american worker. the last major tax reform was passed more than 30 years ago, 1986 with a large bipartisan majority. it's sounds so nice. when that be nice? the 1986 tax bill will substantially reduce our business tax rate to make america globally competitive went through the roof. the plan worked, the jobs and industry boomed, other countries had our success and copied our playbook. our foreign competitors adopted tax rates much lower and much more competitive than our own. and fact, when it comes to business tax, we are now dead last among developed nations. we pay the highest tax of any

nation in the world. our rate is the least competitive rate there is. our business tax rate is 60% higher than our average economic competitor. think of that. then you say how do you compete? in many cases, you don't. our companies leave, they go to other countries. it's a massive tax when every product main america, giving countries like germany, canada, japan, south korea, and mexico a massive head start over american industry. it is time to go from dead last two pretty much the front of the pack. we won't be the lowest, but we'll be getting pretty close. under our framework, we will dramatically cut the business tax rate so that american companies and workers can be our foreign competitors. [applause] we will cut the business tax rate from 35% all the way down to 20%, below our average competition by far. this is a revolutionary change and the biggest winners will be everyday working families as jobs start pouring into our country. [applause] when companies leave our shores, its american workers who get hurt. they get fired. when companies stay in america

and moved to america, it's our wonderful workers who reap the benefits and the rewards and for the majority of american manufacturers who file taxes as sole proprietors or s corporations or partnerships, we will cap your tax rate at a maximum rate, unlike present of 25%. that's your maximum rate. [applause] this will be the lowest top marginal income tax rate too small and medium-sized businesses in more than 80 year years. the lowest in 80 years. [applause] it will be rocket fuel for our economy. to allow our companies to compete for the next five years, our framework will allow you to fully write off the cost of new

equipment in the year you buy it. think of that one. for me, that's so big. so you don't take it over many years, you take it immediately and when you buy it. that's something people have never seen before and it will be great. it will be truly great. that means more production, more investment, and far more jobs. if we want to make more products and say made in america, because that's what we want, made in the usa were made in america, then we have to reduce taxes on the businesses that produce in america. with your help, that's exactly what we are going to do. fourth and finally, our framework and you have to

remember, you see what's happening with companies and offshore. encourages american companies to bring back trillions of dollars in wealth left overseas. our current tax code actually -- it discourages them from bringing back profits they earned overseas. right now, we have at least $3 trillion overseas. i must tell you, i've been following this for 6 years. republicans and democrats have always said we want that money to come back, so they all agree and they still never got it done. we are going to bring everybody together and we are going to get that done. we will eliminate the penalty on bringing back the future earnings and bringing them back to the united states in full and we will impose a one-time low tax or money currently parked overseas so it can be brought back home to america where it belongs. for too long, our tax code has incentivized companies to leave our country in search of lower tax rates. my administration rejects the off shoring model and we have embraced a new model, it's called the american model. we want companies to hire and grow in america, to raise wages for american workers and to help rebuild american cities and towns. when re-grow, america manufacturing, we not only grow our jobs and wages, but we also grow america's spirit. when we purchase products made

in america, fashioned by our fellow citizens, we renew the bonds of national loyalty that link us all together as one. there is a great patriotism that lives inside the men and women who leave their hearts on the factory floors, who pour their hopes into the works of iron and steel and hoot turn dreams into reality with their own two hand hands. when they huddle in the break room, at the rest stop, or at the end of a long and very tiring shift, they take pride in knowing that the products they work on the products they make aren't just building business, they're building families and communities and most of all, this nation that we love so muc much.

