republicans in washington and what they must do to finally start passing you, the people's agenda, the president's agenda. let's take a look. >> this is the deal. i really believe it, if for just three months, going forward, or if they have the three months in the past, just three months, got it up for three months, and work with trump onp his agenda, on cutting taxes seriously across the board, immigration reform, the wall, what have you, getting rid of obamacare, which is just -- it's an absolute crime what has happened here and what that is going to mean to the country. just try for three months, make it look like there is unity between the president and the people of his own party, and they would own washington for a generation. >> sean: rush makes a great point. three months. it isn't that difficult. it shouldn't be that complicated. where is republican vision and action on passing the president's agenda? in other words, where is their spine? their backbone and fighting for their conservativein principles?

also, where is their honor, dignity to keep their word, the promises? 's are peeling, replacing obamacare and creating health care cooperatives, we've discussed that, cutting taxes, regulations, energy independence, is it that hard to get done? they have been promising they would r do these things for yeas and years. by the way, more importantly, where is the sense of urgency to help the millions of forgotten men and women in this country that we always talk about? help those people? this is what the election was about and it is what we tell you every single night. 50 million americans in poverty come on foodod stamps, you know what?rt the lowest labor participation rate since the '70s. right now, republicans need to unite. three months, get the job done. just take a look at how they did come together earlier today on congressman steve scalise, when he returned to the house floor for the first time since that terrible shooting. you know what? that is a type of unity that congress needs and it will

better serve the country. on the topic of taxes, president trump did unveil his plan yesterday for massive cuts, sweeping reform in the mold of president ronald reagan andn john f. kennedy. with those two former presidents did come at work, and we have decades of hard evidence to make av up. in 1962, one year after i was born, at the economic club of new york, john f. kennedy gave a speech about cutting taxes and unleashing the american economy. democrats in congress who opposedes president trump's pla, maybe you guys should pay close attention, because you have no agenda. watch y this. a >> the final and best means of strengthening demand among consumers and business is to reduce the burden on private income and that deterrence to private initiative, which are imposed by our present tax system. this administration pledged itself last summer to add across the board, top to bottom cut, and personal and corporate

income taxes to be enacted and become affected in 1963. i'm not talking about a quick or temporary tax cut, which would be more appropriate, if a recession were imminent. nor am i talking about giving the economy a mere shot iner the arm to ease some temporary complaints. >> sean: wow. president kennedy, he slashed the top marginal tax rate from 90 to 77%. guess what happened? the economy soared. millions of jobs are created and revenue to the federal government, lower taxes, ache it didn't go down, it increased. when ronald wilson reagan came into congress, he started a tax revolution by letting you the american people keep more of your hard earned money. here is what president reagan said back in 1981, the first year he was president. >> if the tax cut goes to you, the american people, in the third year, that money returned to you won't be available to the

congress to spend. and that, in my view, is what this whole controversy comes down to. c are you entitled to the fruits of your own labor? or does government have some presumptive right to spend and spend and spend? in a few days, the congress will stand at the fork of two roads. one road is all too familiar to us. it leads ultimately to higher taxes. it merely brings us full circle back to the source of our economicgs problems. for the government decides that it knows better than you what should be done with your earnings, and in fact how you should conduct your life, the other road promises to renew the american p spirit. it's a road of hope and opportunity. it places the direction of your lifefe back in your hands wheret belongs. >> sean: during reagan's presidency, he enacted historic tax cuts and reform. let's take a look at this. reagan slashed the top marginal tax rate from 70 to 28% in the course of his presidency.

