can. more than make up with it with some amazing rally this going to go in our over.

when he returns to alabama. there's going to be a lot of money dumped into try to see if the democrat can win. i think it's going to work out. i think it would've been better if they were all on the same team and unified and pick the same person. i will be honest and say that. didn't happen. but look, the sun rose again. >> jesse: still probably going to be a republican senator from alabama. mcconnell didn't really fare well in this race. pumped a whole lot of money in there and his association with strange probably hurt strange. mcconnell has an 18% approval rating. >> dana: true. i think in addition to that, luther strange was appointed by the disgraced outgoing governor of alabama. that story is a doozy. it's really bad. there was an association there already that probably for most people in alabama, they wanted a clean break. i almost called him senator. giving him a promotion.

mr. moore was already very popular all throughout alabama. you might argue they might have gone with moore from the beginning and save that money but i do think the agenda that moore was talking about is pretty secure. i don't think alabama is going to vote for a democrat. juan is looking questioningly. here is what i would say to the democrats, don't waste your money. if you think moore is so crazy town that he's going to be a problem for the republicans, let it go. >> jesse: do the democrats have any money left? >> dana: they are raking in so much money they don't even know how to spend it. >> jesse: this is the ten commandments guy. >> greg: he is definitely old-school. he says -- did he say you could go to jail for being gay?

i think donald trump is a different kind of republican. trump was for gay marriage before obama was. trump did what we all did last year. he sat on the wrong horse. we all bounced back. probably a strong candidate but i don't think there's a huge message saying it's a blow to the g.o.p. establishment. i see a group of people picking one guy over the other because they knew him more. >> jesse: simplifying it too much? or is there more? >> juan: it is fascinating because i think donald trump is the lead player in american politics by far and yet donald trump could not beat populist politics is run by bannon, palin, hannity. >> dana: he won all but 67

counties. >> juan: what was with pulling a gun out? >> dana: he was just proving he was -- >> jesse: in alabama, that might work. >> juan: he pulls a gun out. what is this? he's a second amendment guy. don't mention it? i didn't mention it. let's pretend i didn't say a word. it didn't happen. i want to make this point. doug jones being so quickly dismissed, a democrat who will run against strange in december was a former u.s. attorney under bill clinton. joe biden is in there making robo calls. big money going in. he is the guy who won a conviction in the bombing of the little girls in the birmingham church. he has some energy behind him at this moment. he says people in alabama are tired of being embarrassed by the kind of politics practiced by man who believes the u.s.

whatever. >> greg: but businessmen are evil. remember that. >> kimberly: wall street, yes. >> dana: i think donald trump has not tried to subvert the system. when you are putin, basically you say, those term limit things, they don't exist. age limit, doesn't exist anymore. things have to go through congress, no. president trump is working through the system. if you are concerned about his policies, look at what happened with the travel ban. initially rejected by the courts. they reworked it and put it forward. health care doesn't pass twice. taxing from, going through congress, doing all the things. i don't see the autocratic tendencies she sees. >> juan: well, it's not only hillary clinton. take a look at this interview, also by charlie rose, with ruth bader ginsburg. >> do you think sexism played a role in the campaign? >> do i think so?

think among republicans, conservatives, traditionalists, there's a real resistance. >> dana: don't you think sarah palin could say the same? that sexism played a role in her being attacked in that campaign not being successful. >> kimberly: i don't think that's fair to label conservative republicans and men and say they would be sexist and not want to support a woman candidate. i think they want to support a strong candidate that holds their values, fiscally conservative, smaller government and supports the military. >> juan: one last point to you you. when you hear president trump in the campaign say "nasty woman" or talk about grabbing women, don't you think if i'm an evangelical, i don't -- but they went for president trump. >> kimberly: i'm sure they didn't like that. they didn't feel it was appropriate but maybe they believed on balance he was the best candidate based on his platform and policies. >> greg: to the point about the autocratic criticism.

i had mentioned a couple times when trump was running. this is a guy. he likes strongmen. talked about strongmen. there's a possibility. when you watch what's happening now, you could be further from the truth. you are seeing more protests, more criticism. no one is going to jail. the american public is learning more about checks and balances on her trumpet ever before. when you think about under obama, a filmmaker was put in jail. journalists were investigated. that happened under obama. fox news journalists. we know everything going on because he's telling us everything, donald trump. >> kimberly: didn't hillary tie up reporters? >> greg: i think bill did that too but that was at a party. >> juan: the leaks in the investigations are ongoing. the sessions on it. ahead, north korea apparently stumped by president trump. my man gregory's monologue next.

official? i would take the meeting and called the state department at the same time. i might even call before and say these guys have asked to meet with me. i read the new yorker cover story a couple weeks ago. fascinating. he got to go to north korea with two handlers from the u.n. they take him there and at every turn because their job is to explain trump to kim jong un, instead of basically taking him around to see the sights, they keep asking him. this thing in the paper here. is this normal? the reporter ends up being the one trying to explain. it's interesting. i recommend the article. >> greg: no one will read it but anyway. don't you think dennis rodman, a friend of trump, would already have insight into this leader? >> jesse: send rodman back. the north koreans and americans have something in common.

we both can't understand trump. he's being unpredictable and keeping them on their toes and that's a new challenge for the north koreans. they are used to having to interpret coded diplomatic language and now the best part of the article is they have these experts of trump tweets and they can recite years and years of trump tweets. they have an encyclopedia addict knowledge. trump is on air force one knocking out tweets to rocket man in between taco bowls and he's throwing them for a loop. it's fantastic. >> greg: you have to admit it's good to keep your foes second-guessing. you do do that i'm sure. it >> juan: i don't know. we are the super power. if people have confidence in what we do. it's interesting to me that they would do this. it wasn't that they were going

to every american or politician or expert. they were going to republicans. they wanted republicans. i guess they think republicans have more knowledge. after alabama, i don't know if that's the case. it's so telling, this is contrary to my thought, i will tell it to you. when the u.s. flew the fighter jets high in the sky over south korea but close to north korea, no response. just a threat from the north koreans, as if, you know we talk about they are quick to anger. they are not exactly being so quick at the moment. i don't know. >> greg: i think you just said trump is doing a fantastic job in a very subtle way. kimberly, if north korea contacted you, what would you tell them? if they said, can you tell us something? >> kimberly: everyone thinks they won the lottery. i would obviously contact the