the great state of wisconsin, congressman sean duffy is here and he is outnumbered. where happy to have you back. >> sean: good to be back with you guy. best looking ladies in daytime television. >> harris: rachel campos-duffy just texted. >> sean: she doesn't respond to mine. >> sandra: we are glad to have you. president trump giving another big speech on tax as he continues to try to build momentum for what could be his signature legislation. wednesday's speech was about individual tax break. today, it's about tax relief for america's businesses, vowing the biggest tax break scene and nearly a century. while the president is signaling he is going to work with democrats to bring tactfully to businesses, his top economic advisor gary cohn leaving little wiggle room. watch. >> our opening offer and final offer on the table. we were happy to start at 25 and we're happy to go lower and

we're happy asserted 20 and go lower. there is our opening offer. if he wants to counter with something lower, we're going to negotiate. >> sandra: that he's referring to is chuck schumer. while he says his party is willing to work with republicans on giving small businesses a break, schumer calling the proposal welfare. we're going to open up to you congressman because the big question at this point is is were party selling this blueprint? speak out we're just at the starting phase the president is just getting his sea legs on tax reform. he doesn't really understand health care as well as he understands taxes. he gets this and understands it. he's a businessman. i think he's going to sell this really well to the american people. he is hoping to bring democrats on board and i think they understand the policy of how important tax reform is. >> sandra: did he make any progress with that speech? >> congressman duffy: he's not

as good, he starts talking from his heart and passing more taxes, that's a winner. i think democrats, if they see that we sell this well to the macon people, they're going to put their finger in the air feel the wind and say we better get on board. >> sandra: he spent a lot of time talking about unemployment at a 16 year low, wages rising. he said the stock market is soaring to rising levels. gdp growth he cited hitting over 3% last quarter. he's able to sell that, can he sell taxes? >> jessica: is really calm located. you mentioned gary cohn coming out yesterday and talking about it. i think he did a really terrible job and especially wavering on the middle-class saying there's always a unique case where maybe they won't end up with a better offer. donald trump campaigned on going to help the middle and lower classes and not myself. the minimum tax would cost

millions of dollars in 2005, that's not a seller. why is he lowering payroll tax for the poor? these are things that would get more democrats on board, but to your point about democrats having to look at where the country is going, heidi heitkamp has to do this. we have ten red state senators, democratic red state senators were up for reelection and we have to get them back in office so we can make some progress with an agenda that helps the middle classes. >> abby: if you want to get democrats support, if you don't have joe manchin on your side, he's a democrat in a state where president trump won handedly. if you can get joe manchin on your team, you won't get it passed on a bipartisan basis. you mentioned the messaging and you can tell he has so much more passionate and energized when he talks about tax reform and how important it is to him in the

country. and talking about that forgotten man, talking about the farmers out there that can't keep their business going, they can continue living on their land. that is what connect with the american people and i think what connects with congress. you said of president can sell this plan, then it will get pas past. >> harris: how many democrats do you think you really need? the public is looking at finances. financial conservativism is for the platform. >> congressman duffy: we don't need any. will be liked to come on board? absolutely. can i make one last point what you were saying? you can't underestimate the point that this is a 70,000 page tax code. we're doing away with a loophole that the wealthiest americans take advantage of. when you say all these great things in the code, they're losing reductions that only work for them.

bill, that's okay with me. >> sandra: meantime, chuck schumer announced the senators from both parties were working on a bipartisan deal to shore up obamacare markets are getting close to a compromise. >> they both informed me there on the verge of an agreement of bipartisan health care agreement to stabilize markets and lower premiums. >> sandra: end and new fox news poll suggests lawmakers should keep at it as a majority of americans, 63%, want to see changes to obamacare. you heard the president's words, congressmen, can they get this done? >> congressman duffy: that is a head scratcher for me. the bottom line is democrats want to lock in obamacare or bring a civil pair system. 60% of house democrats were signed on for single-payer.

they're taking power out of washington, i don't think democrats can buy into that. how donald trump cuts a deal with them -- >> harris: i heard a little differently from you. i heard him say i'm going to do a deal with democrats and we know he will and we also know that the threshold would be 60 votes and that democrats may feel like they have a little but of leverage, so maybe they will jump into the game. we won't get to single-payer. the president said i have great relationship with democrats and then he said not really trust. did you catch it? he knows he's going to have to bring that same type of deal, i would imagine that he did previously with democrats. if republicans want to be in the game, they are going to have to be the ones that have to step i in.