economic growth, it took off in a way america has not seen since. in 1984, gdp hit 7.3%. compare that to president obama, the first president in history to never have an entire year at even 3% gdp growth. on f top of all of that, reagan created 22 million jobs after the 1982 recession. revenues to the government again, they doubled. america saww the longest period of economic growth. what ronald reagan did worked and it changed the trajectory of the company forever. president trump, modern-day, trying to do the same thing. take a look att what the president said while he was unveiling his new tax plan yesterday. watch this. >> this is a once in a generation opportunity and i guess it's probably something i can say that i am very good at. i have been waiting for this for a long time. t we're going to cut taxes for the middlele class, make the tax cos

simpler and more fair for everyday americans, and we are going to bring back the jobs and wealth that have left our country and most people thought left our country for good. we want tax reform that is progrowth, pro-jobs, pro-worker, profamily, and yes, tax reform that is pro-american. >> sean: now democrats, they have no solutions, they are coming out in full force against president trump's plan and they will insist that any bill that passes, it has to soak the rich in taxes but that's not what reagan did. with these obstructionist democrats won't tell you is thi this. top burning americans already inpay way more than their fair share. for example, the top 1% of wager earners in america, they contribute 35.9% of personal federal income taxes, the top 10%, 10% of americans, they pay 70.9%.

let's compare the outcome of the bottom 50% of wage earners in america, they pay 2.8%. there is almost -- a good fact -- 35% of tax filers pay zero, zip, nada, nothing. by the way, they will pay even less under president trump's plan,, which, of course, the media is not highlighting.pr president trump has momentum in growing the economy, which is why we need tax reform, we want to make it better, we want the engine to soar. second quarter gdp was just revised come upwards to 3.1%. much better than obama, compare that to him, the first president in history who never reached 3%. gdp growth and's presidency. that's history, pay attention, kennedy, reagan, obama. one side works, one doesn't. since his election, president trump has worked with the companies to bring jobs back to america, to help the forgotten men and women. the trump administration, they have either polled or suspended

country. this is a national conversation we should have been having for l many years. the problem we are having in the black community, the lack of hope, has not just appeared in the last few months. it has eight, ten years, with a black president who never addressed the issues that are happening. 83% of black males are not working. 70% of black men are abandoning their family. you caning go through the litanf failure and it's all because of a democratic, socialist agenda to make sure that missouri is the use a political strategy. i'm glad we can have this conversation and at the very end of the day, we will have solutions. >> sean: all facts, all true. reverend, i want to ask you, the fact is, the reality is, disproportionally, when you talo about the 13 extra million americans on food stamps and 8 million more americans in poverty, those with the eight years of obama, and we doubled the national debt, disproportionately come up black americans, hispanic americans, they were impacted.

>> i don't. i am totally satisfied with radio. i want for nothing. i love it so much. but this is special. sean, the reason america is still america is in this room. >> sean: [laughs] the camera people? >> all of us. you and me, it's an honor to do this, it's great to be back on fox news. i am grateful for the opportunity to be on the week where you are going back to 9:00 p.m., where you should have been all along. i'm happy to be here. >> sean: we appreciate it. want to start with tax cuts. all the years you have talked about it, kennedy, reagan, what do you think of the tax plan? >> it is good overall. there aree some things about it -- let's look at the illumination of the deduction. you know who will hate that? california, illinois, the blue states. that will cause a shortfallbl fr them. those taxpayers are not going to like it. if you look at the state to the highest income tax rates, most of them are blue.

here is my basic problem with this. i keep hearing everybody say, growth, growth, but the top rate probably isn't going to come down or much at all. that is where the growth is. those are the people that owned small business, those of the people that spend. we still have a way of exploiting it that is rooted in classism. we will give the middle class, lower middle class, operate, but the rich, we are going to soak them. they don't need a tax break. they have enough. besides, they say we have to have a way to pay for it. why can't washington do with less? we got growth from reagan. i saw you talking about it last night. the top marginal rate over 80lo years, 70-28%. why not do it again? the reason is, everyone is afraid they will lose votes in the middle class because there is far more of them than people in the upper bracket. at the 10% are paying 70% of all

income taxes and how can you say they are not paying their fair share and why do we want to punish them further? if you really want growth, lower everybody's taxes across the board and get out of the way for all the revenues. >> sean: you are going to have ath corporate tax, trump wanted 15, it is going to be 20, reconciliation kicks in, so they say. what is interesting, the corporate taxes are reduced, their appreciation is good, you are right, new york, californiat get too -- i'm in new york, it's 10%, california is 13.5. a lower rate, 39-35, but they will pay more. >> they will pay more.d i have talked to some very powerful people. i am a powerful, influential member of the media, with access to powerful people. they are laying this on the president. upper bracket, no movement. they know when i talk to them that i will be interested across the board, everybody. they are the ones talking

growth. they are not saying we need to do this to generate revenue, they are saying we need to do this to re-boost the economy. well, why will you leave out the people that are higher? why not use these people as role models, inspirations, it's typical class warfare. anyway, the guy that i was talking to, said, don't talk to me -- the president is insisting, and the president said that guys like him don't need a tax break. they are laying this all off on him. when i hear that we have to find a way to pay for it, that is washington establishment talk. that is democratic talk, paying for tax cuts. the first day it's presented, it will never be how it ends up if they get a vote on i it. there are some great things and that is, personal exemption doubles, repatriation is good, but the thing that bothers me is that we still want to demonize and punish achievers. >> sean: i was excoriated for

i think they thought that at 8:00 onth election night. they were preparing for that. they hadn't made any plans for it. they had become accustomed to being "loyal opposition," which means keeping and giving democrats what they want. seven years come repeal under place obamacare, but we can't do it without the house, gave it al of it. you're right, they don't want to do it. i think of the voters come second. it is like the nfle thing, the owners have a conundrum, dilemma. who do they choose? to they choose loyalty with their players or customers? that's a tough decision. republicans in the senate and house, who do they choose? donors or a voters? the donors want amnesty, the donors want comprehensive immigration reform. when it comes to health care, you can tell, for seven years,

income tax return. they are estimate is that 85% of the people who currently are advising under the new republican tax cuts, this is all they will fill out, which will give them a second tax cut of all the money they are currently spending to get some tax preparer or some tax lawyer or some accountant, it saves literally billions of billions of additional dollars. here's a simple test. if by thanksgiving, the paul ryan income taxed postcard becomes b law, i think you will find out that they are doing exactly what rush suggested. this is visible, it applies to virtually every average american. it is clear. they will be producing these so that everybody can have a copy. you can show your friends and neighbors. you can ask them, you want to keep the current system with its

of ways, it is interesting. you can analyze it two ways. one way, the rest of the country has been subsidizing them because their states punish them. paul ryan made this point last night. your thoughts? >> first of all, let me come back to this. i would urge every republican in the country, just as i used to pull out the contract, pull out the paul ryan postcard and ask your constituents. here is the second thing, for most of the people in long island, by the way, maybe not you, you have done really, really well, but for most people, by the time you get to doubling the deduction, and to get to lowering the rates, the number of people in new york who are going to need some kind of deduction for state and local taxes is going to drop dramatically. actually, for the average, everyday working guy, they are not really going to notice it because they are getting a great tax cut, and if you throw in the amountnt they will save by not

needing a preparer or an accountant or tax attorney, they will be much better off. if you are some rich guy -- thie is what's ironic -- all of these liberal democrats tell us they want to soak the rich, guess what, they are the ones in the blue states that are about to start screaming because you have toec be pretty darn wealthy to e affected by not having the state and local taxes. i have to say as a conservative, i'm not that sympathetic. i am not very sympathetic when all of a sudden liberal democrats -- >> sean: i live in those states. >> come gosh. i know you do. you remember, florida is only an airplane away. >> sean: all i need a six anths and a day and i am resident of florida. those are the rules. with all that said, look, this is where my job is, i am in florida today, it works just as good in florida. satellites and technology, and it works for radio and tv.

soso here is the next important question. what do the republicans need to do? i think a couple of things. energy is a big job producer. i like this plan with the president proposed, he is l sticking to his campaign promises, i also think that they better find the wall and understand the importance of it. if they have one other thing, the president said they might go back to health care in january, february, they really need to. not the chuck schumer-patty murray plan. your thoughts? >> i'm going to be very simpleminded because i used to do this for a living. they ought to focus from now to thanksgiving on one thing. get the tax cuts passed. if they have a signing ceremony the week before thanksgiving, if overwhelmingly americans have lower taxes, if american businesses go from one of the highest tax rates in the world to a really competitive tax rate, if we bring back trillions