>> congressman duffy: of the president moves on daca, he's going to lose his base. the reality we have right now is obamacare is collapsing on itself. if we don't act, a lot of people are going to get hurt. trying to navigate some neutrality moving forward, whether we go to free markets are single-payer, that's going to have to happen. >> harris: what about the executive order to try to get the negotiation across state lines? that's something ray ray pollick and some talked about for seven years. >> jessica: they gave the go-ahead that we should be having a conversation about single payer, stats something that should be worrying for republicans in this compromised era. to your point but with the president was saying, i think it's important that he said ed wasn't trust, it's business. no one trusts him and he doesn't

trust anyone and that's how he's been doing deals all his life. he knows democrats will show up if they're going to get something out of it like on daca, the debt ceiling. i think he has a better relationship with chuck schumer who he's known for decades and he's more comfortable with the mitch mcconnell and i think thk you should start talking up patty murray who is working on this bipartisan bill. she is a complete moderate and that way. she knows money, she knows taxes, chinos health care health care. she should go out there. maybe she'd like a ride on the plane. >> abby: wears the base going to go question archive heard this from republicans. when i travel the country and i talked to a lot of the trump supporters, they're really angry with republicans in congress. for them, it's a matter of getting nothing done or working with whoever you can to get something done. of the biggest criticisms republicans have as it was civilly partisan, it was only

that's a brutal list. >> sandra: it's unbelievable. these federal prosecution, you look at the lists, it's unbelievable. aggravated assault, burglary, rape as you mention, sexual assault, sexual offense, these are not minor crimes that they committed. >> abby: isn't this just common sense when we are talking about this? one semicommits a crime, they are not legally supposed to be in this country anyway, why should they not be reported or booted out? why is this not become more of a democratic issue where they seem to be supporting century cities? can you help us understand that? >> jessica: it when they came around, many were supporting them. the idea was everyone accepts, we want them to build to come

out of the shadows and work with police chiefs. police chiefs around the country said they are supportive of these policies. those 488 people who got booted out, i'm not quite to miss them, no one's going to miss them. i think the issue here and we've had this in number of times with president trump is a disconnect between the rhetoric that he used about populations and actual policy. jeff sessions has also said they're going to round up people who they suspected were in gangs. you need hard evidence to move people out. there's a new fox news poll that said 83% of americans support legalization. >> congressman duffy: money in your party has said by rounding up these criminals, if we round up these folks and export them, that creates trust in the community. my child was a victim of sexual assault and they

reported, and a person does get prosecuted, what does that tell every victim and everyone of those communities? if i reported, debbie ray back on the streets. >> abby: i can tell you i've talked to more appearance and have lost children because people have not been deported after committing crimes. it's heartbreaking and lives that should not be taken away from these families. we have to move on because meanwhile, the trump administration assessing refugees ability to assimilate and contribute to the u.s. in addition to their needs for protection. the annual report does not say a simulation will be a primary factor, but a major policy change. this coming on the heels of the white house slashing the number

of refugees america will take next year by half. that is the lowest level since 1980. this idea that of course, we want anyone who comes here to want to be here, to want to be proud to be an american, that is a no-brainer. again, it's common sense. how do you assess someone's ability to assimilate? do you say, do you want to be here? and they say yeah, do you take them for their word? >> congressman duffy: it's a great question. i don't know how you can assess this. i don't know how you can look into their heart and make a determination. we see what's happening in europe and these pockets of communities that have come in as refugees and they don't want to assimilate into the culture in the country in the communities to which they come, we don't want that to happen in america. we are melting pot. i don't know how you get to the root of this. >> abby: i've talked to a number of experts on "fox & friends" and they say what terrorists are trained to

agenda, they have targets on their back and they very well could lose in the primaries. watch out. >> harris: when you talk about what the options are for republicans, it's going to get interesting if bannon starts to run these insurgent candidates that he says he wants to like with judge roy moore. they are more in line with the president than the white house. the jared kushner thing is out there, but there's been some reporting that perhaps the president may have struck a deal with mcconnell because he had a horrible week last week. saying you're going to back that candidate by landing air force one, but you're the president say, if and when he loses, i'm with the other guy too. i just want our site to win. >> congressman duffy: if you are in my team i'm going to help you out. moulton just came out and said we need new leadership. they have their own issues.
